Dear Members,

We hosted out 12th annual Energy 4 Kids Event last Thursday at Chesapeake

City Park. Lively music, good BBQ, and quality beer made for a great evening.

Thank you to all the volunteers who helped put this together. I would like to

extend a special thank you to Christian Guerra and Carrie Anne Monplaisir for

planning the event and co-chairing our E4K Committee. With the generous

donations from our sponsors and additional ticket sales we will be able to

reduce the energy usage of Children’s Harbor and help them better use their

donations.

Virginia Energy Code History

1973: Virginia adopted the USBC, a

statewide building code based on the

BOCA Basic Codes. The statewide

requirements cannot be altered by

local jurisdictions. Prior to 1973, local

government was free to adopt codes.

The current USBC adopts by

reference the 2000 IECC for energy

efficiency criteria, effective October 1,

2003.

2005: On October 1, 2005, the 2003

with reference to ASHRAE 90.1.2004

became effective.

2008: Effective May 1, 2008, the

Virginia Board of Housing and

Community Development updated

the USBC per its three year code

change cycle to coincide with the

2006 editions of the International

Code Council model codes. The 2006

Virginia codes incorporate the

customized text of the Virginia

administrative and technical

amendments within the base text of

the ICC model codes. Each code

discipline will consist of a single

volume, inclusive of the Uniform

Statewide Building Code amended

language, with no need for separate

USBC pamphlets that historically

accompanied the ICC model codes

for enforcement regulations in

Virginia.

Children's Harbor is a nonprofit

organization advocating for all

children to have access to quality

early-care and education. Donations

fund early-care and education

programs in Hampton Roads, VA. By

providing places and programs,

Children’s Harbor is the model for

comprehensive services for children.

Supporting child development

through early education is a

fundamental component to advancing

the arts and sciences which is directly

in-line with our core values. That is

why we, ASHRAE HRC and IFMA,

selected Children’s Harbor as this

year’s recipient. We are working with

their leadership to develop a plan for

select HVAC and energy

improvements that bests aligns with

the needs of their four facilities. We

will provide updates as the this

develops further.

ASHRAE Releases 2019-2024

Strategic Plan

ATLANTA (July 1, 2019)

ASHRAE is pleased to announce the

release of a new strategic plan to

guide the society’s work over the next

five years. The ASHRAE 2019-2024

Strategic Plan describes the society’s

core values, mission and vision for

future success, while also identifying

areas where ASHRAE will direct its

attention and resources over the next

several years.

ATLANTA (June 25, 2019)

A new publication is now available

from industry leading organizations to

demonstrate to contractors and

designers that zero energy office

buildings are attainable.

A Little Slice… (of History)

(Doug Cage) The following is a

continuation of the 1998 “History of the

Chapter” by James L. Carver…

“By 1961 the new ASHRAE Guide and

Data Book “Fundamentals and

Equipment” was in use. Chapter

President Jack Spenser was eager for

growth, and moved the meeting place to

the popular Admiralty Motel. Ease in

access proved to improve the

membership attendance and growth.

The Chapter remained small but solid

with a good attendance of 15 or so

every other month. Meals at the

Admiralty were “Motel Food,” so that

says it all. In 1964, President Jimmie C

Daughety moved the meeting place

back to Downtown Norfolk, to the Ranch

House on Granby Street. Then new

member Bill Antley remembers the

excellent steak dinners and poor to

poorer seminars. Number of members

34. Cost of a meal $3.50. The popular

topic then was “Automatic Air

Conditioning Systems” and “Unitary

Rooftop Systems.” The new Hampton

Roads Bridge Tunnel had linked

Newport News and Norfolk, thereby

improving access.”

2020 Region III Chapter Regional Conference

ASHRAE National Capital will host the Region III CRC at the Key Bridge

Marriott in downtown Arlington, VA. Two technical session tracks

consisting of 4 1.5 hour long lectures will be offered for continuing

education credit on Thursday, August 13. A joint YEA and WiA happy hour

will be hosted and there are numerous sites to see in the Northern

Virginia/Washington DC area. Please contact the CRC Co-chairs Laura

Morder and Erin Miller for more information.

About E4K

In 2008, Hampton Roads Chapter of

ASHRAE in conjunction with the local

chapter of IFMA, developed an annual

benefit called E4K (Energy for Kids) to

help local charities lower the costs

associated with heating, cooling, and

making domestic hot water for their

facilities. While rates for fossil fuels

may rise, the ASHRAE/IFMA E4K

improvements substantially enhance

these systems, help lower

consumption and overall cost of

operations, and produce a positive

impact on our environment.
