These include two unitary authorities where, pending completion of their own core strategies, the local plan comprises the adopted core strategies and other development plan documents (DPDs) and/or adopted local plan saved policies of 10 former local authorities. Only one part of the unitary authority of Cornwall (former Kerrier District Council) do not have a formally adopted local plan in place, but instead rely on approved documents. Local plans which were adopted shortly before the date of publication of Regional Planning Guidance 10 (RPG10) in September 2001 will have been prepared in parallel with preparation of the Regional Strategy, and so are likely to have anticipated and may have reflected its policies. For the purposes of preparing this Environmental Report it has been assumed that only local plans adopted in September 2001 or afterwards are in general conformity. On this basis 34 local authorities have plans in place which are in general conformity with the Regional Strategy. Of these 12 authorities have adopted Core Strategies, plus an adopted South Wiltshire Core Strategy (covering part of the unitary authority of Wiltshire Council) that are in conformity with both the requirements of the 2004 Planning and Compulsory Purchase Act and the policies set out within RPG10. There are 15 mineral and waste authorities. Eight authorities have worked together to prepare minerals and waste policies under a single plan or core strategy. Others are working individually and have separate or joint minerals and waste policies, whilst four authorities includes minerals and/or waste policies as part of its wider Core Strategy. Of the 20 (in total) plans covering minerals and waste policies, 18 were adopted following publication of RPG10. These Plans would form part of the Development Plan in the absence of the revoked Regional Strategy.

Table 1 shows a summary of policies/targets for Housing provision, Gypsy and Traveller (including Travelling Showpeople) pitches or sites, Renewables, and Employment Land within adopted local plans, core strategies and other DPDs and, where applicable, RPG10. The equivalent targets within the Draft Revised Regional Spatial Strategy for the South West Incorporating the Secretary of State’s Proposed Changed (published in 2008) are also provided in recognition of the fact that some core strategies in the region have taken account of policies within the draft Regional Spatial Strategy as it emerged. Table 2 presents a summary of the Mineral and Waste policies/targets within RPG10 and those in mineral and waste plans adopted before and after the plan was adopted.
