    MANILA: Japan agreed in principle on Thursday totransfer defence equipment to the Philippines, as thetwo countries expressed concern over Chinas island-building in disputed waters.

    Following a bilateral meeting in Manila, JapanesePrime Minister Shinzo Abe and Philippine PresidentBenigno Aquino said they hoped to start the transfersoon. Abe added that Japan would consider Aquinos request for large patrol vessels for thePhilippine coast guard.

    We hope to sign this agreement sooner ratherthan later, Aquino said, referring to the defence deal,during a joint press conference following the talks.

    The defence equipment transfer was first dis-cussed during Aquinos state visit to Japan in June.Thursdays meeting at the end of the Asia PacificEconomic Cooperation summit was the seventhbetween the two leaders. Aquino, who hosted Abe,Chinese President Xi Jinping and other Asia Pacificleaders for a trade summit this week, did not specifi-cally mention ongoing maritime tensions withBeijing. However, Abe said: We share deep concernsover unilateral actions to change the status quo suchas the large-scale land reclamation and building ofoutposts in the South China Sea.

    At the same time we confirmed the importance

    of partnership in the global community based onrule of law to protect open, free and peaceful seas,Abe said. The Philippines and Japan are embroiled inseparate sea disputes with Beijing in the South ChinaSea and East China Sea respectively.

    The Philippines has raised alarm over Chinasisland-building on disputed shoals in the SouthChina Sea, prompting long-standing ally the UnitedStates to sail a vessel near the new artificial islands.

    over disputed watersTAIPEI: Taiwan and the Philippines have signed anagreement pledging non-violence in disputed fishingzones, Taiwanese authorities announced Thursday, inwhat analysts say is an important step to defuse ten-sions over territorial maritime disputes.

    The pact, signed earlier this month butannounced Thursday, comes after more than twoyears of talks following the fatal shooting of aTaiwanese fisherman in disputed waters off thePhilippines, an incident that dramatically soured rela-tions between the two countries.

    The territorial disputes between Taiwan and thePhilippines also stretch to the South China Sea wherea number of other nations including China have over-lapping claims.

    Taiwans foreign ministry said the agreementupholds the spirit and principles underlying theSouth China Sea Peace Initiative launched byPresident Ma Ying-jeou earlier this year, which calledfor peaceful dealings in disputed areas. AFP

  • SUNDAY, NOVEMBER 22, 2015 3KUALA LUMPUR: With the forging of a muchstronger Association of South East Asian Nations(Asean) cooperation, President Benigno AquinoIII reiterated that the Asean should not let anycountry-no matter how powerful-claim an entiresea as its own especially when it is resorting toforce.

    We believe that, as a rules-based Community,

    Asean should not allow any country, no matterhow powerful, to claim an entire sea as its ownand to use force or the threat thereof in assertingsuch a claim, said Aquino during the plenary ses-sion of the Asean Summit yesterday here. Theleaders of the 10-member Asean gathered at theKuala Lumpur Convention Center as Malaysiahosts the 27th semiannual summit.

    Aquino stressed anew that the western sec-tion of Spratly Islands or the Kalayaan IslandGroup is within the exclusive economic zone of

    the Philippines based on the United NationsConvention on the Law of the Sea (Unclos) pro-visions.

    We have not resolved, even amongst Aseanmembers, the competing claims especiallyamong the Spratlys. These improvements fur-ther complicate and increase the difficulty ofcoming to compromises that will be necessaryto prevent further tension from rising, he said.The leaders are set to launch an economic unionof member-countries or the Asean EconomicCommunity on the second day of the summit. Itwill be a formal entity by December 31.

    Therefore, moving forward, it is incumbentupon us to develop a post-2015 AseanConnectivity Agenda that articulates both ouraspirations and the complexities we have tocontend with, said Aquino.

    These complexities include the recentdevelopments in the sea to the west of mycountry, which our peoples know by manynames. As I have stated many times in the past,our collective prosperity requires stability in theregion. This has come under threat by unilateralactions such as the massive reclamation andbuilding of structures on features in the Spratlyislands, which have urgent and far-reachingimplications to the region and the internationalcommunity, he said. Aquino said bringing themaritime dispute to a United Nations arbitralcourt displays the Philippines belief that apeaceful settlement can bring stability to theAsean region.

    Excellencies, Your Majesty, the Philippineshas always adhered to the rule of law, and our

    decision to resort to arbitration reflects ourbelief that it is a transparent, friendly, durable,and peaceful dispute settlement mechanismthat can bring stability to the region, saidAquino. Aquino said he welcomes the decisionof the United Nations arbitral court and looks

    forward to the next round of hearing at theHague. The Philippines remains committed topursuing arbitration to its final conclusion, andwill abide by its decisions, he said.

    KUWAIT: Five-week winning streak of UAE Exchange was stopped byCOZMO, Asian Air Safari dimmed the hope of Original Pin Killers for aspot in the Magic 8 and the Swooping Eagles pulled off a hugeupset against LEAF in the ninth week elimination round of PhilippineBowling Association in Kuwait 3rd Season Team Tournament beingheld at Cozmo Bowling Center in Kheifan. Other teams who postedeasy victories were Thunder Dragons, Scavengers and SMACZ com-peted against the slum dwellers while NUSANTARA played bye.

    With obtuse lineup the UAE Exchange fought like true warriorsknowingly they are of no match with one of the leagues heavy-weights the COZMO team but to their surprise they won the firstgame 837-798. In the second game the lane masters with 39 pointsdeficit surged ahead after winning the second game when UAEExchange still played with depleted lineup 957-877. In the final game,with 41 points advantage, COZMOs aim is to win the match up butthis time the UAE Exchange completed their lineup, disappointedCOZMO and won the game with the score of 954-945. After the finaltally, COZMO edge the Exchanger with just seven points thus takingthe 25 win points.
