    SupervisorDavidChiuApril2014NewsletterFriendImproudtoreportthatmyproposaltocreateapathwayforlegalizingexistinginlawunitswasrecentlypassedbytheBoardofSupervisorsandsignedintolawbyMayorLee.Theseestimated30,00040,000unitsareanimportantpartoftheCitysaffordablehousingstock,buttheymaynotmeetlifesafetybuildingrequirementssincetheywerecreatedwithoutproperpermits.Mylegislationwouldenablehomeownerstobringinlawunitsintocompliancewithexistingbuildingandplanningcodesandhelpclarifylandlordandtenantobligations.Ilookforwardtoseeingtheimplementationofthelegislationnextmonth.

    Aftertwodecadesofdebateonthetopic,legalizinginlawunitsisahistoricpolicychange,butthereisstillmoreworktobedonetosolvetheCityshousingcrisis.Thismonth,IannouncedaproposaltoregulateshorttermrentalstopreventthelossofresidentialhousingaswellasthelaunchofourEllisActHousingPreferenceProgram(EAHP)togivetenantsfacingevictionundertheEllisActpriorityonourCitysaffordablehousingwaitinglists.

    ParticipatoryBudgetingUpdateInoursecondyearofparticipatorybudgeting,District3residentsandleadershavemetseveraltimestobrainstormideasonhowtospend$100,000ofdiscretionaryfunding.Afterdiscussingcommunityneedsandpriorities,residentsproposedprojectssuchaspedestriansafetymeasures,fitnessclasses,streetlightingenhancement,waterbottlefillingstationsinparks,andaneighborhoodinformationkiosk,amongmanyothers.AlongwithourpartnersinDistricts7and10,thetopprojectideascomingoutofthesecommunitymeetingswillbeputontoaballotforvotingfromMay59.AnyDistrict3residentcanvoteduringthatweekatCityHallfrom9am5pmoronline.Wewillalsobeannouncinglocationsthroughoutthedistrictforvotinginpersonverysoon.Formoreinformation,[email protected].

    NewVisionforChinatownMuralsEarlierthismonth,theChineseCultureCenterandtheChinatownCommunityDevelopmentCenterunveilednewmuralsinChinatownaspartofitsvisionforarenewedculturalrenaissanceintheneighborhood.WithsupportfromtheArtsCommission,GrantsfortheArtsandtheSFMTA,theorganizationscommissionedlocalartistJustinHooverandChineseartistXuTantopaintmuralsinWentworthandRossAlleysthatreflectonthehistoryofChineseAmericansbuildingtherailroadsandlookaheadtothecomingoftheCentralSubwaytoChinatown.ThemuralsareabeautifuladditiontotheartsandcultureofChinatown,andIencourageyoualltogocheckthemout!

    Legislation

    RegulationofShortTermRentalsAfewweeksago,IintroducedlegislationthatwouldregulateshorttermrentalsandprotectresidentialhousinginSanFrancisco.Theproposalcreateslimitedparametersforaresidenttorenttheirprincipalplaceofresidenceforfewerthan30daysatattime.

    Becauseshorttermrentalactivityhasexplodedinrecentyearsfacilitatedbyonlinetechnology,regulationisurgentlyneededtoaddressthelossofpermanentresidentialhousing.Ibelievethatourcityspoliciesonshorttermrentalsoughttodrawadistinctionbetweenreasonable,limitedactivitysuchasresidentsrentingouttheirhomeswhiletheyareawayonvacation,work,orschoolbreaks,versustheabusesofconvertingasecondorvacationhomeintoayearroundhotelthatdisplacespermanentSanFranciscoresidents.

    Mylegislationwouldonlyallowprimaryresidentsthatliveintheirapartmentatleastthreequartersoftheyeartorenttheirhomeonashorttermbasis.TheywouldhavetoregisterwiththeCityanddemonstratecompliancewithalllocallaws,includingpayinghoteltaxesandabidingbyrentcontrol.Forthefirsttime,thelegislationwoulddirectlyregulatehostingplatforms,onlineandoffline,andrequirethemtonotifyusersofallshorttermrentallaws.

    Thisbalancedapproachaimstogiveresidentstheflexibilitytoearnsupplementaryincomeforcoveringrentandeverydaybillswhileprotectingourresidentialhousingstockfromwholesaleconversions.Ilookforwardtohearingfeedbackaboutthelegislationandmovingitforwardinthecomingmonths.Formoreinformation,[email protected].

    TakingCareofOurFirstRespondersInresponsetothesurgeincancerratesamongSanFranciscosfirstresponders,Irecentlyannouncedlegislationthataimstoprotectthosewhoarefacingdebilitatingillnessasaresultoftheirservice.Multiplestudieshaveshownacorrelationbetweentoxicexposureandcanceramongfirstresponders.Injustoneexampleofmany,theincidencerateofmesotheliomawastwotimesgreateramongfirefightersincomparisontothegeneralpopulation,indicatinglikelyoccupationalexposurestoasbestos.

    MylegislationwouldcreateapresumptionthatcancercontractedbyaSanFranciscofirefighterorpoliceofficerisjobrelated,unlessthereisevidencetothecontrary.Thiscancerpresumptionwillmeanthatthe
