Different types of schools = differentadmission rulesAcademies and free schools:The majority of Secondary schools in the Bradford district areacademies or free schools. These schools are funded directly bythe Department for Education and governors make decisions.Many academies have a priority admission area which can beviewed on the Council website, at the schools or at MargaretMcMillan Tower.

Community schools:The local authority provides the funding and also makes decisions.All community schools have priority admission areas.

Foundation and trust schools:The local authority provides the funding and school governorsmake decisions.

Voluntary-aided schools:The local authority provides the funding and school governorsmake decisions. All VA schools (except Bingley Grammar) areCatholic or Church of England schools and parents must completea supplementary information form if applying on faith grounds.

Random Allocation:Some schools use this as part of their admission policy (see step3, page 3).

Some schools may have changed or will bechanging their status in the future. If this is aconcern parents should check the ‘Guide forParents’ or with the school.

The schools above have an admissions policy that mustensure their pupils come from a wide ability range. Allapplicants must take an assessment to divide theminto different ability bands. The schools then admit therequired number from each band based on the spreadof ability of those applying. You should collect as much information as possible about theschools in your area, especially their admission procedures. Youcan do this by:l visiting the Bradford Council website,

www.bradford.gov.uk where you can find:– full details of all schools’ admission arrangements in the

‘Guide for Parents’;– last year’s allocation figures for each secondary school;– ‘School Finder’ - a map giving the details of schools in the

Bradford Authority near to your postcode.l going to secondary school open evenings in September and

October and talking to your child about how they feel abouteach school;

l viewing the school websites or their prospectus forinformation on what each school can offer;

l contacting the Admissions Team for advice;l visit the Ofsted website www.ofsted.gov.uk where you can

read the latest Ofsted reports.

Be realisticMany schools are oversubscribed and receive more applicationsthan they have places to offer. Even if you live within a PriorityArea, you may not qualify for a place if ‘distance criteria’ is partof the admissions policy. The number of secondary studentscompeting for places is increasing every year and the fact that aneighbour was offered a place before does not mean you can relyon a place being allocated this year. We strongly advise you useall five preferences and preference all the schools whose PriorityArea you may be in to maximise your chances of being offered alocally accessible school

Make your preferences countIf you only apply for one school your child will only be consideredfor that one school. If you do not qualify for a place, you will beallocated a school with an available space after all allocationshave been made, this may not be local and could involve severalbus journeys. You will only be able to appeal for the schoolyou have applied for and you will only be able to add yourchild’s name to the waiting list of the school you chose or otherundersubscribed schools. Last year, 94% of children were offeredone of their preferred schools.

Application formsl You need to apply to the local authority where your child lives

(your home council). If your child lives in the Bradford District,you should apply online on the Council’s website,www.bradford.gov.uk/admissions

l Applying online is the best way to apply. If you apply online youwill receive the offer of a school place on 1 March, by emailand will not have to wait for the postal service (unless you optout of receiving emails).

l If your child is currently in Year 6, but was not born between1 September 2010 and 31 August 2011, please contact theAdmissions Team for a paper application form. You will beunable to apply through the online system.

l If you are unable to apply online, please contact theAdmissions Team for assistance from an officer who willdiscuss the issues and decide if a paper form is required. Theclosing date for all applications is 31 October. You shouldnot rely on the post to ensure your form is received, youmay wish to send it recorded delivery. You should request areceipt if you hand your form in personally.

l You can apply for any school in the Bradford district oroutside the district except fee-paying schools. You should findout about the admission arrangements for each school.

l Where the child lives with separated parents who both haveshared responsibility you must both agree which addressto use before you make the application and agree on thepreferences. Otherwise this could delay the applicationprocess and the Local Authority may decide which addressshould be used and which school should be allocated.

l You must confirm that you have parental responsibility andthat the information you have given is accurate. If you givedeliberately false or misleading information or withholdimportant information that could affect your application, it mayresult in the place offered being withdrawn. You would thenneed to apply again, possibly after all allocations have beenmade, and legal action may be taken.

l Looked after children and all previously looked after children,including those children who appear (to the admissionauthority) to have been in state care outside of England andceased to be in state care as a result of being adopted orbecame subject to a child arrangements order or specialguardianship order are given priority in every admissionspolicy. You will need to provide evidence of this to theAdmissions Team by the closing date if you are applying forthis priority.

l Some schools give priority to children who have significantmedical or social needs which can only be met by aspecific school. If you are applying on these grounds, youmust provide written evidence from the child’s paediatrician/consultant, or a professional from Children’s Services. Theevidence must explain why it is the only school that couldmeet your child’s needs and why no other schools can.Please read each school’s policy as not all schoolsgive priority.

l If your child has an Education, Health and Care Plan (EHCP)please do not apply through the online system. You will besent a separate letter and preference form to complete inorder to ensure that you are able to make a preference for awider range of schools and that the LA completes the processbefore the statutory deadline of 15 February 2022. l Each school has a Published Admissions Number (PAN),which is the number of children that will be offered a place.Each school has its own admission policy and these will bedifferent depending on the school and the type of school. Thepolicy or rules determine which children are offered places.

For most secondary schools, children with older brothers orsisters attending the school who live within the ‘priority area’are given some priority and then children who live within the‘priority area’; next, those children with siblings living outsidethe priority area and lastly those who live outside the priorityarea without siblings.It is very important that you read the policies and view the‘Priority Areas’ for the schools that you are applying to, inorder to understand whether your child may be offered aplace. In addition you can find out the distance the last childwas offered a place in the previous year by looking at the‘Guide for Parents 2022-2023’. Full details are available onthe Council website.

l If you apply online you will receive an email to confirm thatyou have submitted your application successfully. If youdecide to change your application you can log back in and doso but you must ensure that you ‘resubmit’ your applicationand you will receive another email confirming your newpreferences.

l If you have applied for a community school we look at theapplications and apply the Council’s policy to decide whichapplicants will be offered a place, considering any supportingevidence provided. If you have applied for any other type ofschool we will inform them of the application and they will tellus if a place can be offered, taking into account any evidenceprovided or the supplementary information form, if one isrequired.

l It is important that you understand if you are applying fora school that operates a ‘fair banding’ policy or randomallocation, as this means that you are unable to have any ideaif your child will be offered a place based on previous years,priority areas or distance. If you choose five preferencesthat operate this kind of policy you may not be offered anyof your preferences and we may offer you a place at anundersubscribed school, some distance from your home. Weadvise you to seriously consider preferencing a local schoolor your ‘Priority area’ school(s) to ensure you maximise yourchances of being offered one of your preferences.

l There are many myths around the order in which youpreference your schools. No school policy operates firstpreference first. Only the Admissions Team know whichorder you have preferenced your schools, each preference istreated separately to see if you can be offered a place in anyor all of your preferenced schools. If your child can be offeredmore than one school, the order in which you have made yourpreferences enables us to offer you the highest preferencedschool, for which you qualify.

l You will receive an email on 1 March, if you applied online(unless you opt out of receiving emails). If you did notapply online, you will receive a letter which will be posteddirectly to you after 1 March 2022.

l Before decisions about offers are madeThe closing date for you to apply is 31 October 2021.If we receive your application after this date, it will onlybe considered if we receive it before 22 November when

we start to consider applications where there are exceptionalcircumstances, such as a house move. We are also unableto accept changes to your preferences unless there areexceptional changes in your circumstances.

l After decisions about offers are madeIf we receive your application late and after we have madedecisions, we will only consider it after all those returned ontime unless:– There are exceptional circumstances as previously

described; or– The late application or change of preference is for an

undersubscribed school (a school with unfilled places)If you have already applied for five schools, we will not acceptany other preferences, changes of preference or additionalpreferences, except for the reasons above. However, you canapply after 1 September 2022 for an ‘in year application’.

l Moving houseIf you have moved house, you must send us proof of your newaddress. Please provide a copy of your council tax bill and aminimum of two additional documents from the following:- gas,electricity, phone bill and a child allowance or benefit documentin your name or that of your child.When considering applications we use the ‘child’s permanentaddress at the time of admission’. If you expect to move bySeptember but you are still living at your current address whenyou apply, we can only consider your application from the newaddress if you provide the following documents:– Proof of completion on your new property and a solicitor’s

letter to confirm the sale of your previous property; or– A rental agreement on the new property and confirmation

of the sale or ending of your tenancy agreement for theprevious property.

We will not accept mortgage offers or letters from estateagents as proof. If your house purchase or rental has notreached a stage where you can provide these documents by15 December 2021, we will consider your application from yourcurrent address. However, it is important that you tell us if youmove house at any time as it could affect your child’s allocation.If you have applied for a school located in another localauthority or have applied for a school which is its ownadmission authority, we cannot guarantee that they will acceptchanges of address which take place after 31 October 2021.

l If we are unable to give you any of your preferred schools,we will offer your child another school with an availableplace. This may include faith schools and single-sex schools.We decide which is the most appropriate school, takinginto consideration all children without a school place andavailable bus routes. If you do not apply for a local schooland it becomes full, it is likely that the nearest school that wecan offer will be some distance from your home. We can onlyoffer an alternative school that has places available after allapplications for that school have been considered.

l You can ask for your child’s name to go on a waiting list forany schools that you applied for. Your child cannot be placed

on a waiting list for a school that you did not apply for unlessthere is a significant change in your circumstances (forexample, you move house) or exceptional circumstances. Ifany places become available, they will be filled in line withthe admission policy and not how long the name has been onthe list. Most schools’ waiting lists will close on 31 December2022. If the school is located in another local authority area,you should contact the relevant authority directly regardingthe waiting list.

l You can make a formal appeal to an independent appealpanel, for any school that you have applied for. This is alegal process and places are not ‘reserved’ for appeal panelsto offer children. Every appeal granted adds an additionalchild to the school over the Published Admissions Number(PAN) as the year group will be already full. The Panelwill consider all the circumstances and issues that youinclude in your appeal, either verbally or in writing. Whilstthe Independent Appeal Panel will listen to all cases andcircumstances, there is not a checklist of circumstances thatyou must meet. However it is usually the most exceptionalcases that are granted places. You can get appeal forms fromthe Admissions Team for most schools except the DixonsAcademies (except Dixons Cottingley Academy) or BingleyGrammar School. For these schools you must contact theschools direct for an appeal form. For schools in other localauthorities, you must contact the relevant local authority.

We urge you to accept a place at the school you havebeen offered – it will not affect your chances of getting aplace at your preferred school either from the waiting listor at appeal. You could also risk your child having noschool place in September.

School Meals and ClothingBradford Council no longer provides a school clothing allowancefor low income families. Bradford schools have now taken on theresponsibility for providing parents with support for this whereappropriate. How schools provide this support will vary fromschool to school so parents should contact the allocated schoolfor more information.If your child attends a tax-payer funded school and you live inthe Bradford district you may be able to get free school meals.Families should apply if they get any of these benefits:l Income Supportl Income Based Jobseeker’s Allowancel Income Related Employment and Support Allowancel Child Tax Credit with an annual income of less

than £16,190, provided you are not receiving Working TaxCredit

l The ‘Guaranteed’ element of the State Pension Creditl Support under Part VI of the Immigration and Asylum Act

1999 (you will need to apply directly to the school if youreceive this benefit and not to Bradford Council)

l Working Tax Credit run-on (paid for 4 weeks afteryou stop qualifying for ‘Working Tax Credit’)

l Universal Credit with an annual net earned income thresholdof less than £7,400.

Home to school travel assistanceYou should consider carefully how your child will get toand from the school(s) you apply for before you makeyour application for a school place.Children will only be entitled to free travel assistance if thereis an entitlement under the Council’s Home to School Traveland Transport Policy for Children of Compulsory School Age.If a sibling or other local child is already in receipt of transportto a school, this does not guarantee that a new child willautomatically qualify for transport to the same school. Bradford Council in accordance with its statutory duty, willprovide free home to school assistance for children of secondaryschool age to the nearest available school to their homeaddress, if they live 3 miles or more from that school.It is important to note that the ‘priority’ or ‘feeder’ school foryour address may not be the nearest school.Bradford Council will measure using the shortest walking routeto calculate distances to establish which is the nearest ‘suitablequalifying school’ to a child’s home address. We determine yournearest ‘suitable qualifying school’ with places available at thetime of allocation. If you apply outside of this time, because forexample you move address; we will determine it at the time ofthe application. The Council uses a Geographical InformationSystem (GIS) to measure and calculate home to schooldistances. The measurements produced by the Council’sGIS are the definitive distance calculations that the Councilwill use to determine travel assistance eligibility.For children from low income families, the policy is extended toprovide travel assistance to any one of the three nearest statesecondary schools to the home address which are between 2and 6 miles from the home address. Children from low incomegroups are defined as those who are entitled to free schoolmeals.Entitlement is also extended to those children from low incomefamilies who are attending their nearest faith school (the childmust be of that faith) which is 2 miles or more, but not more than15 miles from home by the shortest road route. To evidence thatthe child is attending a school based on religion or belief, theirbaptism certificate or a written statement supporting the reasonsfor selecting a faith school must be provided.Once eligible for assistance with travel because of low income,your child will receive assistance for the rest of the school year,subject to there being no other changes that may affect eligibility,such as a house move or change of school.Unless the low income criteria are met, travel assistancewill not be provided to a school if:l There is any nearer school to the home for which

a parent did not apply on the original admissionapplication

l There is any nearer school which was listed as a lowerpreference on the original admission application

l The parent has rejected an offer of a place at any nearerschool

What is the nearest school for transportpurposes?Any parent who wants to find out which school the Councilconsiders to be their nearest school for transport purposesshould send an email to [email protected] email should state the child’s name and address, askingwhat the Council considers to be the nearest secondary schoolfor transport purposes to that address.

Points to rememberl An offer of a school place does not guarantee free

school transport even if you live over three miles awayfrom the school you have been offered, even if it is yourpriority admission area school.

If your child does not qualify for free travel assistance you maybe able to purchase a bus pass for a vehicle operating to theschool. You can find bus and travel pass information athttps://www.wymetro.com/schools

Entitlement for children with additional needsChildren who are unable to walk to school because of their specialeducational needs, disability or temporary medical condition mayqualify for assistance. The Council is working with parent groups,schools and SEND professionals to change the way we deliverschool travel for children with additional needs. You will needto give full details on the application form and your applicationmust be supported by specialist advice relating to the medical orbehavioural needs of your child and after consultation from theschool and other agencies involved in your child’s wellbeing.

Travel provisionIf your child qualifies, we will usually give them a ‘smart card’ totravel free on the bus or train for one journey to and from schooleach day. If your child has additional needs and is unable to travelindependently by bus or train, we may provide an escort or traveltraining to encourage independence, a personal budget, dedicatedor specialist transport. Fares and passesReduced fares are available to pupils in full-time educationtravelling on all trains and most buses displaying the Metrosymbol. Beckfoot School Thursday 16 Sept 6.00pm to 8.30pm The Headteacher will do presentations throughout the evening eachtime the hall is full. The first presentation will be 6.00pm.

Beckfoot Oakbank Academy Thursday 16 Sept 5.30pm to 7.30pm Headteacher’s talks will be scheduled to take place at 6.00pm 6.30pmand 7.00pm. Each talk will begin when the Main School Hall is full.

Beckfoot Thornton Academy Thursday 23 Sept 5.45pm to 8.00pm The Headteacher’s presentations will take place in the main hall at6.00pm and 7.00pm.
