Arkansas Activities Association Board of Directors Summer Workshop Tuesday-Thursday, June 4-6, 2019 The Board of Directors of the Arkansas Activities Association met for the Annual Summer Workshop Tuesday, June 4, through Thursday, June 6, 2019, at the Holiday Inn, Airport with President Gary Hines, Emerson-Taylor-Bradley, presiding. Also present were: John L Colbert, Fayetteville Gregg Grant, Danville Steve Anderson, Lake Hamilton Jon Collins, West Memphis Steve Green, Cave City Bryan Russell, Valley View Scott Embrey, Beebe John Ciesla, Greenwood Steve Straessle, Catholic John Estes, Palestine-Wheatley Ronnie Kissire, Poyen John Ward, Magnolia Billy Adams, Lakeside, LV Bryan Law, Farmington Benny Weston, Mena Brian Golden, Malvern Present from the AAA staff were Lance Taylor, Joey Walters, Steve Roberts, Derek Walter, and Christyal Holloway. Also present was Jeremy Muck with the Arkansas Democrat-Gazette. MINUTES Minutes of the March 7, 2019, meeting were unanimously approved as provided. (MOTION: Kissire/Weston, 16-0) FINANCIAL REPORT Lance Taylor presented the financial report through April 30, 2019. The financial report was unanimously approved as presented. (MOTION: Kissire/Russell, 16-0) AUDIT PROPOSAL The board unanimously accepted the proposal for auditing the AAA books from Bonds & Compant, P.A. Certified Public Accountants. (MOTION: Kissire/Russell, 16-0) INSURANCE The board unanimously accepted the bid of Loomis & LaPann, Inc. for general liability, catastrophic, and directors and officers liability insurance. (MOTION: Weston/Colbert, 17-0) MERCHANDISE Steve Roberts reported an update on the one year extension of the merchandise contract with Image One. NEW SCHOOL MEMBERSHIPS Southwest LR, Ozark Catholic, Lifeway Christian, Bryant Junior, Centerpoint Middle, East End Middle, Immaculate Conception, Immaculate Heart of Mary, Christ the King, NLR Catholic Academy, Our Lady of the Holy Souls, and St. Theresa requested to join the AAA. All membership requests were unanimously approved. (MOTION: Weston/Kissire, 17-0) SOUTHWEST-LR HIGH SCHOOL Mike Poor, LRSD Superintendent, and John Daniels, LRSD Athletic Director, appealed the classification numbers for new AAA member, Southwest-LR High School for the 2020-2022 classification cycle. The appeal was awarded to Southwest-LR to update classification numbers to accurately reflect enrollment numbers for the 2020-2022 cycle. (MOTION: Ward/Law, 17-0) UNIFIED CHAMPION SCHOOLS Lance Taylor reported that the Unified Champion Schools basketball and track games continue to be a huge success with the athletes and the fans. There is a possibility of expanding into bowling after meeting with the Special Olympics Committee. STATE TRACK/MEET OF CHAMPS REPORT Lance Taylor reported that track had a great year with many new state records set in addition to multiple schools repeating as state champions. The Decathlon (79 participants) and Heptathlon (new record of 85 ladies) was held in Fayetteville across two days with much success. AHSAAA UPDATE Lance Taylor reported on the AHSAAA. There were a total of 143 members this year; an emphasis was put on getting more involvement across all classifications. The 2019 Winter Conference was held in Hot Springs and the 2019 Summer Meeting will be held in Conway at UCA during the AHSCA Clinic and All-Stars.

MINUTES – Minutes of the March 7, 2019, meeting were unanimously approved as provided. (MOTION: Kissire/Weston, 16-0)

FINANCIAL REPORT – Lance Taylor presented the financial report through April 30, 2019. The financial report was unanimously approved as presented. COACHES EDUCATION – Lance Taylor reported that Arkansas is still leading the way in coaches education in the United States with 5,766 certified volunteers and teacher-coaches. FOOTBALL – Steve Roberts reported on football over the course of the year and additional changes to come. At the state finals, the budget projection was exceeded for the year in addition to attendance records being set the first weekend. The main rule change (administered by the NFHS) will be the move from a 25 second clock to a 40 second clock. Tackling certification, available through 3 outlets, becomes effective Fall 2020. A partnership has been signed with DV Sport to implement an instant replay system at the next state finals. For the upcoming season, 8 full time teams will play a full schedule in 8-man football. REVIEW OF SPRING SURVEY – Joey Walters reported on results of the spring survey items as presented and discussed at the activity district meetings. GRADUATION CONFLICTS – Steve Roberts reported the process taken to accommodate those playing in state finals (soccer, baseball, and soccer) that were either graduating or had multiple school teams in the finals. Weather also called for additional schedule changes. HOT SPRINGS CONVENTION CENTER: Basketball Finals – Craig Durmon, Hot Springs Convention Center, proposed a new finals format – moving to two sessions per day with classifications rotating yearly. The board unanimously approved the new Basketball Finals schedule. (MOTION: Law/Ward, 17-0) Sessions for 2020 State Basketball Finals

CHEER/DANCE CONTRACTS – The board unanimously approved contracts for cheer/dance with Varsity Spirit. (MOTION: Kissire/Weston, 17-0) VOLLEYBALL AND FOOTBALL FINALS SCHEDULE – The board unanimously approved the state volleyball and football championship finals schedules. AAA BOARD OF DIRECTORS OFFICERS – The slate of officers was unanimously approved. (MOTION: Kissire/Law, 17-0) President: Gary Hines, First Vice President: Benny Weston, Second Vice President: Jon Collins, Secretary: John Ward, Treasurer: Steve Straessle, Parliamentarian: Bryan Russell. AT-LARGE BOARD MEMBERS – The board approved reappointing Steve Straessle, Catholic, to a second term as an at-large member of the board. (MOTION: Adams/Law, 17-0) The board unanimously voted to adjourn for lunch at 11:00 AM. (MOTION: Russell/Kissire, 17-0) Wednesday, June 5, 2019, AAA Board member Gregg Grant was absent, AAA Board member Kelvin Gragg was present. New Board members Shawn Halbrook, Kelvin Hudson, and Kevin Hesslen were present. AAA staff member Don Brodell was present. EXECUTIVE SESSION - PERSONNEL – The board voted to adjourn to an executive session to discuss personnel matters. (MOTION: Gragg/Colbert, 17-0) Following the return to the open meeting, the board unanimously approved the recommendation of the personnel subcommittee concerning personnel matters. (MOTION: Ward/Weston, 17-0) AOA UPDATE – Don Brodell presented updates from the Arkansas Officials Association. He proposed new compensated assigner protocol as recommended by the AOA. The board unanimously approved the

protocol for compensated assigners. (MOTION: Weston/Colbert, 17-0). He also provided the board with Hall of Fame ticket order forms and encouraged them to attend. ESPORTS UPDATE – Derek Walter reported that in its first season at AAA, Esports saw 62 schools (982 students total) play the two games offered (Rocket League and League of Legends). A champion and runner-up was awarded for each game, and the numbers/offerings are expected to grow even more moving forward. AHSCA UPDATE – Joey Walters reported that the AHSCA is working hard on the upcoming coaching clinic in Conway. The coaching clinic is June 19-22 this year. BASEBALL REGIONAL/STATE REPORT – Don Brodell reported that weather altered a lot of games, but everything within control went very well. SOCCER FINALS REPORT – Joey Walters reported that state soccer finals had good crowds and quality hosts. Weather played a similar role as it did with the other sports, but there were no major issues. SOFTBALL REGIONAL/STATE REPORT – Steve Roberts reported that weather impacted scheduling. He also emphasized the need to reiterate you must have a tarp on site to bid for a tournament. GIRLS WRESTLING – Greg Hatcher reported on the growing interest for girls wrestling within the state of Arkansas. Girls are currently competing with boys; the field is expected to grow tremendously if girls are given a separate division. Greg Hatcher proposed the plan to offer girls wrestling events followed by state championships, similar to the format offered currently within the boys division. The board unanimously approved the sanctioning of girls wrestling. (MOTION: Ward/Anderson, 17-0) CONFERENCING – Lance Taylor presented the Football Classifications/Conferences for the 2020-2022 classification cycle. The board approved the classifications/conferences for football. (MOTION: Kissire/Colbert, 15-1) Jon Collins voted against the conference structure.

Proposal #1 – Administration Consolidation of Middle Schools – creates more opportunities for middle school students without extensive program offerings. Recommendation: DO PASS (MOTION: Weston/Collins, 17-0) Proposal #2 – Bowling Classifications – Creates more competitive balance across all classifications. Recommendation: DO PASS (MOTION: Kissire/Green, 17-0) Proposal #3 – Bowling Season – Resolves conflicts with district basketball tournaments. Recommendation: DO PASS (MOTION: Weston/Green, 17-0) Proposal #4 – Junior Varsity Basketball Tournaments – Allows JV teams to play in two tournaments. Recommendation: DO PASS (MOTION: Ward/Kissire, 16-1) Bryan Law voted against the proposal. Proposal #5 – Bona Fide Student and Online Courses– Aligns online requirements with home school and virtual school. Recommendation: DO PASS (MOTION: Weston/Kissire, 17-0) Proposal #6 – Sanctioning Out of State Events – Closely aligns limiting loss of class time with allotted travel for events. Recommendation: DO PASS (MOTION: Adams/Colbert, 17-0) Proposal #7 – Classifications – Defines classifications according to enrollment numbers strictly. Recommendation: NO RECOMMENDATION (MOTION: Ward/Green, no vote) Gary Hines approved the motion to be withdrawn. DO NOT PASS (Gragg/Golden, 13-4) Bryan Law, Steve Green, Scott Embrey, and John Ward voted against the recommendation to not pass the proposal. Proposal #8 – Transfer Date Change – Align transfer date requirements with School Choice date. STUDENT ADVISORY COUNCIL – Steve Roberts reported on the selection of the 3rd class and 9 new individuals. Five students will be taken to the National Student Leadership Summit in July in Indianapolis. Numerous ideas have been put together for the council to educate parents/administrators on the “Do’s and Don’ts,” with a preview taking place at the upcoming annual governing body. Their ultimate goal is for every school to make a similar concept with their own students to disperse to the public. 5A STATE SWIMMING SITE – The board unanimously accepted the one-year bid from Russellville High School to host the 2019 5A State Swimming and Diving Meet. (MOTION: Russell/Law, 17-0) AETN BROADCASTING – Derek Walter reported on the success of the AETN Sports partnership with the AAA in its first year to televise the football and basketball state finals. The possibility of adding additional sports to the lineup was discussed. MEDIA GUIDELINES & POLICIES– Derek Walter reported on new methods for acquiring media credentials and major changes in charging for broadcasting rights (video/audio). The board unanimously approved policy revisions pertaining to acquiring broadcasting rights. (MOTION: Ward/Estes, 17-0) STATE DANCE – The board unanimously accepted the bid from Lake Hamilton High School to host the 2019 state dance competition. (MOTION: Kissire/Collins, 17-0) ASBOA STATE CONCERT CONTEST- Julia Reynolds, Executive Director of the Arkansas School Band and Orchestra Association, presented proposed changes to the State Marching Band Contest format and general guidelines. The approval of a State Concert Contest Ballot (to be held week #41, Monday through Wednesday) was also proposed. The board unanimously approved the State Marching Band Contest changes as amended.
