EXECUTIVE SUMMARY

Jacques Whitford Stantec Limited (JWSL) was commissioned by the Toronto Catholic District School Board (TCDSB) to re-assess the condition of asbestos-containing materials (ACMs) identified in the initial Asbestos-Containing Building Materials Assessment Report dated April 28, 2008 and prepared by Jacques Whitford Limited for St. Joseph Morrow Park High School, located at 3379 Bayview Avenue in North York, Ontario. The re-assessment was undertaken for compliance with Ontario Regulation 278/05 and in response to an order issued to the TCDSB by the Ontario Ministry of Labour. Ontario Regulation 278/05 requires that the “record” (i.e., the Asbestos Building Materials Assessment) be updated at least once in each 12 month period or whenever the owner of the facility becomes aware of new information relating to the suspect and confirmed ACMs.

The work was carried out in accordance with the requirements of the OHSA.

Based on visual assessment, the ACMs previously identified to be present in the aforementioned report were presently observed to be in good and poor condition. Appendix A provides a summary of the present condition of the ACMs at this facility.

1 INTRODUCTION

1.1 Assessment Objectives

The objective of the re-assessment was to:

• Prepare a report regarding the condition of the previously identified asbestos-containing materials (ACMs) at the subject facility and,

• Provide recommendations for the management of these materials based on their current status.

1.2 Scope of Work

The scope of work for this assessment involved the following:

• Review the existing asbestos survey documentation for the facility;

• A room-by-room inspection of the condition of the ACM and presumed asbestos –containing materials (PACM) that were previously identified at the facility in accordance with the requirements of the Ontario asbestos regulation (Ont. Reg 278/05);

• Prepare a letter report for the facility summarizing our findings and providing recommendations for the management of existing ACMs.

2 REGULATORY FRAMEWORK

Asbestos is included in the Designated Substances Regulations made under Ontario's OHSA. The Designated Substance Regulation respecting Asbestos (R.R.O. 1990, Reg. 837, amended to O. Reg. 279/05) primarily regulates worker exposure to asbestos during manufacturing of asbestos-containing products, but also includes requirements related to respiratory equipment, measurement of airborne fibres, and medical surveillance of exposed workers.

The Ontario Regulation 278/05 made under the OHSA for Asbestos on Construction Projects and in Buildings and Repair Operations, clearly defines asbestos-containing material as a material that contains 0.5 per cent or more asbestos by dry weight. Additionally, the regulation requires that the “record” (i.e., the Asbestos Building Materials Assessment) be updated at least once in each 12 month period or whenever the owner of the facility becomes aware of new information relating to the suspect and confirmed ACMs. The asbestos regulation (O. Reg. 278/05) became effective as of November 1, 2005.

The General Waste Management Regulation (O. Reg. 347/90), under the Environmental Protection Act (EPA) of Ontario, sets out the requirements for the proper disposal of asbestos waste in Ontario. The waste must be placed in a double sealed container, properly labelled, free of cuts, tears or punctures and disposed of at a licensed waste station which has been properly notified of the presence of asbestos waste.

3 DISCUSSION AND RECOMMENDATIONS

The original assessment of the facility was undertaken by Jacques Whitford Limited. The findings of the assessment were summarized in a report entitled “Asbestos-Containing Building Material Assessment, St. Joseph Morrow Park, 3377 Bayview Avenue, North York, Ontario”, dated April 28, 2008.

During the re-assessment of the building on June 4, 2009, JWSL observed ACMs at numerous locations within the building that were in poor condition. Damaged insulating cement on pipe fittings were observed in Rooms 102A, 212L, 213, 221, 252-mechanical, 320 and in the fourth floor mechanical room. Insulating cement on pipe valves in Room 221 were observed to be cracked with exposed insulation. Debris was observed on the ground under the valves. Duct insulation in Room 320 was observed to be ripped and cement board tiles located in Room 319 were observed to be cracked and missing pieces. The remaining asbestos-containing materials were observed to be in good condition.

During the re-assessment, 9”x9” vinyl floor tiles were observed in Rooms 233, 310,314, 315, 401 and 501 that were not previously sampled and are presumed to be asbestos-containing.

A summary of the occurrence of ACMs updated to reflect the current condition and location of these materials is provided in Appendix A. Updated floor plans are provided in Appendix B. A summary list of additional bulk samples collected during the re-assessment is provided in Appendix C and a copy of the PLM laboratory Certificate of Analysis is provided in Appendix D. Refer to the report titled “Asbestos-Containing Building Materials Assessment, St. Joseph Morrow Park, 3377 Bayview Avenue, North York, Ontario” dated April 28, 2008 for a list of PACMs identified during the initial assessment of the site.

Based on the findings of the re-assessment, JWSL recommends the following with regards to the ACMs and PACMs in the facility:

• Damaged insulating cement on pipe fittings (RCA-1), insulating cement on pipe valves (RCA-2), cement board tiles (RCA-3) and duct insulation (RCA-4) should be repaired or removed in accordance with O. Reg. 278/05.

• Should a material suspected to contain asbestos fibres become uncovered during demolition or renovation activities, all work in the areas that may disturb the material should be stopped. Samples of the suspect material should be submitted for laboratory analysis to determine if asbestos fibres are present. Confirmed asbestos materials should be handled in accordance with O. Reg. 278/05.

• This report should be added to the Asbestos Management Program (AMP) implemented for the subject facility in accordance with the requirements of O. Reg. 278/05.
