1.0 Executive Summary
The proposed mining lease area is situated near Village Adityana, Tehsil Ranavav, District
Porbandar, State Gujarat. The mining lease area covering 12.62 hectares with Survey No 5/6(P)
consists of non-forest waste land. The concerned mine is proposed by M/s Tata Chemicals
Limited. It was originally granted in favor of the lessee vide order no. MCR-1565/ (T)
31773/CHH dated 2.1.1967 issued by Government of Gujarat, Industries, Mines and Power
Department, Gandhinagar. The mining lease is part of Adityana Village of Ranavav Taluka was
executed on 05.06.1967 and expired on 04.06.1987. Application for renewal of mining lease for
another 20 years was submitted to the Government of Gujarat on dated 20.03.1986, before one
year of expiry of lease and state govt. rejected renewal application on dated 14.05.1987. The
company filed revision on dated 02.06.1987 to Central Government and again Central
Government rejected renewal application on dated 04.08.2000. The company filed court case in
Gujarat High Court against rejected renewal application by Central Government and Gujarat
Court give its decision in favor of company to State Government for renewal of lease. State
Government has issued Letter of Intent for first renewal vide letter no. MCR/1586/T-63/2551-
CHH dated 22.11.2004. The second renewal applied on 28.04.2006 for a period of twenty years
i.e. from 05.06.2007 to 04.06.2027 vides receipt no. GP/ML-REN 105/2006/501 dated
15/05/2006. As per amendment in Section 8A (5) of the MMDR Amendment Act, 2015, lease
period of the captive leases are deemed to be extended till 31.03.2030. In this regard, the District
Geologist has written the letter to commissioner of Geology & Mining, Gujarat for the lease
period deemed extension to 31-03.2030 vide letter no. por/ml/renew/105/lease/extension/5959 on
dated 19/11/2015. The aforesaid mine lease area measuring 12.62 Ha is for extraction of
Limestone.
The above mining lease has been discontinued since 1990-91 due to its proximity to the Barda
Wild Life Sanctuary and pending to Environmental Clearance. This mining lease used to fall
within Eco Sensitive Zone of Barda Wild life Sanctuary as per MoEF & CC’s draft notification
no. S.O. 2991(E) dated 2/11/2015. Recently the MoEF & CC have notified the final ESZ vide
notification no. S.O. 1365(E) date 28.4.2017, where in this mining lease has been kept outside of
ESZ boundary and mining outside ESZ is not a restricted activity.
The aforesaid mine lease area measuring 12.62 ha is for extraction of Limestone. The annual
production is targeted at 150000 tonnes. Semi mechanized mining method is proposed to be
adopted to mine out the minerals. Sizing, sorting and blending will be carried out by transported
to crusher located outside the mining lease area. The cost of the project is Rs 2.27 Crore.

1.3 Conclusion
The production of mineral will benefit the State in the form of Royalty and dead rent. Apart from
this, the project will generate direct and indirect employment opportunities to the tune of about 25
persons from the nearby villages. Also, the mine owner will conduct medical camps at regular
intervals in the nearby villages and will also develop much needed infrastructure like toilets,
school furniture, water tankers, etc.
2. INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION
2.1 Identification of Project and Project Proponent

Tata Chemicals Limited have due in course expanded the capacity of their chemical plant to
875000 TPA have also established a cement plant at Mithapur with an annual rated capacity of
440000 TPA with a view to utilize the fines (50mm) along with other sub grade Limestone
obtained as overburden or interburden during mining of chemical grade limestone. TCL now
propose to expand the capacity of the Soda Ash Plant to 1000000 TPA and of the Cement Plant to
880000 TPA in future. (Approved mine plan is attached as Additional Documents).

2.2 Brief Information about the Project:
The proposed Adityana-Naviline-“D” Limestone Mine over an area of 12.62 ha is situated in
Village Adityana, Tehsil Ranavav, District Porbandar, State Gujarat. The method of mining will be
adopted as Semi mechanized open cast mining. The drilling will be done with the help of 110 mm
dia down the hole wagon drills. The blasting is done mainly with ANFO as the column charge and
toe blast or any other cap sensitive explosives as the base charge. The loading of limestone and
other grade is done by 1.5 cum, hydraulic excavator and transported by 10 tone tippers/dumpers to
the crusher located outside the mine lease area. Water requirement for the proposed project for
drinking, dust suppression and other use will be around 30.0 KLD. The mine will extract
Limestone only. The production is proposed to be around 150000 tonnes per annum. Semi
mechanized open cast mining method is proposed to be adopted to mine out the minerals. Sizing,
sorting and blending will be carried out by transported to crusher located outside the mining lease
area. The cost of the project is Rs.2.27 Crore.
2.3 Need for the Project and Its Importance to the Country or Region
Limestone is one of the most important industrial minerals and it is used in manufacturing of
cement, steel, lime & other lime based product. Limestone available in the proposed mine is of
cement grade on the basis of its CaO content and few physical properties, hence mainly supplied to
cement industry of the region of their use, as complete limestone of the area is suitable for
chemical & cement industries.
2.4 Demands-Supply Gap
The Limestone present in the area are economical because the cost of production is less than sale
value, hence mining Limestone from this area is viable.
2.5 Imports vs. Indigenous Production
Limestone produced at this mine is sent to company’s soda ash plant after sizing and in future also
the same will continue.
2.6 Export Possibility
Limestone produced at this mine is sent to company’s soda ash plant after sizing and in future also
the same will continue.
2.7 Domestic/Export Markets
The ROM will be sent to the TCL’s nearby registered sizing yards for manual sizing before
dispatching it to the Soda ash Plant. M/s TCL is manufacturing soda ash and cement in its work at
Mithapur in Devbhumi Dwarka district. The chemical grade Limestone production from the mine
is proposed for the manufacture of soda ash plant after crushing/screening outside the lease area.
Whereas the under size chemical grade limestone and cement grade Limestone will be sent to TCL
cement unit for cement manufacturing.

2.8 Employment Generation
The total manpower requirement for this mining project is approx. 25 persons. Preference for
employment will be given to locals. The project will also generate indirect employment
opportunities for the locals.
3. PROJECT DESCRIPTION
3.1 Type of Project Including Interlinked and Interdependent Projects, If Any.
The mine is spread over an area of 12.62 Ha. The proposed production is 150000 TPA. There are
no interlinked projects involved.
This mining project falls under ‘A’ category Project or activity 1(a) as per EIA Notifications
2006 and its subsequent amendment on 14.03.2017.
3.2 Location
Adityana-Naviline-“D” Limestone Mine over an area of 12.62 ha is situated in Village Adityana,
Tehsil Ranavav, District Porbandar, State Gujarat.

Approach:
The lease area can be approached by 2.0 to 3.0 km motorable track from the nearby road
connecting villages Adityana and Rananav. The village habitation Adityana is about 2.41 Km to
the west of this mine. From the village area, the lease area is at a road distance of approx. 3.0 km
along the metalled road and the approx.1 km kutcha but motorable track. The lease area is
connected by National Highway-8B is about 4.62 km in South direction. Ranavav Railway Station
is about 1.92 km in SE direction from the project site. Porbandar Airport is about 9.30 km in SW
direction from the project site.

3.3 Details of Alternate Sites
Mining is site specific so no alternative site is proposed.
3.4.1 Size or magnitude of operation
The mining lease has been granted over an area of 12.62 Ha. The proposed production is 150000
TPA. The average number of working days in a year would be 300.
3.5 Physiography
The area of investigation represents the border between a coastal plain about 15 to 20 km wide and
the foothills of the Barda Range. The present general elevation within the lease area varies from
38mt to around 48mt showing a relief of about 11mt. The Barda hill range to the NE forms
picturesque backdrop to the otherwise monotonous coastal plain and rises to an altitude of over
600mters. Beyond the foothills the plain has a gentle & southwesterly slope towards the sea.
3.5.1 Regional Geology
The rock formation belonging to Late Pleistocene to early Holocene age and designated as
Miliolite formation occupies the saurashtra coastal plain extending from northwest of Porbandar to
near gopnath point in Bhavnagar district. This formation overlaps the Pliocene and Miocene rocks
and occurs directly over the Deccan trap formation of upper cretaceous to Paleocene age towards
the north and east. The regional stratigraphic sequence is given as-
The rock formations exposed in the region are Gaj formation, Milliolitic Limestone formations are
occurring in the form of mounds and ridges extending upto 25-30 kms in land form the margin of
Arabian Sea, overlapping the tertiaries and deccan traps formations. The sequence of the rocks in
the region is given below:

3.5.2 Local geology
Almost the entire lease area has been subjected to mining activity removing the upper part of the
limestone formation. The area is now entirely covered by the lower layers of the limestone

formation followed downwards by a thin layer of clay resting unconformably over the basement
granophyres. The local stratigraphic sequence as could be deciphered from the limited drilling data
is presented below-

3.6 Project description with process details
3.6.1 Method of Mining
There is neither any overlying waste rock strata nor any overburden in the area. Drilling will be
done by opencast method of mining using hand held tools. Due to soft nature of limestone,
occasional drilling and blasting were adopted wherever it was required. Drilling was done by using
Jackhammer and Blasting was done by using gunpowder explosive. Blasted material was sized
manually at the face and the sized material was manually loaded in the tippers/trucks of 10T
capacity for further dispatch to Mithapur soda ash plant. There are no specific pits which can be
individually defined. However due to previous mining a total area of 6.70 Ha is degraded. The
degraded area is still having chemical grade limestone in its floor which can be still be mined.
Attempts have been made to design and exploit the deposit with minimum damage to environment
& optimal utilization of limestone for Soda Ash & Cement manufacture. Chemical grade limestone
occurring as compact layer will be worked by bench. Individual bench height not exceeding 3.0 m.

mainly with ANFO as the column charge and slurry explosive as the base charge.

3.7 Raw Material Required Along With Estimated Quantity, Likely Source, Marketing Area

No raw material will be required for production of Limestone.
3.8 Resource Optimization/ Recycling and Reuse
Only water will be used as resource optimization/recycling at the mine site.
3.9 Availability of Water, Its Source, Energy/Power Requirement and Source
3.9.1 Water Requirement
Total water requirement is about 30.0 KLD =2.7 KLD (Drinking & Domestic Uses) + 11.7 KLD
(Plantation) + 15.6 KLD (Dust Suppression). Ground water will be extracted to meet the water
demand at the mine site as permission was taken from CGWA vide letter no. 21-
4(987)/WCR/CGWA/2012/-4064 dated 06 July, 2012.
3.9.2 Power
Mining will be done in daytime only and mining equipments will be diesel operated. The use of
electricity will be for lighting/illumination purposes only for the limited use.
3.10 Quantity of wastes to be generated (Liquid and solid) and Scheme for their
Management/Disposal
3.10.1 Nature of Waste
There is no over burden/waste will get generated during the mining in the proposed mining lease
area.
3.10.2 Liquid Effluent
Not applicable
4. SITE ANALYSIS
4.1 Connectivity
The lease area can be approached by 2.0 to 3.0 km motorable track from the nearby road
connecting villages Adityana and Rananav. The village habitation Adityana is about 2.41 Km to

4.2 Landform, Land use and Land ownership
Total mining lease area of the project is 12.62 ha comprising of Govt. non forest waste land.
4.3 Topography and Drainage
The area of investigation represents the border between a coastal plain about 15 to 20 km wide and
the foothills of the Barda Range. The present general elevation within the lease area varies from

4.5 Existing Infrastructure
Mine office and temporary rest shelters are constructed at mine site. Haul road is well maintained
and water sprinkling carried out time to time to maintain the road condition. Temporary rest shelter
is proposed to be changed, presently available infrastructure is well maintained to support the
current need related to transport, shelter for workers etc.
4.6 Geomorphology and Soil Type
The soils of Porbandar district may be classified into two main categories: a. Shallow to Medium
black soils b. Deep black soil (Ghed area) c. Coastal alluvial soils Shallow to Medium black soils
are very widespread and occurs in 75 % of the area and are found almost in all the talukas. They
are more productive and are rich in lime, magnesia and alumina raid poor in phosphorous, nitrogen
and organic matters. They can retain considerable moisture and are much suitable for agricultural.
Coastal alluvial soils are found in coastal parts of Porbandar Taluka where the soils are less

4.7 RAINFALL & CLIMATE
The district has the meteorological station in the district town Porbandar. There are several rain
gauge stations being monitored by different State Government agencies. The Water Resources
Investigation Circle (WRI) under the department of Narmada Water Resources, Govt. of Gujarat,

monitors most of the rain gauges stations and also collects and compiles the rainfall data collected
by different agencies. Long term mean monthly climatological parameters (IMD 1951-80) like
maximum and minimum temperatures, relative humidity, wind speed and rainfall are given in
Table and depicted in Figure.

General climate of the district is sub-tropical and is characterized by three well-defined seasons,
i.e. summer - from April to June, monsoon - from July to September, and winter - from October to

4.8 Social Infrastructure available:
The lease area is connected by National Highway-8B is about 4.62 km in South direction. Ranavav
Railway Station is about 1.92 km in SE direction from the project site. Porbandar Airport is about
9.30 km in SW direction from the project site. School is present in village Adityana, Hospital is
located Rananav.
5 PLANNING BRIEF
5.1 Planning Concept

5.2 Population Projection
Temporary influx of people will be there as the managerial and supervisory staff will be recruited
from outside the area.
5.3 Land use Planning
No external dumps are likely to be created in the absence of any overburden or top soil. Hence, no
degradation due to dumps. Undersized limestone generated at the crusher will be used in the
cement plant at Mithapur. Backfilling of the pit is ruled out in the absence of fill material. The only
option left is to use the pit for storage of rain water. This will help in re-charge of ground water
level of the area. And at the same time water can be used for cattle's also. Barbed fencing / bund
shall be constructed all along the periphery of the pit to render it safe for men and animals. Proper
ramp at places shall be constructed for animals. All necessary precautions as per Reg. 115(1) of
MMR 1961 will be taken.
It is further proposed that cultivation be taken up in the statutory barrier to be left along the canal.
This will enhance the aesthetic beauty of the area. This work should be taken up in consultation
with Horticulturist and landscape designers.
5.4 Assessment of Infrastructure demand (Physical & Social)
On the basis of the preliminary site visit, the infrastructure demand in the village was assessed on
the basis of need and priority.
Physical Infrastructure
The road facility is already available. Other infrastructure facilities required are transport facilities
for mine labors which will be made available by way of jeep, two wheelers etc.
Social Infrastructure
An occupational health unit will be constituted and the following measures will be adopted:
1. Periodical Medical Checkup program for all the workers and first-aid box with necessary
equipment will be provided.

2. Training for workers regarding occupational hazards and
3. Use of Safety equipment i.e. dusts mask, safety shoes, gloves etc.
5.5 Amenities/Facilities
As per the approved mining plan, it is proposed to construct and provide Site services like office,
first aid, rest shelter, urinals and maintenance workshops etc. as per the statutory requirements.
6. PROPOSED INFRASTRUCTURE
6.1 Industrial Area (Processing Area)
No infrastructure is proposed.
6.2 Residential Area (Non Processing Area)
As local workers from nearby areas will be engaged for the mining activity, no residential
area/housing is proposed.
6.3 Green Belt
Total area of green belt to be developed would be 33% of mine lease and their surrounding area.
As the mine lease area is 12.62 ha so plantation would be around 4.16 Ha.
Green Belt will be developed around the lease boundary, haul roads and plantation will be
done on undisturbed area, reclaimed area, dump site, near crusher plant, workshop & mine
office, etc.
Local species will be planted in consultation with Forest Department.
Local plant species like Khair, Siris, Bel patra, Neem, Kachnar, Amaltas, Nimbu, Shisham,
Gulmohar, Karanj, Tendu, Pipal, Mahua, Drumstick, Banyan tree, Imli etc. will be planted.
The maintenance such as suitable fencing, watering, replacement of dead plants etc. is being taken
regularly and activity will continue in future for better survival rate.
6.4 Social Infrastructure
Proposed expansion project will result to growth of the surrounding areas by increased indirect
employment opportunities in the region including ancillary development and supporting
infrastructure. The project will also establish social infrastructure for its employees as well as for
the local community.
6.5 Connectivity
The lease area can be approached by 2.0 to 3.0 km motorable track from the nearby road
connecting villages Adityana and Rananav. The village habitation Adityana is about 2.41 Km to
the west of this mine. From the village area, the lease area is at a road distance of approx. 3.0 km
along the metalled road and the approx.1 km kutcha but motorable track. The lease area is
connected by National Highway-8B is about 4.62 km in South direction. Ranavav Railway Station
is about 1.92 km in SE direction from the project site. Porbandar Airport is about 9.30 km in SW
direction from the project site.

6.6 Drinking Water Management
Water for drinking and domestic purpose will be 2.7 KLD. Ground water will be extracted to meet
the water demand at the mine site as permission was taken from CGWA vide letter no. 21-
4(987)/WCR/CGWA/2012/-4064 dated 06 July, 2012.
6.6 Sewerage System
Domestic waste water will be treated into septic tank followed by soak pit.
6.7 Industrial Waste Management: Not applicable
6.8 Solid Waste Management
There is no over burden/waste will be generated during the mining in the entire life of mine.
6.9 Power Requirement & Supply/Source
Mining will be done in daytime only and mining equipments will be diesel operated. The use of
electricity will be for lighting/illumination purposes only for the limited use.
7. REHABILITATION AND RESETTLEMENT (R&R) PLAN
7.1 Policy to be Adopted (Central/State) in Respect of the Project Affected Persons Including
Home Oustees, Land Oustees and Landless Laborers (Brief outline to be given)
As the lease land is a Govt. non forest waste land, the question of Rehabilitation and Resettlement
of project affected people does not arise.
8 PROJECT SCHEDULE & COST ESTIMATES
8.1 Likely Date of Start of Construction and Likely Date of Completion
No construction activities are proposed. The mining activity will commence only after receiving
clearance and other statutory clearance from the authority.
8.2 Estimated Project Cost Along With Analysis In Terms of Economic Viability of the
Project
Estimated project cost is Rs.2.27 Crore. The lessee has all the mining equipments required for the
scientific mining. The mine will be Eco-Friendly. Economically the ore is mineable as compared
to overburden thickness.
9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)
The proposed mine will bring about economic benefits to the state in the form of Royalty. The
local people will be benefitted by getting direct and indirect employment opportunities. The
Limestone is in high demand at the local market for real estate industry. Mining of Limestone at
will be able to meet the local demand to a great extent. Similarly industries depended upon
Limestone will be benefitted by the commencement of mining at the Village Adityana of district
Porbandar. The project will provide livelihood to the poorest section of the society/economically
backward population in the area. It will provide employment to the people residing in the vicinity
of mining area directly or indirectly. The mine management will also help nearby villages by

providing aid to school, conducting medical and social awareness camps, helping in formation of
self-help groups, etc. Thus the project will bring about socio-economic improvement of the area
and will prove beneficial to the area.
