I. As Is Process for Life certificate of central government civil pensioners

A pensioner of the central government is required to submit a life certificate in the month of November every year in a prescribed form. The branch where the life certificate is received is responsible for sending the life certificate to the branch where the pensioner has his account .

II. To Be Process for Life certificate of central government civil pensioners using

1. Aadhaar and Finger print biometric

A. Enrolment

Aadhaar card number is seeded in Central Payment and Accounting office (CPAO) database. CPAO database contains details of the pensioner like Name, dept /ministry in which the pensioner last served, accounts officer issuing PPO with code number , date of retirement of pensioner, date of commencement of pension, pension disbursing treasury/PAO/Bank/Branch with code number, name of link branch with code number and pension details.

Any branch of the bank through which the pensioners pension is being disbursed may be designated as a nodal agency to capture Aadhaar number and link to pensioners pension account number .The database also contains the Pension account number along with other required details.

A pensioner would need to visit a nearest Common Service Center , PDS shop, Post office and other govt offices providing e-services . These centres would be equipped with biometric devices to take finger print for authentication. It is also proposed that banking correspondents may also be leveraged for taking bio metric of the pensioners. The advantage is that pensioner may not need to visit any center for providing bio metric details.

B. Authentication

The following steps would be undertaken to receive life certificate:1. Pensioner visits nearest designated center in November of every year to provide biometric details.2. Pensioner provides finger scan and Aadhaar number into the device.3. The details in step 2 are sent to application maintained by Central Payment and Accounting office (CPAO).4. CPAO application contacts UIDAI database to confirm the identity of the Pensioner.5. On confirmation, the application at CPAO sends intimation to the Pensioners link bank confirming that the Pensioner is live.

2. Aadhaar and voice biometric

A persons voice is unique, much like a persons fingerprint, iris or face. There are over one hundred voice characteristics that can be measured to determine who a person is based on his voice. Voice biometrics uses the features of a persons voice to ascertain the speakers identity. Voice biometrics, like other biometric systems verifies a person by comparing the users biometric sample, such as a spoken password, with a reference biometrica sample of the same type of biometric provided by the individual in question, called a reference voiceprint. To identify a person using voice biometrics, a persons voice needs to be captured.

A. EnrolmentAt the time of retirement, a pensioner, after providing his identification, can record his voice at a designated center. The seeding of voice data can be in the UIDAI database. In case of existing pensioners, they can visit the designated center and after identifying themselves, enrol for voice biometrics.Any noise in enrolment environment can be filtered by using programs that are developed for this purpose.Changes in voice of a user with age would require the user to enroll/update voice biometric at regular interval viz. every 5 years

B. Authentication

The following steps would be undertaken for life certificate.

i. Pensioner calls a designated phone number.ii. Pensioner types his Aadhaar number and provides his voice sample on a cue.iii. The details in step 2 are sent to application maintained by Central Payment and Accounting office (CPAO).iv. CPAO application contacts UIDAI database to confirm the identity of the Pensioner.v. On confirmation, the application at CPAO sends intimation to the Pensioners bank confirming that the Pensioner is live.
