ISSTRS P R K E C 1 SEMP
1 .O introduction
The I n i t i a l S i n g l e S h e l l Tank R e t r i e v a l System (ISSTRS) i s one o f t h e Tank Waste Remediat ion System (TWRS) p r o j e c t s f o r r e t r i e v i n g waste f rom one underground s i n g l e s h e l l t a n k (SST) fa rm o r an e q u i v a l e n t number o f t a n k s . The ISSTRS p r o j e c t w i l l p r o v i d e equipment, systems, p e r m i t s , approva ls , procedures, and t r a i n e d opera tors . The ISSTRS p r o j e c t i n c l u d e s t h e t r a n s f e r o f t h e waste f rom t h e SSTs t o a Double S h e l l Tank f o r s to rage. Past p r a c t i c e s l u i c i n g has been s e l e c t e d as t h e waste r e t r i e v a l method t h a t w i l l be used f o r ISSTRS (Er ickson 1995). The des igns f o r t h e r e t r i e v a l systems and equipment w i l l be t h e same as those developed f o r p r o j e c t W320 (Tank C-106), a f t e r p r o j e c t descoping. A d d i t i o n a l i n f o r m a t i o n on t h e ISSTRS p r o j e c t d e s c r i p t i o n , scope, g o a l s , and f u n d i n g i s conta ined i n t h e p r o j e c t m i s s i o n a n a l y s i s ( H e r t z e l 1996a) and t h e ISSTRS approach p l a n (Hagmann 1995).
The ISSTRS p r o j e c t w i l l use Systems Engineer ing, as d e f i n e d i n t h e TWRS SEMP, f o r t h e development o f p r o j e c t documentat ion and t e c h n i c a l da ta , w i t h t h e except ions addressed i n t h i s p r o j e c t SEMP. The f u l l s e t o f Systems Eng ineer ing documents r e q u i r e d by t h e TWRS SEMP are shown i n t a b l e 1 and t h e proposed ISSTRS SE a c t i v i t i e s a r e shown i n t a b l e 2. The ISSTRS p r o j e c t a c t i v i t i e s occur below t h e heavy l i n e under t h e Techn ica l Requirements B a s e l i n e (TRBL) shown on t a b l e 1. The ISSTRS p r o j e c t w i l l combine t h e Design Requirements B a s e l i n e p o r t i o n o f t h e Pre-Concept phase and t h e Concept phase i n t o a s i n g l e "System D e f i n i t i o n Phase" (see t a b l e 2 ) . T h i s w i l l complete t h e "Systems Eng ineer ing" conceptual design. The t r a d e s t u d i e s , d e c i s i o n r e p o r t s , and system e f f e c t i v e n e s s a n a l y s i s t h a t appear under b o t h t h e pre-concept and concept phases ( t a b l e 1) w i l l be combined i n t o a s i n g l e s e t o f documents. The systems e n g i n e e r i n g documentat ion t h a t w i l l be p repared f o r t h e ISSTRS system d e f i n i t i o n phase i s shown below. These documents, a l l e x t r a c t e d f rom t h e TWRS SEMP, w i l l n o t n e c e s s a r i l y be s tand a lone documents, b u t may be i n c l u d e d as chapters i n a "System Design D e s c r i p t i o n " (SDD) as d e s c r i b e d i n t h e l i s t i n g below. The l i s t i n g i s d i v i d e d i n t o two s e c t i o n s , one f o r those documents t h a t w i l l be p repared as d e s c r i b e d i n t h e TWRS SEMP (Peck 1996) and one f o r those t h a t w i l l be d e l e t e d o r p repared o t h e r t h a n as descr ibed i n t h e TWRS SEMP.

2.1 TWRS SEMP Documents
The documents and a c t i v i t i e s l i s t e d below a re as d e f i n e d i n t h e TWRS SEMP. These w i l l be used by t h e ISSTRS p r o j e c t w i t h o u t excep t ion o r m o d i f i c a t i o n . excep t ions , a l l r e q u i r e d SEMP documents a re i n c l u d e d f o r c l a r i t y .

A System Engineer ing Level Assessment document has been prepared f o r t h e ISSTRS p r o j e c t . The p r e l i m i n a r y d e t e r m i n a t i o n i s t h a t ISSTRS w i l l be a Systems Eng ineer ing Level 2 p r o j e c t ( S E - 2 ) . A SE-2 p r o j e c t r e q u i r e s t h e fuli s e t o f SE a c t i v i t i e s and documents, b u t t h e documentat ion i s s i g n i f i c a n t l y l e s s d e t a i l e d than a SE-1 p r o j e c t (Peck 1996).
Base l i ne System D e s c r i p t i o n (BSD)
The TWRS BSD w i l l be updated as r e q u i r e d t o i n c l u d e t h e p e r t i n e n t ISSTRS data.
Systems Engineer ing Management Plan (SEMP)
A p r o j e c t SEMP ( t h i s document) w i l l be prepared t o d e f i n e t h e ISSTRS p r o j e c t Systems Engineer ing ph i l osophy .
P r e l i m i n a r y Sa fe ty Eva lua t i on (PSE)
A PSE w i l l be prepared t h a t w i l l i n c l u d e t h e hazards a n a l y s i s (HA) t h e t e c h n i c a l s a f e t y requi rements (TSR), and t h e s a f e t y s t r u c t u r e s , systems, and components (SSC) e v a l u a t i o n .
R isk Management P1 an
A r i s k management p l a n w i l l be prepared f o r t h e p r o j e c t t h a t i n c l u d e s t h e r i s k management l i s t (RML) and t h e c r i t i c a l r i s k management l i s t (CRML).
Dec is ion Management P1 an/Decis ion Reports
A p p r o p r i a t e d e c i s i o n management p lans and d e c i s i o n r e p o r t s w i l l be prepared f o r ISSTRS as t h e needs a re i d e n t i f i e d . These w i l l be prepared i n accordance w i t h t h e TWRS Systems Engineer ing Manual (WHC 1996b). P resen t l y , seven c r i t i c a l d e c i s i o n s has been i d e n t i f i e d f o r t h e ISSTRS p r o j e c t . Prepare a trade 8tud.y t o e'4aluate leakage detection, monitoring, and imitigation technologies to support retrieval of the waste fr~cirl the single-shell tanks.
Operational Leak.-Detection and Minimization
Prepare a trade study t o determine the appropriate operational responses to tank leakage during retrieval activities. Base the study on the leak requirements in the Functions and Requirements document (Cruse, 1995) for Single Shell Tank retrieval.
Project Development Specification (PDS)
The ISSTRS project will prepare a PDS which is a lower-level specification based on the Project functions and requirements analysis (in the TRS) and traceable to the program-level requirements in the DRD. Provided as basis to perform design. The PDS will be formatted per Mil-Std-490 (EP 1.2).
Project Design Concept(PDC)
The ISSTRS project will prepare a PDC which i s a project level BSD formatted per WHC-EP-0586.
Technical Performance Measurement (TPM)
The ISSTRS project will prepare two TPMs, one to determine the actual retrieval rate(s) of the retrieval system and one to determine the degree o f tank clean-out achievable with the retrieval system.
Hazardous Material Inventory (HMI)
The project will prepare a project specific HMI.
System Integration Plan (SIP)
The project will prepare a SIP that includes a project schedule and project cost estimate.
2.2 TWRS SEMP Exceptions
The following are deletions or revisions to the direction contained in the TWRS SEMP that will be followed. by the ISSfRS project.
Design Requirements Document (DRD)
The DRD is not yet available to update so ISSTRS will prepare a Project Mission Analysis Report (Hertzel 1996a) and an "equivalent" or project DRD (Hertzel 1996b) along with an up front determination of the program risks assumed by this process (Peck 1996).
Flow Sheets
The TRBL flow sheets are not expected to be completed by the time they are needed by the ISSTRS project. Therefore,

project specific flow sheets will be developed for ISSTRS. These will be patterned after the W320 flow sheets.
Interface Control Document (ICD)
The pre-concept and concept phase draft ICDs will be combined into draft ISSTRS project ICDs. These documents will be prepared in accordance with the guidelines in the TWRS System Engineering Manual (WHC 1995b).
System Effectiveness Analysis
A single, combined System Effectiveness Analysis will be prepared for the system definition phase of the ISSTRS project.
Requirements Traceability
The requirements traceability and system assessment will be combined into a single Requirements Traceability supporting document describing how each requirement/constraint is met by the conceptual design. This is to address each item in the Function and Requirements Document (FRD), the (equivalent) DRD, and the TRS.
Project Configuration Management Plan
The ISSTRS project will use the existing TWRS configuration management policies as delineated in the TWRS Systems Engineering manual (WHC 1996b), Section 5. Therefore, a project configuration management plan is not required.
Life Cycle Cost Analysis (LCCA)
The LCCA is a tool to assist in the evaluation of alternatives. WHC has been directed by DOE RL (Erickson 1995) to use past practice sluicing as the waste retrieval method for ISSTRS. Since other waste retrieval alternatives have been eliminated, a LCCA is not required for the ISSTRS project and will not be produced. However, this item i s one of the critical ISSTRS decisions that require validation by the decision board or decision officer. Accepting this direction without validation and going forward with the ISSTRS project will be carried as a "risk".
Test and Evaluation Plan (TEP)
ISSTRS is a demonstration project that uses the designs and systems from project W320 therefore confirmation testing is not required and a TEP will not be prepared for ISSTRS. of the overall ISSTRS goals are to determine 1) the actual waste retrieval rate, and 2) to determine the degree of cleanout achievable with the retrieval system. These goals cannot be determined until the operational phase of the task and are not part of the ISSTRS project.

System Design Description (SDD)

The SDD is one of the primar,y technical documents produced in the "System Definition Phase" of the project. The SDD may contain the items listed above as "chapters" or the items may be produced as stand-alone documents (if determined to be more feasible and cost effective by the project). If they are included as SDD chapters, the chapter titles will be the same as in this SEMP so there is a one- to-one correlation. Drawings and analysis produced during the system definition phase will be included in the SDD.
Reviews
The Design Requirements Review (DRR) and the System Requirements Review (SRR) will be combined into a single review that will be conducted at the end of the System Definition Phase of the project. This review will complete the Design Configuration Baseline (DCBL) portion of the ISSTRS project.
