APPLICATION
COMES NOW Arkansas Electric Cooperative Corporation (AECC), and for its
Application (Application) for a Certificate of Public Convenience and Necessity (CCN) to
construct, own and operate certain transmission facilities in Monroe and Lee Counties,
Arkansas, pursuant to Ark. Code Ann. §§ 23-3-201 through 206, and Rules 6.01 and 6.07
of the Arkansas Public Service Commission’s (Commission) Rules of Practice and
Procedure (RPP), states:
1. AECC is an electric cooperative corporation organized and existing under
the Electric Cooperative Corporation Act, codified at Ark. Code Ann. §§ 23-18-301 to 331,
with its principal place of business located at 1 Cooperative Way, Little Rock, Arkansas
72209.
2. Pursuant to RPPs 3.05 and 3.09(d), AECC states that a certified copy of its
Articles of Incorporation is currently on file with the Commission and is incorporated
herein by reference.
3. In accordance with RPP 3.04(a), AECC respectfully requests that the
following persons be included on the Official Service List for this Docket:

4. This Application requests a Commission Order by June 1, 2018 approving a
CNN to construct, own, and operate a new 23-mile 69 kV transmission line (Transmission
Line) in Monroe and Lee Counties, Arkansas to serve AECC’s member, Woodruff Electric
Cooperative Corporation (WECC).
5. In compliance with RPP 6.07(a)(1), AECC states that the proposed
Transmission Line is required by the public convenience and necessity to improve
reliability of service to WECC and its members in order to better serve its expanding loads
in Monroe and Lee Counties. As explained more fully in the Direct Testimony of Forest
Kessinger, AECC’s Director – Transmission Coordination and Planning, the proposed
Transmission Line will connect AECC’s Holly Grove substation to AECC’s Monroe
substation, and will complete a transmission loop extending from AECC’s Keevil, to Holly
Grove, to Monroe substations. If approved, the proposed Transmission Line will provide
WECC with enhanced reliability for those retail consumers served out of the Holly Grove
and Monroe substations. The proposed Transmission Line will also offer other benefits
which are discussed further in Mr. Kessinger’s Testimony.
6. In compliance with RPP 6.07(a)(2) and (3), AECC states:

a. The proposed Transmission Line will be located as depicted in
Exhibits AECC-1, AECC-2, and AECC-3 to this Application.
b. As explained more fully in the Direct Testimony of Curtis Q. Warner,
AECC’s Director – Compliance and Support Department, the proposed Transmission
Line will have a desired in-service date of March 1, 2020, and will be built according to
the requirements of the National Electrical Safety Code using a three-phase, shielded,
single-circuit, 69 kV transmission line, of single-pole construction (see Application
Exhibit AECC-5 to this Application). The right-of-way for the proposed Transmission
Line will be 100 feet in width and will traverse mostly agricultural lands. If the proposed
Transmission Line is constructed along the proposed route, there will be no significant
impact on aesthetic pleasure, health, safety, the environment, or any existing or planned
property uses.
7. In compliance with RPP 6.07(a)(4) and (5), AECC states that the estimated
cost of the Project is $15,000,000. AECC will pay for the construction using cash out of
general funds.
8. In compliance with RPP 6.07(6), landowner notice was sent on November
21, 2017 in accordance with RPP 6.03(a).
9. Pursuant to RPP 3.09(g), AECC’s Application and the statements made
herein are supported by the Direct Testimony of Forest Kessinger and Curtis Q. Warner,
filed simultaneously herein and incorporated into this Application as if set forth word for
word.

11. On December 13, 2017, AECC provided a courtesy copy of this filing to the
General Staff of the Arkansas Public Service Commission. By agreement, AECC and the

LANDOWNER NOTIFICATION OF APPLICATION TO THE ARKANSAS PUBLIC SERVICE COMMISSION (APSC)
FOR APPROVAL TO CONSTRUCT PROPOSED TRANSMISSION FACILITIES
Dear Landowner,
You are receiving this LANDOWNER NOTIFICATION because you own land in the vicinity of a proposed transmission line project for which Arkansas Electric Cooperative Corporation (AECC) intends to seek a Certificate of Public Convenience and Necessity (CCN) to construct. AECC is the wholesale electricity service provider for Woodruff Electric Cooperative Corporation (WECC). AECC and WECC pride themselves on providing safe, reliable electric service at the lowest reasonable cost and the construction of this facility will assist in that mission.
If approved, the proposed project will involve the construction of a 23-mile 69 kV transmission line to improve the reliability of WECC’s members served out of the Holly Grove and Monroe substations. (The Holly Grove substation is on Highway 17 approximately 7.4 miles southeast of Holly Grove; the Monroe substation is on the north side of Monroe.) The transmission line will be of metal, single pole construction. It will connect the two substations and provide a dual electric feed to both for improved reliability. The project area is in the south and eastern portions of Monroe County and a small corner of Lee County. This new line will be used to serve the members of WECC in Monroe and Lee Counties. The main benefit of the project is that it will improve electric reliability; but, it will also provide for future growth and add capacity to the existing electric distribution system of WECC.
In order to build the proposed facilities, AECC must first file a CCN Application with the APSC and receive approval for the construction. In accordance with the APSC’s Rules of Practice and Procedure, AECC is hereby notifying you of its intention to file the CCN Application on or after November 27, 2017. The APSC docket number assigned to the filing is Docket No. 17-075-U. The CCN Application, once filed, will be available on the APSC’s website at http://www.arkansas.gov/psc using Docket Number 17-075-U. In addition, the Secretary of the Commission may be contacted as listed below for additional information regarding the filing, the intervention deadline and/or the hearing date, once set by the APSC:

Distribution lines run from substations; they deliver electricity to the end consumers: homes, farms and small businesses. Typical distribution voltage is 13.2 kV (13,200 volts) Transmission lines run to and from substations and power plants. They supply electricity to an area.
Transmission line voltages range from 69 kV up to 750 kV. (69,000 volts to 750,000 volts)
The planned line is 69 KV which is on the lower end of the transmission line voltage range.

Distribution lines typically run along roads.
