1. INTRODUCTION This CMP describes the environmental planning issues related to the installation of a floating marina. The CMP relates to the design and construction of a new floating concrete marina, pile installation, gangways, services and fittings. This plan describes the nature and scope of anticipated environmental impacts, addresses relevant legislation and approval conditions and outlines action to be taken to ensure compliance and to mitigate the environmental impacts identified before and throughout the execution of the construction contract. This plan incorporates details of proposed sediment control, waste management, noise management and traffic management. A Environmental Management Plan, comprising a summary table developed from this document suitable for use by site contractors, is included as Attachment A. 2. 3. PHILOSOPHY 3.1 STATEMENT RBM’s vision for our marinas is the completion of a project that will provide an excellent marina facility for clients and the boating public and to demonstrate during the construction process, commitment to optimum environmental performance. The environmental outcome should be a completed project, which has not permanently, adversely impacted on the air or water quality, the flora and fauna, their habitat or the surrounding community of the marina site during construction, successful measures will be implemented to minimise any temporary, adverse effects on the environment. RBM wishes to be associated with a marina facility, which will improve the amenity for marina users and the community and complement the foreshore with low profile design. The marina pontoon units will provide sanctuary for rapid colonisation by marine life and have positive implications for marine colonies. 3.2 ENVIRONMENTAL MANAGEMENT POLICY RBM aims to ensure the environment is not harmed in any way on any of its projects. It is our objective that the environment is to be enhanced in areas where our products are installed. RBM has the financial and human resources to formulate and implement environmental strategies in their offices and at worksites. Subcontractors are expected to meet RBM environmental standards and are encouraged by example and familiarisation with sensitive environmental issues at particular worksites to ensure that RBM’s policy is successful.

4. AIMS AND OBJECTIVES 4.1 DESCRIPTION OF THE PROJECT ⇒ Integrated design floating marina, associated gangways.

⇒ Supply design documentation for approval.

⇒ Fabricate pontoons for the floating marina.

⇒ Supply and install piling to secure the pontoons.

⇒ Install marina, complete with pile guide systems, timber walers, thru-bolts, infill panels,

cleats, and fendering.

4.2 AIMS OF CMP

⇒ To establish ESD framework. (Guidelines for ESD as applied to building materials are

addressed elsewhere in the CMP.)

⇒ To establish the environmental management process involving co-operation between RBM

staff, other contractors at the site and subcontractors, to ensure understanding of the key

environmental issues for this project so that objectives and targets are met. Standard and

site specific procedures and equipment for mitigation of environmental damage will be

implemented and used.

⇒ To satisfactorily manage contaminated sediments during the construction phase of the

marina.

⇒ To realise optimum performance in the key areas of piling (noise, disturbance to seabed,

water quality) and waste minimisation/disposal to complete this project and achieve a ‘nil’

recording of environmental incident. To achieve these objectives all site workers will be

inducted at site and instructed in their responsibilities of care and reporting and familiarised

with environmental safeguards.

5. MANAGEMENT

5.1 SCOPE

The indicative site boundaries for the contract are to be as shown in the plan of the site locality attached in Appendix 1. The CMP covers the whole of the design and construction process including fabrication, demolition, piling, transportation, assembly, utilities and site maintenance. 5.2 MANAGEMENT PROCESS

It is proposed to manage the CMP by identifying a number of distinct phases and to arrange consultation and reporting to coincide with specific stages of the contract. These specific phases will be design/certification, fabrication, demolition, piling, transport and installation. At the design/certification phase consultation will be between the Principal, Project Engineers, RBM and Consulting Engineers. Upon completion of this phase, RBM will ensure that documents for the final design that is submitted for approval incorporate specific environmental considerations and comply with AS 3962- 2001 – Guidelines for the Design of Marinas. The fabrication phase involves production of the marina pontoons, gangways, timber and bracket components at the Pontoon construction factory. At the plant, raw materials and components are purchased to plant scheduling to minimise waste. Any concrete waste from the casting process is fabricated into ‘environmental blocks’ and incorporated into anchoring systems or abutments. Noise reduction has been achieved by selecting immersion vibrators. Runoff from cleaning operations is contained at site. The plant does not create pollutants, being in the main a casting facility with separate areas for drilling and docking of timber and metal fabrication. Sub-assembly of pontoons will be completed at the factory to minimise on-site construction. No hazardous chemicals are used in the manufacturing process. Construction materials are environmentally inert. Plantation timber is to be used wherever possible, rubbing blocks made from regranulated waste will be purchased for pile fixing assemblies, the bulk of transport dunnage will be back-loaded for re-use. During the piling phase, notification to neighbours will be made prior to piling phase and the recommendations of the noise impact assessment and noise management plan will be incorporated. Operations will be monitored with consultation between the piling operator and the RBM Project Manager. All vessels used at site for demolition and piling works will be in current survey. The hours of operation will be checked and the progress of installation for each pile will be recorded. Any complaints from the public or any authority and all details of any complaint will be noted and reported to the Principal, investigated and acted upon as appropriate.

Delivery and transport of materials to and from site will be by water. Deliveries of marina pontoons and fittings will be by semi-trailer to a suitable wharf area for unloading and pushed into position on site. Travel to the wharves will be undertaken only on designated trucking routes. Deliveries will be timed to avoid peak traffic periods and within specified times for movement according to RTA regulations for truck and load sizes. Cranes used in the unloading operation will also travel during RTA regulated hours. There is little waste generated by these operations. Delivery of pontoons will be monitored as dunnage is to be back-loaded on the final delivery truck each day and sub-assembly adjacent to the wharf will generate some waste. Packing material such as metal banding will be disposed of in appropriate bins maintained at site or within designated areas for recycling at a Waste Transfer Station. The amount of waste is expected to be minimal. Piles will be delivered to suitable wharves and transported by barge to site. All transport on water will be by barge or towage. The Port Authority will be advised of towage movements. All vessels used for transport will be in current Survey. The Superintendent will be informed of the timing of deliveries to site. Marina construction/ installation will be by an approved sub-contractor under the supervision of the RBM Project Manager. Site induction of all sub-contractors will be compulsory and induction will include familiarisation with incident forms, common-sense environmental measures to avoid spillage, provision for waste disposal and the particular environmental issues at the site. All sub-contractors will review relevant management plans for their section of the works at the site induction. There will be daily consultation between sub-contractors and RBM’s Project Manager. All construction activities must be undertaken during daylight hours. 5.3 RESPONSIBILITY STRUCTURE The Project Team and responsibilities follow: The RBM Project Manager Role is to:

Deal directly with the Principal’s appointed Superintendent Liaise with all involved in the design process Liaise with the Production and Quality Assurance teams Oversee transport of materials and supervise all unloading Conduct site induction and site inspections Oversee the piling operations Oversee all sub-contract work including installation and services works and to ensure EMP

procedures are followed Distribute RBM Safety Manual Complete Environmental Incident Report (appendix 3), Site Walkover Check (appendix 4)

and Site Personnel Register (appendix 5) The RBM Administrative Assistant Role is to:

Compile documentation pertinent to the contract including CMP documentation and reporting.

Register, report and respond to public inquiry or complaints on environmental or other construction matters.

The Construction Team Structure is to be compiled and advised subsequent to confirmation of the date for commencement at site. 6. ENVIRONMENTAL IMPACTS The possible environmental impacts identified for the works under this project, mitigation and amelioration measures are: Contaminated sediments and possible disturbance to the seabed during pile installation Contaminated sediments exist within part of the area occupied by Rose Bay Marina. The approximate extent of the contaminated sediments is shown together within the existing facilities and an outline of the proposed new facilities on Figure 1. The contaminants of concern are copper, mercury, lead, Polycyclic Aromatic Hydrocarbons (PAHs) and Tributyltin (TBT). The sources of contamination are considered to comprise a combination of estuary wide sources (diffuse source urban runoff entering the Parramatta River and Sydney Harbour upstream), atmospheric sources, and local sources comprising nearby stormwater outlets the former slipway at Rose Bay Marina. It is important that activities undertaken during construction of the marinas do not cause significant disturbance of the contaminated sediments. Such activities could potentially include demolition, particularly extraction of piles, and installation of new piles. While any disturbance of the seabed is expected to be minimal, localised and temporary, the following measures and procedures shall be adopted for contaminated sediment management:

Extraction of piles in the area of Rose Bay Marina slipway, as generally defined by the shading on Figure 1 and to be confirmed on site by an experienced environmental consultant, shall be undertaken within a metal sleeve placed over the pile prior to extraction.

Driving of new piles in the area described above shall also be undertaken within a metal

sleeve.

In addition, whilst any demolition or construction activities are being carried out in the area described above this area shall be completely contained by a turbidity curtain that extends fully to the seabed and is suitably weighted on the seabed.

Monitoring of turbidity outside the turbidity curtain at a distance of 2m from the curtain and

at a control location(s) shall be undertaken on a daily basis during the works. The number of monitoring locations, the depth(s) in the water column at which monitoring takes place and trigger values for any corrective action shall be approved by the Department of Environment and Climate Change prior to commencement of construction.

If the levels of turbidity established by the monitoring exceed the trigger value, the

Contractor shall immediately investigate the exceedance and implement corrective measures. These measures shall include, but not necessarily be limited to, inspection of the turbidity curtain for any damage or defect and the carrying out of repairs if required, continuous monitoring of turbidity levels until such time as turbidity levels at the monitoring locations outside the curtain fall below the trigger level or construction activity is ceased, modification of the construction methodology to ensure exceedances do not persist

including ceasing work if required, and notification of the exceedance to the Superintendent.

The results of all monitoring activities shall be included in a monthly report submitted to the

Superintendent. The report shall note any non-compliances and corrective actions.

Noise of piling works

Equipment will be maintained in good working order.

Multiple use of items of equipment will be limited to avoid aggregation of noise levels.

Construction site working hours will be strictly observed ie. 8.00 am to 5.00 p.m., on weekdays and 8.00 am to 1.00 PM on Saturdays.

Further restrictions to hours of operation will apply to piling and specifically piling is to be

carried out using a piling rig with a L10 15 minute sound power level no greater than 105 dB(A) (as specified in the EIS). Piling is not to occur before 8 am or after 5 pm on any weekday or before or before 8 am or after 1 pm on a Saturday, and there must be a 15 minute break every hour.

During the piling stage of the works noise will be generated and the amenity of local residents could be affected. Previous experience showed that the noise generated by piling activity cannot be noticed within buildings in the immediate vicinity of the works. Previously, no complaint has been recorded at any work sites. Several mitigation measures will be taken to minimise the impact of piling noise. Noise impacts are detailed in the EIS and will be managed through standard piling techniques such as acoustically treated driving heads. The proposed piling contractor has worked successfully on several projects to satisfy goals of lowest possible noise and inconvenience. Piling shall be generally undertaken in accordance with the following:

The method of piling to be used is the drop hammer method.

Acoustic packing will be used between the base of the driving helmet and the hammer.

Piling time limits will be strictly observed except in cases where safety may be compromised. The general hours of piling operations will be from 8.00 am to 12.00 pm and 2.00 pm to 5.00 pm. Monday to Friday, and on Saturdays between 8.00 am and 1.00 pm.

Complaints will be entered in a logbook. Where possible, residents’ concerns will be

addressed. A copy of the logbook will be available to the DECC. Noise during construction of the marina Sub-assembly will be completed off-site to minimise construction time on site. There will be no tools used for construction of the new marina that could cause unacceptable noise levels. Compressors will be of a size to operate hand power tools and will be used intermittently only until power is established on the marina. Localised traffic pressure during construction

It is unlikely that construction works will contribute to traffic pressure. There will be visits to site usually daily by the RBM Project Manager during the piling and construction phase. During this period it is anticipated that a maximum of six vehicles per day will visit the worksite. These will be the work vehicles of RBM’s appointed surveyor, installation personnel and sub-contractors.

Semi trailers will deliver loads of pontoons and associated materials to a commercial wharf,

avoiding peak hour traffic and within RTA regulated times pertaining to load sizes. All deliveries will be to the area at the commercial wharf and then barged to site.

Crane will remain barricaded off until all unloading is completed.

Piles will be delivered to site by barge. The Supervisor will co-ordinate water-based activity with all other users. RBM, due to the very manoeuvrable nature of the piling and assemble work, will not require an exclusion zone on the water during construction.

Pollution of sea or seabed from construction works

Sub-contractors will be instructed to keep tools and materials contained and to maintain good housekeeping to ensure that wrappings, nuts, bolts, flex/conduit off-cuts etc. do not fall into the water. Timber off-cuts and shavings are to be cleaned from the pontoon surfaces and placed in bags as soon as possible to prevent them from entering the water. Metal hardware such as bolts and washers will leave rust marks on the decks - these are to be kept in containers. Any unnecessary cleaning is to be avoided and the best preventive measures will be implemented. Waste bins will be provided on-shore.

Any material that does fall into the water will be removed immediately.

The pile barge is to be kept clean and clear of unnecessary waste materials. Operational

oil or fuel cans will be stored appropriately, containers are securely fastened and all pile barges are equipped with oil absorbent pads.

Workboats are to be refuelled off-site and bilge water will not be discharged.

Waste generated by construction work Pre-assembly will ensure that on-site waste is minimal. All waste from construction works will be placed in bins appropriate to the material. Bins will be provided on-shore for recyclables and putrescible/mixed waste and emptied regularly. Any waste at wharf loading/unloading sites or brought to wharf sites by barge will also be placed in appropriate recycling bins to limit the use of landfill tips. Any treated timber off-cuts should not be burnt. These will be disposed of in bins. No materials are to be burnt. Where appropriate, all material that can be recycled will be taken to merchants specialising in the particular material. Marine ecology The commitments made in the EIS must be carried out including carrying out a final field survey prior to commencement of construction to accurately locate current seagrass beds and Caulerpa patches to be used in a Marine Vegetation (Seagrass and Caulerpa) Management Plan. The NSW DPI Caulerpa Management Plan is to be implemented.

7. WORK INSTRUCTIONS At the time of placement of order, all sub-contractors and site workers will be instructed in the level of best environmental practice expected at the Site. Instruction will be given at induction on the location of waste bins and RBM’s expectation that the worksite be maintained in a tidy manner at all times. Workers will be advised that waste and construction materials are not to fall into the water and that if they are, they are to be removed immediately. All equipment will be inspected and properly maintained. 8. CMP REPORTING

Report weekly on piling operations to Principal. This will document any complaints, incidents or evidence of non-compliance.

Report weekly once installation commences to the Superintendent, covering outcomes of

pollution control and waste management.

Environmental incident reports (appendix 3) Completed at site or office (source of incident report). Promptly notified to the Project

Manager in the case of environmental incident or complaint. All complaints will be noted and reported to the Principal and the relevant authority notified if appropriate. Where appropriate, the incident will also be investigated and action taken to minimise any adverse environmental effects wherever possible.

Site walkover check (appendix 4)

This document checks compliance and records corrective measures taken. Completed weekly by or submitted to the Project Manager.

Site personnel register (appendix 5)

Completed at induction and returned to office to be kept on file.

9. CONCLUSION The CMP has set goals for optimum environmental outcome for the design and construction work associated with the new Marina. Any environmental impacts will be short-term over a construction period on site of approximately 21 weeks with piling over approximately 9 weeks. It has been shown that resources and action will be applied to ensure that RBM’s role in the construction delivers a project with exemplary environmental management. Design considerations have produced a marina with low visual profile which while serving the requirements of the marina owners, occupiers and visitors and providing safer berthing, will provide an extended sanctuary for new colonisation of marine flora and fauna. Maintenance requirements for the new marina will be minimal. The overall outcome will be a long-lasting positive contribution to the marina industry and the locality.
