Despite the long, dry spell in the Spring,

the Parish Council groundstaff have,

as usual, produced an excellent display

of hanging baskets and bedding plants to brighten up Watling Street.

Unfortunately, the community lost out on a couple of hanging baskets as the lampposts concerned failed the stress-testing forced upon us!

The Radlett Festival in June was, once again, a success with a large number of people attending, helped by good weather. My then newly-appointed vice-chairman, Cllr Viv Charrett, represented the Council (in my absence abroad) and officially opened the Festival. My thanks go to the Festival Committee for their hard work.

On 17 July, the Neighbourhood Plan Steering Group launched the Pre-submission version of the Radlett Plan, which was out for consultation until the end of September. Around 100 people attended the launch meeting at the Radlett Centre. It was possible to discuss the draft proposals and policies in the Radlett Plan with members of the steering group, and indicate support or otherwise. Each household in Radlett, and the surrounding villages, received a copy of the Plan’s Executive Summary and a brief questionnaire. All residents were, however, encouraged to go to the Radlett Plan website (www.radlettplan.org), and complete a fuller online survey relating to the Plan.

In August, the Council ran a series of Summertime Activities over five Tuesday, mornings, for children up to the age of 12. The activities ranged from Wild Play and Bushcraft for older children, multisports, bouncy castles,

and face painting. The sessions were well attended, and the feedback was most positive.

We were pleased to receive from the Boundary Commission support for the Parish Council’s proposal that Patchetts Green should be included in Aldenham West ward rather than, as at present, Bushey North ward, reflecting both the more natural boundary of the M1/A41 and also the fact that residents of Patchetts Green look to Radlett, rather than Bushey, for shopping and cultural links. The Parish Council will shortly be applying to the Borough Council to begin the process whereby the Aldenham Parish boundary might be extended to include Patchetts Green; this is a process that may take some time.

The Parish Council decided to abandon the proposed project, in conjunction with the Borough Council, to build a small block of 8 affordable flats in Gills Hill, on the open part of Scrubbitts Wood. This was primarily because of the discovery of the original 1909 Indenture, which gifted the land to the Parish but which contained certain restrictive covenants. In addition, it was agreed that Hertfordshire Countryside Management Services should produce a management plan for Scrubbitts Wood as a whole, and also host a meeting of volunteers to form a “Friends of Scrubbitts Wood” which, working closely with the Parish Council, will ensure that the whole area is appropriately maintained in the future.

An Open Spaces Strategy has been approved by the Council. This is available on the Council’s website, namely www.aldenham-pc.gov.uk. In particular, I would draw your attention to the fact that the Council has agreed that Radlett Gardens (on Watling Street, opposite Station Road)

should be retained as a green area on busy Watling Street as “an area of peace and contempla t ion” , retaining this green area on busy Watling Street. In the last edition of Around Radlett, it was reported that, following the proposed installation of a telecoms mast in the corner of the Gardens, the Parish Council was taking the opportunity to get rid of the old raised beds. The Parish Council also sought views from residents on the future use of the Gardens. One suggestion that has been put forward was that the War Memorial might be relocated from its current position to Radlett Gardens, and this is being considered further by the Council.

I am glad to report that, after a very long-winded process, an Artisans Market is due to operate on the slip road, at the northerly end of the Watling street shops, on the fourth Sunday every month, starting in September. I hope that residents will support this initiative.

Work on the allotments has come to a halt during the summer. However, in the autumn the replacement of hedging will commence. In addition, following recent agreement with the Borough Council’s planning officers, remedial work will take place to reduce the height of the new road, reinstate the access gate from the road to the Recreation Ground, and remove some of the excess soil placed in Fir Spring Wood.

I hope to see many of the readers of this article at the Council’s Christmas Fair at the Radlett Centre on 26 November.

The long-awaited Artisan, Arts and Crafts market launched in Radlett on Sunday 24th September. The market is being operated by Duck Pond markets who already run successful markets in Ruislip, Richmond, Highgate and Chalfont St. Giles. The Radlett market will be held monthly on the 4th Sunday of the month between 10.00am and 3.00pm on Newberries Parade along Watling Street. The vibrant marketplace offers an opportunity for independent crafters, food and drink producers and small retailers to sell in the local community and visitors were treated to a thriving market selling a wide variety of products in beautiful sunshine. HMS ALDENHAM SERVICEST JOHN THE BAPTIST CHURCH, ALDENHAM

Sunday 17 December 2017 at 10.30 am

HMS Aldenham was a Hunt Class destroyer and, as with all other vessels of her type, she was named after a hunt and in her case, the Aldenham Hunt or the Aldenham Harriers as they later became. HMS Aldenham was the last Royal Naval Destroyer to be lost in World War Two. She was sunk by a naval mine in the Adriatic Sea off Pag Island on 14 December 1944. Each year the Royal Naval Association hold a Service of Remembrance to honour the 125 crewmen lost. The service is held on the nearest Sunday to that date.

TWO VC’S ON RADLETT WAR MEMORIALIt is reputed that the Radlett War Memorial is the only war memorial in the country to have the names of two VC’s on it. The Victoria Cross is a decoration for valour; the

highest of its kind, instituted by Queen Victoria in 1856 and is only awarded very special and heroic circumstances. There are ninety-one names on the Radlett Memorial, a sad and moving reminder of those who lived in Radlett and gave their lives for the service of their country in two World Wars.The two VC’s, Leslie Manser (see left) and John Randle, were

related and were brothers-in-law. Leslie Manser’s sister was married to John Randle.The Manser family lived in Shenley Hill, Radlett. Leslie Manser went to Aldenham School and was in McGills House from 1936 to 1938. His photograph hangs in the school dining room. Flying Officer Leslie Manser, at the age of 20 years, was a captain of a twin-engined Manchester aircraft that flew

from the former RAF Skellingthorpe airfield with planes of 50/61 Squadrons. There were six other crewmen on board and over their target in Cologne the plane was badly damaged. Flying Officer Manser told his crew to ‘get their parachutes on and to get out’; he knew that if he let go of the controls the plane would turn over and crash. Five crew members were rescued by the Resistance and the sixth was captured. All survived with the exception of Leslie Manser. A tree was planted in Radlett Church Yard in January 1943 as a memorial to Flying Officer Manser.It is known that in April 1992 Leslie Manser’s VC was sold at Christies to a Mr Michael Naxton, a medal specialist, for £57,000.00.There is less known about Captain John Randle. He was a member of the Norfolk Regiment. At Kohima in Assam, on 6 May 1944, he charged a Japanese machine gun post alone and although mortally wounded he hurled a grenade through the bunker slit. He then flung himself across the slit so that the aperture should be completely sealed.Captain John Randle and his wife had one son, who they named Leslie in memory of his uncle.

Many congratulations to Stuart Nagler who has deservedly been awarded the MBE in the Queen’s Birthday Honours for voluntary services in Hertfordshire.In 2014 Stuart received Hertsmere’s 40th Anniversary Community Award for outstanding performance, dedication and voluntarily giving up his time over a forty-year period to improve the lives of residents of the Borough. Stuart and his wife Ros were Mayor and Mayoress of Hertsmere in 2002/2003.Stuart’s involvement with organisations is endless – former Peace Hospice Chairman for seven years, magistrate for twenty seven

years, Borough Councillor, involvement with CAB, Samaritans, Scouts, School Governor, Domestic Violence Forum, Rotary, Princes Trust, Police Cadets, Community Action Hertsmere, Chair of Herts Police. Stuart is a keen runner and has participated in numerous events, including the London Marathon, raising over £120,000 for charities such as Cancer Research, Macmillan and Crime Stoppers.

Aldenham Art Festival

The Aldenham Art Festival was held as part of the year long festivities to celebrate the 750th anniversary of the historic, Grade 1 listed, St John the Baptist Church in Aldenham.

The event began with a Preview Night on Friday 15 September with over 180 guests and artists attending; they were treated to Prosecco, wine and soft drinks accompanied by trays of wonderful canapies all with the compliments of Aldenham Golf Club.

It was amazing to see this beautiful 12th century church not only full of people but also full paintings – 209 framed and 215 in ‘browser racks’. To put on such an event was a huge undertaking and credit must go to local resident Ken Haslar and his team for all their hard work. Ken said after the event ‘It was amazing how many local residents visited the church for the first time and were overwhelmed at this little gem in the heart of the village. It was also a brilliant social occasion for parishioners and local residents’.

The event continued over Saturday 16 and Sunday 17, with delicious home made cakes and refreshments available to all visitors. During the event a pianist played soft light music, at times other musicians and singers accompanied him. One very enthusiastic and talented singer was local resident Julia Romanenkova who sung her native Russian ballads.

The money raised will help keep the church going with the renewal of the fabric and parts of the roof. At the close of the Art Festival thirty-seven paintings were sold raising a total of nearly £4000 plus donations and refreshment money.

Paul Lancaster, General Manager at Aldenham Golf Club said ‘We were more than happy to supply the refreshments for the Aldenham Art Festival. It was a good opportunity for us, as new owners of the club, to get more involved in the village and the community.

Total 890,233Note 1 - Precept -- this is the amount of your Council Tax that is allocated to Aldenham Parish Council.

Note 2 – Grants – This includes monies received from Central Government towards the continuing work on the Radlett Neighbourhood Plan, Ward Improvement Grant from Hertsmere Borough Councillors towards the new slide in Phillimore Rec, Locality Grant from the HertsCC Councillor (C Clapper) towards new noticeboards at Letchmore Heath and Batters Green and grant from The Radlett Festival towards a new seat by the bus stop in Theobald Street. There was also a private donation towards the free Sum-mer Activities in Phillimore Rec. There is a significant reduction in the amount of grant monies received in 2016/17 in comparison to 2015/16. This is because APC no longer receive the HertsmereBC grant of £19,748 towards recompensing Aldenham Par-ish Council for Central Government’s decision in 2014 to change the Council Tax benefit scheme. Also in 2015/16 APC received £6,500 towards the Radlett Neighbour-hood Plan from Central Government and £9,750 from the ‘Tesco bags for help’ scheme for a new slide at Phillimore Recreation Ground.APC also donate to the Hertsmere Citizens Advice Service who provide a weekly ‘drop in’ morning at the Radlett Centre. Other grants are made to some local groups to enable them to continue their excellent work including the annual Remembrance Day Service. APC also subsidise the Newberries Car Park so the first hour of use is free.

Note 3 – Fees charged by the Council -- Income derived

from the hire of the allotments, leases with various local organisations who use APC land, stalls at the Winter Fair, advertising in Around Radlett and for use of council land for filming etc.

Note 4 – Sale of Assets – Proceeds from the sale of land at the rear of the War Memorial in Radlett.

Note 5 – Section 106 funds – These are funds that are paid to Hertsmere Borough Council by developers and are a condition of any planning permission granted. These funds must be spent on specific projects, which in 2016/17 were allocated towards projects at Phillimore Rec including the allotments (access road, car park and fencing), main field (drainage), and Radlett Bowls Club. Since 2016 Section 106 planning obligations have been replaced by Community Infrastructure Levy which are less specific allowing APC flexibility on what these funds are spent on for the benefit of the local residents.

Note 6 – Council Administration – These are the costs of managing the council offices at the Radlett Centre includ-ing Planning, Accounts and general management.

Note 7 – Maintenance of Open Spaces -- These are the costs of maintaining the open spaces owned or leased by Aldenham Parish Council, including Phillimore Rec (the allotments, children’s play area, main field and Fir Spring Wood), Scrubbitts Wood, Tykeside and Radlett Gardens, King George V Playing Fields, Aldenham Green, Letchmore Heath (The Green, the pond and Children’s Play area) and Pegmire Lane. This includes staffing, equipment main-

tenance, planting (including the hanging baskets on the High Street) and repairs.

Note 8 – Grant and contribution to Radlett Centre costs – This includes grant funding towards ensuring that local societies can hire the building at much-reduced rates, as well as funding towards maintenance and towards a fund for the larger items that should need replacing in the next fifteen years.

Note 9 – Community Events and interaction -- all costs associated with engaging with the community such as website, administration, Around Radlett, the Winter Fair, Summer Activities, Youth Council and other community events.

Note 10 – Radlett Neighbourhood Plan – These are the on-going costs so far for producing Radlett’s first Neigh-bourhood Plan, which has just had the first draft consulta-tion.

Note 11 - Capital Spending – Projects this year included a new chipper, Christmas lights into the trees in Watling Parade, new polytunnel for the plants grown for the hang-ing baskets, surveys for Scrubbitts Wood etc.

Summertime Activities 2017 Aldenham Parish Council would like to thank everyone who helped with and attended our Summertime activities which were held every Tuesday morning throughout August at Phillimore Recreation Ground. Children aged 0-12 were treated to a range of free activities such as a wide variety of sports, Wildplay activities offered by Groundwork, bouncy castles, face painting and messy play. Radlett residents will have noticed that the Winter lights along Newberries Parade were kept on until the end of March this year as a trial to brighten up the village during the grey winter afternoons and evenings. Thanks to LED lighting the cost of doing this was minimal and the overwhelming majority of people welcomed this with their positive feedback. Aldenham Parish Council is hoping to repeat this again this Winter. We would like to hear whether you agree with this and if so, how long you would like the lights to be kept on for in 2017/18.

Outdoor Gym at Phillimore Recreation Ground

An 8 station outdoor gym has been installed at Phillimore Recreation Ground for everyone to use. The stations have been designed to give the user a full body workout and work all the main muscle groups. There’s never been a better time to exercise in the great outdoors.

Afternoon Tea with Carols 7th December

After the success of last year’s event, we will be holding another “Afternoon Tea with Carols” event for the over 65s at Edge Grove School from 1.00pm to 2.30pm on Thursday 7th December. The 81st season of the Radlett Music Club is already u n d e r w a y , but there are still five more

concerts to be enjoyed through to the end of April.

Formed in 1936, the club is a registered charity with the stated aim of presenting fine, live music in the village for all to enjoy. Over the years many well known artistes have performed for us in various local venues. All the concerts are now held in the well-appointed concert hall of the Radlett Centre with its superb facilities, including tiered seating and a foyer bar.

While the main emphasis has been on chamber music, we always seek to appeal to a wide variety of interest, as the current programme of concerts shows.

On the 22nd November a sparking harp and viola duo, Oliver Wass & Luba Tunnicliffe ( photo attached ) will play both solo and duo pieces by well known composers such as Prokofiev, Ravel and Tchaikovsky. In January an afternoon concert for all the family will be held on Sunday 21st at 3pm, featuring Guitarrisima, five girls-five guitars playing music from Vienna.

The club is fortunate to be aided by the CAVATINA Chamber Music Trust, so is able to offer free admission to young people aged 8 to 25 years of age.

Children must be accompanied by an adult.

Seats for all concerts are unreserved and cost £15.00. They can be booked in advance online, by telephone, in person at the Radlett Centre Box Office, or on the door at the concert.

Membership of the club has a number of benefits, including a season ticket for all the concerts which shows a significant saving over the door price.

Radlett Lawn Tennis and Squash Club maintains its position in the Village as a key centre of sport in the community. We have four Championship Glass fronted Squash courts and eleven Tennis courts. We offer table tennis and multi-sport activities for children during the school holidays.We cater for all ages and standards, from those wanting a friendly Sunday morning game, to competitive inter-club matches competing in the highest leagues of Hertfordshire. In the last three years we have renovated our Squash courts, fitted new lighting and new heaters. We have resurfaced eight of our tennis courts with three more scheduled to be resurfaced in early 2018.Our clubhouse refurbishment was recently completed to allow social events to be held at the club within an enhanced welcoming facility.

We hold the annual Herts Closed Squash championships and an annual LTA Grade 3 open tennis tournament. In 2018 we hope to complete additional works to our tennis courts with new floodlights. All in all we endeavour to serve our members and the wider Radlett and surrounding area community

Squash was first played in England during the 1860’s by the boys of Harrow School. Using a small rubber ball and racquets they hit the ball off the walls of their school courtyards and alleys. From public schools and gentleman’s club the popularity in squash playing was slowly spreading throughout England.

Probably the most famous squash court ever to be erected was on the Titanic, which tragically sunk in April 1912.

However, it was not until the 1950’s that the appeal and popularity of squash had spread throughout the world. It could therefore be said that Radlett’s first Squash Club was a pioneer in the field of squash playing as it was formed in the 1930’s.

The photograph below, shows the exterior of the building, covered in black-creosoted cladding, it can be clearly seen today on the left hand bend of Watford Road at the top of Park

Road. It is now a private dwelling. The building at the rear of the photo is the large mansion house of Darnhills; it was demolished in the 1970’s to make way for the development of flats.

In the 1930’s the estate of Darnhills, which was owned by Jack Anderson, a prosperous timber merchant, had several barns on its land. The Squash Club was formed in one of these ‘traditional Hertfordshire barns’. The court was two thirds in size and at times, the beams forming the structure of the barn proved to be an unwelcome obstacle with balls frequently hitting them.

By the early 1970’s with squash becoming a major and growing sport it became clear that the existing court was far from adequate. The Radlett Lawn Tennis Club was approached, as it was known they had the land

and were looking to expand their sporting facilities. Following extensive discussions an agreement was reached and the first two squash courts were built. By 1973, the RLTC and the SC amalgamated to become Radlett Lawn Tennis and Squash Club.

The RLT&SC has a flourishing membership and the club continues to be well run and well maintained. However, one problem that had plagued the club for a number of years was the flooding of the tennis courts, squash courts and club house as a result of it’s close proximity with Tykeswater. The photo below left/right shows the flooded tennis courts in the 1970’s. Members became exasperated by the situation and took matters into their own hands by raising the riverbanks and installing a pumped drainage system. Fortunately, thanks to the 1980’s installation of a Flood Elevation Scheme, the problem

no longer exists.

The Radlett H o r t i c u l t u r a l Show held their 2017 Autumn Show on

Saturday, 2 September at The Vision Hall, Christ Church, Radlett. The event was a great success with over 450 exhibits ranging from dahlias, roses, floral displays and arrangements, fruit and vegetables, photography and a new crafts class. We were delighted to welcome more than 175 visitors in the afternoon who were treated to a spectacular display of exhibits. Afternoon tea and refreshments were supplied by Jane Poyser and her fantastic team, and visitors were able to sit out in the glorious sunshine.

It was a bumper year for rhubarb with 13 exhibits alone in this class. New classes this year included a ‘Trug of Fruit and Vegetables’; a ‘Men’s Only’ baking class of a lemon drizzle cake and an Adult Craft Class which proved that there are many talented members. Exhibits included a stunning oak rocking chair, needlework of many varieties, knitting and pottery. Our Photography

section is extremely popular with entries from both children and adults on the themes of ‘Gardens through the Seasons’, ‘Garden Edibles’, ‘Abstract’ and ‘Reflections’.We were honoured to have local dignitary Stuart Nagler MBE, to present the main prizes.

The winners were:Barton Cup, Stanley Dark Cup and Royal National Rose Society Bronze Medal - Trish Clough for Roses and the Mystery Dahlias competition.William Draper Cup, National Dahlia Society Silver and Bronze medals - Maureen Thorne for Dahlias. Perpetual Challenge Bowl and Radlett Top Tray prize - Peter HordernVic Craft Challenge Cup and Certificate of Merit for Floral Art - Bob Clark for tomatoes Novice Cup - Stephen Ward. Raymond Sprake Cup and Blue Ribbon - Annette Aggett for most points gained in the domestic classes and best exhibit in the domestic class for her decorated cake.

On a very sunny afternoon in August 38 members of our group had a lovely time at Reveley Lodge. We were extremely lucky with the weather that day, as the previous day it had poured with rain the entire time.For those of you who don’t already know the Lodge, it is on the Elstree Road opposite Emmanuel College. The house had fallen into disrepair after the last remaining member of the Chewett family passed away and in 2016 it was taken over by the Bushey Museum. After much renovation work this charming and unique house re-opened as Mabel’s Vintage Tea Rooms which are in one part of the house in what was originally the Billiard Room.We all met up in the garden for a chat, before splitting into two groups. Half went in to enjoy a delicious scone with cream and jam and unlimited tea and coffee. The tea is served by friendly old style waitresses smartly dressed in black and white with their pinafores and little hats and they, together with

the lace tablecloths and beautiful old china, sourced by Martine, the efficient Manageress, make for a delightful olde worlde ambience. The other group went into the house for a tour of the downstairs to learn all about the history of the house and the families who had lived in it. When Isla Chewett died in 2003 she was well in her 90’s but the house had remained virtually untouched throughout her lifetime, even to the extent of no central heating and we heard that it had been freezing there in the winter. There is a wonderful collection of china, interesting furniture, artefacts and paintings and the house is actually quite a warren.After the first group had had tea, the second group, following their tour, had their turn for tea, and the first group of people had their house tour. At the end there was plenty of time to wander round the beautiful garden with lovely plants and flowers. Some people were especially fortunate in being treated to an explanation by the gardener of the unsual sundial.

All in all it was a thoroughly e n j o y a b l e and sociable afternoon and I can thoroughly r e c o m m e n d that anyone interested in going to the Tea Rooms should not hesitate to pop along there. From October there will be extended house tours to include the upstairs as well. Booking for both lunch, tea and tours is essential. The Tea Rooms are currently only open from Thursday to Saturdays but definitely really worth a visit. On my way out I treated myself to a most beautiful bunch of homegrown flowers which were available for sale for only £1 and I enjoyed their colourful display in my lounge for several days afterwards.

GRAND OPENING OF THE RADLETT

AND DISTRICT MUSEUM

About 120 people attended the official opening of the Radlett and District Museum held in September in the first floor of Radlett Library. The room was full of wonderful displays of historic photos, maps and other memorabilia of Radlett and its surrounding villages.

The majority of the collection came from local historian Philip Eastburn, who sadly and unexpectedly died in August 2015.

Philip had bequeathed his irreplaceable collection to the community with the hope and expectation that a museum or permanent display would eventually transpire. Due to the hard work and enthusiasm of a group of local people Philip’s vision is now well on it’s way to becoming a reality. There is still a great deal of work to be done sorting important archive material and volunteers are very welcome, please contact Pete Turner on [email protected]

A very special guest attended the opening; Edie Oakley, who will be 98 years old this October, was born in Radlett and has lived here all her life. She cut the ribbon to formally launch the official opening and guests were treated to a wonderful speech by Edie who spoke about her life and the changing face of Radlett over the years.

Dr. Michael Ingram has retired as a partner of the Red House Practice. However, he will still carry out locum duties at the surgery when required.He has been a partner for almost 31 years, and says he is happy to be treating patients who were just born when he started at the Red House.In his spare time, Dr. Ingram has run 44 marathons and his target is to complete 50. Some achievement!He is still involved with medical matters and will continue to be so.I’m sure all Dr. Ingram’s patients would wish to give him our grateful thanks for all the care and attention he has lavished on us for so many years.We wish him a very happy and fulfilling retirement.

News from Tabard RFC’s HQ at Cobden HillAs regular readers will no doubt be aware Tabard is a strong community club providing rugby for all ages, genders and abilities in an atmosphere that is enjoyable, friendly and welcoming.

Rugby starts at the age of five for our minis section and from the age of 12 they can migrate to the junior section of the club which accommodates 13 to 18 year olds. The senior men field two teams and the 1st XV compete in Rugby Football Union (RFU) league London North West 2. League games are played on Saturday afternoons. The senior ladies play in RFU National Challenge South East North 1 following promotion last season. Their league games are played on Sunday afternoons.

However, the decline in the number of participating children and adults in rugby, and for that matter sport generally, is having a direct impact on Tabard’s ability to maintain a competitive edge in Hertfordshire rugby.As a purely amateur enterprise Tabard has to find a long term sustainable model that encourages and visibly promotes the game across local communities and in particular schools, colleges and universities. A positive start has been made in this direction with an agreement having recently been reached between Hertswood Academy and Yavneh College.
