Special Presentation - Central Elementary

Dr. Kern, Central Principal, and Ms. Koble, Central Art teacher, discussed the recent Artist-in-Residence Program which was hosted at Central Elementary School. Dr Kern said it was a huge undertaking to make all the arrangements for the program and commended Ms. Koble for taking the lead in pulling it all together. Ms. Koble said an artist-in-resi-dence program was something she had wanted to do for a long time to provide the students with a unique experience. Local mosaic artist Laura Jean McLaughlin was the artist-in-residence, working primarily with fourth-grade students and a few other students at Central for ten days this winter. Students collaborated with Ms. McLaughlin to create a large scale mosaic with the theme of ecosystems. Dr. Kern showed a video to the audience of the entire process. The mosaic will be hung in the main courtyard on May 7 and will include QR codes that can be scanned to continue the learning process.

Student Awards

The School Board and District Administration recognized the following students for academic and athletic awards:● We are proud to recognize one of our sixth grade students at Hampton Middle School, Evan T. Along with over 100 students, Evan competed in the finals at the 69th Annual Western Pennsylvania Spelling Bee at Robert Morris Univer-sity and came away with a Third Place Win. Congratulations, Evan.● We offer congratulations to Ben M., who is a high school junior attending classes at the A.W. Beattie Career Center. Ben earned the Dean’s List Award in FIRST Robotics. Only 200 out of 50,000 eligible students will receive the award in the country this year. Ben moves on to compete next month in Detroit for a full college scholarship. Congratulations and best of luck to you, Ben!● We would like to congratulate the High School Forensics Team on their incredible work at the Pennsylvania High School Speech Tournament at Bloomsburg University. Senior student, Anahita K. was a Semi-Finalist (one of the top 12) in Impromptu Speaking. Seniors Felicity C. and Grace K. were Semi-Finalists (also in the Top 12) for News Broad-casting. Junior student, Chris C., earned First Place Overall in the Commentary and is Hampton’s first-ever State Champion! This is his second year qualifying for the event, as well as his second year making the final round at the state tournament. Congratulations, Chris!● We offer congratulations to high school senior student, Anastasia R., who was selected for KDKA-TV’s Extra Effort Award. This award is presented to a student who excels not only in the classroom, but in athletics and in the commu-nity. Anastasia was presented this award during a school assembly in March. Congratulations, Anastasia! ● We are proud to congratulate Drew S. for his accomplishments as part of the Boys’ Swimming Team. At the WPIAL Championships, Drew placed third in the 200 Free and seventh in the 100 Fly. He tied the school record in the 100 free leading off the 400 free relay as well. At the PIAA Championships, Drew competed and placed in the 200 free and the 100 fly. Congratulations, Drew!● We are proud to recognize the following member of the Boys’ Wrestling Team. Justin H. competed in the WPIAL Championships and qualified at the 195 weight class, finishing in Fourth Place. At the PIAA Championships he quali-fied again at the 195 weight class and went 2-2. Congratulations, Justin!● We would like to recognize the following members of the Boys’ Varsity 1 Inline Hockey Team who won the Cham-pionship game. Congratulations to: Nate B., David B., Mitch H., Alex K., JJ L., JT N., Michael R., Noah R., Zach S., Austin Y., and Shane Y.

Staff Awards

The District is proud and honored to receive the 2019 CoSN (Consortium for School Networking) 2019 Team Achievement Award. The winning team was selected based on its community-building initiatives, innovation in-side and outside of the classroom, sizeable impact, and partnership development. This award dovetails closely with CoSN’s unique focus on the district leadership team as the key to education technology transformation. Congratulations to Dr. McKaveney and the District Leadership team. Mrs. Litwiler also congratulated Dr. Loug-head and the team and noted that this award is no small feat. Dr. Loughead thanked the team and the Board for their support. A video that was presented at the CoSN conference is available for viewing here.

Public Comment The Board provides the opportunity for members of the public to address the Board about issues appearing on the agenda, as well as issues affecting the District. Administrative ReportsBoard President’s ReportMr. Wesley said there was one executive session following the last meeting to discuss legal and personnel is-sues. Board Secretary’s ReportThere was no report this evening. Solicitor’s ReportThere was no report this evening. Superintendent’s ReportDr. Loughead and Mr. Kline presented a proposed funding plan to address the High School building project. Dr. Loughead provided an overview of the millage rate history of the District, noting that Hampton has the ninth lowest millage rate in Allegheny County. He also explained that Act 1 limits the amount school districts can raise millage rates annually, including to support building projects such as the one being proposed at the High School. He said the District has chosen, over the years, to implement small increases in the millage rate conservatively and as needed. He said every effort will be made to continue that trend.

A recap also was provided of the steps taken to date, including the completion of a feasibility study and estimat-ed construction cost. The District is working presently with P.J. Dick to review the work previously completed by VEBH to determine if the cost estimates are accurate.

The projected debt service, as estimated by Piper Jaffray, is 0.80 mills with an estimated project cost of $30 million and 1.21 mills at an estimated cost of $45 million. Roughly 17% of the total cost would be qualified for reimbursement through PlanCon if the program is reopened to school districts on July 1. The increase in school district real estate taxes for a median assessed valued home of $165,100 in the District just for the High School portion of the project would be from $131 to $199 over four years depending on the total cost of the project. The figures presented do not take into account any money that the District would be reimbursed through PlanCon should it qualify. Mr. Wesley suggested an additional exhibit be added to the Powerpoint to provide the actual tax amount for a median property over the 4-5 year period.

Mr. Wesley noted that the presentation was just a proposed financial plan and that the School Board had made no decisions yet on the scope of a project or any amount of borrowing.

Action Items

HHS Technology Student Association Field TripThe Board approved 7-0 the HHS TSA request to attend a field trip to the Pennsylvania Technology Student As-sociation State Competition at Seven Springs Resort on April 10-13 at no cost to the District.

Affiliated Organization RequestThe Board approved 7-0 the request from the Hampton Education Art Support (HEArtS) group to become an Affiliated Organization with the District. The intent of the organization is to establish HEArtS as a booster club for the visual arts with the purpose of promoting, supporting, and celebrating the visual arts department K-12.

EDUCATIONAL PROGRAMS

Action Items There are no action items for consideration at this time.

Informational The School Start Time Committee met Monday, April 8; there will be an update provided at the voting meeting in May.

FACILITIES

Action Items Proposal for Professional ServicesThe Board approved 7-0 a proposal from VEBH for the preparation of a PlanCon A filing with the Pennsylvania Department of Education for Hampton High School, should a ‘window’ open that would allow for a submission.

FINANCE

Action Items

Contract Renewal The Board approved 7-0 the renewal with MetLife as the District’s Basic Life and AD&D Benefit Carrier for the period of July 1, 2019 through June 30, 2020. Rates are as follows:● Basic Life Insurance - $0.103 per $1,000 of coverage● AD&D - $0.016 per $1,000 of coverageThere is no rate increase from the current contract.

Gas ContractThe Board approved 6-1 the natural gas contract with UGI Energy Services, LLC through the AIU Joint Purchas-ing Consortium for the period of September 2019 through August 2022. Ms. Lamagna voted against the motion.

POLICY AND LEGISLATIVE AFFAIRS

Actions Items

Policy #251: Homeless StudentsThe Board approved 7-0 the second and final reading of this policy, which addresses how the District identifies homeless children and youth within the District and facilitates their immediate enrollment, while helping to ad-dress any barriers to their attendance and education.

InformationalBob Shages provided the following informational items:● Senator Lindsay Williams will visit Hampton next Tuesday to tour three of the five schools and to have a ses-sion with several School Board members about issues impacting the District and public education. ● Mr. Shages expressed thanks to those who attended the AIU convention, and indicated that he was re-elected to the AIU Board.

TECHNOLOGYThere were no action items for consideration this evening.

TRANSPORTATIONThere were no action items for consideration this evening.

HAEE REPORTMrs. Hamlin said HAEE is preparing for their fall race, which will take place on October 5, 2019.

Public CommentThe Board provides the opportunity for members of the public to address the Board about issues appearing on the agenda, as well as issues affecting the District. In accordance with Policy No. 903, individuals who wish to address the Board are asked to state their name, address and group affiliation, if applicable.● Mark Farabaugh reflected on the financial presentation for the high school project and questioned the future ACT 1 estimates that were used. Mr. Kline said the numbers were taken from the recent Independent Fiscal Office (IFO) report. Mr. Kline agreed that if the Act 1 projections were underestimated by the IFO, that it would take longer than the projected three to four years of millage increases to cover the costs of the project.

Mr. Wesley announced that following the meeting, there would be an executive session for legal and personnel issues. The meeting adjourned at 9:25 p.m. The next meeting will be held at 7 p.m. on Monday, April 29, 2019 in the Dr. Harold Sarver Memorial Library, HMS for the purpose of reviewing the proposed 2019-2020 Preliminary Budget.
