Biological WarfareThe draft convention to prohibit biological methods of
warfare, which was tabled in the Eighteen-Nation Dis-armament Committee in Geneva (see Lancet, July 19, 1969,p. 154) by Mr. Frederick Mulley, Minister of State at theForeign and Commonwealth Office, has been unsuccessful.At the disarmament committee, Soviet, Polish, and Bul-garian representatives said that it was a mistake to separatea ban on microbiological weapons from one on chemicalweapons. Mr. Mulley thought that the former could beobtained more easily than the latter, and should thus bedealt with first. The Communist negotiators argued thatthe present need was to reinforce existing Geneva protocolson biological and chemical weapons to secure the missingsignatures to those protocols, and not to introduce a newconvention.
Heart TransplantsThe State Government of New South Wales, Australia,
has suspended indefinitely heart-transplant operations.Several aspects of these operations are under review becausethey involve " social, legal, and moral issues ".
