In the wee hours of a Saturday morning, the Arizona Legislature approved a new budget. The Governor lauded it as fiscally responsible, but is it strategically wise as we look at what it means to Arizona today and in the future? This morning we await word on the Budget Packet that passed in the early morning hours of Saturday, March 7, after a long night of discussions on the Arizona Senate and House floors. The stated goal was to balance revenues and spending without a tax increase and provide Arizona with the first ‘structurally balanced’ budget since 2007. Responses to the Budget are mixed with some lauding its fiscal responsibility while others decrying the manner and long term impacts of the manner of cuts that were made to get there. The $9.1 B Budget has its share of proponents and opponents:

Fiscal Responsibility: According to Budget Proponents• Balances the budget and forces government to live within its means• First structurally balanced budget since 2007• Eliminates the structural deficit by 2017• It sets priorities: Child Safety, Classrooms, Public Safety• $326 million in spending reductions• Overall 2.3% reduction to government spending• Protects taxpayers: No tax increaseFiscal Responsibility: According to Budget Opponents• Focuses on cost cutting versus strategic investment to increase revenues• Reduces Healthcare Provider payments under Medicaid by up to 5% or a “total $127 million over two years which mean a loss of another $588 million in federal matching funds from Arizona’s economy over that time,” (Assistant Senate Minority Leader Steve Farley, D-Tucson, Source)• Repeals the Job Training Tax in January 2016 thus de-

Generally speaking, mobile homes are meant to stay upright, something one trucking company learned the hard way last week. On Wednesday, March 15, at about 12:55 p.m., the Superior Police Department responded to a single vehicle traffic accident on Highway 177 and the west bound U.S. Highway 60 off ramp. The initial report indicated that a mobile home was off the shoulder of the road. Police officers arrived to find a mobile home on its side. The investigation revealed that a mobile home transport company was moving the center section of a triple wide mobile home from Globe to Mesa. The driver was being escorted by pilot cars and Arizona DPS officers when it exited westbound U.S. Hwy. 60 to avoid the bridge at Hwy. 177 in Superior. The driver, unfamiliar with the road, was traveling too fast and was unable to properly navigate the left turn onto Hwy. 177. The mobile home section in tow tipped over and came to rest on its side. Fortunately, the hitch broke away and the tow vehicle did not flip. A small section of Hwy. 177 remained closed during the recovery of the mobile home. Although Southwest Towing made every effort to salvage the center section of the mobile home, it was destroyed during the recovery process. The wreckage was loaded into roll off containers by a large front loader. The driver was not injured; however, he was cited for failure to control a vehicle to avoid a collision and failure to stop at a stop sign.

Resolution Copper trainee positions

Resolution Copper is accepting applications for three trainee internships as part of our commitment to develop local employment opportunities for candidates that reside within or near the Copper Triangle including Superior, Globe, Miami, Hayden, Kearny, Winkelman and San Carlos.

Internships will last six months and pay $15 per hour. They will provide an opportunity to learn basic and practical skills and knowledge that is required to work in select areas at Resolution Copper. One position is within the water treatment plant, a second with core-handling operations and a third as an environmental techniciatrainee.

Acceptance into the program is not an offer of permanent employment. To be considered for the program, you must be at least 18 years old, have a high school diploma or a GED certificate, have a valid Arizona driver’s license and have less than one year of work experience. Before final acceptance, you will be required to undergo a drug and alcohol screening, background check and a physical fitness test. You will also undergo safety training as required by the Mine Safety and Health Administration.

The Superior High School Family Career and Consumer Leaders of America planned and organized the annual Cancer Fight by Candlelight walk this past weekend. Dozens of people attended the event and donated to the cause to raise money for the American Cancer Society. This year was especially unique. The walk was organized in the honor of Lou Torres who is currently battling squeamish cell carcinoma cancer. Lou’s daughter, Keanna Torres, is a member of the FCCLA at SHS. Lou was diagnosed and has been battling this cancer since 2012.

Unfortunately Lou was unable to attend the event due to complications with his illness that prevented him from attending. His daughter Zeena spoke on his behalf. She spoke about her fathers relentless fight and how even though he has been so ill he continued to work and participate in family life. The Superior Red Bear Outfitters assisted with the event by cooking the hamburgers and hot dogs that were sold to raise money. At press time FCCLA did not have a total on the funds raised for the American Cancer Society.

Students from the Superior High School, members of the Future Educators of America(FEA) and Family Career Community Leaders of America (FCCLA) traveled to the Superior Head Start to read to the future Panthers on Read Across

America Day earlier this month. Read Across America Day coincides with Dr. Suess’s birthday. The day is set aside to promote reading to youth. The Superior Head Start invites community members to come and read to the students any time.

Superior - After two weeks of a much enjoyed spring break, the students of Superior Head Start returned to the program this last Monday, March 23. The month before spring break was filled with projects, songs, stories, guest readers and visitors, and celebrations; all part of the learn by play approach. In February, the students celebrated “Friendship Day/Valentine’s Day” with Superior Senior Citizens and were very thankful for all the treats. The month of March began with several discussions with the children, in the classroom and during outdoor play, about the importance of being “kind at home with their family and friends, school family and friends, and, being helpful. The Head Start children appeared to take their role seriously as they reviewed their classroom health and safety agreements, expressed kindness, gentle touches and empathy towards teaching staff and their school family. The children had tons of fun enjoying successful game days. This activity has encouraged taking turns, good sportsmanship, responsibility, following directions, self esteem and independence.

The children also celebrated Dr. Seuss’ birthday during Read On activity, during the earlier part of March. In honor of the day, Ms. Villarverde’s high school class visited, to volunteer and read a variety of books. It was a wonderful learning opportunity for the Head Start Panthers to interact with Panther High School teens. Now, it is almost time to go on their spring field trip to tour Roses Roses, where the children will also enjoy their spring lesson plan on planting seeds and watching them grow. They will also experiment by putting a white carnation flower in red and pink water to see what happens to the color of the flower, as part of their science activity; make bird feeders using peanut butter or cream cheese and bird seed ; jump like bunnies and measure how far each has jumped. The children will also, soon, begin working on their art projects to display in the community of Superior for the April Week of the Young Child. “Throughout the year, we gather photos of our Head Start program in action.” said Teresita Olmos. Sounds like an invitation to come down and get involved.

Classrooms First: According to Budget Opponents• The budget cuts from education in several areas while adding money for inflation and enrollment growth, for an overall increase of $102 million. Opponents argue it amounts to a net loss of nearly $100 million because inflation and enrollment growth are mandatory components of K-12 funding every year. When other cuts are included — such as $117 million from additional school aid and $22 million for higher payments to schools that post improving test scores — the funding picture is a net loss. • The budget spares JTED, from a cut in state aid. But it puts them on a path for reduced state support in the future.Higher Education: According to Budget Proponents• Budget includes more than $600 million in general fund dollars for universities• 7% of state general fund budget• Protecting rural community colleges from reductions• Source: Office of the Arizona GovernorHigher Education: According to Budget Opponents• Reduction of $99 M for Arizona Universities• Eliminates all funding for Community Colleges in Maricopa, Pinal and Pima counties• Provides no funding vehicle for the university infrastructure needed to support Universities in achieving the 2020 Vision Goal of growing research revenue from $1B to $2B per year by 2020. The Governor has said that our last election sent a strong message for “Arizona to live within its means” and this budget is the result. After this series of cuts, it will be interesting to see if this is what the people of Arizona truly asked for. The end result is a budget that is structurally balanced and strategically imbalanced if Arizona is to continue to grow its jobs and tax bases (revenue) while improving our education quality and our quality of life. Here’s my 2 cents: Arizona’s state sales-tax rate is currently 5.6 cents on the dollar, giving the state an average sales-tax rate, including local levies, of 8.16 cents on the dollar. A 1 cent state sales tax increase (based on past estimates) generates roughly $1B per year. A 2 cent increase would generate $2B. Continual belt tightening due to revenue constraints puts improvements to our state infrastructure on the back burner year after year. Perhaps it’s time to pitch in 2 cents on a dollar to get us back on the growth track and maintain the resources we already have. Here are just a few ideas…1 Cent for Infrastructure Lease

Purchase Financing to Support• Research Facilities and equipment at our Universities so that they have what they need to attract outside investments in research in our state.• Classroom or other educational facilities or equipment at our community colleges.• Maintenance and upgrades at our K-12 facilities so that our school districts can focus their funds in the classroom• Maintenance and upgrades to roads, highways, and other transportation infrastructure that have suffered under repeated budget cuts1 Cent for Services and Community Benefits• Supplemental funding for healthcare services (especially those with a Federal Match)• Supplemental funding for families and children in perilous positions.• Funding for Residencies or tuition reimbursements for Physicians that agree to stay and work in our state thus addressing our looming physician shortage• Program Funding for educational and internship programs that prepare our classrooms, teachers and students for 21st century jobs.• Tax Credits for Research and Development, Angel and SBIR Investments in emerging companies• Matching investments in clinical trials performed here in Arizona so that our residents have early access to life changing innovations through increased clinical trial activity here at home.Would you pitch in 2 cents for a better Arizona. Arizona has a revenue problem. We don’t generate enough state revenue to serve our community’s needs. Cutting economic development programs, education, healthcare, and critical infrastructure investments is not the answer. Investment is. Investment is the vehicle we can use to increase revenues and through the ongoing returns on investment, make the pie bigger for all of us. In business, we reach out to investors and sell them on the value we can create with their dollars. In the case of a state, each taxpayer is our investor. Perhaps it’s time we make the case for investing 2 cents in Arizona’s future.

APRIL

Registration for the Superior Little League 2015 season will be held on Mondays and Fridays during the month of January at the Superior Junior Senior High School Multipurpose Room . The registrations will begin at 6 p.m. and will end at 7:30 p.m. T-Ball registrations will close early due to an early T-ball season start time. Final dates have not been set at press time. Parents are advised to register their children early. Registration for T-Ball will end on March 6 and the registration for all other divisions will end on March 30. Registration cost is $45 for the first player in a household, $35 for the second player in a household and $10 per additional player in each household. The fee includes a full uniform: pants, jersey, socks, belt and Little League patches. The fee also covers some of the administrative costs the league has to pay including the Little League charter.

29Gold Canyon Church has Spring Eggstravaganza

Gold Canyon United Methodist Church, located at 640 S. Kings Ranch Rd. in Gold Canyon, is hosting a free Spring Eggstravaganza on Sunday, March 29, from 2-5 p.m., followed by a Country Western worship service with music provided by The Houser Gang. There will be entertainment, a cupcake contest, and lots of activities for the children, which includes an egg hunt at 3 p.m. and you won't go away hungry as food will be available at no charge.
