Problem99% of creators are unnoticed because of the art managed from the top to the bottom.

Despite of original ideas poor artist without strong social network has a little opportunity to break through from anonymity. The world is deprived because of numerous quality artworks which remain unnoticed. The existing evaluation criteria of contemporary art are subjective, uncoordinated and outdated. For buyers it is difficult to get an objective and professional opinion on quality of certain work of art.Trends in visual arts are determined by a few individuals.Contemporary arts are subordinated to requirements of financial market. Comprehensive overview of the art is disabled because of gallery dispersion and dispersal of web pages.Growing elitism causes contemporary arts estranged and incomprehensible to wider public. Institutions are too much focused to support of established art. Professional knowledge is forwarded to wider public in ineffective way.

World's image of visual arts, which never existed till now.

Society can make real, democratic and universal progress only when the general public can rationally embrace the expert mentality and when the art elite can open their hearts to the mentality of the people. ArtOpen thus supports mutual learning.

The ArtOpen community will not function on the basis of the rule of experts over the general public or vice versa, but will be founded on the principle of mutual respect and a shared vision for the future. Social relations should not follow the mathematical logic of 99 > 1 nor the logic of the elite that says 99 < 1, but rather a simple equation: 99 + 1 = perfection.

ArtOpen is a system in which an unlimited number of expert appraisers have a transparent overview of the desires and wishes of art lovers, and in which each art lover can become an equal member of an expert jury, as long as she/he has a strong aesthetic sense and is willing to learn.

JuryThe jury is composed from professionals, love artists and interested people, who want to evaluate art works. The jury is divided on three levels: the selectors, the assistants and other users.

Each member of the jury evaluate separately and voluntarily on their ethic basis and aesthetic feelings.

Art open is the only web portal whit financial rewards for the best selectors of the jury. The reward of each selector depends from his engagement, knowledge and aesthetic feeling.

Art open system allows that each art lover can become an assistant and each assistant can become the selector as long as she/he has a strong aesthetic sense and is willing to learn.

SalesBuyers have a complete overview of ArtOpen's transparently organised art market. What is more, they receive an objective expert opinion on the artwork being bought.

The value of the artwork the artist himself adjusted to demand.

Artists receives their full asking price, while the commission (which is added to the asking price) is used to cover the operation and upgrading of the platform, incentivise the best jury members, organise non-profit cultural and educational activities, and support talented and unrecognised artists.

The commission from the sale of works of art is not intended to make profit, so the ArtOpen's commissions are among the lowest on the market, which stimulates both artists and buyers.

CompetitionArtOpen is an innovative model that is very different from established systems.

Traditional and online awards and prizes, competitions, contests, spontaneous events, festivals and biennials all have a common weak point: subjective appraisal due to the small size of the expert jury.

The weak point of online and traditional commercial galleries (e.g. Fine Art America, Saatchi art, U gallery, etc.) is that they deal only in sales but not in evaluation, while any profit from the sale is retained by the gallery.

ArtOpen is an alternative to large online sellers who sell visual art works with a discount and thus undermine the value of creativity and artists.

The weak point of social networks that choose favourites based on a public vote (e.g. Kickstarter, Indiegogo, IMDB, Pinterest, etc.) is their non-expert appraisal.

The ArtOpen system combines all competitive activities in one place and presents them to the public as an indivisible whole.

NetworkingInitially, the testing and promotion of the pilot project will be implemented in Slovenia where the network is already being set up. The project enjoys wide support in Slovenia, including strong backing from Slovenian artists and the Ministry of Culture.

The next step will be to broaden our network of partners to as many European countries as possible, in order to enable truly international networking of artists and increase the objectivity of the evaluations in the system.

We plan to collaborate with governments and non-governmental organisations across the EU. We will also invite established visual artists in Europe to act as ambassadors for the ArtOpen community.

The pool of expert jury members will initially be pre-selected, but subsequently jury members will be recruited primarily through a system of promoting participating users to expert rank.

In this way the community will gradually grow from the bottom up.
