On behalf of the Pan America Wushu Federation (PAWF), I would like to
welcome athletes, officials, coaches and friends to the 3
rd
Pan American
Kungfu & Taijiquan Championships in San Jose, California.
This newly popular wushu event gathers many talented athletes from Pan America here in California
for a hemispheric competition that will yield outstanding champions and cement our bonds between
North, Central and South America. Since its inception in 1995, PAWF has seen our sport grow steadily
in the Americas, and events such as this help us forge our future champions. The Americas boast a rich
and varied history of traditional kungfu, and through our events and our ever-widening network this
wushu family plays an integral role in preserving kungfu’s heritage and core values. Today PAWF
counts nearly two-dozen member countries who meet and exchange knowledge and friendship in
regional, national and international competition, judges training, and choosing athletes and officials to
represent PAWF members abroad.
I look forward to seeing familiar faces of old friends and meeting new, young competitors who will
perhaps be taking the stage for the first time. This important event will nurture our athletes and
promote our sport more widely, and we join as a Pan America family here to move wushu forward
together.
On behalf of PAWF I would like to thank Li’s Wushu Academy and the National Tai Chi Wellness
Foundation (NTCWF) for their tireless commitment in organizing this event. And no competition can
shine without the judges, officials and volunteers who spend countless hours behind the scenes and on
the floor making things go smoothly – thank you for your continued hard work and efforts. I hope
everyone will enjoy the warm hospitality of sunny and beautiful San Jose, and I wish all athletes the
best of luck in their competition here at the 3rd Pan American Kungfu & Taijiquan Championships.

I would like to congratulate The Pan-American Wushu Federation on their 3rd American Kungfu & Taijiquan Championships (PAKC) and US National Talou Team Trials. I am excited for this event to be hosted in California for the first time.
As the State Assemblymember representing the 25th Assembly and as Chair on the Arts, Entertainment, Sports, Tourism, and Internet Media committee I understand the importance of promoting Martial Arts in the United States.

I. INTRODUCTION
The 3rd Pan-American Kungfu-Taijiquan Championship, is hosted by the Pan-
American Wushu Federation (PAWF) and United States of America Wushu-Kungfu
Federation and organized by USA National Tai Chi Wellness Foundation and Li’s
Wushu Academy. Representative organizations from 23 countries of the Pan-American
Wushu Federation will send their National Kungfu teams to participate in this event,
and international Wushu guests will be invited to participate in this martial arts event.

B. Silicon Valley, California
Silicon Valley is a region in the San Francisco Bay Area in Northern California that serves as a global center for high technology, innovation and social media. It corresponds roughly to the geographical area of the Santa Clara Valley. San Jose is the Valley's largest city, the third largest in California, and the tenth largest in the United States. Other major Silicon Valley cities include Palo Alto, Menlo Park, Cupertino, Santa Clara, Mountain View, and Sunnyvale. The San Jose Metropolitan Area has the third highest GDP per capita in the world (after Zurich, Switzerland and Oslo, Norway), according to the Brookings Institution.
The San Francisco Bay Area has a deep association with Kungfu and Taijiquan. As the primary entry point for Chinese immigration to the United States, many Kungfu legends including Bruce Lee taught Kungfu at one time in this region. This is the first time the Pan American Kungfu & Taijiquan Championships will be held in the California.

VI. QUALIFICATION
A. Membership
i. Only those federations/associations which have paid their PAWF annual membership fees for 2018 and 2019 will be permitted to participate in the 3rd PAKC.
ii. New PAWF member federations may be invited to take part in the 3rd PAKC after
their membership applications have been accepted by the PAWF.
iii. Participants from countries that do not have an PAWF-recognized member federation may participate, subject to PAWF approval.
B. Nationality
i. Athletes must be citizens or permanent residents of the country that they are
representing.
ii. Athletes who have dual citizenship can only represent one (1) country in the championships.
C. Age Requirements
i. Group A: Under the age of 8 (born on or after January 1, 2012); ii. Group B: Ages 8 to 11 (born between January 1, 2008 and December 31, 2011); iii. Group C: Ages 12 to 17 (born between January 1, 2002 and December 31, 2007); iv. Group D: Ages 18 to 39 (born between January 1, 1980 and December 31, 2001); v. Group E: Ages 40 to 59 (born between January 1, 1960 and December 31, 1979); vi. Group F: Ages 60 and above (born on or before December 31, 1959).
VII. PARTICIPATION METHODS
A. Team Composition i. Each member federation can enter at most one (1) Team, hereinafter is
referred to as "National Team", USAWKF lifetime members can form their own teams under the US National Team, hereinafter is referred to as “US Teams”.

ii. Other international teams will use their own group name including their country.
iii. Each participating team may submit IWUF or PAWF Certified Taolu Judges who possess a valid certificate at the time of the competition. All International Judges must present their valid certificates issued by IWUF or PAWF to the Organizing Committee upon registration.
iv. Each National Team shall comprise of Team members of the following roles: •One (1) Team leader •Up to four (4) Team coaches •One (1) Team doctor Athletes, Judges and Observers (the number of athletes, judges and observers permitted is not limited)
v. Competition Registration Groups PAC group: Only Pan American Official Teams can participate (must register through their own official wushu federations including USAWKF). INT group: Is open to all athletes and can register through the website or with their wushu federations. Athletes under the PAC group can participate in both groups. (Athletes will perform once, score will be used to rank both groups).
vi. Each athlete may, at most, register to participate in:
•One (1) individual bare hand routine •One (1) individual weapon routine •One (1) duilian (choreographed sparring) routine •One (1) group routine
vii. Each Team may at most register one (1) duilian (choreographed sparring)
viii. routine, comprising of at most three (3) people (male and female athletes may be mixed). Each Team may at most register one (1) group routine. The genders and ages of the athletes within this group are not limited. Each group must comprise of at least six (6) athletes. ix. USAWKF lifetime members can register for one (1) duilian and one (1) jiti event.
VIII. COMPETITION RULES
A. Competition Rules and Judging Methods i. Unless otherwise stated within these regulations, the competition will be
conducted in accordance with:

a. Traditional Events: will be conducted in accordance to the 2019 IWUF “Traditional Wushu Competition Rules and Judging Methods (Trial)”.
b. Wushu Events: will be conducted in accordance with the 2005 IWUF International
Wushu Taolu Competition Rules
ii. The Rules and Methods may be interpreted solely at the discretion the Organization Committee. In the event of language discrepancies in the "Rules" and "Methods", the English text shall prevail.
B. Events Time Requirement
i. The competition rules applied will conform to the 2019 IWUF “Traditional Wushu Competition Rules and Judging Methods (Trial)”.
ii. For compulsory taijiquan and compulsory Taiji weapon routines, there will be
no point deductions for the omission of set techniques.
iii. Accompanying music is required for group routines and must be provided by the athletes themselves on a CD or a USB flash drive. Accompanying music may not include vocals of any form. Should accompanying music include vocals, or should no accompanying music be provided, the head judge will deduct 0.1 points.
IX. UNIFORMS & EQUIPMENTS
A. Uniform and Equipment Requirements and Procedures
i. Competition Requirements
a. All athletes shall wear wushu competition uniforms in compliance with the rules during all events. All athletes must provide their own uniform.
b. All weaponry must conform to the requirements as stipulated in the Rules. All athletes must provide their own weaponry.
ii. Clothing Requirements for Opening/Closing Ceremony
a. All Teams must wear their official national/regional Team uniforms at the
Opening and Closing Ceremonies.
iii. Clothing Requirements for Awards Ceremony a. Medalists are expected to attend the Awards Ceremony in their national
Team uniforms; however, they are permitted to wear competition uniforms should the ceremony take place immediately after the competition.

b. Athletes are expected to take off caps/hats during the ceremony.
c. Athletes and officials are not allowed to take any religious symbols to the podium.
iv. Compliance Check at Roll Call Center
a. All athletes are required to attend the initial roll call thirty (30) minutes prior to the start of their competition event and be present for all subsequent roll calls. Failure to be present for three (3) roll calls will result in forfeit.
X. PLACING & AWARDS
A. Placing & Awards
i. In general, each individual event within each age group (for male and female) will have two distinct groups; the PAWF National Teams Group and the International Group. The 2 groups will be awarded as follows: PAC group (PAWF National Teams Group event awards)
a. 1st Place = Awarded to the highest scoring athletes. b. 2nd Place = Awarded to the second highest scoring athletes. c. 3rd Place = Awarded to the third highest scoring athletes d. Tied scores are given the same placing.
1st, 2nd, and 3rd place ranking prize recipients will be awarded a medal and a ranking certificate. INT group (International Group event awards)
a. Gold Medal Category Prize = Awarded to 20% of the athletes. b. Silver Medal Category Prize = Awarded to 30% of the athletes. c. Bronze Medal Category Prize = Awarded to 30% of the athletes d. Gold, Silver, and Bronze category prize recipients will be awarded a medal
and a category certificate. In all cases, the PAWF National Teams Group events and the International Group Events will run concurrently. PAWF National Team members have the option to select either option or opt to compete in both for a $50 additional fee. Athletes who select both will only have to perform their routine once with the results of the single performance counted towards both events concurrently. Athletes coming from other countries outside of PAWF or USAWKF athletes who did not participate at the team trials will only be eligible for the International Group events.
The ranking awards and category awards will also apply to Duilian and Group events. Group prize recipients will receive a plaque instead of a medal (one per group) and a certificate.

The awarding ratios will be based on the actual number of athletes in an event and a rounding method will be implemented. Other athletes will receive a participation certificate.
ii. Duilian events will be separated into two (2)-person and three (3)-person performances, bare hand performances, and weapon performances. The above awards ratios will apply.
iii. Group routines will be separated into bare hand group routines and weapon group
routines (group routines mixing bare hand and weapons will be categorized as weapon routines).
iv. For individual events, within each age group, for male and female, in which the total number of registered athletes is five (5) people or fewer, these events may be combined. Characteristic similarity of the styles, ages, etc. will be considered when events are combined.
v. For individual events, within each age group, for male and female, in which the
total number of registered athletes is six (6) people or more, these events will be individual style/routine events with awarding in accordance with the above guidelines.
vi. Each event will be limited to sixty (60) athletes. If the number of registered
athletes for a particular discipline exceeds sixty (60), athletes for that event will be randomly and evenly divided into two or more groups.
B. Awards Ceremony
i. Athletes having won a medal are required to attend the Awards Ceremony to receive their medals in person. In case a medalist is unable to attend the ceremony for a valid reason, his/her medal may be presented to an official of the relevant Team. If an athlete is absent during the Awards Ceremony without valid reason, he/she will be forfeited the right to receive his/her medal.
ii. Team leaders, coaches, doctors, observers, and members must stay at the designated area and are prohibited from entering the awarding platform area and/or interrupting the Awards Ceremony.
iii. If fewer than three athletes participate in a given event, no Awards Ceremony
will be held for that event (athletes will still be ranked and receive awards accordingly).
C. Participation Certificate
i. All members of each Team, including Team leaders, coaches, doctors and athletes will receive an 3rd PAKC participation certificate.
ii. The Team leader must collect their Team's participation certificates from the
Organizing Committee at the designated Result & Certificate Center.

XI. REGISTRATION & FEES
A. Primary Registration ends May 20, 2019, Final Entry – June 10, 2019
i. All PAWF National Teams final entries must be submitted through their National Federation. The International group or USAWKF non-National team members, can register through gowushu.com.
ii. Those teams/participants from countries/regions which do not have PAWF member federations/associations must contact the Organization Committee regarding registration methods. Gowushu.com Online Registration System URL: gowushu.com/register Email: [email protected], Tel: 001 4085828269
iii. Spectator tickets are $50 for entire event and $20 per day. Team leader, coach, athletes
and kids under 10 years old do not require a spectator ticket.
iv. Registration fee $200 per athlete and an additional $50 to sign up for both groups(PAC and INT), observers need to purchase a spectator ticket $50.
v. Closing Ceremony Banquet on July 15 at Holiday Inn fee is $50 per person.
vi. Post-deadline Entries or Changes
a. After the final entry deadline, any request to change the entry (including late entry) will be handled as follows:
1) Late entries are subject to the approval of the Organization Committee and, if accepted, are subject to a late-entry fee of US $30 per participant.
2) Replacing a participant is subject to approval by the Organization Committee and, if accepted, is subject to a replacement fee of US $50 per participant.
3) If changes are required due to incorrect or missing registration information, those changes are subject to approval by the Organization Committee and if accepted, a fee of US $30 per change will be charged.
4) The above fees must be paid to the Organization Committee Secretariat before the final entry date.
XII. DRAWING LOTS All Teams are requested to carefully check all personal and event information before the draw lot date. Team leader, coach, or athletes shall have the opportunity to draw lots online via the registration system. “Draw Lots” appears as the last procedure of the online registration system. Registered competitors are to sign in to gowushu.com on Monday, July 1, 2019 between 9:00AM and 5:00PM Pacific Daylight Time to draw their lots for each registered

event. Teams or competitors who do not draw their lots will be randomly assigned the remaining slots after July 1, 5:00PM EDT. All Teams are requested to carefully check the competition event draw and order lists 3 days after draw lot deadline on July 1, 2019. No changes will be made 3 days after the lots have been drawn.
XIII. TECHNICAL OFFICIALS & JURY OF APPEALS
A. Judges (Referees)
All judges will be appointed by the PAWF.
i. Judges' Refresher Course All 3rd PAKC judges are required to participate in the Judges' Refresher Course. The purpose of this course is to ensure that judges have a solid understanding and grasp of competition rules, to enhance transparency and objectivity in judging.
ii. Judges' Uniform Requirements
All judges shall prepare their own standard judges' uniforms (black pants, and black leather shoes). T shirts will be provided by the Organization Committee.
B. JURY OF APPEALS
The Jury of Appeals and appeals procedures shall be subject to the relevant provisions of the 2019 IWUF “Traditional Wushu Competition Rules and Judging Methods (Trial)” and 2005 IWUF International Wushu Competition Rules.
XIV. TECHNICAL MEETING
The Technical Meeting will take place on July 12, 2019 at Holiday Inn 16:00 – 17:00. Each Team should send one to three (1-3) representatives to attend the meeting. The Technical Meeting agenda is as follows:
• PAWF Opening Remarks and Event Guidelines (PAWF representatives) • Event Logistics Information (Organizing Committee representatives)
• Event Technical Details (PAWF Technical Committee representatives) • Other Matters
XV. ARRIVAL & ACCREDITATION
A. Arrival
i. All Teams are required to check in at the designated Check in Center and

register with the 3rd PAKC Organizing Committee no later than July 11, 2019.
ii. All judges are required to register at the designated Check in Center and register with the 3rd PAKC Organizing Committee no later than July 11, 2019.
iii. Hotel check-in is after 15:00, and accommodations should be booked
accordingly.
B. Check in
i. The Check in Center will open at 09:00 on July 11, 2019 at the Holiday Inn.
ii. All participating Teams are required to submit their full and final arrival and departure flight details to the Organization Committee via email or fax.
iii. Following arrival, the organizing committee's medical supervisor has the right
to check the athlete's physical health condition and should it be deemed that an athlete is not healthy or fit to compete, his or her participation eligibility will be cancelled.
iv. Upon arrival at the Check-In Center, the Team leader is required to complete
the following process with the Organizing Committee:
v. ID badges will be given to the Team leader upon completion of check in process.
ID badges must be worn during all official 3rd PAKC events.
vi. The Athlete Carpet Use schedule will be announced after check in process has concluded.
XVI. ACCOMMODATION
A. Accommodation Reservation

3 Submit three (3) national regional flags (Size: 1 m*2 m)
4 Submit national anthem (short version) in MP3 format on a CD or USB flash drive

i. All Teams are required to reside at the designated hotels as arranged by the Organizing Committee except for local teams.
ii. The Organizing Committee will arrange accommodation and local transportation for all Teams from July 11 to July 15, 2019. Teams that would like to arrive earlier and/or depart later than these dates should provide dates for the intended duration of stay during the final registration process. Teams must ensure to book accommodations accordingly, with daily rates applying for extended stays and taking the hotel check-in time of 15:00 into consideration.

a. Fairfield Inn & Suites by San Jose Airport 1775 1st Street, San Jose, CA 001 (408) 453-3133 The official hotel is 1.1 miles from San Jose Airport (SJC), 47 miles from San Francisco Airport (SFO), and 4.6 miles from the competition venue (Independence High School Gym). The hotel provides free shuttle service to and from San Jose Airport.
b. Holiday Inn 1350 N 1st, San Jose, CA 95112 (408) 453-6200 The official hotel is 1.9 miles from San Jose Airport (SJC), 33.0 miles from San Francisco Airport (SFO), and 3.5 miles from the competition venue (Independence High School Gym). The hotel provides free shuttle service to and from San Jose Airport.
c. Transportation The Organization Committee will provide the transportation between the official hotel and competition venue. The detailed schedule will be provided at check in.
XVII. FINANCIAL INFORMATION

XIX. RESPONSIBILITY O F NATIONAL FEDERATIONS
NFs are responsible for their officials, coaches, athletes, and observers adhering to the PAWF and PAKC principles and to all relevant rules established by the PAWF and Organizing Committee. NFs should ensure that their participants hold themselves to the highest standards in all their actions during the event. A. Fundamental Principles
All NFs participating in the 3rd PAKC must observe and respect the authority of the PAWF constitution, rules, regulations, and representatives. Individuals deemed to have acted against the PAWF, its principles, or purpose may be subject to suspension or expulsion from the event and/or cancellation of their accreditation.
B. Attitude of Athletes Athletes will compete under the responsibility of their NFs. NFs are fully responsible regarding the general attitude and comportment of their athletes.
C. Image of Athletes Each NF is responsible for obtaining the rights for the PAWF to use its athletes' images at the discretion of the PAWF for promotional purposes in all forms.
D. Insurance Each NF is solely responsible for insuring its athletes against injury and third part risk (public liability) during the period of the 3rd PAKC. The PAWF and the Organizing Committee are not responsible in part or in whole for safety liability.

The 3rd PAKC is sanctioned by the Pan-American Wushu Federation (PAWF), and hosted, organized, and administered by US National Tai Chi Wellness Foundation and Li’s Wushu Academy ("Organizing Committee"). In consideration of the Organizing Committee accepting my application, I hereby assume all risk of physical and mental injuries, disabilities and losses which may result from or in connection with my participation in the 3rd PAKC. Acting for myself, heirs, personal officers, agents, representatives and assignees, I do hereby release the PAWF, its Member Federations, officers, agents, representatives, and assignees, and the Organizing Committee and its officers, agents, representatives, volunteers, judges and referees and other related members from all claims, actions, suits, and controversies at law or in equity by reason of any matter, cause or thing whatsoever that I may sustain as a result of or in connection with my participation in the 3rd PAKC.
