  • Improved application process coming to BC PNP program

    B.C.s labour market and eco-nomic development priorities will be front and centre in a re-designed Provincial Nominee Program (PNP) that will help to attract the skilled workers and investment-ready entre-preneurs needed to grow our economy, Minister of Jobs, Tourism and Skills Train-ing and Minister Responsible for Labour Shirley Bond an-nounced today.

    The B.C. government is imple-menting a 90-day pause on new applications to most categories of the B.C. Provincial Nomi-nee Program (PNP). The PNP will begin accepting new ap-

    plications in July 2015 with an improved application process and updated program criteria.

    The PNP will continue to ac-cept applications under the Express Entry stream as well the Health Care Professional and Northeast Pilot Project categories during the tempo-rary pause. Applications that are in the PNP application system as of March 31, 2015, will continue to be processed during the 90-day pause which runs April 1, 2015, to July 1, 2015. Ministry staff will be reaching out to applicants to communicate the details of the PNP temporary pause.

    The PNP is an economic im-migration program designed to attract and retain foreign workers and entrepreneurs to meet B.C. labour market and economic development needs. The program offers an accel-erated pathway to permanent residency for skilled workers, qualified entrepreneurs, and their family members who intend to settle in B.C.

    Recent changes to federal im-migration programs, including the Temporary Foreign Worker Program and the Immigrant Investor Program, have in-creased demand for nominee programs across the country, with reforms also underway in other provinces, including Saskatchewan and Manitoba. During the pause B.C. will en-gage program stakeholders and undertake a PNP redesign to improve operating efficiency and better meet B.C.s skilled labour needs in a diverse and growing economy. A rede-signed program will enable the PNP to better utilize the annual nomination allocation by aligning it with B.C.s labour market and economic development priorities.

  • Subsidized Childcare in Canada Dr Hardyal Singh Aulakh

    The childcare is-sue, as we can see, concerns only those parents that have children who need care in their absence. Now, talking about sub-sidized childcare, there may be two aspects of subsidized childcare in Canada (1) universal and (2) low-income-based. Universal subsi-dized childcare means that all the parents, re-gardless of their level of income, are eligi-ble whereas the low-income-based subsi-dized childcare means that upper-level-income families are not eligible. Ahead of this years federal elections in Oc-tober, some political parties might talk about this issue, just as the New Democratic Party (NDP) has already done.

    Unfolding its federal platform recently, the NDP stressed one of its planks as subsidized universal childcare on a national level. This clearly means that if NDP forms the fed-eral government after the forthcoming fed-eral elections, univer-

    sal childcare would be introduced throughout Canada. And, whether or not it is a ploy to at-tract votes is yet to be seen. But let us see what form of childcare could be feasible for Canada without really unnec-essarily burdening the Exchequer.

    We believe that local, provincial, and territo-rial governments should introduce childcare spaces first in low-in-come areas, and then the extra resources may be directed to where they are needed most.

    Although universal childcare programs would be highly wel-come, yet in the case of the budget getting tight and the govern-ment wanting to imple-ment cuts to the funding, there could be an un-precedented hue and cry as a nationwide protest.

    Wel l , a number of parents recently inter-viewed in this context, were of the view that governments should direct public funding to providing assistance to the needy, that is,

    the low-income bracket families as this may guarantee improved school-readiness and academic performance of their wards.

    Quebec has been the first to introduce universal childcare program, but the gains are minimal. Because more funds are reportedly flowing to the provinces most economically secure families, who would generally have access to a wide range of child-care options even if the universal child care pro-gram (UCCP) did not exist at all.

    In conclusion, it may be worthwhile to suggest that instead of directing subsidies to well-off families, concerted ef-forts be made to support the economically dis-advantaged families in order for them to enable their wards to receive early learning opportu-nities in the appropriate environment. This, if implemented nation-wide, would certainly be the wisest and a long-term investment in our future store of human capital.

  • BC on the Move Road Map Gets it Right for Trucking

    When the Ministry of Transportation and Infrastructure (MoTI) released the BC on the Move 10-year transportation plan on March 18, the BC Trucking Association (BCTA) was glad to see not only plans for infrastructure improvements, but the more important message that BCs economy depends on a safe, reliable and efficient transportation network. Its only a short leap of logic from that statement to recognition that a strong and healthy BC economy relies heavily on a vibrant, thriv-ing, efficient trucking industry.

    The trucking industry accounts for 2 per-cent of BCs GDP, employs about 40,000 people, and is larger than other major in-dustries, including forestry, pulp and paper, and oil and gas. There is tacit acknowledge-ment of the importance of our industry to BCs economy in the 10-year plan, which embeds a trucking strategy.

    As we face increasing globalization, the cornerstone of Canadas economic well-being will continue to be an efficient and competitive transportation network. Thats why following joint federal-provincial projects to widen Highway 1 in the Lower Mainland, construct the South Fraser Pe-rimeter Road and replace the Port Mann Bridge, Transport Canada has undertaken an early review of federal transport-related acts and regulations with a view to ensuring Canadas transportation competitiveness for the next 40 years.

    The top four BC on the Move priorities involve road infrastructure. Thats be-cause trucks not only deliver 90 percent of consumer products and foodstuffs to communities across BC, they are also the necessary link with other transportation modes, including cargo ships arriving at Port Metro Vancouver, railways, and air cargo terminals. And, in 2013, trucks transported 72 percent of imports and 44 percent of exports (by value) between the US and Canada.

    So BC on the Move has it right. Road capacity and conditions are crucial not only to the trucking industry but to the rest of us who need the goods it delivers. Long-distance trucking will particularly benefit from plans to reduce congestion and improve highway reliability, such as six-laning Highway 97 through Kelowna and improvements to avalanche infrastructure on Highway 1. Anyone whos had to find a place to stay in Revelstoke or Golden due to an avalanche-related highway closure will have noticed the number of heavy trucks held up and waiting. It is a necessary safety requirement to reduce avalanche risk, but it`s also a time-consuming and expensive inconvenience for trucking companies and their clients.

    In addition, growth in the resource sector, especially in Northeastern BC, requires the transport of very large and heavy special-ized equipment and materials needed to build dams and natural gas facilities and install pipelines. There are trucking compa-nies that specialize in this type of service even to the point of designing purpose-built trailers to carry individual items efficiently and safely. Getting that equipment where it needs to go requires forethought and plan-ning for loads that are higher, wider and/or longer than standard limits. BC on the Move commits to addressing infrastructure challenges and streamlining the permit process for oversized loads, making things easier for the trucking companies involved and the projects theyre supporting. Here again, what benefits trucking benefits the economy as well.

    Finally, and although I mention this last, its by no means least important to the industry: the highway network and the municipal road system is the workplace of commercial vehicle operators. In many instances, there are insufficient places for truck operators to take a break, eat or use washroom facilities, even in our cities and larger communities. The ease and comfort in which truck operators are able to carry out their tasks and meet requirements to rest, check equipment, or complete ad-ministrative duties is one of the reasons that may discourage new recruits from entering the industry. Both young people and career-switchers are staying away from the occupation in droves, with a projected shortage of 2,200 to 4,500 drivers in BC by 2020.

    More and better rest areas for drivers is a long-time BCTA policy, and BC on the Move recognizes this priority with plans for at least two new truck parking areas in the Lower Mainland and a commitment to identify locations for more, including parking and chain-up/chain-off areas on key highways and partnerships for new commercial truck stops and facilities. Its a positive development to see the needs of commercial vehicle operators captured in a public 10-year transportation plan covering the whole province.

    BCTA is looking forward to seeing these and other priority actions from the BC on the Move road map implemented to the benefit of the trucking industry and all British Columbians.

    BCTA, a member-based, non-profit, non-partisan advocacy organization, is the recognised voice of the provincial motor carrier industry, representing over 1,000 truck and motor coach fleets and over 250 suppliers to the industry. BCTA members operate over 13,000 vehicles, employ 26,000 people, and generate over $2 billion in revenue annually in the province.

    Local Punjabaan, Harj Hadani, bikini athlete, and mother of two says its never too late to follow your dreams. Hot off her win at the lo-cal Muscle Classic Fitness show where she finished top 5 in her class, she is now qualified for provin-cial championships. She is currently in preparation for the BC championships which are being held in Vancouver on May 23rd. Paving the way for Indian women to compete in this sport she is a pioneer in many ways. Her message is clear for all the women she is motivating to find good health, lose weight, and to feel good about themselves. Its never too late to make new goals, every women has it in her.     Plagued with post partum depression after having her second baby, and being diagnosed with a severe anxiety disorder she decid-ed to take her health and her familys happiness in her own hands. Being the best mom and wife possi-ble is what motivated me. She started working out at home at 5am before the kids woke up and mommy duties started. The endor-phins that exercise gave her set her on the path to pursue a certification in Sports Nutrition as well as a certification through the National Academy of Sports Medicine, Certified Personal Trainer.

    B.C. wine on grocery shelves ripe for the picking80% of all feedback during the Liquor Policy Review asked for it, government promised it and now consumers will benefit from it: liquor sales in grocery stores start today.

    First out of the gate for the wine-on-shelves model is the Save-On-Foods in Surrey, partnering with the BC Wine Institute to represent almost 100 wineries, and selling around 500 different B.C. wines on its shelves for customers. To celebrate, a local winemaker and Save-On-Foods chef joined forces to offer expert advice

    and create a menu perfect for pair-ing with the 100% B.C. wines now sold in-store signalling the start of a new grocery shopping experience for British Columbians.

    To safeguard public safety and pre-vent access to alcohol by minors, all wine will be kept on designated shelves, and must be purchased at tills that have a Serving It Right certified, 19+ cashier. Food and wine pairings, including samples of wine, are also allowed in-aisle, thanks to recently updated rules.

    Also on the radar is the new store-within-a-store model, which allows grocery stores to offer a full-suite of alcohol products.   • B.C. Lottery Corporation Celebrates 30th Anniversary

    BC Lottery Corporation is today cel-ebrating 30 years of providing entertainment for millions of British Colum-bians that has generated billions in funding for government programs and community projects while creating family-supporting jobs throughout the province.

    BCLC began life April 1, 1985, with former premier Bill Bennett presiding over a ribbon-cutting ceremony at the Crown Corporations brand new headquarters in Kamloops, which continues to serve as the Lottery Corporations head office.

    The corporation started out as a lottery-only business with two weekly games and a man-date to generate extra funding for Expo 86, what was then the biggest event B.C. had ever hosted.

    Through the Government of British Columbia, $250 million of lottery revenue was earmarked for the staging of Expo 86 and $20 million of lottery monies helped make the B.C. Pavilion a centrepiece for the event.

    Today, BCLC operates 17 casinos, seven commercial bingo halls, 18 community gam-ing centres and nearly 3,800 retail locations. B.C.s gaming industry provides approximate-ly 37,000 direct and indirect jobs. In 2013-14,

    BCLC delivered $1.17 billion to the Province, money that supports a range of programs and services, including education and health care.

    Gaming facilities also represent an important revenue stream for their host communities. Host local governments receive a 10% share of net gaming revenues from facilities in their community, an amount that came to $86.9 million in 2013-14.

    As well, provincial gaming grants provide a substantial source of revenue for nearly 5,000 community organizations in the province. Last year, local groups operating in areas that include arts and culture, youth sports, sup-porting people with disabilities, public safety and parent advisory councils received $135 million in funding from the Province.

    To kick off the 30-year celebration, BCLC will release a socio-economic assessment of its operations in Kamloops. The study details an estimated $1.1 billion in local economic impact since the headquarters opened in 1985. With a total of 443 employees, BCLC is the eighth-largest employer in Kamloops

    The five-kilometre rule that limited private liquor store relocations has now been removed, allowing more flexibility for liquor licences to relo-cate throughout the province.

    The one-kilometre rule applies to the minimum distance between a private liquor store and another relocating private liquor store it has now been extended to apply to BC Liquor Stores as well, helping to create a fair and competitive market.

    Following a successful pilot, special occasion licensing is moving online starting on April 7, 2015. The new website will be rolled-out regionally over the next month and a half.

  • Operation NUNALIVUT High Arctic Military Exercise

    to CommenceCanada continues to assert its sovereignty over the High Arctic with Operation NUN-ALIVUT 2015, one of Joint Task Force Norths premier High Arctic military operations.

    The large scale military ex-ercise begins today in and around Cambridge Bay, Nuna-vut and brings together Cana-dian Armed Forces members from the Third Battalion Prin-cess Patricias Canadian Light Infantry (3 PPCLI), Royal Canadian Navy (RCN) divers from both Pacific and Atlantic fleets, as well as airmen and airwomen from across the Royal Canadian Air Force, including Yellowknife-based 440 (Transport) Squadron, to demonstrate the readiness and ability of the CAF to operate effectively in Canadas Arctic region. Canadian Rangers and Canadian Armed Forces mem-

    bers from 1 Canadian Ranger Patrol Group (1 CRPG) will patrol the Victoria Island, NU area while providing guid-ance and mentorship to troops and predator control to other activity locations during the operation.

    Consisting of three distinct activities, Operation NUNALI-VUT will include a 1 CRPG-led sovereignty patrol in the Vic-toria Island area. The second activity will involve 3 PPCLI leading two separate patrols running east of Cambridge Bay, and the third will consist of Ice Diving operations between Parks Canadas underwater archeologists and RCN divers on sea ice in the vicinity of Victoria Strait, Nunavut. Ice diving operations will include a joint archeological effort over the site of HMS Erebus.

    Canadians who listen to the radio or watch television can now receive

    As of today, the vast major-ity of Canadians will be able to receive emergency alert messages affecting life and property through their radio and television services. Most of the broadcasting industry has implemented the national public alerting system and is making Canadians lives safer.

    Emergency alert messages are issued by emergency man-agement officials such as fire marshals, police officers and public health personnel. For example, alerts could be issued to warn Canadians of Amber Alerts, tornadoes, forest fires, floods, water contamination and industrial disasters.

    Cable and satellite companies, radio stations, over-the-air

    television stations and video-on-demand services are now required to issue emergency alert messages. Campus, com-munity-based and Aboriginal broadcasters have until March 31, 2016, to comply with this new requirement.

    However, the Canadian Radio-television and Telecommuni-cations Commission (CRTC) is concerned and disappointed that certain television service providers are not ready. Bell, Bell Aliant, MTS, Shaw and Sogetel have notified the CRTC that they are not able to issue emergency messages to some of their subscribers and have requested extensions of up to one year. The private broad-casting industry has had more than enough time to prepare. The CRTC has encouraged the industry to participate in the National Alert Aggregation and Dissemination System since its

    implementation in 2010. In Au-gust 2014, the CRTC required that broadcasters and television service providers begin relay-ing emergency alert messages to Canadians by March 31, 2015.

    The full participation of the broadcasting industry is neces-sary in order for the national public alerting system to be effective in safeguarding and warning Canadians. The CRTC has reluctantly granted the five companies an extension of no more than six months, after which they will have to par-ticipate in the national public alerting system. The CRTC is also requiring that Bell, Bell Aliant, MTS, Shaw and Sogetel issue notices to their subscrib-ers to inform them of this delay and submit frequent progress reports to the CRTC regarding their compliance.

    Four UFV School of Business students travelled to Kelowna with faculty advi-sor Kevin deWolde, to participate in the Western Canada Business Simulation Competition. The team won the gold and several top individual awards, including top VP HR award, top CEO award, and top VP Marketing award.

    The UFV team worked incredibly hard, establishing early on that they would be the team to beat. DeWolde called them a high functioning team, efficient and seamless, and we should be proud of them.

    Although the competition itself is over the span of three days, the students have been preparing since February, working with business simulation software to de-velop corporate strategy, write a strategic plan, and prepare a presentation.

    It was a great opportunity to participate in the simulation, says Jarret Bain-bridge, who won the top VP Marketing award. Im glad UFV put a team to-gether. This has been one of the biggest

    highlights of my time at UFV. We all worked very hard and put long hours into this, on top of our regular courses, but it paid off in the end.

    I want to thank UFV for sending us, our awesome coach Kevin Dewolde for vol-unteering his time to getting us there, and the great students I had the opportunity to work with: Ryan Sorensen, Katherine Robertson, and Adam Gross.

    On Tuesday March 31st, 2015 over 1,200 students at Prin-cess Margaret Secondary School took part in a career event:

    Princess Margaret Schools Ignite 2015 Best Laid Plans!

    With the success of the inaugural Ignite career day in 2014, it was evi-dent to the partners on the planning committee to make this a yearly event for the students of Princess Margaret. The administration and staff of the school, along with the Association of South Asian Professionals of British Columbia (ASAP) and the Surrey school districts Safe School depart-

    ment provided the students with an opportunity to learn from over 50 presenters from various professions in 45 panel sessions for students in grades 10 to 12.

    This year keynote speakers were Ross Laird from Kwantlen Polytechnic University for senior students (grades 10-12)) and Stephen Price from Si-mon Fraser University for the junior students (grades 8- 9). After listen-ing to the keynote speakers, senior students attended 3 different panel sessions of their choice, with each panel session being thirty minutes in length on topics/careers which students registered for beforehand. Professionals from ASAP and other agencies in the Lower Mainland took part as panelists, with careers including medicine, law enforcement, social services, business, media and education among others. Principal Neder Dhillon notes that the range

    and quality of presentations, includ-ing the keynote speakers, will serve to strengthen the ability of individual students to make informed and posi-tive decisions influencing their path in life.

    Shortly after last years event the planning committee began the pro-cess for this years event. We all agreed having so many different com-munity partners working together to ensure the success of the event was the best example we could provide for our students and the community surrounding Princess Margaret, says Jeff Randhawa, of the Surrey School Districts Safe School department. The Surrey School Districts Safe School Department is committed to providing safe and caring envi-ronments in which all learners can achieve academic excellence, per-sonal growth and responsible citizen-ship.     Jindy Bhalla, president of the As-sociation of South Asian Profes-sionals of BC, said it was a positive experience for the adults to act as role models for the youth and show them the path they took to become successful in life. Ignite 2015 was a

    fantastic engagement opportunity for Princess Margaret students to hear about a variety of careers and what it takes to get there from professionals wanting to give their time back to the community, said Bhalla. The Asso-ciation of South Asian Professionals of British Columbia was formed in 2007 by a group of concerned South Asian Professionals from various disciplines including lawyers, engi-neers, brokers, financiers, doctors,

    notaries, media and local business people. The vision of ASAP is to exhibit social responsibility through positive action in the general commu-nity, foster leadership by acting as role models and mentors, and advocate for social issues in British Columbia, all in a professional manner focusing solely on need.

    Homeopathy looks be-yond the labels of disease to cure their causes rather than merely their symp-toms and it stimulates the bodys own natural healing powers to bring health, vitality and well-being. It does not treat superficially by just driv-ing away the symptoms, but heals the patient from within. It uses medicines that cover the distur-bances of the whole per-son rather than giving different medicines for different afflicted parts of the body. Patients often report improve-ment in overall energy, mood, quality of sleep and digestion and the disappearance of other symptoms apparently unrelated to the condi-tion being treated with homeopathy.

The opening reception of the exhibit and artist meet and greet will be held Saturday, April 18, 2015, from 6pm to 8pm.

    In this show, artists will present their individual interpretation through multiple mediums on the theme of Flow. Flow is defined as the action or movement in a steady, continuous stream, and the word itself evokes im-ages of movement and fluidity. The viewer may imagine a river or moving water, but besides visual imagery, the process of creating and how a specific medium is used can involve a form of Flow.

    The Central Fraser Valley Graphic Guild is a non-profit society represent-ing a group of local artists from various artistic backgrounds and levels of expertise working in a diversity of mediums. The Graphic Guild is a member of the Mission Arts Council and the Abbotsford Arts Council and exhibits year-round at the Grab-a-Java coffee shop in Mission. The Guild also organizes monthly Life Drawing sessions and participates in community events and fairs.

    four-year temporary work permits

    Canadas Citizenship and Im-migration Minister Chris Alexander and Employment and Social Development Minister Pierre Poilievre issued the follow-ing statement on the expiration of the four-year work permits:

    Employers and foreign workers have known about the four-year time limit since 2011, when this policy was announced.

    Employers have had four years to find alternative employees. Similar-ly, temporary foreign workers have had four years to pursue pathways to permanent residence.

    The purpose of the Temporary Foreign Worker Program is exactly that to be temporary. Canadians rightly expect to get first crack at available jobs.

    Temporary workers may wish to explore the many pathways to per-manent residency we offer which are now delivered through Express Entry and Provincial Nominee Pro-grams. We encourage foreign work-ers to apply through these streams so that they can contribute permanently to Canadas economy and to their communities.

    But let there be no mistake: We will not tolerate people going un-derground. Flouting our immigra-tion laws is not an option, and we will deal with offenders swiftly and fairly.

    Canadians are welcoming and generous but we need to ensure that were putting Canadians first and standing up against potential abuse of our immigration system.
