Introduction

This Prospectus outlines the health and social care training programmes available to those working in the social care sector, including those in the Independent, Private and Voluntary sector in the city for the first half of 2014 - 15. The learning and development opportunities in this Prospectus are provided by the training team at the Moorfoot Learning Centre, the workforce development unit for Sheffield City Council and the jointly funded Care Homes Support Team. In addition to taught courses we provide a number of e-learning programmes. Have a look later in the Prospectus for the programmes we run and how you can access them. It is essential that we have a highly trained, competent workforce providing high quality services to the citizen’s of Sheffield. If we are to develop care and effective re-ablement services that provide personalised care then the skills of the workforce need to be at the highest level possible.

We access services at times when we are experiencing great changes including poor health or family upheaval and at such times we can be at our most vulnerable. The Government wants local authorities to have high quality services available that people can trust, that are person centred so they can deliver the specific requirements of any individual coming forward for a service. This applies whether the service is being delivered by a personal assistant employed by a service user, by domiciliary/home support workers, supported living workers, or by staff in the more traditional setting of a nursing or care home. This is the challenge facing the workforce today and the organisations that employ them. Having a highly skilled and motivated workforce with competent and inspirational managers is one way of ensuring that we can deliver services of quality. We need staff who are skilled, good listeners, good communicators, respectful, flexible, active in safeguarding dignity and rights, empowering people and able to offer choices that allow service users to make decisions for themselves about their own lives. Alongside this they need to have a range of good practical skills so they know how to safely employ moving and handling techniques, know how to safely prepare and handle food and dispense medication. We are actively working in partnership with the other local authorities in South Yorkshire and a range of private sector providers to secure funding from Skills for Care to support organisations to deliver units of qualification for the workforce. The Social Care Development Partnership (South Yorkshire) will in all likelihood continue to receive funding from Skills for Care – the Workforce Development Fund. I would encourage all

organisations to complete their NMDS entries and become members of the partnership so that they can secure funding to support their workers to achieve units from the qualification credit framework (QCF). This will mean that we can accredit their learning on dementia, end of life care or work with people who have a learning disability.

Changes for 2014 - 2015

One of the changes for this year in recognition of the financial climate is that there will be a defined offer to the sector of “free training”. This prospectus for the first half of the year details the free offer for the sector. From October 2014 onwards a further update of the prospectus will be available and these programmes will be charged. Organisations accessing the workforce development fund as a partnership member will be expected to use this funding to pay for training/workbook routes leading to the various qualifications. The Training and Development Officer working into the sector will be available to discuss this with you in more detail. The aim is that we still have a clear offer to support the sector, providing access to programmes that organisations have had difficulty accessing elsewhere in the market. The basis for accessing this in some cases is different with a cost being applied. There are programmes available that are required to meet CQC standards and there are some training programmes that are about building skills in the sector over and above the base line skills required by CQC. This prospectus details what is offered to support the sector and the basis on which this support for workforce development can be accessed. Our intention is that the programmes and accreditation on offer supports your organisation and your workers to deliver the quality services the people of Sheffield require. Our aim The Moorfoot Learning Centre (formerly Brockwood) has been a training provider unit for Sheffield City Council staff since 1990. We are funded to support Council care services and Independent Sector organisations in developing their staff as part of modernising the Social Care Workforce. The training programmes inside this prospectus are delivered to the Skills for Care Standards, Department of Health requirements and national occupational standards. All training provides underpinning knowledge for QCF Diplomas at Levels 2 - 5, or the standards laid down by other statutory bodies including Highfield Awarding Body for Compliance (HABC). Our courses provide training to the national minimum standards as set out by the Care Standards Act 2000. The Moorfoot Learning Centre holds Recognised Provider status accredited by the National Skills Academy for its training delivery. The unit has Customer Service Excellence Standards accreditation and regularly undertakes audits with its customers to ensure its development programmes meet customer requirements and that all processes related to this are delivered in a timely and appropriate manner. Advisory and Consultancy Services We offer advisory and consultancy services including

training needs analyses

training planning

workforce development planning

succession planning

performance monitoring and management

advice with continual compliance to meet registration requirements. We can also provide consultancy and opportunities to develop your own learning and development resources for Safeguarding, Moving and Handling and Medication. Charges will be applied from 2014-15 for some of these services. You will need to discuss this with the learning and development officer linked to this work from the Moorfoot Learning Centre.

Access to training opportunities

The Moorfoot Learning Centre and the Care Homes Support Team aim to provide Learning and Development opportunities on subject areas identified from CQC inspections, contract monitoring, national requirements and employer requirements.

As far as possible this core training offer is free to organisations. However some specialist provision may incur a charge, where this is the case this will be clearly stated. Organisations can also discuss their specific training requirements. If we have capacity to deliver/develop such programmes the charges would be as follows:

Charges for Non-attended and Cancelled Training Places There will be a charge levied for all training places that either cancelled or not attended on social care training. Please note there will be no charge if you substitute another person to fill the place at the point of cancellation. Cancellations and non-attendance will be charged to your organisation (see Policy for details). The demand for places on training programmes and the cost to the Local Authority in providing training means that every place that is booked needs to be a place used. In 2013/14 an average 20% all training places were wasted due to cancellations that could not be filled, or because of non-attendance on the day.

Training Cancellation and Non-Attendance Charging Policy 2014/15

Aim of the Policy The aim of this policy is to provide managers with clear information on the charges that will be made for the cancellation of training places and for the non-attendance of booked participants. Please note this policy applies to all Sheffield City Council Moorfoot Learning Centre programmes and all Care Homes Support Team citywide courses Reason for Policy The demand for places on training programmes and the cost to the Local Authority in providing training means that every place booked needs to be a place used. For services and organisations where there is a funded training Service Level Agreement in place, training places booked (i.e. purchased) will continue to be supplied free on the understanding that the place will be used. Booking When booking training an expenditure code must be provided (applicable to all internal Council Services), and invoicing details provided by non-Council organisations. Arrangements for Service User Employers will be through the Direct Payment Office. These will be used to claim any charges incurred. Charges will be claimed on a monthly basis. A monthly non-attendance report will be provided to managers/employers, and to Training Commissioning Groups.

Cancellations Cancellation charges will apply for all places cancelled regardless of length of cancellation notice given. They will apply up to the day of the training. The charge for cancellation will be £50 per day, for each training day cancelled. The cancellation charge for ½ days training programmes will be £25 per ½ day. There will be no charge if you substitute another person to fill the place at the point of cancellation. This person must attend otherwise the charges will apply. Cancellation charges will apply to all Council services and all external organisations. Cancellation charges will not apply to Service Users who directly employ their own workers. Non-attendance Non-attendance on the day (did not attend and did not cancel) will be charged at a rate of £80 per day, for each day of non-attendance. The charge for ½ day programmes will be £40 per day. These non-attendance charges will apply to all Council services and all external organisations Service Users who directly employ their own workers will be charged a flat rate of £10 per day for non-attendance (rate applies to both full days and ½ days). Any organisation that fails to comply with the cancellation/ non- attendance charging policy e.g. failing to make payment for such, will not be able to access any further training from this offer. Circumstances when Charges will not apply Charges for cancellations or non-attendance will not apply only if:

There is a personal or family emergency

Compassionate leave has been given

Staff have called in sick using absence reporting policies and procedures

The person has left the Organisation Manager/employer confirmation of the above is required at point of cancellation or on the day of non-attendance otherwise charges will be incurred.

Arriving Late on the Day of Training Please be aware if participants arrive late for training we cannot guarantee they will be able to join the course after it has started. If this is the case participants will be classed as not attending and subject to a non-attendance charge. Courses cancelled by the Moorfoot Learning Centre and the Care Home Support Team If a training course is cancelled by the Moorfoot learning Centre or the Care Home Support Team due to unforeseen circumstances, places will be offered on future dates where possible. Induction and Care Training Programmes for Social Care Staff All newly appointed social care staff are required to complete Induction training as prescribed by Skills for Care in order to ensure that staff have the skills, knowledge and sensitivity to deliver an appropriate and competent service. It is important that new starters understand the service they work in, including legislation related to this work and the requirements to value and respect individuals' rights and diversity. Eight Day Induction Programme

Should be completed by all new starters within twelve weeks of joining the organisation.

A one day course providing a professional qualification in Food Safety.

Outline employers and employees responsibilities under the Health & Safety at Work Act, Management of Health and Safety at Work Regulations and other legislation.

Promote a consistent pro-active approach to health and safety at work

Explain your responsibilities within key legislation relevant to moving and handling.

Identify what is unsafe practice and how to avoid this

Recognise the importance of risk assessments and how they are used in practice.

Describe the principles of moving and handling and how to apply these to practice.

Carry out a range of safe moving and handling techniques

Learning Outcomes

By the end of this session you will be able to:

Explain what action you would take if you had any health & safety concerns

Describe the risk assessment process and demonstrate how this works in practice

Identify how fires start and good practice in fire prevention

Describe what action to take in the event of a fire

There is a practical part to this training so participants will need to

wear comfortable clothing and appropriate footwear for moving

and handling. No backless or open toed shoes please.

Demonstrate how to support individuals with personal care through a range of practical tasks

This course includes a practical session which is an opportunity to carry out a range of personal care

Aim

A one day course to gain knowledge and practice on how to respond to a range of First Aid incidents

Learning Outcomes

By the end of this training session you will be able to:

Manage an unresponsive casualty who is breathing normally

As there are practical elements to the course participants are advised to wear clothing that does not restrict their ability to take

Food Safety Level 2 Food Safety Level 2 Refresher

A one day course providing a professional qualification in Food Safety.

A half day refresher course to provide you with information about the principles of food safety enabling you to apply this knowledge and carry out safe practice.

Show an understanding of the principles of food safety, and how to apply this knowledge to control hazards and prevent food poisoning.

At the end of the session there will be a multiple choice exam

to complete.

Learners must bring photo ID to enable them to sit the exam. This can be a valid passport, driving license, warrant card, other, i.e.

are unavailable.

A refresher is essential every three years to maintain the level 2

Food Safety Qualification.

Workers need to have previously completed the full day food safety

Training for Trainers Programmes The Moorfoot Learning Centre offer training for trainers programmes in Moving and Handling and Safeguarding Adults. The process for accessing these programmes is as follows:

Manager/employee contacts Jo Nicholson (0114 2293041) to register interest

Information on the course is sent including an application form

Returned application is checked and agreed

A contract is forwarded for the application and their manager to complete

The contract is returned to the Moorfoot Learning Centre and a place is booked

Following successful completion of the programme participants will be expected to complete the following:

An induction to the training delivery and resources

Observe delivery of the course and attend a co-training session with a qualified trainer

Arrange training within their service, and forward dates including completed registers and evaluations to the Moorfoot Learning Centre

Deliver a minimum of 5 training sessions per year including 1 at the Moorfoot Learning Centre

Annual observations of the trainer via the Moorfoot Learning Centre

Attend the 2 day Moving and Handling Trainers Refresher course within a two year period

Attend a yearly Trainers review meeting will take place at the Moorfoot Learning Centre

Competency Mapping

This is an alternative to taught courses and is another route for demonstrating staff skills and knowledge. The process is a way of evidencing that we have a skilled workforce and written records of competence. This enables large numbers of staff to gain recognition of competence and allows completion of national training standards. If staff can demonstrate knowledge then they can access the competency mapping route, this is also suitable as a refresher for Health, Safety and Fire, Food Safety and Safeguarding Adults, all of which have a mandatory refresher period. The workbook should be completed within 6 months, assessed and signed off by the manager and returned to Moorfoot Learning Centre for standardisation, following standardisation certificates will be issued. Introduction

Welcome to the 2014/15 Training Directory from the Care Homes Support Team. The directory provides information about the courses delivered by the team to staff who work in residential and nursing homes in Sheffield.

The Team

The Care Homes Support Team has been providing training and support to care homes since 2006. The team is funded by Sheffield City Council and NHS Sheffield Clinical Commissioning Group to provide training that is topical, evidence based and reflective of local and national best practice guidance, quality standards and strategic commissioning priorities. Training provided by the Sheffield Care Homes Support Team is Quality Assured by the NHS Yorkshire and the Humber Clinical Skills Executive Committee. Training courses in this Directory have been designed by health professionals in the team to help staff in care homes develop some of the essential knowledge and skills needed to provide high quality and person centred care to residents with a range of mental and physical health and well-being needs. Sexuality in Dementia

A half day training session to promote awareness of the issues relating to sexuality and dementia with the opportunity to explore personal/professional attitudes and responsibilities. Target Audience: Care home staff who are team leaders, nurses or managers. Carers may access this training when senior staff within a home have attended. It would be beneficial if candidates have completed dementia awareness training and have a basic understanding of the concept of mental capacity. Aim: The aim of this training session is to introduce a framework to enable staff to address the sexual needs and behaviour of residents with consistency and with reference to legal requirements. This training is essential for care home staff who wish to further develop their knowledge and skills around best practice in dementia care. Target Audience: Care home staff who are carer’s, activity workers, team leaders, nurses or managers. Texture Modified Diets Special Diets for Dysphagia – Do it Right!

How to comply with National Patient Safety Agency Guidance Target Audience: Nursing and residential homes. 3-4 per home. Cascade training model with intention that participants will train colleagues and embed changes in practice within the home.

Special Requirements: The care home manager will be expected to liaise with the Speech and Language Therapist who is providing the training prior to booking staff on. Contact Care Homes Support Team for further details. Aim: A 3 hour course designed to enable nursing and residential homes to comply with nationally recognised guidance for dysphagia diets and fluids by training a core group of staff who will then train and support colleagues in the use of the new terminology. Please note: the manager or person with delegated responsibility needs to attend in order to facilitate and monitor change in practice, plus senior representatives from catering, nursing (if applicable) and care assistants. Learning outcomes:

To understand the patient safety issues related to dysphagia (swallowing difficulties)

To understand how modifying the texture of food and fluids reduce these risks

To understand the importance of using consistent terminology in all care settings

To be familiarised with the Dysphagia Diet Food Texture Descriptors E,D,C,B (National Patient Safety Agency 2011)

To be able to match foods (from pictures) with the different texture categories and be aware of how to adapt food textures.

Care Planning for Dysphagia Links - Care Planning for Residents with Dysphagia

Target Audience: Nursing homes; nurses Registered General Nurses and Registered Mental Health Nurses Aim: A full day course to give nursing staff the knowledge to be able to manage residents with dysphagia more effectively

The course participants will have been identified as a dysphagia link in the homes where they work

Participants should have some knowledge and experience of dysphagia management prior to attending this course

Malnutrition Universal Screening Tool (MUST) and Nutritional Care Plan Training

Interactive sessions for care home managers, qualified nurses and healthcare assistants who are involved in the nutritional screening (or planning to take on this role) and nutritional care plan devising. There will be some post course work which will be given out during the training day. PLEASE NOTE: BOTH SESSIONS HAVE TO BE UNDERTAKEN AS

Sheffield Safeguarding Adults Education and Development Programme

January – June 2014

This programme of training is offered to staff and volunteers from organisations using ‘Safeguarding Adults – Procedures for South Yorkshire’. The training offered is based on a strategy agreed by Sheffield’s Safeguarding Adults Partnership Board, has been developed with representatives from a wide range of organisations and should complement organisations’ own training plans. All participants will receive a certificate of attendance. All the training: is based on current, evidence-based knowledge and research promotes a multi-agency approach to Safeguarding Adults reflects anti-oppressive practice through its content and delivery has learning outcomes, clearly linked to roles and responsibilities

Each training event has a target audience and learning outcomes which spell out what people should expect to gain from the event. This training directory includes 3 courses to help you further develop your knowledge and skills around mental health:

Mental Health Awareness - this one day course introduces the learner to a range of mental health disorders and helps them to consider their own values and attitudes with respect to people who are suffering mental health problems. It asks the question what is mental illness and informs the learner about different interventions and local services.

Mental Health First Aid - this two day course (which is internationally recognised) introduces the learner to a range of mental health issues, it seeks to bust some myths and raise general awareness. The course teaches good practice with respect to assisting someone who is in distress to take control of their situation. This course promotes healthy lifestyles and seeks to normalise the experience of mental ill health thereby reducing stigma.

Mental Health in the Workplace - this is a one day course for managers. It seeks to improve confidence in managing staff who are suffering from mental ill health. The course introduces learners to strategies and resources that may help to make workplaces more welcoming for workers who are struggling with their mental health.

Qualification Credit Framework (QCF) Sheffield Care Sector Assessment Centre is located in the Moorfoot Learning Centre; this is a partnership Assessment Centre supporting the delivery of Health and Social Care QCF Qualifications. These include:

Unique IPV Booking Code Numbers As part of the new booking system all IPV organisations wishing to book places on training will be issued with a Unique IPV Booking Code. This Unique Booking code will need to be used on each booking request form you complete. The Unique Booking code is for your organisation as a whole so once issued will remain the same. The Unique Booking code number is required to enable HRConnect to administer charges to those organisations that pay up front for training places, and also to implement charges stemming from the Cancellation and Non-attendance Policy. Getting Your Unique IPV Booking Code Number Organisations who booked training places with us before should have been issued with a Unique IPV Booking Code. Training Cancellation and Non-Attendance Charging Policy 2014/15

Aim of the Policy The aim of this policy is to provide managers with clear information on the charges that will be made for the cancellation of training places and for the non-attendance of booked participants. Please note this policy applies to all Sheffield City Council Moorfoot Learning Centre programmes and all Care Homes Support Team citywide courses Reason for Policy The demand for places on training programmes and the cost to the Local Authority in providing training means that every place booked needs to be a place used. For services and organisations where there is a funded training Service Level Agreement in place, training places booked (i.e. purchased) will continue to be supplied free on the understanding that the place will be used. Booking When booking training an expenditure code must be provided (applicable to all internal Council Services), and invoicing details provided by non-Council organisations. Arrangements for Service User Employers will be through the Direct Payment Office. These will be used to claim any charges incurred. Charges will be claimed on a monthly basis. A monthly non-attendance report will be provided to managers/employers, and to Training Commissioning Groups. Cancellations Cancellation charges will apply for all places cancelled regardless of length of cancellation notice given. They will apply up to the day of the training. The charge for cancellation will be £50 per day, for each training day cancelled. The cancellation charge for ½ days training programmes will be £25 per ½ day. There will be no charge if you substitute another person to fill the place at the point of cancellation. This person must attend otherwise the charges will apply. Cancellation charges will apply to all Council services and all external organisations. Cancellation charges will not apply to Service Users who directly employ their own workers.

Non-attendance Non-attendance on the day (did not attend and did not cancel) will be charged at a rate of £80 per day, for each day of non-attendance. The charge for ½ day programmes will be £40 per day. These non-attendance charges will apply to all Council services and all external organisations Service Users who directly employ their own workers will be charged a flat rate of £10 per day for non-attendance (rate applies to both full days and ½ days). Any organisation that fails to comply with the cancellation/ non- attendance charging policy e.g. failing to make payment for such, will not be able to access any further training from this offer. Circumstances when Charges will not apply Charges for cancellations or non-attendance will not apply only if:

There is a personal or family emergency

Compassionate leave has been given

Staff have called in sick using absence reporting policies and procedures

The person has left the Organisation Manager/employer confirmation of the above is required at point of cancellation or on the day of non-attendance otherwise charges will be incurred. Arriving Late on the Day of Training Please be aware if participants arrive late for training we cannot guarantee they will be able to join the course after it has started. If this is the case participants will be classed as not attending and subject to a non-attendance charge. Courses cancelled by the Moorfoot Learning Centre and the Care Home Support Team If a training course is cancelled by the Moorfoot learning Centre or the Care Home Support Team due to unforeseen circumstances, places will be offered on future dates where possible.
