FOREWORD
MSME- Development Institute, Jaipur is dedicated to render the services for the development of MSMEs in Rajasthan since 1958. Institute functions in close coordination with the State Government in this endeavor and to implement various programmes & policies formulated by the Govt. of India.
Annual Performance Report for the Year 2015-16 includes the important programmes and activities organized by the Institute during the Year 2015-16. It is to mention here that this Institute has organized EDPs, Industrial Motivation Campaigns, NVDPs, SVDPs and 13 Special programmes on various schemes; Export Packaging, IPRs, Bar Code, Awareness Programme On Product Certification Licenses, Awareness programme on Energy Efficiency Technology and Awareness programme on QMS-QTT.
08 Units were reimbursed subsidy for ISO-9000 certification, 93 units
were provided Bar Code subsidy, 10 Units benefitted under TEQUP Scheme. 43 MSMEs participated and 15 MSMEs were paid subsidy for participation in International Trade Fair/Exhibition under MSME-MDA Scheme. Activities related to registration/implementation of MSE-CDP and NMCP were also undertaken during the year.

1. INTRODUCTION
MSME-Development Institute, Jaipur is the field Office of Ministry of
MSME, under O/o DC (MSME) in the state of Rajasthan for promotion and
development of Micro, Small & Medium Enterprises by extending various
policy promotion measures, programmes and schemes formulated by the
Ministry.
Major Services Rendered by the Institute is as under;

Capability.

The Focus area of the institute is to sensitize & implement the MSME
schemes i.e. MSE-Cluster Development Programme, National
manufacturing competitiveness programme schemes etc.
In addition to above, the Institute reorients its activities in accordance with
the policy initiatives taken by the Ministry of MSME, Government of India
form time to time for promotion and development of MSMEs.

About the State
Rajasthan has emerged as the largest State of Indian Union, covering an area
of 3.42 lakh Sq. Kms. Rajasthan is situated in the north – western part of the
Indian Union (23˚30′ and 30˚ 12′) North latitude and 69˚ 29′ and 78˚ 17′ East
longitude. It constitutes about 10.41 percent of the total area of the country
and is situated in the north western part of the country sharing geographical
boundaries with the State of Punjab, Haryana, Uttar Pradesh, Madhya
Pradesh and Gujarat. It also has long international borders 1070 Kms. with
Pakistan. It is a diverse State. The region of the west and north-west
comprising 11 Districts spreading in 61.11 percent of the total area is either
desert or desert which forms the Great Indian ‘THAR’ Desert. The state
receives deficient rainfall and normally experiences drought conditions. Rich
cultural and historical heritage of the State gives it the status of Country’s
most attractive tourist destination. In respect of minor and major minerals
combined, State enjoys the status of second richest states in the country. The
state is the leading Producer of oil seeds, spices, Guar and Maize. High
production of milk has resulted in rapid growth of organized modern dairy
sector. Rajasthan has been one of the favourite destinations in India for both
domestic and foreign tourists
The result of oil exploration in the western ‘THAR’ region of the state has
opened up new vistas for establishment of units based on the Petrochemical

2. INFRASTRUCTURE FACILITIES AT THE INSTITUTE
2.1 Land & Building
The Institute located at 22 Godown Industrial Estate, Jaipur on the
plot of land measuring 8672.61sq. Meters, with the covered are of 3300 sq.
Meters. A common facility workshop is also operational in a separate plot
measuring 611.40 sq ms. for providing common facility to industries and
training on CNC/CAD: CAM, 3D printing scanning.

Central Workshop is equipped with CNC Wire cut, EDM Vertical turning,
Vertical Surface grinder, Milling Lathe & Tool Cutter, Grinder etc. for
providing CFS and training (CNC/CAD/CAM/3D Printing Scanning) on
latest machinery and equipment and a modern computer lab.

2.3 The Human Resources:
The Institute is presently functioning under the overall supervision of the
Director & other officers as division heads in position are as per the details
appended below:
1. Dy. Director (Mech.) looking after Mechnical Division, Ancillary Division,
Coordination of MSE-CDP and various components of NMCP like Bar
Code, Design Clinic, TEQUP, IPR, Lean, QMS/QTT, TREAD, ICT,
Coordination of Reimbursment and other work related to ISO 9000/14001,
HACCP, ISO 18000/22000/27000, Product certification & Bar Code,
MDA, CLCSS, work regarding to National Awards and work related to
NVDP.
2. Dy. Director (E.I.) looking after Economic Investigation Division and
Coordination work of the Institute etc.
3. Dy. Director (Chemical) looking after Chemical division, G&C, IMT
Division,coordination of ESDP programmes, Work related to RTI, Library,
MDA, RGUMY, Food Division, WTO, RTI(CPIO) and some components
of NMCP i.e. IPR, MATU, SEMD of SMEs through Incubators etc.

4. PERFORMANCE 2015-16
4.1 Entrepreneurship Development Programmes:
During year (2015-16) the Institute aorganised IMCs and EDPs in
the state especially for the weaker sections of the society to make them
aware about the efforts being made by the govt. for their social upliftment
by self-employment.

4.1 Industrial Motivational Campaigns:
MSME-Development Institute, Jaipur received a target of 40 no of
Industrial Motivation Campaigns during the year 2015-16. These
programmes were categorized under various categories; these were
conducted all over the state for motivating the youths and perspective
entrepreneurs for self employment. Total 2610 no of participants attended
these programmes and benefitted from these; details of these programme
category wise and details of participants category wise can be seen from
the table given below;

4.2 Entrepreneurship Development Programmes (EDPs)
During the year 2015-16 this office completed its target received from DC
(MSME), New Delhi in terms of numbers, total of 943 nos. of persons get
benefitted from these programmes across the state. Details of these are
shown in the table given below.

5. Workshop Facilities
Common facility Services and skill training facility (SDP) are available in
the Institute’s Central Workshop at Jaipur. Some of the important services
rendered by the workshop in the field of skill development are: CAD
Training, i.e. AutoCAD, CATIA, PTC Creo, and CAM Trainings using
CNC Machines like CNC Turning Centre (HMT Pushkar 200), HMT
Vertical Machining Centre (VMC-400) Electronica WireCut Machine and
EZNC Spark erosion machine. Common facility services are provided on
CNC Machines as well as on Vertical Surface Grinder, Tool Cutter
Grinder and other machines. For 2015-16 new facility on 3D Scanning
and 3D Printing is added . The total revenue earning of the Workshop
was Rs. 11,89,141/- against the target of Rs. 5.5 lakhs. The Central
Workshop earned revenue of Rs. 1,82,391/- from Common facility
services and Rs. 10,06,750/- through Skill Development Trainings.

6. MSME-Testing Station, Jaipur
MSME-Testing Station has achieved its self sufficiency level of 201.92%
during the year. Total revenue earned by the testing station is Rs. 92,
33,533/- against the total expenditure of Rs. 49, 71, 351/- for the year
2015-16.
7. Vendor Development Programmes
MSME-Developoment Institute, Jaipur organized total No.of 07 SVDPs
and 02 NVDPs at various place in Rajasthan State, list enclosed at
annexure-7 . About 41,488 Inudusrialists & Deligates participated and
benefited from these Exhibition & Buyer sellers meet, during these
programme the business & enquiry generated of amounting Rs. 04.00
Crores.

State Level Selection Committee meeting for recommendation on National Award - 2014 held on 22nd December 2015 and 21st January 2016(after extension of submission date) under the chairmanship of Principal Secretary (SSI& KVI), Govt. of Rajasthan. Total 9 no of eligible applications under various categories, who have secured 60 marks & above and are eligible, have been recommended by the above said committee to office of DC (MSME) by on-line portal for further processing. 10. Activity of the library:
During the year 2015-16 sanction of Rs. 1,00,000/- was received from
DC(MSME), New Delhi, Only Rs. 4852/- spent on News Papers payment
out of Rs. 8000/- .
11. Activities under NMCP scheme
The following programmes were organized by the MSME-DI Jaipur
under the NMCP scheme during the year 2015-16.
I. Bar Code –
1. Four awareness programmes/ Seminars organized on Bar Code at Jaipur, Abu Road, Banswara and Jaipur, total 147 participants benefitted from these programmes. Total Revenue earned as participation fee is Rs. 10,300/- whereas total expenditure is Rs. 75,487/-
2. In Bar Code reimbursement scheme total 26 no. of units were benefitted against one time registration charges; total of Rs. 5,31,000/- was reimbursed from the scheme. And 26 no. of units were benefitted against Annual recurring Charges and total of Rs. 3,50,819/- was reimbursed .
3. During the year total of Rs. 8,81,819/-was disbursed as
Reimbursement to the 26 no. of units during the year.

II. QMS- QTT
1. Three Awareness programme on QMS-QTT for technology up gradation
under QMS-QTT scheme were organized by MSME-DI, Jaipur at Kota,
Pali and Udaipur. Total 151 participants were benefitted from these
programme.
III. Tech Up Scheme
1. Two awareness programme on Product Certifications were organized at
Jaipur for VKI Association and Alwar for Bhiwadi Manufacturers
Association each. Total 110 participants were benefitted from these
programmes.
2. Two awareness programme on usage of Energy Efficient Technology were
organized for Plastic Componants / parts cluster at Jaipur and for Marble
Stone Cutting & Polishing Cluster at Rajsamand. Total 132 participants
were benefitted from these programmes.
3. Ten MSEs were reimbursed Rs.11,61,771/- for National and International
certification under TEQUP scheme of N MCP during the year. The Details
are given as below.

B. Implementing Agency: The Rajasthan Small Industries Corporation Ltd, Jaipur
The Proposal for Flatted Factory Complex at 22 Godown Jaipur has been submitted by The Rajasthan Small Industries Corporation Ltd, Jaipur to O/o DC(MSME) on 19.02.2016 for in principal approval.
(III) State Level Clusters Development Meetings: O/o Commissioner of Industries, Govt. of Rajasthan organized State Level Clusters Development Meetings under the Chairmanship of Principal Secretary (MSME) on 06-04-2015,09-04-2015 and 21-03-2016 the same work attended by the officers of this institute .During the meeting the proposal for MSE-CDOP discussed &forwarded for further necessary action and the progress has been assessed for the ongoing projects
(IV) Assisted following Clusters as a part of trust building exploring the various benefits of MSE-CDP for MSEs:- (i) Plastic Bangles Cluster, Pali (ii) Foundry Cluster, Ajmer (iii) Ceramic Cluster, Bhilwara (iv) Foundry Cluster,Jaipur (v) Stone Cluster, Kota (vi) Gems & Jwellery Cluster, Nagaur

15. Institutional support to other agencies. MSME-DI, Jaipur is providing all necessary services and supports to
MSMEs, in close liaison with Sate Commissioner of Industries and DICs by
organizing various development programmes like EDPs, Seminars, and
Workshops etc. To have close liaison with DICs, Institute has nominated one
Officer of the Institute for each DIC as Nodal officer. The designated officer
generally attends Task Force Committee Meetings. In addition, MSME-DI
also keep coordination with the Industrial Promotional Agencies in the State
like KVIC, RBI, NABARD, NSIC, RSIC, SIDBI, BIS, KVIB, RIICO, RFC,
RUDA and various NGOs and Industry Associations for development of
MSMEs.
16. Participation in International Trade Fairs
Units in the small scale sector have an opportunity for exhibiting their
products in the International Trade Fairs and abroad by way of displaying
their products through the efforts made by the officers of MSME-DI
Jaipur. In such exhibitions, MSEs not only get an opportunity for
exposure of their products but also come to know latest development and
trends in the manufacturing but also an interaction opportunity with
foreign buyers. 43 applications were forwarded to Head Quarters for
International Trade Fair/Exhibitions during the year 2015-16 and total
Stall Charges Rs. 25,26,450 received during this year from participating
units. 15 No. of units got air fare subsidy payments under SSI-MDA
scheme during 2015-16 amounting to be Rs. 6,76,477 and 43 units were
allowed stall subsidy of Rs. 42,09,962. The list of units recommended for
participation in International Trade Fair is appended below.

Central & State government is providing the support for the
growth of MSMEs in Rajasthan. The impact of the same is
indicated by growth of MSMEs and contribution by this sector.
Some of the main sector of the MSMEs in the state is Gems &
Jewellary, Textiles & Garments, Handicrafts, Automobiles,
Carpets, Minerals and various stone industries and agriculture are

MSME-Development Institute, Jaipur organized an Awareness/ Sensitization Workshop on Intellectual Property Rights (IPR) at Hotel Clarks Inn, Alwar on 10-07-15. The Workshop was organized in association with Alwar Chamber of Commerce and Industries, Alwar .
Dwindling on the Intellectual Property Rights Shri Rohit Jain, an IPR attorney from Jaipur explained the various forms of IPRs, International Perspective on importance of IP Protection & its benefits to MSMEs, Trademark, Trade Secret and Counterfeiting & piracy. One Day National Level Workshop On Lean Manufacturing Under Lean Manufacturing Competiveness Scheme
MSME-Development Institute, Jaipur organized a National Workshop
on Lean Manufacturing under Lean Manufacturing Competiveness Scheme at
Jaipur on 12-01-16.
Shri Vipin Sahni, CEO-NABET, Quality Council of India was the Chief
Guest of this program. In his address he emphasised that the Lean
Manufacturing Competitiveness Scheme is basically a business initiative to
reduce “waste” in manufacturing. He told that the interventions lead to reducing
waste, increasing productivity, introducing innovative practices for improving
overall competitiveness, inculcating good management systems and imbibing a
culture of continuous improvement.
A documentary film prepared by MSME-Development Institute, Jaipur
on Lean Manufacturing competiveness scheme of about 18 minutes duration
was screened and a compendium on Lean Manufacturing Competiveness
Scheme was also released during the event. Various industry associations of
Rajasthan State, Lean clusters, panel experts and MSME delegates came from
various states of India participated during the event. This workshop was
attended by 140 delegates.
