URS Corporation (URS) conducted an Environmental Site Assessment (ESA) Screening to assess the environmental conditions for a City of Toledo project which includes the reconstruction and realignment of the Anthony Wayne Trail (AWT) in Toledo, Lucas County, Ohio (Project Area). The location of the Project Area is shown on Figure 1. The intent of the project is to improve physical access and the entry image of downtown Toledo. Major tasks include reconstruction of the existing pavement; redesign and reconstruction of entrance and exit ramps; modification of the existing Erie Street/Lafayette Street intersection; and urban design work including improved pedestrian linkages, gateway signage, landscaping, and bioswales. The Project Area is approximately 0.5 miles in length, extending from the AWT’s bridge over Swan Creek, through its convergence with Erie Street and the Erie Street/Lafayette Street intersection. The Project Area runs through areas used primarily for commercial and light industrial purposes. The City of Toledo will likely need to establish new right-of-ways and acquire possession of several parcels in order to complete this project.

This ESA Screening was conducted in accordance with Ohio Department of Transportation – Office of Environmental Services (ODOT-OES) guidance (2009). A total of 14 sites were investigated as part of the screening process. Based on owner, type of property and geographic location, several parcels were grouped together and assigned a Site Identification (ID) Number, as shown in Figures 2 and 3.

As a result of the investigation, six sites listed in the following table are recommended for additional environmental investigation in the form of a Phase I ESA.

1. Section 1 ONE Project Summary

1.1 INTRODUCTION

URS Corporation (URS) conducted an Environmental Site Assessment (ESA) Screening to assess the environmental conditions for a City of Toledo project which includes the reconstruction and realignment of the Anthony Wayne Trail (AWT) in Toledo, Lucas County, Ohio (Project Area). The intent of the ESA Screening process is to identify all sites within a study area with a potential for contamination by environmentally-regulated substances (i.e. hazardous substances and/or petroleum products) and to provide sufficient investigation to develop a list of suspect sites that may require additional investigation in the form of a Phase I ESA. The primary focus of the ESA Screening involved gathering and reviewing present day and historic land use information as well as conducting a review of regulatory databases and performing a field inspection. Other relevant information such as significant physical characteristics of the area and historical information pertinent to potential site contamination issues was also evaluated as part of this ESA Screening.

The Project Area includes primarily commercial and industrial sites. Figure 1 is a General Location Map depicting a portion of the United States Geological Service (USGS), Toledo and Rossford, Ohio topographic maps. The Project Area boundaries and the 14 sites investigated are illustrated on the County and City Road Map (Figure 2) and the Preliminary Project Plans & Recommended Phase I Sites (Figure 3). The sites are identified by a Site Identification (ID) Number as shown in Figures 2 and 3. A Screening Checklist was completed for each site and is included in Appendix A. Contiguous groups of residential sites or similar sites were assigned to one Screening Checklist. Below is a summary of sites which were investigated:

1.2 SCOPE OF SERVICES

The Scope of Services was performed in accordance with the Prime Agreement between the City of Toledo and URS dated May 31, 2013.

1.3 LIMITATIONS AND DATA GAPS

This report and the associated work have been provided in accordance with the principles and practices generally employed by the local environmental consulting profession. This is in lieu of all warranties, expressed or implied.

URS cannot warrant or guarantee that not finding indicators of hazardous materials means that hazardous materials do not exist on sites within the Project Area. There is no investigation thorough enough to preclude the presence of materials on a site, which presently, or in the future, may be considered hazardous. Because regulatory evaluation criteria are constantly changing, concentrations of contaminants present and considered to be acceptable may, in the future, become subject to different regulatory standards and require remediation.

2. Section 2 TWO Historical Records Review

URS reviewed various historical records including: Ohio Department of Natural Resources (ODNR) Oil and Gas Well Maps; Sanborn Fire Insurance Maps, Topographic Maps, and Aerial Photographs to identify current and prior uses of the sites located within the Project Area.

2.1 OIL AND GAS WELL MAPS

URS searched the ODNR oil and gas well mapping website for oil and gas wells located within the project area. The ODNR Oil and Gas Well Map is included as Appendix B. The map did not indicate any active, abandoned, or plugged oil and gas wells within the Project Area or Project Area vicinity.

2.2 SANBORN FIRE INSURANCE MAPS

URS contracted Environmental Data Resources (EDR) to obtain Sanborn Fire Insurance (Sanborn) maps for the Project Area. Sanborn maps were available for the years 1888, 1895, 1904, 1936, 1951, and 1976. Copies of the Sanborn maps are included in Appendix C.

1888 – A majority of the Project Area is occupied by residential structures, commercial stores, and light industrial facilities, including lumber yards, mills, and various manufacturing operations. A furniture and refrigerator manufacturing company, a junk shop (also labeled as a former tannery), a boiler shop, and various residences are located on the northern portion of the Project Area. The southern portion of the Project Area is largely occupied by a lumber yard and residences. A rail line runs along the western portion of the Project Area.

1895 & 1904 – The Project Area is similar to the 1888 maps.

1936 - The Project Area is largely occupied by commercial and light industrial operations. The northern portion of the Project Area includes a grain and milling company, a motor freight depot, service and retail stores, and various warehouses. The southern portion of the Project Area includes a convention hall and exhibition building, a machine shop, and service and retail stores. Gasoline tanks were identified at Sites 1, 7, 10, and 12. Oil storage buildings were identified at Sites 4 and 10.

1951 – The Project Area is relatively similar to the 1936 maps.

1976 - The Project Area is largely occupied by warehouses, various commercial stores, and parking lots. The northern portion of the Project Area includes grocery and manufacturing parts warehouses, a motor freight depot, a commissary, a boiler shop, and a machine shop. The southern portion of the Project Area includes municipal shops and a restaurant. The AWT has been constructed and is depicted as intersecting with Lafayette Street and S. Michigan Street.

2.3 AERIAL PHOTOGRAPHS

URS obtained historical aerial photographs of the project area from The Lucas County Soil and Water Conservation District (SWCD). The aerial photographs were taken in 1957, 1969, and 1991. Copies of the aerial photographs are included in Appendix C.

1957 - The Project Area appears to be densely developed with commercial and/or industrial structures. South Erie Street is present on the central portion of the Project Area. A rail line runs along the western portion of the Project Area.

1969 - The Project Area is relatively similar to the 1957 aerial photograph. Interstate 75 and the Anthony Wayne Trail have been constructed to the northeast of the Project Area.

1991 - The Project Area appears similar to the 1969 aerial photograph.

2.4 HISTORICAL RECORDS REVIEW SUMMARY

Based on the information obtained during the historical research, the Project Area has been developed for commercial, residential, and light industrial uses since at least 1888. A rail line has been located on the western portion of the Project Area since at least 1888. Additional commercial and light industrial development began in the early 1900s through the 1950s. There were several sites of environmental concern identified in the Project Area during the historical records review. These sites include filling stations, railroads, and various manufacturing operations.

3. Section 3 THREE Regulatory Database Review

3.1 REGULATORY DATABASE SEARCH

URS contracted EDR to conduct a search for facilities listed by regulatory agencies as potentially having environmental concerns. The ODOT-OES Environmental Site Assessment Screening Guidelines require a search distance of ¼ mile from the project area or corridor to identify environmental concerns. Facilities incorrectly mapped in the EDR report that are greater than ¼ mile from the search distance are excluded from the discussion in this section. The complete list of databases reviewed is provided in the EDR Report, included in Appendix D, and summarized in the table presented below. The Site Numbers identified in this section correspond to the Environmental Site Assessment Screening Checklist numbers identified in Figures 2 and 3.

It should be noted that this information is reported as URS received it from EDR, which in turn reports information as it is provided in various government databases. It is not possible for either URS or EDR to verify the accuracy or completeness of information contained in these databases. However, the use of and reliance on this information is a generally accepted practice in the conduct of environmental due diligence.

The following table summarizes the number of facilities in the site vicinity that were identified in the indicated agency databases within the indicated survey distances.

URS verified the location of the orphan facilities and included the facilities located in or within ¼ mile of the project area in the below discussion.

3.2 PROJECT AREA

3.2.1 RCRA Generators

One site located within the Project Area was identified as a RCRA Generator:

Erie Street Market Place, 237 South Erie Street – Site 13 is listed as a RCRA Non-Generator formerly generating hazardous waste. The site has no recorded regulatory violations. See Section 3.2.2 for further information regarding this site.

3.2.2 OH LUST

Two sites located within the Project Area were identified in the OH LUST database. These sites were listed under the Orphan Summary section of the EDR Report:

Former Automotive Shop, 38 Vance Street – This address is located on a portion of Site 4. The site was listed as having one 6,000-gallon gasoline UST, which was removed in November 2000. One recorded LUST incident, dated September 2006, is reported for the site. The Ohio Bureau of Underground Storage Tank Regulations (BUSTR) granted a No Further Action (NFA) status

Erie Street Market Place, 237 South Erie Street – Site 13 was listed as having one 8,200-gallon gasoline UST, which was removed in August 1992. One recorded LUST incident, dated September 1992, is reported for the site. BUSTR granted NFA status to this site in 2002. Although the release has been issued a NFA, it is unknown if residual impacts remain.

3.2.3 UST

Two sites located within the Project Area were identified in the OH UST database:

Former Automotive Shop, 38 Vance Street – See Section 3.2.2 for a discussion of Site 4.

Erie Street Market Place, 237 South Erie Street – See Section 3.2.2 for a discussion of Site 13.

3.2.4 OH SPILLS

A total of 5 spill incidents within the Project Area were identified in the OH SPILLS database. Three of these incidents occurred at various locations along the I-75/Anthony Wayne Trail roadway or exit/entrance ramps and involved diesel fuel and motor oil. Two of the incidents occurred at Site 13 in 2000 and 2013. The spill incidents were described as “dead fish” or “fish kill”. No further detail regarding the spills is provided.

3.2.5 Other Databases

Other databases searched in the EDR report, including non-ASTM databases, are various records maintained by federal, state and local agencies. Sites 10 and 12 were identified in the Historical Auto Stations database and Site 7 was identified in the Historical Cleaners database. There were over 100 other sites within ¼-mile of the Property listed in the Historical Auto Stations and Historical Cleaners databases. These types of facilities are typically of environmental concern due to their uses of petroleum products or solvents, respectively, however, no specific environmental issues were identified regarding these facilities. Although some of these facilities are not identified in the regulatory databases, they may have been in operation prior to major environmental regulations.

3.3 SURROUNDING PROPERTIES

The EDR report identified several facilities located outside the Project Area that are listed in regulatory databases. Based on distance, topographic location, or regulatory status, these sites were not identified as likely to pose an environmental concern to the Project Area.

3.4 UNMAPPED SITES

URS reviewed EDR’s Orphan Summary, which is a listing of sites that have not been geocoded based on lack of sufficient data regarding their exact location within the general area. None of the Unmapped Sites identified on the Orphan Summary appear to be located within the

designated radii of the Project Area, and therefore, URS has no reason to believe that these sites had an impact on the Property.

3.5 REGULATORY DATABASE REVIEW SUMMARY

The EDR Report identified three sites within the Project Area that are identified in regulatory databases that may pose an environmental concern to the project area. Historical activities conducted on the sites, as presented in the EDR report, may have resulted in subsurface contamination. These sites are summarized in the following table:

4. Section 4 FOUR Site Reconnaissance

On August 26, 2013, URS conducted a visual inspection of the Project Area. The Screening Checklists completed for each site are included in Appendix A. Figure 3 presents an overview of the Project Area, which is overlain on an aerial photograph.

4.1 SITE RECONNAISSANCE

The site reconnaissance is conducted for two purposes: 1) to inventory land use and 2) to note locations with an elevated potential for contamination. Photographs taken during the visual inspection are included in Appendix E. The Site Numbers listed below correspond to the Environmental Screening Checklist page associated with a particular parcel or group of similar parcels. Following is a discussion of the sites.

4.1.1 Site 1, Vacant Lot and Billboard, 16 Lucas Street

At the time of the site reconnaissance, this site consisted of a triangular-shaped grassy vacant lot with a billboard, located at the convergence of the Anthony Wayne Trail and Lafayette Street. No items of environmental concern were identified at the site.

4.1.2 Site 2, The Standard Lofts, 34 South Erie Street

At the time of the site reconnaissance, this site was occupied by a multi-story warehouse building which had been converted into residential loft apartments. The site included the apartment building as well as associated paved parking areas. No items of environmental concern were identified at the site.

4.1.3 Site 3, Parking Lot, 37 South Erie Street

At the time of the site reconnaissance, this site consisted of a paved parking lot, a small landscaped area, and an art sculpture. No items of environmental concern were identified at the site.

4.1.4 Site 4, Reflections Car Wash/Interior Dimensions/Vacant Office & Warehouse, 34 & 44 Vance Street/41 & 43 Lucas Street

At the time of the site reconnaissance, this site was occupied by a multi-tenant commercial/warehouse building, which included a car wash, furniture supply store, and several vacant spaces. The building was a one story structure, with a partial second story, and had brick exteriors. No items of environmental concern were identified at the site.

4.1.5 Site 5, Vacant Commercial Building, 116 South Erie Street

At the time of the site reconnaissance, this site consisted of a vacant commercial/warehouse building and associated paved parking and loading dock areas, as well as a vacant, grassy lot. The building was a two story structure with brick exteriors. No items of environmental concern were identified at the site.

4.1.6 Site 6, Vacant Lot, 615, 617, 623 & 625 Lafayette Street/111 South Erie Street

At the time of the site reconnaissance, this site consisted of a vacant grassy lot with no structures. No items of environmental concern were identified at the site.

4.1.7 Site 7, Fire-X Fire Equipment, 115, 127 & 131 South Erie Street

At the time of the reconnaissance, the site was occupied by Fire-X, which is a supplier of fire safety and suppression equipment. The site consisted of a one-story commercial/warehouse building with brick exteriors, as well as an associated gravel parking area and storage yard. No items of environmental concern were identified at the site.

4.1.8 Site 8, Vacant Lot, 139, 145 & 147 South Erie Street

At the time of the reconnaissance, the site consisted of a vacant lot. A majority of the site was concrete-paved, with the remainder being grass-covered. No items of environmental concern were identified at the site.

4.1.9 Site 9, Unknown Commercial Operation, 144 & 202 South 11th Street, 118 Wabash Street

At the time of the reconnaissance, the site was occupied by multi-tenant office/commercial/warehouse building. The building appeared to include at least two separate commercial operations; however, no signage was visible indicating specific tenants. The building also included vacant units and warehouse space. No items of environmental concern were identified at the site.

4.1.10 Site 10, Woodchucks Bar & Grill/Parking Lot, 630 South 11th Street

At the time of the reconnaissance, the southeastern portion of the site was occupied by Woodchucks Bar & Grill, a small, two-story brick building. The remainder of the site consisted of a municipal parking lot owned by the City of Toledo. No items of environmental concern were identified at the site.

4.1.11 Site 11, Unknown Commercial Operation, 37 & 39 Vance Street

At the time of the site reconnaissance, this site was occupied by a small, brick one-story commercial building. The site appeared to be an electronic equipment repair operation; however, no signage was present indicating a specific tenant or operation. No items of environmental concern were identified at the site.

4.1.12 Site 12, Positive Beginnings Inc., 29 Vance Street & 142 South Erie Street

At the time of the reconnaissance, the site consisted of a one-story commercial building, which was occupied by Positive Beginnings, Inc., a child care facility. No items of environmental concern were identified at the site.

4.1.13 Site 13, Erie Street Market, 237 South Erie Street

At the time of the reconnaissance, the site was occupied by the Erie Street Market, which included a large one-story warehouse building containing the Libbey Glass Factory Outlet, Superior Antique Mall, Civic Center Promenade, Pepe’s Restaurant, the Erie Street Chowder House, as well as an outdoor farmer’s market space. No items of environmental concern were identified at the site.

4.1.14 Site 14, Norfolk Southern Railroad

At the time of the reconnaissance, the site consisted of vacant grassy and vegetated land, which runs parallel to the Anthony Wayne Trail. The remnants of a former railroad right-of-way, including railroad lines as well as scattered rail ties, were visible at various points throughout the site. The following environmental concerns are typically associated with historical railroad operations: surface contamination resulting from spillage and/or mismanagement of petroleum products and other various chemicals used in maintenance operations; regulated railroad bedding material (slag, gravel, etc.); chemicals leaching from treated railroad crossties; oils, pesticides, and herbicides which may have been used in the maintenance of the rail lines.

5. Section 5 FIVE Summary and Recommendations

URS conducted an ESA Screening to assess the environmental conditions for a City of Toledo project which includes the reconstruction and realignment of the Anthony Wayne Trail in Toledo, Lucas County, Ohio. This Screening was conducted in accordance with ODOT-OES guidance (2009). A total of 14 sites were investigated as part of the screening process. As a result of the investigation, the six sites presented in Table 5-1 are recommended for additional environmental investigation in the form of a Phase I ESA. The recommended Phase I ESA sites are identified on Figures 2 and 3.
