Application Guidelines
1. Background
In align with the Afghanistan National Development Strategy (ANDS), the Government of
Afghanistan has strengthened the Afghan-led and Afghan-own cluster approach since the London
Conference. At the Kabul Conference on July 20, 2010, the Government of Afghanistan and the
international community endorsed the national programs which were scrutinized by the effective
cluster approach.
Among the key development fields, “Infrastructure Development” and “Agriculture and Rural
Development” are significant fields for the improvement of the lives of the people of Afghanistan.
Thus, the Government of Afghanistan tries to accelerate the development through the cluster
approach, however, is facing the lack of human resource and institution capacity of the relevant
ministries/authorities/universities.
In this situation, both the Government of Afghanistan and the Government of Japan/ Japan
International Cooperation Agency (hereinafter referred to as “JICA”) shares the same vision of the
importance of the Afghan ownership and cluster approach, which would lead the infrastructure
development and agriculture and rural development projects. The Government of Japan/JICA is
supposed to conduct several projects such as Kabul Metropolitan Area Development in line with
those priorities and cluster approach. For the purpose of tangible and fruitful implementation of
those expected projects, it would be essential to have capable and well-educated human
resources in the line ministries in Afghanistan. Currently, however, Afghanistan suffers serious
shortfall of such workforce among related ministries, which hampers the proper and effective
project implementation and spontaneous development.
Under these circumstances, the Project for the Promotion and Enhancement of the Afghan
Capacity for Effective Development (PEACE) (hereinafter referred to as “the Project”) was
established by JICA as a technical cooperation project in the Islamic Republic of Afghanistan in
2011.
2. Objectives
The objective of the Project is to support human resource development of Afghanistan,
targeting highly capable, young government officials and university faculty members
(hereinafter referred to as “Participants”), who are expected to engage in formulating and
implementing socio-economic development plans and become leaders in Afghanistan.
Participants of the Project will acquire expert knowledge, conduct research, and build
human networks through the study at Master’s course in Japanese universities, and are expected
to use such knowledge to take an active role in practically solving issues of the socio-economic
development issues that Afghanistan is facing. Furthermore, Participants of the Project are
expected to contribute to expand and enhance the foundation for bilateral relations between
Afghanistan and Japan, as persons having well-rounded knowledge of Japan.

The fields of study at Master’s course are identified based on needs of relevant
ministries/authorities/universities mainly belonging to the “Infrastructure Development” and
“Agriculture and Rural Development” clusters, and 18 fields of study (see the table below) have
been set as being indispensable to the socio-economic development of Afghanistan through the
preliminary survey conducted by JICA. The applicants of the Project are selected from the
relevant ministries/authorities/universities, most of which belong to the said 2 clusters.

4. Qualifications and Requirements of Applicant
Applicant shall satisfy the following requirements.
◆ Nationality Citizens of Afghanistan
◆ Age Born on/after April 2nd, 1973 and born on/before April 1st, 1991
Between 22 and 39 years old as of April 1st, 2013
◆ Academic Background
Has at least 16 years of academic background or equivalent with
a Bachelor’s degree from universities authorized by the
Government of Afghanistan or other countries. “Expected to
Graduate" is not applicable.
◆ Working
Experience/Status
**Please see page 4
Fulfill the both of followings;
1. A civil servant (permanent/contract basis) from relevant
ministries or a faculty member (permanent/contract basis) from
the Universities under the Ministry of Higher Education. The
targeted ministries/authorities/universities are listed on page 4.
AND
2. Having at least 6 months working experience in current
organization as of February 27th, 2013.
◆ English Proficiency
Adequate English proficiency both in written and oral
communication for study at Master’s course. More than 5.5 points
of IELTS is preferred.
◆ Health Condition Mentally and physically in good health
◆ Eligibility
Following persons are NOT able to apply.
a. Currently awarded or scheduled to receive other scholarship
through other foreign assistance
b. Military personnel
◆ Others
◇ Women and provincial civil servants / faculty members in
ministries/authorities/universities are strongly encouraged to
apply.
◇ Participants are obliged to return to Afghanistan after their
graduation in order to make a contribution to the development
of Afghanistan through their work in the relevant ministries/
authorities/ universities.
◇ The applicants who pass the 1st selection must attend Bridge
Education Program 1 (60 hours for English and 30 hours for
Mathematics) including English and Math exam, see page 6.
◇ The successful candidates will be required to attend Bridge
Education Program 2 (English and Math) in August.

5. Application and Selection Procedures
◆ Select one of the “Fields of study” and “Specific Research Fields” in the list of
Annex 2 which are confirmed by your belonging ministries / authorities
/universities.
◆ Fill out all the necessary parts of the Application Form in English. (Typewriting is
recommended)
◆ Application Form must be attached with required documents mentioned in “6. List
of Application Documents”. The documents must be issued in English or
accompanied by a certified English translation.
◆ Relevant organizations shall nominate candidates through their internal selection
and submit their list of nominees to the Project Office by January 30th.
◆ Research theme of nominees shall be in accordance with “Fields of Study” and
“Specific Research Field” in the list of Annex 2.

◆ Nominees can consult with ‘Adviser’ of the Project Office in Japan on how to select
appropriate university. You can contact the advisor at

◆ The Project Office carries out basic qualification screening and checks all the
required documents.
◆ The Project Office informs relevant organizations of the result of 1st Selection
through department/officer in charge of the PEACE Project.

◆ Every applicant who passed the 1st Selection is required to attend the Bridge
Education Program 1 of English (60 hours) and Mathematics (30 hours), which
will be taken place from April to May, 2013.
◆ They shall also take English and Math examination in Kabul at the end of
Bridge Education. The details will be informed by the Project Office accordingly.
The scores of examination will be used for the document screening by Japanese
universities ( 2nd Selection).
◆ NO inquiry about the result will be accepted for any reason and score
sheet will NOT be handed over to applicants.

◆ The Operating Committee of the Project in Afghanistan will finalize the successful
candidates at the end of July, 2013.
◆ The result of the final selection will be informed to the relevant organizations right
after the Operating Committee.
◆ NO inquiry about the result will be accepted for any reason.
◆ Every successful candidate will be required to attend the Bridge Education
Program 2 of English and Mathematics.
◆ Each successful candidate will be requested to sign and submit pledges to comply with the conditions and rules as Participants under the Project.
◆ Each successful candidate is also requested to take medical checkup and submit
the result of it.
◆ Successful candidates will be required to prepare the additional application
documents for the university admission with assistance from the Project office.
◆ Successful candidates are also requested to fill out and submit an application
form prescribed by JICA for the registration as JICA Participants.

Final Selection: Confirmation of Successful Candidates
◆ Each applicant will be interviewed in Kabul mainly through TV conference with
faculty members of Japanese universities from June to July 2013.
◆ NO inquiry about the result will be accepted for any reason.
◆ Do NOT contact the university for the reason of result, or you will be reported to
your belonging Ministry/Authority/University.
3rd Selection: Interview by Japanese Universities
◆ Application documents will be screened by Japanese universities.
◆ The universities might contact you during this period to confirm detail of your
research plan. Inquiry from applicants will NOT be accepted.
◆ NO inquiry about the result will be accepted for any reason.

◆ Successful candidates must participate in pre-departure orientation program and
Bridge Education Program 2 of English and Mathematics to be taken place in
August in Kabul.
During the period of the selection and the pre-departure orientation, domestic transportation
to/from Kabul and accommodation allowance in Afghanistan will be borne by the Government of
Afghanistan.
Schedule is subject to change.
◆ Most of Participants are scheduled to arrive in Japan in September 2013 and
some are in October 2013, prior to their enrollment in Japanese universities.
◆ Participants must participate in briefing and orientation programs after their arrival
in Japan.
◆ Participants will enter into each Japanese university after September 2013,
depending on the schedule designated by the Japanese universities.
◆ Participants who will start their study as research students are requested to take
examinations for their Master’s course after maximum 1 year preparatory period
designated by their university. Should they fail the examination, Participants
are obliged to return to Afghanistan.

7. Important Reminders on Applications & Screenings
A. University to apply
Before filling out application documents, it is strongly recommended to read “Annex 5 :
How to find the best University for you” carefully to make sure the curriculums and
faculty members of the university are matched to your research plan in your desired
field of study.
Applicants can acquire more information on the website of each university or by visiting JICA
PEACE Project Office.
Some universities allow you to contact by e-mail before application. The contact list will be
distributed in the opening workshop to be held at the beginning of February.
B. Application documents
Contents of the documents (especially Part “5. Responsibility of your work”, “6. How you
will utilize your knowledge, skills and experience” and “7. Research Plan” of the
Application Form) need to be approved by your ministry or organization.
Application documents will not be returned for any reason.
Incomplete application documents shall NOT be accepted.
C. Research Plan
It is highly recommended to identify and set research theme related to developmental issue in
Afghanistan. For details, please see “11. Guideline for Writing a Research Plan” of page 16.
The Research Plan will be taken as the most important factor in the process of
screening by Japanese universities. Your Research Plan can’t be changed without
permission of academic supervisor, JICA and your ministry/organization during your study in
Japan.
D. Selection results
Selection results will be notified from the Project Office only. Any inquiries about the results
by applicants will NOT be accepted.

9. Rules and Regulations
A. Example of the Rules and Regulations
(1) To observe all Japanese laws & regulations.
(2) To refrain from violating any of regulations of the enrolled university.
(3) Not to drive a vehicle.
(4) Not to change your field of study, the designated course and the graduate school.
(5) Not to work part-time (excluding academic work for which compensation is provided
by the Fellow’s accepting university, please consult JICA beforehand).
(6) Not to change accommodation without the permission of JICA.
(7) Not to apply for further studies, such as doctoral degree, etc. while you are studying
in Japan under the PEACE Program.
(8) Not to leave Japan without the approval of JICA.
(9) Extension of the Period of Training will not be considered.
(In case of drastic change of health condition (pregnancy, etc), or poor academic
achievement of obtaining a degree, Participants may be requested to leave earlier)
In addition to the above regulations, you are obliged to follow the rules and regulations of
PEACE Project. “Handbook for JICA PEACE Program Training Participants” is available in
the Project office.

10. Important Features of Japanese Graduate School
- Reference Information -
Graduate School System in Japan: Example
- Curriculum:
Comparing to US master program, there are less compulsory modules and common
core modules in Masters Program in Japan.
Soon after the enrollment in the Masters program in Japanese universities, students are
expected to begin their research activities in laboratory (or Kenkyushitsu in Japanese)
according to their choice. There is an advantage that students can experience research
work from early period of Masters Course.
Not only taking classes in a passive attitude, but students are also expected to have an
independent mind to conduct research based on their own research theme in Japanese
graduate schools.

- Requirements for the completion of degree:
According to the regulation of graduate schools, the average required number of credits is
about 30. However, you need to confirm the university information as the numbers of
required modules for completing the degree differ by universities.
About Research Student:
There is a research student system which is original to Japanese graduate school.
A research student is defined as a part-time student who utilizes the time to
prepare for the entrance examination to be a graduate school student.
Research students are able to participate in the lecture, receive instructions from
professor and make use of university’s facilities. There are many cases that Japanese
universities admit international students to enroll in the university as a research student first.
In order to upgrade your status from a research student to a graduate school student,
it is necessary to pass the examination by each university. Therefore, research students
are expected to utilize their time to prepare for the entrance exam to be a graduate school
student.
You need to refer to “University information” provided by the Project Office whether the
university of your choice accepts you as a research student or as a graduate school student.
Generally, period of research student is 6 months to 1 year.

11. Guideline for Writing a Research Plan
I. A guideline for writing a research plan
Participants are required to develop their capacity through the study and research at Master’s
course in Japanese universities so that you can contribute to formulating and implementing
socio-economic development plans of Afghanistan in near future. Therefore, you are
recommended to identify and select research theme which is related to issues of
socio-economic development in Afghanistan.
As the research plan is a blueprint of research, the plan which you will submit for application
will not be the final and will be revised and refined many times during the course of your study
within the scope of “Fields of study” selected initially. However, you are requested to
elaborate the plan as much as possible at this stage by means of discussions with your
organizations and scrutinizing documents such as policy paper and strategic paper of your
organization.
The readers (faculty members of graduate schools) will evaluate your academic ability and
motivation for the study mainly from the following view points. Therefore you are
recommended to make these points clear in the research plan.
(1) Academic background and job experience of the Applicants
The Applicants are recommended to prove that your academic background and job
experience are sufficient to engage in research at Master’s course in Japan. Therefore, it
is essential to select research theme which is related to your current or future
assignment in your organization.
(2) Matching of research theme and program of graduate school of applicants’ choice
The Applicants need to show that the program of the graduate school is matched to
research theme of your choice. The readers (faculty members of graduate schools) will
decide if the program of the graduate school can support your research based on the
description in your research plan.
Therefore, it is essential that the Applicants read “How to find the best university
for you (Annex5)” carefully as well as web-site of the university and write the
research plan considering the requirements and characteristics of the graduate school
program. It should be noted that writing a research plan is an initial step of your research.
It is strongly recommended that you will continue to elaborate your research plan before
coming to Japan even after you are selected as the PEACE Participant.
(3) Linkage between research theme which you selected and developmental issues of
Afghanistan

At first, the Applicants are recommended to identify developmental issues yet to be
resolved through discussions with your organization and review existing documents such
as policy papers and strategic papers of the organization. Then, you need to select
research theme which helps to solve the issues. In research plan, linkage between
research theme and the issues needs to be clear.
The applicants are recommended to have discussions with your organization and to
describe in research plan how you will utilize expected outcome of research after
returning to Afghanistan.
It is recommended to prepare references of your research plan in case of the university
require them.

II. Structure of the Research Plan (Example)
