Overview

• Market Trends• Economics• Wireless Leases• TV & FM Facilities• AM Facilities• Questions

ABA 2012 Hatfield & Dawson Consulting Engineers

Market Trends• New Build out of LTE (Long Term

Evolution – 4G – Next Big Thing)

• More cell sites– Closer together

– Higher data capacity

– Tower mounted amplifiers fed by fiber optic & power that crosses base insulator

• Understand your local area– Unique site

– Restrictive Land Use area

– Ask other landlords – FOIA public agencies

ABA 2012 Hatfield & Dawson Consulting Engineers

Economics

• Does your site have an economic advantage for the wireless provider?

– Existing land use permits

– Coverage of important areas

– Power

• Leasing tower space provides revenue for facility upkeep and bottom line

ABA 2012 Hatfield & Dawson Consulting Engineers

Economics

• New income stream

• Maintenance relief for broadcaster

– Require site maintenance

• Opportunity to upgrade facilities in exchange for rent credit

• Use monthly income for facilities maintenance

ABA 2012 Hatfield & Dawson Consulting Engineers

Benefits to Wireless Providers

• Thousands of unused sites in urban and poor coverage areas

• Existing structure, minimal or no community resistance

• Zoning/permitting facilitated

• Less site work and tower provisioning than a “greenfield site”

• Faster time to market for new wireless facilities

Challenges to Wireless Providers

• They do not understand broadcast facilities

– Antenna

– Ground systems

• Find broadcasters unwilling play along

• Find broadcasters hard to get along with

ABA 2012 Hatfield & Dawson Consulting Engineers

Wireless Lease

• Lease vs. License

• Make agreement reciprocal– Treat each as equals

– Termination clauses (30 days vs. 30 years)

– Restrictions and Rights

• Get an escalation clause (3-4% or CPI)

• Typical rents $1,000 to $4,000 – location and market dependent

• Site access

ABA 2012 Hatfield & Dawson Consulting Engineers

Wireless Lease

• Site construction drawings

• Complete design– Telco

– RF

– Grounding

– power

• Approval of all changes throughout the life of the lease

• Document everything – Wireless carriers use contractors for everything and have a short memory

• Get a copy of all communications with the city

ABA 2012 Hatfield & Dawson Consulting Engineers

All Wireless Installation

• Analysis of tower by Registered Professional Structural Engineer (P.E.) who know about towers

• Competent A&E for design work with your consulting engineer

• Building space, building systems, electrical, heat load and access

• Local permits

ABA 2012 Hatfield & Dawson Consulting Engineers

TV/FM Sites

• Site restrictions

• RF Safety – Exposure

• Assure they understand broadcast facilities

ABA 2012 Hatfield & Dawson Consulting Engineers

AM Towers

• Isolation across the tower base

• Isocoupler

• Iso-coil

• Slotted coils

• Power

• Fiber Optic

AM Directional Antennas

• Need a moment method analysis to determine which tower in the DA to use

• Determine if the existing DA parts can be adjusted for the expected changes

• Pattern bandwidth analysis

• Have wireless provider pay for a new moment method proof on DAs

ABA 2012 Hatfield & Dawson Consulting Engineers

AM Tower Requirements

• AM feed system analysis

– Base impedance

– System bandwidth

– On high power system consider high voltages

– Full system design

ABA 2012 Hatfield & Dawson Consulting Engineers

AM Tower Requirements

• RF Safety

– Shock and burn

– Exposure

• Signs from www.radhaz.com

Ground Systems

• Assure that the wireless provider and their team understand your ground system (detail them on the drawings)

• Assure that their ground system has been bonded to yours in an appropriate manner –think about faults & lightning

• Document everything – Someone will try and change something in the future

• Typical wireless ground 6 to 12 – 8 foot ground rods & 2 AGW wire – AM ground system 20,000 feet of 10 AGW wire

FCC Requirements

• Measure base impedance on ND

• Possible partial proof on DA

• File new FCC 302 form

• This needs to be done every time something changes above the base insulator
