1.0 INTRODUCTION Tetra Tech, Inc. (Client) retained Threshold Enviro (Threshold) to conduct an asbestos and lead survey to identify hazardous building materials which may be present in the subject buildings. The subject buildings are three single-family residences located at 1010, 1022, and 1050 N Twin Oaks Valley Road, San Marcos, California (the Site). The field portion of the survey took place in February 2021, and is comprised of two parts: an asbestos survey and a lead paint survey. The asbestos and lead surveys were performed by a California-certified professional (personnel certifications can be found in Appendix A). Asbestos Survey The asbestos survey performed was comprised of a visual inspection and bulk sampling of potential asbestos-containing materials (ACMs) and asbestos-containing construction materials (ACCMs). ACM is any construction material containing 1.0% or more asbestos by weight. ACCM is any construction material containing greater than 0.1% asbestos and less than 1.0% of asbestos by weight. For the purpose of simplicity, ACM in this report refers to any construction material that contains asbestos. Bulk samples of potential ACMs were collected using destructive techniques in select representative locations. The scope of work for this survey did not include testing for airborne asbestos or asbestos in settled dust. If a material was unable to be sampled (due to safety or access), then it may be assumed as an ACM and treated as such until adequately sampled and analyzed. The objective of the survey was to identify, estimate quantities, and assess the condition/friability of asbestos in accessible areas of the interior of the subject buildings. These objectives were met by completing the following tasks: x Perform a visual inspection for suspect ACMs following Asbestos Hazard Emergency

Response Act (AHERA) sampling protocol as a guideline to identify sources of friable and non-friable ACMs;

x Determine locations of homogenous building materials suspected of containing asbestos, collect, and analyze representative bulk samples of suspect material for asbestos content; and

x Prepare this report summarizing the inspection activities, findings, conclusions, and recommendations.

Lead Survey The lead survey performed was comprised of a visual inspection and non-destructive testing of potential lead-based paint (LBP) or lead-containing surfaces (LCS). LBP is considered any painted surface with levels of lead equal to or greater than 1.0 milligrams per square centimeter (mg/cm2). LCS is considered any surface or coating with levels of lead equal to or greater than 1.0 mg/cm2. The lead testing was conducted using a portable Niton XL2 Gold X-Ray Fluorescence (XRF) Analyzer with Thermo Scientific X-ray tube and XRF assays were completed at select locations. The XRF was calibrated by the equipment supplier, and prior to each building’s survey, and was transported in accordance with applicable regulations. The scope of work for this survey did not include testing for airborne lead and/or lead in settled dust.

The purpose of the lead survey was to determine in accessible areas the presence and general location of LBP in the interior and exterior of the subject buildings. These objectives were met by completing the following tasks:

x Perform a visual inspection for suspect LBP following U.S. Department of Housing and Urban Development (HUD) and California Department of Public Health (CDPH) guidelines;

x Test and analyze suspect material for lead content; and

x Prepare this report summarizing the inspection activities, findings, conclusions, and recommendations.

2.0 SITE DESCRIPTION The subject site is comprised of three residential properties located at 1010, 1022, and 1050 N Twin Oaks Valley Road, San Marcos, California. The subject site is situated north of Interstate-78 and southwest of Interstate-15 in a residential area. 1010 N Twin Oaks Valley Road This property is comprised of a single-family home, trellis, carport, barn, shed, and a filled-in pool and was reportedly built in the 1880s and subsequently renovated. The house is 1,150 square feet, the barn is 1,632 square feet, and the shed is 608 square feet. The house is a one-story wooden structure with a crawlspace, attic, and asphalt shingle roof. The detached carport is a wooden structure with sheet metal roof. The property contains a wooden trellis between the house and carport. The exterior of the house contains wood siding, wood and metal window trim, and wood doors/doorframes. The house is comprised of a living room, dining room, kitchen, laundry room, three bedrooms, and two bathrooms. The flooring materials are sheet vinyl and carpet. The walls are drywall and joint compound and the ceiling has a sprayed-on acoustic texture on drywall. The barn is a two-story wooden structure with a sheet metal roof. The exterior of the barn contains wood siding, wood window trim, and wood doors/doorframes. The barn is comprised of an open area, bedroom, storage room, hay and tack room, two bathrooms, and a second floor room. The flooring materials are wood, sheet vinyl, concrete, and carpet. The walls are wood paneling, drywall, and joint compound and the ceiling is drywall or exposed wood beams. The shed is a one-story wooden structure with a sheet metal roof. The exterior of the shed contains wood siding, wood window trim, and wood door/door frame. The interior contains one room with wood walls and gravel floor. 1022 N Twin Oaks Valley Road This property is comprised of a 2,940 square foot single-family home with an attached garage, carport, and a pool. It was built in the 1970s and subsequently renovated. The house is a one-story wooden structure on concrete slab with an asphalt shingle roof. The exterior of the house contains stucco walls, wood window trim, and wood doors/door frames. The house is comprised of a living room, dining room, kitchen, four bedrooms, two bathrooms, and an unfinished two-car garage. The flooring materials are sheet vinyl, carpet, wood, and concrete. The walls are drywall and joint compound and the ceiling has a sprayed-on acoustic texture on drywall. 1050 N Twin Oaks Valley Road This property is comprised of a 2,015 square foot single-family home with an attached carport. It was built in the 1970s and subsequently renovated. The house is a one-story wooden structure on concrete slab with an asphalt shingle roof. The exterior of the house contains stucco walls, wood window trim, and wood doors/door frames.

3.0 ASBESTOS BACKGROUND AND SURVEY METHODOLOGY 3.1 Asbestos Background and Regulations Background Asbestos is a group of naturally occurring mineral fibers. Due to its durability and insulating quality, it was used in a wide variety of building products including structural fireproofing, pipe and duct insulation, plasters, roofing, floor tile, and vinyl floor sheeting. Adverse health effects have been associated with the inhalation of airborne asbestos fibers by asbestos industry workers. The asbestos fibers that are tightly bound in building materials do not represent an exposure hazard unless disturbed in such a way that airborne fibers release (i.e., cutting, drilling, or sanding). By June of 1978, the U.S. Environmental Protection Agency (EPA) had effectively banned the use of asbestos in spray application products such as structural fireproofing and acoustic ceilings, pipe-lagging, joint compounds, and spackles. Asbestos is still used in the manufacture of non-friable products such as vinyl floor tile and roofing materials. Regulations In accordance with the EPA's National Emission Standards for Hazardous Air Pollutants (NESHAP) regulation and the San Diego Air Pollution Control District (SDAPCD), all facilities planned for renovation or demolition must be surveyed for ACM prior to the planned renovation or demolition. Subsequent abatement or encapsulation of identified ACMs is also required. Abatement requires removal to the greatest extent practical, preferably complete removal, disposal, and replacement, if necessary, of the ACM. Removal may require encapsulation of the structure, or portions throughout, to lock down or control residual fibers which may exist. Regulatory agencies and municipal building agencies typically require removal of all ACMs prior to demolition or renovation. ACMs include friable ACMs; Category I non-friable ACMs, which have or will become friable or that have been subjected to sanding, drilling, grinding, cutting, or abrading; and Category II non-friable ACMs that may become or have become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation. ACCM will be removed as Category I or II ACM. Special regulations apply to the handling, transportation, and disposal of ACCM*. The following is a summary of current state and federal regulations containing requirements related to the performance of building surveys for asbestos. These summaries are not intended to be all inclusive and do not contain every aspect of the regulations discussed. *Regulations pertaining to the removal and disposal of ACMs are not included in this report. National Emission Standards for Hazardous Air Pollutants Under NESHAP, 40 CFR Part 61, regulation, no visible emissions are allowed during building demolition or renovation activities which involve regulated asbestos-containing materials (RACMs). For this reason, all buildings must be surveyed for ACMs prior to demolition or renovation. The EPA and/or the local air quality management district, which implements EPA actions, must be notified prior to any building demolition even if no ACMs are present. RACM is defined as any material with an asbestos content of greater than one percent and is friable, or

Category I non-friable ACM that has or will become friable, or Category II non-friable ACM that may become or will become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation.

According to NESHAP, ACM is material containing more than one percent (1.0%) asbestos as determined using the methods specified in 40 CFR Part 763, Appendix A, Subpart E, Section 1, Polarized Light Microscopy (PLM). NESHAP classifies ACM as friable or non-friable. Friable ACM is ACM that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure.

Non-friable ACM is further classified as either Category I ACM or Category II ACM. The materials are distinguished by their potential to release fibers when damaged. Category I ACM includes asbestos-containing gaskets, packings, resilient floor coverings and mastics, and asphalt roofing products. Asphalt roofing products include built-up roofing, asphalt-containing membrane systems, asphalt shingles, asphalt-containing underlayment felts, asphalt-containing roof coatings and mastics, and asphalt-containing base flashings. Category II ACM includes all other non-friable ACM, such as asbestos cement shingles, asbestos cement tiles, and asbestos cement boards or panels. Category II ACMs are much more likely to release fibers when damaged. If a material is analyzed as <1.0% asbestos through PLM analysis, it must be, at a minimum, 400-point counted to confirm it is less than 1.0% asbestos. Until the material is point counted, it must be considered ACM. San Diego Air Pollution Control District The SDAPCD is a government agency that regulates sources of air pollution within San Diego County to protect public health. The SDAPCD’s regulating and enforcement authority comes from state law and, in certain cases, federal law. In response to the NESHAP requirements, SDAPCD implemented Rule 351.145 and 1206 (adopted November 15, 2017) that pertains to demolition/renovation activities including the removal and associated disturbance of ACMs. These requirements for demolition and renovation activities include notification, ACM removal procedures, time schedules, ACM handling and cleanup procedures, storage, disposal, and landfill requirements for asbestos-containing waste materials. Rule 351.145 and 1206 are applicable to owners and operators of any demolition or renovation activity and associated disturbance of ACMs. Failure to comply with requirements could result in violations that carry daily penalties (penalties assessment is based upon the size of the project and severity of noncompliance).

Asbestos Hazard Emergency Response Act AHERA is a federal regulation requiring performance of asbestos surveys and the development of Asbestos Management Plans for all of the nation's primary and secondary schools. The general procedures mandated under AHERA are considered the industry standard and are used as a guideline for all surveys performed by Threshold. California Occupational Safety and Health Administration Per California Occupational Safety and Health Administration (Cal-OSHA) standard Title 8 CCR 1529, ACMs are defined as any materials with an asbestos content greater than one percent (>1.0%). Work involving contact, disturbance, or removal of ACMs is classified as Class I, Class

II, Class III, or Class IV work. The work classes are based upon the risk level of exposure. Cal-OSHA prescribes specific engineering controls and work practices for each Class of ACM as follows:

x Class I This Class refers to ACMs identified as Thermal System Insulation (TSI) or surfacing (sprayed-on or troweled-on) materials. These materials are generally considered friable.

x Class II This Class refers to ACMs identified that are not TSI or surfacing materials. These materials are generally considered non-friable.

x Class III This Class refers to repair and maintenance operations of all identified ACMs.

x Class IV This Class refers to incidental contact with ACMs such as work including custodial staff.

Cal-OSHA defines asbestos-containing construction material (ACCM), for the purpose of worker protection, as material containing greater than one tenth of one percent (>0.1%) asbestos by weight. Material that is greater than 0.1% but less than 1.0% asbestos is not considered hazardous asbestos waste and can be disposed of as regular construction material. For material to be confirmed as ACCM and not ACM, it must be, at a minimum, 400-point counted to verify the sample is less than 1.0% asbestos. For material to be confirmed as less than 0.1% asbestos, it must be, at a minimum, 1,000-point counted. Cal-OSHA considers all TSI and surfacing materials installed prior to 1980 to be ACM unless proven otherwise. If these building materials are not sampled, they may be considered a presumed asbestos-containing material (PACM). California Health and Safety Code The California Health and Safety Code 25915 (former Connelly Bill) requires all building owners in the State of California to provide written notification to employees, tenants, and contractors of the known presence and location of ACMs/ACCMs within their buildings. Some exclusions to the notification rule for restricted access areas are allowed. All documentation related to asbestos surveys (and air monitoring) must be made available to employees, tenants, or contractors for review. The California Health and Safety Code defines ACCMs as:

Asbestos materials with less than 1.0%, but greater that 0.10% asbestos. These ACMs require an abatement plan during demolition that is protective of worker health and safety. However, unlike an EPA classified ACM, ACCMs do not necessitate special disposal requirements.

The California Health and Safety Code also requires that a seller with any knowledge of ACMs/ACCMs on a property disclose such information or knowledge to other parties involved in a real estate transaction. 3.2 Asbestos Survey Methodology Bulk Sampling for Asbestos In February 2021, the subject buildings were visually inspected and suspect asbestos materials were sampled in accordance with the methods presented in the Federal AHERA regulations (40

CFR, Part 763) as a guideline. Identified suspect materials were also physically assessed for friability, condition, and disturbance factors. Threshold personnel collected a total of 114 representative suspect bulk asbestos samples from accessible areas of the interior and exterior of the subject buildings. The building’s materials appeared to be homogenous within specific areas and were sampled accordingly. Bulk samples of suspect materials were collected to determine the asbestos content. The analytical results identify the percentage of each type of asbestos detected. AHERA sample criteria guidelines were followed to determine the appropriate number of samples collected per homogenous materials. Samples approximately one-half square inch in size were collected of each suspect material. Each sample was collected by removing the material using a sharp instrument to cut away a representative piece. The sample of suspect material was placed in a plastic bag and quickly sealed to prevent material escape or the introduction of contamination from outside sources. A unique sample number was assigned to each sample. In conducting the survey, Threshold personnel did not collect samples in hidden materials such as internal wiring between walls and floors in the buildings. Additionally, it is a widely accepted practice, and Threshold’s recommendation, to collect additional bulk samples during actual removal/abatement activities if hidden suspect ACMs are discovered. Additional suspect materials discovered during removal/renovation activities that are not sampled and analyzed must be presumed to be ACM. Asbestos Laboratory Testing Threshold submitted the collected building material samples under legal chain-of-custody to Eurofins. Samples were analyzed for Asbestos Analysis of Bulk Materials via EPA 600/R-93/116 and EPA 600/M4-82/020 Methods using Polarized Light Microscopy (PLM). Eurofins is an accredited laboratory, accredited under the National Institute of Standards and Technology's National Voluntary Laboratory Accreditation Program (NVLAP Lab Code #101768-0). The PLM analysis is a visual estimation only. The lower limit of reliable detection (quantifiable) for asbestos using the PLM method is approximately one-percent (1.0%) by volume. Since PLM methodology cannot quantify the exact percentage of asbestos detected less than one-percent, it would identify these materials as <1.0%. Only materials containing no asbestos fibers are identified as “None Detected.”

4.0 ASBESTOS SURVEY RESULTS

4.1 Confirmed Asbestos-Containing Materials ACMs were detected in the samples collected and analyzed from two of the three residences: 1010 and 1022 N Twin Oaks Valley Drive. Of the samples collected, eight (8) were determined to be ACM. One building material was determined to be PACM. No ACMs were detected in the samples collected and analyzed from 1050 N Twin Oaks Valley Drive. The following list provides a description and location of identified ACMs and PACM within the subject buildings: 1010 N Twin Oaks Valley Drive

x Black roof penetration mastic (ACM) – 150 ft2. Located on the roof of the house, all roof seams and penetrations.

x Wire coating (PACM) – 12 each. Located in the attic of the house. 1022 N Twin Oaks Valley Drive

x White spray-on acoustic ceiling (ACM) – 1,000 ft2. Located on the ceiling throughout the house.

x Grey caulk and putty (ACM) – 100 ft2. Located on exterior windows of the house. x Tan sheet vinyl (ACM) – 25 ft2. Located in the garage under the water heater.

Bulk material samples were collected from representative homogeneous materials throughout the interior, exterior, and roof of the buildings. The sample locations are shown on the attached figures (Figures 1-4, and 6). The summary of ACM and PACM are provided in Table 1. Photographs of representative material samples determined to be ACM and PACM are provided on the Asbestos Photograph Record. The asbestos analytical laboratory reports are attached (Appendix B). The ACM and PACM identified in the subject buildings were generally in good condition, with the exception of the tan sheet vinyl being damaged. The identified materials will require removal prior to renovation/demolition activities, which would disturb them, in accordance with the EPA NESHAP, Cal-OSHA, and the local SDAPCD.

4.2 Non-ACMs or Non-Suspect Materials The following materials were observed in the building and were either not suspect-ACMs (and not sampled) or were sampled during this survey and no asbestos was detected. This is not meant as a complete listing of non-ACM building materials observed within the structure, but provided to indicate that these materials were considered.

5.0 LEAD BACKGROUND AND SURVEY METHODOLGY 5.1 Lead Background and Regulations Background

Lead is a bluish-gray, non-combustible metal that occurs naturally in the earth’s crust. Lead is malleable, ductile, and resistant to corrosion. These basic properties led to the use of lead, historically, as a paint additive. Lead is a highly toxic metal that was used for many years in products found in and around residential and commercial buildings. Lead may cause a range of health effects, from behavioral problems and learning disabilities, to seizures and death. Children six years old and under are most at risk due to the developmental stage of their bodies. The primary sources of lead exposure, based on research, include deteriorating lead-based paint in buildings, lead contaminated soil, and lead contaminated dust.

In pre-1955 paint, lead comprised 25% to 75% of the paint’s contents. In 2009, the Consumer Product Safety Commission (CPSC) ruled that consumer paint could not contain more than 0.009% lead.

Regulations U.S. Environmental Protection Agency, Toxic Substances Control Act, Section 403 The federal lead-based paint standard is defined as paint or other surface coatings containing lead at or above 1.0 mg/cm2, 0.5% by weight, or 5,000 parts per million (ppm). U.S. Department of Housing and Urban Development Residential lead inspections follow HUD Guidelines for the Evaluation and Control of Lead-based Paint in Housing (HUD Guidelines). HUD Guidelines include sampling methodology, LBP inspection requirements, and abatement requirements. ASTM E 1729, Standard Practice for Field Collection of Dried Paint Samples for Subsequent Lead Determination American Society for Testing and Materials (ASTM) E 1729 contains standard practice recommendations for inspectors to follow while collecting paint chip samples. California Occupational Safety and Health Administration Cal-OSHA Title 8, CCR Section 1532.1 details requirements for employees who may be exposed to lead during construction work including, but not limited to, demolition of structures where LBP is present, removal of LBP materials, and transportation and disposal of LBP. 5.2 Lead Survey Methodology Sampling for Lead

In February 2021, Threshold conducted screening for LBP on accessible interior and exterior building components utilizing an XRF. A total of 231 lead assay measurements were recorded

throughout the interior and exterior of the subject buildings to determine lead concentrations. Threshold conducted sampling of building materials that are representative of the possible LBP materials in a building. XRF testing of building components was performed on randomly selected painted, stained, coated and/or varnished surfaces in general accordance with the Lead-Based Paint Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing, Chapter 7: Lead-Based Paint Inspection, 1997 Revision.

XRF Analysis

The XRF measurement procedure is an industry-accepted practice commonly utilized when many analyses are required, non-destructive techniques are preferred, and/or when immediate results are desired. During the lead inspection, Threshold may not conduct lead testing in every room and/or sample every painted/varnished/coated/stained building component. However, all similar building materials (i.e., same color, substrate, etc.) are grouped together and considered positive or negative in conjunction with the building materials that were sampled.

XRF results are identified as positive, negative, or inconclusive based on Performance Characteristic Sheets (PCS), developed by HUD and EPA for each model of XRF device that is commercially available. “Positive” refers to XRF results greater than or equal to the threshold. “Negative” refers to XRF results less than the threshold. The Federal Guidelines recommend classifying XRF results to the 1.0 mg/cm2 standard whenever possible, therefore:

“Positive” refers to XRF results greater than or equal to 1.0 mg/cm2 lead

“Negative” refers to XRF results less than 1.0 mg/cm2lead

“Inconclusive” refers to XRF results that could not be verified as Positive or Negative. To err on the side of caution, all Inconclusive XRF results are considered Positive.

XRF values are collected by placing the scanner on the test surface and exposing the lead paint film to gamma radiation. XRF analyzers are usually capable of penetrating up to 25 layers of paint to determine lead content. At the conclusion of each test, the shutter is closed and the display on the control console depicts the lead concentration in mg/cm2 for manual tabulation or, in some cases, stores sampling information in sequence in a data logger, which can be transferred to a computer for sorting and report generation.

Sampling procedures were based on HUD Guidelines. In accordance with these Guidelines, and to better organize sampling data, the four sides of each building were designated as A, B, C, and D. “Side A” is designated as the wall the building’s address is located – generally the front wall of the building. The naming continues in a clockwise motion with “Side B,” “Side C,” and “Side D.”

The HUD Guidelines define the surfaces to be tested as “testing combinations,” which are comprised of a room, building component, and substrate. The testing location is a specific area on a testing combination. Each test with the XRF is called an “assay” or “shot.”

6.0 LEAD SURVEY RESULTS 6.1 Survey Results for Lead-Based Paint and Lead-Containing Surfaces Of the 231 lead assays, 10 were above the regulatory limit for lead. LBP/LCS materials were detected in buildings on all three properties. A positive result on one component triggers a positive result for that material throughout the structure. The following list provides a description and location of identified LBP/LCS within the subject buildings by XRF sampling: 1010 N Twin Oaks Valley Drive

7.0 CONCLUSIONS ACM, PACM, LBP, and LCS were detected in the subject buildings based on observations, laboratory analysis results, and field instrument measurements. 7.1 Asbestos Survey Results ACMs were detected in the samples collected and analyzed from two of the three residences: 1010 and 1022 N Twin Oaks Valley Drive. Of the samples collected, eight (8) were determined to be ACM. One building material was determined to be PACM. No ACMs were detected in the samples collected and analyzed from 1050 N Twin Oaks Valley Drive. The following list provides a description and location of identified ACMs and PACM within the subject buildings: 1010 N Twin Oaks Valley Drive

x Black roof penetration mastic (ACM) – 150 ft2. Located on the roof of the house, all roof seams and penetrations.

x Wire coating (PACM) – 12 each. Located in the attic of the house. 1022 N Twin Oaks Valley Drive

x White spray-on acoustic ceiling (ACM) – 1,000 ft2. Located on the ceiling throughout the house.

x Grey caulk and putty (ACM) – 100 ft2. Located on exterior windows of the house. x Tan sheet vinyl (ACM) – 25 ft2. Located in the garage under the water heater.

8.0 RECOMMENDATIONS Threshold recommends that, prior to renovation activities, Threshold designate/mark the suspect and confirmed ACM, PACM, or LBP materials prior to the contractor pre-bid site inspection. Furthermore, only licensed abatement firms should be contracted to remove identified ACM and LBP materials. If additional suspect materials are uncovered during renovations that are not listed in this report, they should be assumed positive and handled accordingly until additional testing is performed. Threshold also recommends abatement contractors confirm the hazardous material quantities during a pre-bid job walk prior to bidding. This document is a guidance document and, because all material could not be accessed, should not be considered a bidding document. Contractors should be asked to provide a unit cost for abatement materials in the event more material is found than estimated. Cal-OSHA defines ACCM, for the purpose of worker protection, as material containing greater than one tenth of one percent (>0.1%) asbestos by weight. Material that is greater than 0.1% but less than 1.0% asbestos is not considered hazardous asbestos waste and can be disposed of as regular construction material. For material to be confirmed as ACCM and not ACM, it must be, at a minimum, 400-point counted to verify the sample is less than 1.0% asbestos. For material to be confirmed as less than 0.1% asbestos, it must be, at a minimum, 1,000-point counted. Therefore, until a point count is performed by a certified laboratory, the sprayed-on acoustic ceiling material must be considered ACM and treated as such.
