1.0 EXECUTIVE SUMMARY A Management survey has been conducted within Caithness House to locate and identify asbestos-containing materials.

2.0 INTRODUCTION Islington Council’s, Corporate Asbestos Services Team was commissioned by Stuart Fuller at Homes For Islington, Health and Safety to carry out a Management Survey and produce a report detailing the location and condition of known or strongly presumed asbestos containing materials at: Property: Caithness House Twyford Street N1 0BZ

The survey was undertaken to identify and locate asbestos containing materials, in accordance with current legislative guidance, titled, Asbestos: The survey guide (HSG264) and Guidance Practice issued by the Corporate Asbestos Services Team. The purpose of the survey is to ensure compliance with Regulation 4: The duty to manage asbestos in non-domestic premises as detailed in the Control of Asbestos Regulations (2006). The aim of the survey is to locate, identify and assess, as far as reasonably practicable, the presence and extent of known and strongly presumed asbestos containing materials which could be damaged or disturbed during normal occupancy, including maintenance and installation. The survey may involve minor intrusive work and some disturbance. Whilst every effort has been made to locate known and strongly presumed asbestos, there may be circumstances this cannot be achieved without extensive demolition thus; the Corporate Asbestos Services Team cannot accept liability for any omissions. 3.0 SURVEY METHODOLOGY The survey has been undertaken by an in-house asbestos surveyor, qualified to proficiency module P402 as prescribed, by the British Occupational Hygiene Society (BOHS) who has had in excess of six months practical surveying experience, managed by the Asbestos Services Manager qualified to the BOHS S301 standard. All samples have been analysed by an independent laboratory of Islington Council conforming to BS EN ISO 17025 by accreditation to the United Kingdom Accreditation Services (UKAS). Samples were taken of those materials that may contain asbestos, for the purpose of analysis. Where there are large quantities of homogeneous materials, a representative number of samples will be taken as a reference, the remaining materials will be strongly presumed to contain asbestos, based upon the conclusion of analysis. Every effort has been made to ensure access has been gained to all areas; those areas that could be not be accessed will be presumed to contain asbestos and are listed within the Executive Summary under the heading No Access. A material assessment of all known and strongly presumed asbestos materials, will be undertaken as part of this report, based upon the algorithm as defined by HSG 264. The council will only undertake Priority Assessments when surveying premises whereby ‘duty holder’ responsibilities apply. In accordance with the Council’s policy and guidance, any materials that are found during the course of a survey within Council owned or leased properties, that are in a poor condition, considered to be a potential risk, will be immediately notified to the Client with an appropriate recommendation. Where possible every effort will be made to ensure surveys are conducted within vacated areas. If the premise or particular part of the premise is to be re-occupied upon completion of the survey appropriate air testing may be required and will be included within this report. Each room will be inspected, the surveyor will note any building materials that may contain asbestos, this will include where possible and safe to do so under floor coverings, above false ceilings, lofts, inside risers, service ducts and lift shafts, basements, cellars, underground rooms. Every effort will be made to ensure the quantity and size of samples to be removed for analysing is limited to a practicable measurement to ensure adequate analysis and limited disturbance of both material and décor, items removed for analysis will be appropriately made good by use of ET150. No density checks will be undertaken to identify the difference between asbestos insulating board and asbestos cement, this will be based upon, asbestos type and the discretion of the surveyor.

Material Assessment

A material assessment will be undertaken as part of this report, based upon the algorithm as defined by HSG264, a recommendation will be based upon this scoring system, no material risk assessment will be made unless specifically requested and directed by the client. 3 Thermal insulation (eg pipe and boiler lagging), sprayed asbestos, loose asbestos, asbestos mattresses and packing.

Definitions No Asbestos Detected (NAD) The analysis of the material has concluded that no asbestos fibres have been detected. Presumed No Asbestos Detected The surveyor has concluded after a thorough visual inspection of a specified area or material or the conclusion of an analysis of a sample taken from a similar material, suggests that there was evidence to support a reasoned argument that the specified area or material does not contain an asbestos containing material.

Presumed Asbestos The surveyor has not been able to access or inspect an area, it must be presumed to contain amphibole asbestos. Strongly Presumed The surveyor has concluded after a thorough visual inspection of a specified area or material or the conclusion of an analysis of a sample taken from a similar material, that there was evidence to support a reasoned argument that the specified area or material contains amphibole asbestos.

Please note that the material assessment is only applicable to the condition of presumed or known asbestos materials at the time of survey.
