Shocking as it is, our first quarter of the year is already behind us. I choose to look at that in two, very positive ways; 1) I have taken advantage of numerous opportunities presented to me by the Chamber in the first quarter to keep my business moving forward and 2) I have three quarters of the year remaining to take advantage of even more opportunities. This Chamber is not one to stand still and will deliver value to its members in many ways. This Chamber’s philosophy is to continually provide opportunity and it is up to us to hear that message and work the opportunities.

To date, including committee meetings, Networking Groups, educational Hot Topics, Business After Hours, Business & Breakfast and Luncheon events and more, the Chamber has delivered over 45 opportunities for each of us. And, the great news is we have over 135 more opportunities that await us to better our businesses and build our Chamber member relationships.

As always, the Chamber Web site has the most updated information, yet I would like to invite you to our April 23rd EDC meeting at 8:00am, here at the Chamber. Orange County Commissioner Scott Boyd will discuss the Horizon West Town Center Area Coordination Plan and future meetings.. As we all know, the town center of Horizon West is an identified economic development center and future employer of thousands of area residents. Learn a bit of the history and the future of Horizon West.

This initiative and others being worked on by your Chamber will directly impact our future as a strong business community. The more we know about our area, the more we may direct our future. With that in mind, I urge you to read on in this newsletter about Amendment 4 and the importance of understanding why a “NO” vote is imperative as we fill out our general election ballot. The West Orange Chamber enhances online Business Directory  Fact: 75% of Americans are finding and buying from companies they like doing business with on the Internet.    And that includes thousands of consumers now coming to the West Orange Chamber’s Web Site.   In order to help these consumers find Chamber members, the WOCC has partnered with ChamberMaster as our new database provider. With this new and improved online directory, each member now has a member page accessed through the Chamber’s Web Site. Chamber members will be able to update the listing through a secure login area. You will receive your login name and password via email, within the next few days. If you do not, please contact the Chamber office for your sign in information. Once you log in you will find a list of features you can utilize as a Chamber member, including:  Member info (which updates the chamber)

Pine Hills Business Redevelopment Task ForceMoving Ahead by Susan Fortini, Task Force Member

The Task Force is currently reviewing proposals from companies to conduct significant market research to identify the characteristics of the Pine Hills business community and determine how to effectively market and promote Pine Hills as a viable place to do business.

A major area, long-awaited improvement is the rebuilding of Evans High School which is on schedule and should be completed by January 2012. As part of this rebuild, OCPS has acquired property to the east of the school and looking at properties to the northwest. Commissioner Brummer is looking at requesting a federal appropriation to fund the purchase of the property on the northeast corner adjacent to the school, which may be unsuitable for re-development.

A Community Construction Center press conference to advertise an apprenticeship program that will be incorporated into the hiring of construction labor for the Evans High project was held on March 26th at 10:00am.

Research is being conducted on how to secure funding to complete Phases 1 & 3 of the West Orange Trail to connect it all the way through Pine Hills to Barnett Park.

OCPS - SCHOOL BOARD BREAKFAST

On Friday March 12th, the West Orange Chamber of Commerce presented the Annual School Board Members’ Breakfast at MetroWest Golf Club. WEST ORANGE YOUNG PROFESSIONALS MARCH EVENT

Recently, the West Orange Young Professionals group held an event called “Fast Track Networking” at Urban Flats in Dr. Phillips. Attendees were given the opportunity to practice their one minute elevator speech in a “speed dating” like format. Guests also mixed and mingled while dining on an assortment of flat breads provided by Urban Flats and enjoyed great happy hour specials all night long! MARCH BUSINESS AFTER HOURS

The West Orange Chamber of Commerce recently held the March Busi-ness After Hours at the Oakland Park Sales Center located at 15241 E. Oakland Avenue in Winter Garden. Attendees enjoyed complimentary beverages and an assortment of delicious, healthy, grilled foods from The Golden Bear Club. West Orange Chamber Members were among the first to get a sneak peak at brand new floor plans from West Orange Chamber Supporting Trustee & Oakland Park Builder, Form Community as well as tour one of their 2010 Parade Homes.

2010 LEADERSHIP WEST ORANGE

The WOCC Leadership West Orange class learned about the environment at its second session. The class took a field trip to the north shore of Lake Apopka and discovered how the restoration of Lake Apopka is not only good for the environment but can be beneficial to the economic growth of West Orange County. The group then traveled to the Oakland Nature Preserve and participated in a nature hike guided by Jim Thomas.

LUNCH AND LEARN

The “Mixing It Up With Marketing” session, sponsored and presented by Plaudits! session was filled with information, tools and tips on reaching the 58% of those who are buying now, -”women”! This entertaining presentation was a non-stop adventure into ways you could inexpensively tweak your marketing messages and tactics to reach this demographic. In today’s market, a “one-size-fits-all” approach will not work. Look for key points in a write up on the presentation in the May newsletter.

Florida’s growth: A better way There has to be a better way.

Advocates for smart growth say that Florida’s government is so broken that an election needs to be held every time a change to a comprehensive plan is approved by local government. An amendment to the Florida Constitution, Amendment 4, will be on the ballot this fall.

In Jacksonville last year, 67 land use amendments were processed. Can you imagine 67 separate land use changes on a ballot? That is like using a machine gun to kill a flea. It is an extreme reaction to some clear abuses, the overuse of changes in comprehensive plans that have been dominated by insiders, leaving neighbors and the public too much out of the loop.

Something short of elections is needed every time an amendment comes up.This is where the Florida Legislature should step in to provide a reasonable way for exceptions to be passed - real exceptions. The proponents of Amendment 4 are banking that the public is so disgusted with unbridled growth that 60 percent of the voters will approve. Dissatisfaction is probably greater in South Florida, the poster child of bad growth.

Marketing and apple pie

Proponents of the amendment have done a good job making their case, starting with their name - Florida Hometown Democracy. Who could be against that? They could have called themselves Florida Motherhood and Apple Pie, too.

They make the point that citizens usually are overpowered and outgunned by developers and their skilled lawyers and lobbyists. They know the rules. They often support the politicians sitting in judgment. And they often have contributed to their campaigns.

Supporters say their amendment would not stop growth, that elections would only apply to changes that do not comply with existing land use plans, that there is plenty of room for growth without exceptions. Only when a developer seeks to build a project that violates current land use plans and local officials approve of it would a local election take effect. This does not relate to zoning matters, but to the broader changes in comprehensive plans.

This gives voters the final say, supporters say - direct democracy.

More practical

An irony is that this constitutional amendment is a byproduct of an era of rapid, sometimes uncontrolled growth. That era is gone now and it looks like it won’t be returning any time soon. An overreaction to past excesses is unwise.

Opponents say if local government officials are too tied to development interests, then vote them out at the ballot box. But don’t fill up elections with land use changes. The Florida Legislature needs to provide a practical way to reduce the number of land use changes without direct elections and provide for more enforcement of citizen notice and input rules.

One way is to require a supermajority vote of the governing body, say 75 percent, for land use changes. On Jacksonville’s City Council of 19 members, that would mean 14 votes rather than 10. On a five-member county commission, it would require four votes. That is more reasonable, and still would provide for exceptions.

The system is broken. But don’t make the solution worse than the problem.

WEST ORANGE CHAMBER OF COMMERCE TAKES ON TALLAHASSEE On March 17th & 18th, 100 community leaders from Central Florida including many from the West Orange area joined forces for Central Florida Coalition Capitol Connection 2010 trip to Tallahassee. This regional partnership represents attendees from throughout the Central Florida Region and showcases continued regional efforts as we build stronger relationships through communication. This coalition represents the Apopka Area, East Orlando, Hispanic Chamber of MetroOrlando, Orlando, Inc., Oviedo-Winter Springs Regional, Seminole County Regional, West Orange and Winter Park Chambers of Commerce.

This year, the Central Florida Coalition of Chambers of Commerce, representing more than 7300 businesses, advocated for the passage of the Entertainment Industry Economic Development Act. If passed, this tax credit would lead to immediate job growth and increased revenue.

Members of the West Orange Chamber also met with legislators and reminded them of the West Orange Chamber priorities that were adopted by the Board of Directors at its 2010 February meeting. These priorities cover everything from correcting the Average Class Size Amendment to providing specific funding for Level One Trauma Centers. This year the attendees of the trip heard from over a dozen legislators during a briefing which was followed by a reception at the exclusive Governor’s Club. A highlight of the trip was a media briefing where the inner workings of the capitol were revealed by the panel experts.

“Traveling to Tallahassee with a large constituency and advocating on behalf of businesses is a key role of a strong Chamber of Commerce, like West Orange,” said Stina D’Uva, President of the West Orange Chamber. “The legislators have already responded to our plea to alter the unemployment tax increase and we look forward to other favorable outcomes.”
