What made her come back to school in Tacloban after taking refuge from Palawan after the Yolanda rampage is the glimmer of hope that something good awaits her and her son. At the graduation rites, the mother had a smile on her face despite the fact that while the other graduates were in toga¸ she was wearing a red T-Shirt. It was learned that she didn’t have money to rent a toga. So she just made sure that she is able to rent one for her son. Luckily for these graduates who are all working aside from being students, the Meralco Foundation is allotting 30 slots for these students for a college scholarship, another unexpected glimmer of hope. Meanwhile, at Barangay Binongtoan, the Samaritan Purse is donating GI sheets and construction kits to the Yolanda-hit families who will sign the vouchers in the afternoon of Glimmers of hope continue to trickle in Leyte S ingaporean President Tony Tan Keng Yam is set to visit Basey, Samar at 2:00 o’clock in the afternoon of April 5 as part of his four-day official visit to the Philippines. President Tan will travel to Basey, Western Samar on Saturday to present the first batch of medical supplies and equipment to Basey District Hospital. The initiative is a joint rehabilitation project of the Singapore Red Cross, the Philippine Red Cross and the International Committee of the Red Cross. NGO, partners to launch Mobile Civil Registration project for Yolanda victims, survivors

T he IDEALS, Inc. , a non-stock, non-profit and non-government

organization providing legal assistance to marginalized sectors, has recently partnered with several government and non-government organizations to provide legal assistance for the civil registration of the victims or survivors of typhoon Yolanda. Mr. Edgardo Ligon, IDEALS Executive Director informed the Philippine Information Agency that together with its partners the UNHCR, DSWD, DILG, PSA-NSO, local government units and local civil registrars in Yolanda affected areas, IDEALS is set to launch the Mobile Civil Registration Project on April 7, 2014.

The launching will be highlighted by the signing of the Memorandum of Agreement among the partners at the Tiarra de Milagros, Palo, Leyte from 8:00 to 12 noon. Mr. Ligon said IDEALS started in 2005, however, its legal resource work within the context of disaster began in December 2011 during Typhoon Bopha by assisting farmer-victims in Mindanao. One of its recent projects is the ABCD which stands for Access to Benefits and Claims after Disaster. Related to this project is to provide legal assistance for the Civil Registration of the victims/survivors of the YOLANDA typhoon. The Executive Director

said the activity is expected to have as its keynote speaker, DSWD Secretary Dinky Soliman. Palo Vice Mayor Ronnan Reposar will deliver the Welcome Remarks while testimonies will be presented by Casimiro Vil las, President of San Joaquin-Cogon Fisher folks Association (SACOFA); and Barangay Captain Papoose Lantao, of San Joaquin, Palo, Leyte. Statement of commitment will be delivered by the various partners: Edgardo Ligon, Executive Director of Initiatives for Dialogue and Empowerment through Alternative Legal Services, Inc. ( IDEALS, Inc.) ; Luiza Carvalho, Resident Coordinator and Humanitarian Coordinator, United Nations Humanitarian Country Team; Bernard Kerblat, Country Representative -Phil ippines Office, United Nations High Commissioner for Refugees (UNHCR); Director Lourdes Hufana, Phil ippine Statistics Agency - National Statistics Office (PSA-NSO); Ormoc City Mayor Edward Codilla; Tacloban City Mayor Alfred Romualdez,; and Mayor Christopher “Sheen” Gonzales of Guiuan, Eastern Samar This will be followed by the Signing of Memorandum of Agreement, Assets Turnover and actual Civil Registration of Yolanda affected individuals and Jingle Launching. I nternat ional spearheaded a l ivel ihood ac t iv i t y for the 1st batch of women res idents of Barangay Cogon Palo, Leyte Tuesday. Conduc ted under the Gender- Based Violence (GBV ) Prevent ion, Response and Gender Mainstreaming in the Typhoon Yolanda Affec ted Areas was a Fish Deboning Sk i l l s Tra ining for 25 women in the barangay. The par t ic ipants are wives of f i shermen in the barangay with the t ra ining’s a im in v iew to complement their husband’s l ivel ihood. According to Dr. Estre l la V. Serrano, Program Health Coordinator of PLAN I nternat ional they are work ing with UNFPA and other par tners for health and nutr i t ion in Leyte and Samar, and they target pregnant and lac tat ing women of 10 munic ipal i t ies in Leyte and chi ldren 0-9 months old. The group provides health ser v ices for women and restor ing health ser v ices and repair of barangay health stat ion but impor tant ly they are organiz ing mothers for health ser v ices, good

pre -natal and care of chi ldren. The days t ra ining was in par tnership with UNFPA for women’s l ivel ihood who are f ishermen wives, th is to enable them to provide a better l i fe for the fami ly. Meanwhi le, Sandra P. G ani the Gender Based Violence (GBV ) Coordinator sa id that the sk i l l s t ra ining conduc ted in Palo was the f i rst but in their other area coverage t ra inings are on – going. Women who par t ic ipated the t ra ining were given tool k i t composed of a k ni fe, chopping board, apron and hair net . The UNFPA and PLAN internat ional a lso provided the f ish for the hands- on tra ining. They a lso fac i l i tated the invitat ion of a speaker f rom TESDA to have a qual i t y t ra ining sa id G ani . The women who par t ic ipated the t ra ining were glad that addit ional l ivel ihood oppor tunit ies were impar ted to them. Moreover, the Intel Philippines Country Director and Vice President for Cultural Affairs visited Tanauan, Leyte at 9:00 o’clock in the morning of April 1 with a good news that they are donating four (4) new school buildings with a total of ten (10) classrooms for Santo Nino Elementary School. On the other hand, the East West Seed Philippines conducted a whole day training on high value crops production at Barangay Atipolo, Tanauan town. The people were taught on the proper way of planting vegetables and various ways to make organic fertilizer from compost materials. This training was sponsored by CRS. Just recently, Congresswoman Lucy Gomez of the 4th District of Leyte together with Leyte Vice Governor Carlo Loreto distributed GI sheets and tool kits to the affected families in Albuera, Leyte. These were solicited by the good Congresswoman from her friends. Another glimmer of hope shone on the 332 families of Buntay, Tanauan town when a Taoist Group from Taiwan distributed P6,000 check for every family on April 2. (PIA 8)
