NEW MISSION:
Collaborate with our Business Partners to create the best experience for all Veteran.
NEW VISION:
Become a world-class organization that provides a seamless, unified Veteran experience
through the delivery of state-of-the-art technology
How We Fit…………
3
Technology Strategy
4
• Developing the Enterprise Technology Strategic Plan (ETSP), which defines the “to be” enterprise technology vision.
• Creating Enterprise Design Patterns, which are enterprise-level guidance documents that provide a reusable set of standards, policies and capability frameworks.
• One-VA Technical Reference Model (TRM), which provides approved and unapproved technologies and standards.
Enterprise Architecture
5
• VA focuses on improved delivery of services to
veterans and their beneficiaries
• VA information environment and its impact on VA
goals, objectives, budgets and performance
• Centralized IT Strategy “OneVA”
• Deploy “buy first” strategy
• Source designed, developed and delivered across VA
• Supports integration and interoperability of information resources
• Guides and constrains investment decisions
• Identify redundancies in the VA information environment that can be eliminated
• Leverage partners targeting innovation
Process and Knowledge Management &
Communication Services
6
• The Process Management division, develops, publishes, maintains, and trains on OI&T processes, specifically ProPath.
• The Knowledge Management division, develops solutions and methods to acquire and retain knowledge assets and facilitate information sharing.
• The Records Management division, that manages, protects, and retains ASD records in accordance with NARA and regulations.
• And the Communications division, that promotes a greater awareness and understanding of ASD plans, endeavors, products, and accomplishments.
Product & Platform Management

ProPath
• Outline of capabilities of requested product• Intake for new business needs• Confirmation of mutual understanding of business
requirements • Development of a high level product roadmap• Identification of Key Performance Indicators (KPIs)• Product engineering solution planning• Solution architecture• Risk management approach• Key dependencies• Cost estimation• Completion of a signed Product Planning Document (PPD)
Our goal is to enable IT solutions to be ready to move swiftly through the development
lifecycle once funding is received. We provide our customers with IT product planning,
solution architecture and interoperability solutions in support of delivering Health,
Benefits and Memorials for Veterans.

PPD development
(cost estimation, roadmap,
architecture)
‒ Choose among alternatives (technologies requirements) Translate
system/functional requirements associated with product, project, or
processes into budget requirements
‒ Determine and communicate a realistic view of the likely cost outcome,
for executing the work annually
‒ Develop a source of resource information for planning purposes and
provide them to the customer
‒ Provide a quantitative basis for management decisions regarding optimal
allocation of resources
‒ Customer facilitates PPBE process
‒ Enable review and evaluation of progress towards goals
Develop budgets (Long, Intermediate, and Short)
Types of Cost Estimates
11
‒ Life-Cycle Cost Estimate (LCCE): Cradle-to-grave estimate includes
R&D, production, operations/support, and disposal
‒ Independent Cost Estimate (ICE): ICE of most likely cost developed
by an independent Government Team
‒ Budget Estimate: For inclusion in budget to support current or planned
technology requirements
‒ Rough-Order-of-Magnitude (ROM): Pre-design effort, with very little
specific information about the project
‒ Analysis of Alternatives (AoA): Evaluates costs, benefits, advantages
and disadvantages of different alternatives
Definition: Cost Estimating is the process of collecting and analyzing historical data and
applying quantitative annual models, techniques, tools, and databases to predict the future
cost of an item, product, program, or task.
How do we Estimate?
Cost Estimation for emerging technology is based on items
that are significant cost drives such as: Hardware,
Infrastructure, Network, Software’s, and FTE’s required to
perform on an “Annual basis”.
There are four defined methods for cost estimation: Parametric,
Analogy, Engineering Estimation and Actual Costs. With most
of our cost estimation we use more than one of these methods.
ASD CE Team uses three Estimation Methods Technique:
SPECIFICALLY: We used the following approach.
1. Analogy – is used to estimate cost based on historical data
2. Engineering Estimation – break down the cost of Hardware &
Software
3. Actual Costs - from prototypes, engineering development
models, and/or early production items are used to project
estimates of future costs for the same type system.
Translate requirements associated with programs,
projects, or processes into multiyear budget requests
Assess reasonableness of the budget
Quickly/accurately determine impacts of budget cuts
on program baselines and associated functionality
Assess resource implications of technology
Assist in source selection/design trade-offs
How are Capabilities Determined?
Customer Acquisition Strategy
Program Integrated Master Schedule Milestones
Good Cost Estimating Drives Good Decisions
Provide standardized procedures for developing cost
estimates budgets and consistent Basis of Estimate (BOE)
Enhance accuracy and credibility of Cost Estimated and
Budget Estimates
Make cradle to grave decisions based on metrics
