Graduate School of Global Food Resources Doctoral Course Application Guidelines for International Students

◆ Educational Philosophy of the Graduate School of Global Food Resources ◆

The Graduate School of Global Food Resources is tasked with growing international leaders who can understand, offer and realize specific solutions for the diversified, multi-layered food resource problems faced by the world. The aim of the graduate school is therefore to develop experts with a wide-ranging knowledge that enables them to understand global food resource problems from a comprehensive perspective, as well as practical expertise in solving these problems, through advanced, interdisciplinary and comprehensive education that integrates the humanities and sciences.

◆ Admission Policy ◆ Hokkaido University functions under four essential tenets: Frontier Spirit, Global Perspectives, All-round Education, and Practical Learning. Given these tenets, the Graduate School of Global Food Resources awaits applications from candidates who have the following motivations, qualities, and objectives: ○ Motivation for enrollment: • the desire to work on cutting-edge research leveraging the insight and perspective gained from master’s study • the self-drive to discover problems that present themselves at domestic and overseas sites and the confidence to

work autonomously on resolving them • the desire to solve problems independently while receiving guidance from Japanese and foreign teachers • the aspiration to not only convert research results into research papers but also to apply the research in practical

situations • the willingness to take a self-sufficient leadership role in using research results ○ Qualifications required for applicants: • a global perspective with a deep interest in community and society • sufficient background knowledge, necessary communication skills, and language proficiency in English to tackle

a host of problems related to food, land and water resources • the aptitude to research food resource sites of domestic and abroad and discover their problems • the ability to return research results to solve the problem of the region and community • the capacity to provide leadership in the context of teamwork in local communities as well as internationally ○ Objectives for admission: The ideal applicant is not just a researcher who writes papers, but an individual who can autonomously build new proposals that leverage research results and can, without direction, confidently apply this expertise as a food resource expert at the local level. In other words, we are looking for people who can—through the integrated arts and sciences master's program—cultivate advanced skills in problem identification and can inculcate within themselves a global perspective that enables them to take a broad view toward discovering the elements necessary to solve the problem at hand. We welcome applications from candidates who are capable of developing the ability to polish the various problem-solving skills acquired during their master's degree studies and are willing to independently take paths that lead to optimal answers to the problems they encounter. Certainly, our ideal aspirant is a person who can, apart from problem-solving, also convincingly communicate knowledge and can discuss the broad issues effectively. Ultimately, however, the person we are looking for is someone who has the practical abilities to incorporate academic research endeavors, their results, and the knowledge acquired through them on the ground at the local level to lead a team and to solve the specific problems that occur.

2. Examinations

(1) Preliminary Review of Application Qualifications: Each applicant will undergo preliminary review based on the application qualifications before taking the examination.

(2) Examination: Individuals who meet the application qualification requirements will then be evaluated based on their application documents as well as e-mail and web interviews.

3. Application Qualifications 3-1. Basic Qualifications:

For individuals whose residents are not in Japan, and whose circumstances make it difficult to come to Japan to take the entrance examination, the following conditions apply: (1) Individuals who have been awarded or expect to be awarded a master’s degree or professional degree in March

2021. (2) Individuals who have been awarded or expect to be awarded a degree equivalent to a master’s degree or a

professional degree from a foreign university by March 2021. (3) Individuals who have been awarded or expect to be awarded a degree equivalent to a master’s degree or

professional degree by taking correspondence courses in Japan offered by a foreign school by March 2021. (4) Individuals who have completed a foreign university’s graduate school coursework at an educational institution

in Japan and have been awarded or expect to be awarded a degree equivalent to a master’s degree or professional degree by March 2021. The institution needs to be positioned within the school education system of that foreign country as an educational body with a graduate school course and is required to be designated by the Japanese Minister of Education, Culture, Sports, Science and Technology.

(5) Individuals who have been awarded or expect to be awarded a degree equivalent to a master’s degree by March 2021 from a United Nations University as prescribed in Article 1(2) of the Act on Special Measures Incidental of Enforcement of the Agreement between the United Nations and Japan regarding the Headquarters of the United Nations University (Act No.72 of 1976), which was established under the December 11, 1972 resolution of the General assembly of the United Nations.

(6) Individuals who have completed their formal education by taking a correspondence course through a non-Japanese university, an educational institution which received the designation by (5), or the United Nations University, who have passed an examination or a screening equivalent to the regulations by Article 16.2 in Standards for the Establishment of Graduate Schools, and who are recognized to have an academic ability equivalent to Master’s degree holders by the Graduate School, or who will obtain it by March 2021.

(hereinafter referred to as “individuals from a foreign university who have been passed a Qualifying Examination”.

(7) Individuals designated by the minister of education, culture, sports, science and technology (1989 Notice No. 118, Ministry of Education, Science and Culture; 2001 Notice No,55, Ministry of Education, Culture, Sports, Science and Technology).

(a)Those who have graduated from a university, have worked for two years or longer at a university or research institution, and have earned a master’s degree or are recognized by the Hokkaido University Graduate School of Global Food Resources as possessing equivalent or greater academic capabilities based on its research findings.

(b)Those who have completed 16years of school education in a foreign country or 16 years of school education of a foreign country by taking a correspondence course in Japan offered by a school of that foreign country, have worked for two years or longer at a university or research institution, and have earned a master’s degree or are recognized by the Hokkaido University Graduate School of Global Food Resources as possessing equivalent or greater academic capabilities based on its research findings

(8) Individuals who are recognized by this graduate school as possessing the equivalent or greater academic skills as that of a person who has a master’s degree or professional degree based on an individual admission qualification screening and who will be 24 years of age as of March 31, 2021*.

* This qualification applies to those who do not possess the qualifications of a university graduate, such as graduates of a national college

of technology, junior college, specialized training college, or other types of schools, as well as graduates of Japanese branch schools of foreign universities or foreign schools.

[Note] Individuals applying based on the above qualifications (6), (7), or (8) are required to undergo a preliminary review of application qualifications, so be sure to submit the following documents between September 11 (Fri.) and September 17 (Thu.), 2020. In the case of (6) … “Application form for the preliminary review of application qualifications” and “Success

certificate of the Qualifying Examination”. In the case of (7)・(8)… “Application form for the preliminary review of application qualifications”,

“Certificate verifying your research history”, “Record of research findings”, and “Letter of recommendation from the director, etc., of the institution where you conducted research or an equivalent document”.

There are designated forms for “Application form for the preliminary review of application qualifications”, “Certificate verifying your research history”, and “Record of research findings”. The forms must be requested from the graduate school.

3-2. Requirements: Applicants must fulfill the following requirements:

・ Applicants are required to have a coefficient of the final academic grade of over 2.30 (3.00 as the full score). If the score coefficient is unclear, please contact the Graduate School of Global Food Resources ([email protected]).

Use the prescribed form. Select a theme of interest and contact a potential adviser. In this statement, applicants must explain the reason for wishing to enroll in the master's degree program of Hokkaido University and describe your proposed research plan of interest.

In two A-4 or letter-size pages or less (discretionary format). Figures and tables can be included in the summary. Only English is acceptable.

□ Letter of recommendation

Written by an individual in a position of professor or higher at the university from which you have graduated /is expected to graduate Applicants who completed courses at the Graduate School of Global Food Resources, Hokkaido University need not submit the documents.

Certificate of English proficiency (e.g., Copy of an official score certificate of TOEFL, TOEIC,IELTS)

5. Preliminary Review of Application Qualification All documents listed in Section 4 above must be submitted between September 11 (Fri.) and September 17 (Thu.), 2020 (except on Saturdays, Sundays and national holidays).

If mailing your application, mark the outside of the envelope, “Admission application materials for international students applying for Graduate School of Global Food Resources Doctoral Course” in red ink, and send it by simplified registered mail (it must arrive at the university during the application period above). If applying from overseas, send your application by EMS or registered airmail.

Submitted documents will not be returned. 6. Application Period (for payment of Entrance Examination Fee)

Applicants who have passed the Preliminary Review of Application Qualification must apply by paying the entrance examination fee during the following designated period. (1) Application (entrance examination fee payment) must be made between October 7 (Wed.) and 13 (Tue.), 2020. (2) Total amount of JPY 30,500 (including the entrance examination fee of JPY 30,000 and processing fee of JPY

500) must be paid through the online application (payment) system during the above-mentioned period. Detailed information on the online system will be provided to individual applicants who have passed the preliminary review.

*Government-funded international students, China Scholarship Council (CSC)-supported students and Hokkaido University President’s Fellowship international students are exempted from paying the examination fee.

*After the application materials are accepted, the paid examination fee shall not be refunded for any reason except in the following cases: [Cases in which the examination fee can be refunded]

1) Cases in which the examination fee is paid but an application is not made (application materials are not submitted or the application is not accepted).

2) Cases in which the examination fee is paid twice. 3) Cases in which the examination fee is paid by those who are exempt from the payment.

7. Examination

(1) Examination period: between October 16 (Fri.) and November 13 (Fri.), 2020 (2) Content of the examination: e-mail and web (e.g., Skype) interview

* In web interviews, applicants have to make their presentation on the contents of both of your previous study, and the research plan after your admission to the course, by using such as PowerPoint. Applicants need to secure a communication environment with good audio and visual conditions for the time frame specified by the university.

8. Announcement of the Examination Results

The results will be e-mailed to applicants individually at 4:00 p.m. (subject to change) on November 26 (Thu.), 2020. The university will not answer any inquiries about the examination results by phone or e-mail.

9. Enrollment Fee and Tuition

(1) Enrollment fee: JPY 282,000 (2) First-semester tuition: JPY 267,900 (annual total: JPY 535,800)

Note: The above amounts are estimates. If these figures are revised at the time of admission or during enrollment, the new amounts will apply as of the time of revision.

10. Privacy Policy ・ Names, addresses, and other personal information provided to the university on application documents will be

used solely to select enrollees, announce the exam results, and for admission procedures. The personal

information of those who are accepted for admission shall also be used for administrative purposes after enrollment (student registration, academic counseling, etc.), student support services (health management, scholarship applications, etc.), and administrative tasks related to tuition, etc.

・ Among the personal information provided, only the names and addresses of applicants may be used to facilitate communications from Hokkaido University Frontier Foundation and Hokkaido University Athletic Union, which are organizations associated with the university.

・ The information will not be used for any other purposes than those mentioned above.

◆ 大学院国際食資源学院の教育目標 ◆

本学院では,世界が直面する多様かつ重層的な食資源問題を理解し,具体的な解決策を提示・実践で

きる国際的リーダーを養成する。そのため,先端的,学際的かつ総合的な文理融合型の教育研究を実施

し,世界の食資源問題を俯噉的にとらえることのできる幅広い知識と,問題解決を実践できる専門性を

兼ね備えた人材を輩出することを教育目標とする。

材を目指す。すなわち,修士課程より更に進んだ問題発見力を文理融合教育で培い,これに加え

1.募集人員 国際食資源学専攻…………………若干名

2.入学者選抜方法 (1) 予備審査:出願書類により志願者の資格審査を行う。

(2) 入学者選抜:出願資格を有する志願者に対し,入学願書,成績証明書等の出願書類の内容及びメール

インタビュー並びにスカイプ等を用いた面談の結果を総合して決定する。

3.出願資格

3-1. 基礎資格:

日本国内に居住せず,入学試験を受験するために来日することが困難な者であり,次のいずれかに該当

すること。

(1) 修士の学位又は専門職学位を有する者及び令和3年3月までに授与見込みの者

(2) 外国の大学において修士の学位又は専門職学位に相当する学位を授与された者及び令和3年3月ま

でに授与見込みの者

(3) 外国の学校が行う通信教育における授業科目を我が国において履修し,修士の学位又は専門職学位

に相当する学位を授与された者及び令和3年3月までに授与見込みの者

(4) 我が国において,外国の大学院の課程を有するものとして当該外国の学校教育制度において位置付

けられた教育施設であって,文部科学大臣が別に指定するものの当該課程を修了し,修士の学位又は

専門職学位に相当する学位を授与された者及び令和3年3月までに授与見込みの者

(5) 国際連合大学本部に関する国際連合と日本国との間の協定の実施に伴う特別措置法(昭和51年法

律第72号)第1条第2項に規定する1972年12月11日の国際連合総会決議に基づき設立され

た国際連合大学の課程を修了し,修士の学位に相当する学位を授与された者及び令和3年3月までに

授与見込みの者

(6) 外国の学校,(5)の指定を受けた教育施設又は国際連合大学の教育課程を履修し,大学院設置基準第

16条の2に規定する試験及び審査に相当するものに合格し,修士の学位を有する者と同等以上の学力

があると認められた者及び令和3年3月までに認められる見込みの者(以下「外国の大学において基

礎力審査に相当するものに合格した者」という。)

(7) 文部科学大臣の指定した者(平成元年文部省告示第118号)

①大学を卒業し,大学,研究所等において,2年以上研究に従事した者で,本学院において当該研究の

成果等により,修士の学位を有する者と同等以上の学力があると認めた者

②外国において学校教育における16年の課程を修了した後,又は外国の学校が行う通信教育における

授業科目を我が国において履修することにより当該外国の学校教育における16年の課程を修了した

後,大学,研究所等において,2年以上研究に従事した者で,本学院において,当該研究の成果等に

より,修士の学位を有する者と同等以上の学力があると認めた者

(8) 本学院において,個別の出願資格審査により,修士の学位又は専門職学位を有する者と同等以上の

学力があると認めた者で,令和3年3月31日までに24歳に達する者

*高等専門学校・短期大学の卒業者,専修学校・各種学校の卒業者,外国大学日本分校・外国人学校の卒業者など大学卒

業資格を有していない者

[注]上記出願資格(6)・(7)・(8)により出願する者については,事前審査を実施するので,令和2年9月

11日(金)から令和2年9月17日(木)までに次の書類を提出すること。

(6)の場合・・・「入学資格審査申込書」,「博士論文研究基礎力審査合格証明書」

(7)・(8)の場合・・・「入学資格審査申込書」,「研究歴証明書」,「研究業績目録」,「所属機関長

等の「推薦書」又はこれに代わるもの」

6.出願(検定料の納入)期間

で。受理は午前9時から午後5時までとする。 (2) 検定料 30,000 円(出願期間中にインターネット出願(検定料の納入)サイトを通じて支払うこと。予

令和2年11月26日(木)午後4時(予定)。本人宛通知書を発送する。電話・メールによる合否の

問い合わせには応じない。

9.入学料及び授業料について

(1) 入学料:282,000円

(2) 授業料:前期分 267,900円(年額 535,800 円)

注)上記の金額は予定額であり,入学時及び在学時に改定が行われた場合には改定時から新たな金

額が適用される。
