Estimated Cost: PACKAGE : Rs. 1,95,193/- EMD.Rs. 10000/-
IMPORTANT NOTE: ALL the Bidders have to submit a Tender Fee of Rs.100/- in the
form of Demand draft/banker’s Cheque in the favour of “D.D.O. Aryabhat Polytechnic” payable at Delhi while submitting the Bid.

LIMITED TENDER NOTICE
Sealed quotations are invited from the reputed Publisher/Distributors/dealers/suppliers for t he supply of
Technical/Engineering Books for the Library of Aryabhat Polytechnic as per the list of Titles and authors given
in the Annexure-I & II so as to reach this office not later than 13/03./2014 up to 1.00 p.m.
The following terms and conditions must be followed while submitting the quotations:
1. Procedure for submission of Bids: A single bid will be submitted by every bidder. Bids will comprise of following two sections:-
1.1 Technical Bid (As per the Annexure- I) also containing Bid Form (As per the Annexure- III)
1.2 Financial Bid (As per the Annexure-II)
The Bid should be submitted in a sealed cover which must have two sealed envelope in it. Envelope – I should have Technical Bid and the Envelope - II should have Financial Bid. The sealed envelope should have clear marking as Technical Bid(Cover-I) and Financial Bid (Cover-II) on respective Envelopes. Main
cover should be superscribed in bold as ” BID FOR LIBRARY BOOKS for the year 2013-14”. The quotation with combined bid in single envelope will not be considered and will be rejected out rightly.
2. EMD required is Rs 10,000/- (Rupees Ten Thousand only) for Package and must be deposited along
with the Technical Bid (Cover-I) by way of FDR/DD/Banker’s Cheque only in favour of “D.D.O, Aryabhat Polytechnic GTK Road Delhi -110033”. Any tender without requisite (EMD) will be rejected
out rightly. The EMD is required to protect the Department against the risk of Bidder’s conduct which would warrant the EMD’s forfeiture. No interest will be paid by the Department on the EMD amount. The EMD may be forfeited: a. If the bidder withdraws or amends its bid or impairs or derogates from the bid in any respect
within the period of validity of its bid, or
b. In case of a successful bid, if the Bidder fails to supply the books within stipulated delivery period.
3. The Technical Bid (COVER-I) will be opened first on 13/03/2014 at 2:00p.m. and the financial bids (COVER-II) will be opened later on 13/03/2014 and only for those tenders who qualify in technical Bid.
4. The bidder should be a publisher/distributor/supplier/dealer of books.
5. The Firm must be registered with the Value Added Tax/Sales Tax Department of Govt.of Delhi. The Bidder should be Income Tax Payee. Attested photocopies of the Sales Tax /
VAT registration (TIN) and Permanent Account Number (Copy of PAN) should be attached with the
tender. The quotation without sales Tax registration certi ficate and PAN shall be rejected out rightly.
6. All the documents like copy of Delhi Sales Tax/VAT registration No.(TIN), PAN NO., EMD , Tender Fee etc., should be attached with the Technical Bid (Cover-I)
only.
7. Delivery period will be 2 (TWO) weeks from the date of issue of supply order or 31st
March 2014 whichever is earlier. For each week of delays in supply there will be a penalty of 1% per week for
undelivered goods after stipulated delivery period.
8. The Bidder will not be relieved from any liability related to warrantee/guarantee or any obligation under the contract as mentioned in the tender document.The supplier who commits any breach of terms &
conditions for the supply of books may be blacklisted by the institute.
9. Mention clearly whether the items are available Ex-stock, if not, state the period of supply.
10. The bidder is expected to examine all instruction, terms and conditions in the bidding documents. Failure
to furnish all information as required in the tender documents may result in the rejection of the bid.
11. The bidder must quote the unit cost of the items including VAT,transportation charges, loading and unloading charges and incidental charges etc., if any and shall mention the rate of VAT, etc. separately
also.
12. The Bidder should quote all the rates on the basis of the delivery at the purchaser site. No extra transportation charges, delivery charges, incidental charges will be paid or considered.
13. The books supplied should be New/Latest Edition and as per the Title/Author/Publisher mentioned in the tender document.
14. The purchaser may, at any time prior to the deadline for submission of quotations, for any reason may
modify any or all conditions of the documents and the same will also be communicated to the respective Bidder and for which Bidder shall have no objection.
15. The rates should be valid for 45 days beyond the date of opening of tender.
16. The quotation received after the due date and time will not be accepted.
17. The tender should be sent by ordinary post in sealed cover marking “TENDER FOR LIBRARY BOOKS
for the year 2013-14” on the envelope OR can also be put in the sealed box kept in the office.
18. The tender will be opened on DATE & TIME AS MENTIONED IN PARA 3 ABOVE, in the Principal office, one representative of each Bidder, if any, may be allowed at the time of opening of Bids, No one will be
entertained/allowed without letter of authority.
19. In the event of specified date of opening of tender is declared as a holiday, the tender shall be opened at the same place and same time on the next working day.
20. The purchaser reserves the right to accept or reject any or all quotations without assigning any reasons.
21. Over-writing/over-typing should be avoided.
22. Any dispute is subject to the jurisdiction of the Delhi Courts only.
IMPORTANT NOTE: DO NOT MENTION ALTERNATIVE AUTHORS/PUBLISHERS ETC. , BUT QUOTE FOR
THE BOOKS AS MENTIONED IN THE TENDER DOCUMENT ONLY.

Having examined the Bid Documents, the receipt of which is hereby duly
acknowledged, we, the undersigned, offer to supply in conformity with the said Bid documents in accordance with the schedule of prices attached herewith and made part of this Bid.
We undertake, if our Bid is accepted, to deliver the goods within the delivery period as specified in the Bid document.
We agreed to all Terms and conditions of this Bid for a period of 45 days after the date fixed for Commercial Bid opening and it shall remain binding upon us and may be accepted at
any time before the expiration of that period.
Until a formal contract is prepared and executed, this Bid, together with your written acceptance thereof and your notification of award, shall constitute a binding contract between us.
We undertake that, in competing for (and, if the award is made to us, in executing) the
above contract, we will strictly observe the laws against fraud and corruption in force in India namely “Prevention of Corruption Act 1988”, if we find in Bid pooling or against law against fraud and corruption my / our firm may be black listed.
Further we certify that our organization is not blacklisted by any Govt. Department.
