1 INTRODUCTION This Public Participation Report has been compiled for an application for a mining permit in terms of the Mineral and Petroleum Resources Development Act (Act No.28 of 2004) (“MRPDA”) as well as for an application for environmental authorisation in terms of the National Environmental Management Act, 1998 (Act 107 of 1998) (“NEMA”). Amathemba Environmental Management Consulting CC has been appointed by Tip Trans Logistix (Pty) Ltd to conduct the required public participation process for the NEMA process. The applications for a mining permit and environmental authorisation were submitted on 4 April 2017. The section 27 application for a mining permit was accepted by the Department of Mineral Resources (DMR) on 21 April 2017. The DMR also acknowledged receipt of the application for environmental authorisation in terms of NEMA on 21 April 2017. This public participation process has been conducted to comply with all relevant requirements as described in Regulations 39 to 44 of the 2014, EIA Regulations (as amended). This report includes a description of the process used to notify interested and affected parties, and the comments received from interested and affected parties. Copies of notices and relevant correspondence are included in Annexure A.
2 NOTIFICATION The landowner (Mr H Steenkamp of Rietfontein Sheep Farm (Pty) Ltd) provided written consent for the applications and the proposed activities on 16 March 2017. Notices and a Background Information Document (BID) were e-mailed on 24 March 2017 to the authorities, the landowner and neighbours as well as to the Cape West Coast Biosphere Reserve. Hard copies of the notice and BID were posted to the authorities and the neighbours on 24 March 2017. A bilingual notice (English and Afrikaans) was placed in the Weslander of 23 March 2017. A site notice was placed at the entrance to the site on 23 March 2017.

3 ISSUES AND CONCERNS RAISED All relevant documentation related to the public participation process including the register of interested and affected parties and all written comments received are attached to this report in Annexure A. The issues and concerns that have been raised during the public participation process to date as well as the responses to these issues are summarised in Table 1, below.

Cape Nature Letter dated 3 April 2017 1. The proposed prospecting site was historically covered by Saldanha Flats Strandveld. Cape Nature has recently produced updated provincial ecosystem status statistics in accordance with the National principles, criteria, and approach. The key findings relevant to this study show that under criterion A1 (irreversible loss of habitat), Saldanha Flats Strandveld, with only less than 36% of its original extent remaining, meets the criteria for listing as Endangered in terms of Section 52 of the Biodiversity Act. 2. However, the mining site has been previously cultivated and there is no natural vegetation remaining on the site. Impacts on terrestrial biodiversity is thus of low concern. 3. A watercourse / drainage channel is situated east of the proposed mining area. Although this watercourse is degraded it has been identified as an Ecological Support Area which should be restored. An adequate buffer must therefore be provided between all mining activities and this watercourse. 4. The mining area is also located within the vicinity of the Langebaan RD aquifer. It must be confirmed that the depth of mining proposed will not pose a risk to this aquifer. 5. Mining should be done in a phased manner and rehabilitation should occur concurrently with mining. Ideally no more than 1ha should be exposed at any one time. At least the top 50cm of topsoil should be set aside for rehabilitation purposes. Only non-invasive grass or crop species should be used for soil stabilisation. 6. Dust management is of concern. However, potable water should not be used for this purpose.
Noted Agreed, impacts on terrestrial biodiversity are of low concern. This has been field checked and the drainage line stops in an ephemeral pan north-east of the proposed mining area. This is also shown on the latest WCBSP CBA map. There is an adequate buffer between the mining permit area and this watercourse. The mining area is located approximately 10 km northwest of the Langebaan Road aquifer. The sand overlies the Cape Granite. The sand mining will not pose a risk to groundwater Agreed Noted and addressed in the EMPr. Environmentally friendly dust suppressants such as Dust-Tech should rather be used than water.

District
This Background Information Document (BID) has been prepared as part of the public participation process required by the Environmental Impact Assessment Regulations, 2014 which were published in terms of the National Environmental Management Act, 1998 Act 107 of 1998) (“NEMA”). Applicant: Tip Trans Logistix (Pty) Ltd Location: The site is located some 7.6 km north-east of Vredenburg, more than 500m south of the Vredenburg – Velddrif Road (R399). Description of the listed activity:

Environmental Impact Assessment Process: Basic assessment must be applied to this application and therefore a basic assessment report, inclusive of specialist reports and an Environmental Management Programme, which has been subjected to a public participation process of at least 30 days, must be submitted to the Competent Authority (i.e. the Department of Mineral Resources or “DMR”). Extent and duration of the activities: The proposed mining permit area is 5.0 hectares in size. The site is situated on transformed land on the Remainder of the farm Schouwtoneel 94 in the Vredenburg Magisterial District. The land is currently used for crop production (wheat farming). The maximum estimated duration of the proposed mining activities is 5 years, although it could be less than this depending on the demand for the material.
Background & proposed mining method: Tip Trans Logistix (Pty) Ltd proposes to obtain a mining permit for sand and for weathered calcrete. Good quality building sand that can be used for construction projects is present within the proposed mining permit area. There is also some weathered calcrete that can be used as G5 or G6 material for road construction projects. The calcrete would be a secondary product. The site is located in transformed farm land (see Figure 2). The proposed mining sequence is as follows:
The mining permit area will be divided into 4 mining blocks. Each mining block is approximately 1.25 hectares in size.
Only one block at a time will be mined.
Overburden clearing and stockpiling of topsoil.
Loading of sand and weathered calcrete into trucks using an excavator.
The average estimated depth of the proposed excavation is approximately 2 metres below surface.
Recording volumes in trucks
Final rehabilitation of slopes to not more than 1:3. Levelling the final floor, replacing topsoil, stabilising the soil surface and rehabilitating the area so that it can continue to be used for agricultural purposes
A locality map and a site plan are shown in Figures 1 and 2. Potential environmental impacts of the proposed mining activities: Potential environmental impacts associated with the proposed mining activities are listed in the following table: Aspect Potential Impacts
Biodiversity The proposed mining permit area is situated on transformed farm land and will have no impact on natural vegetation. Smaller animals will move away when mining operations are in progress.
Water resources The proposed mine will have no significant impact on surface water or ground water. Care will be needed to prevent any hydrocarbon spills in the proposed mining area.
Soil and agricultural potential When the sand and weathered calcrete has been removed the area will be rehabilitated to that it can continue to be used for agricultural purposes (i.e. crop farming).
Noise and dust An excavator will be used to excavate the material and to load trucks. Noise and dust impacts will be largely restricted to the site. The mine will operate during working hours only.
Socio-economic The proposed mine will not have a negative impact on any agricultural activity on the property or of the surrounding farms. The mine will provide employment and the aim is to use the sand for various construction and development projects in the area. The weathered calcrete is a secondary product that can be used as G5 or G6 material.
Aspect Potential Impacts
Cultural and heritage resources There are no old buildings located within the mining permit area. No significant impacts on heritage resources are anticipated.
Specialist studies: At this stage it is anticipated that the following specialist studies may be required to assess the impacts of the proposed project: Heritage A heritage specialist will be appointed to compile the required ‘Notice of Intent’ or NID that will be submitted to Heritage Western Cape. Agriculture A soil scientist will be appointed to assess the impact of the project on the agricultural potential of the land. Invitation to Interested and Affected Parties: Contact the environmental assessment practitioner (EAP) if you require any further information about the application, the proposed activity or if you wish to register as an interested and affected party. Interested and affected parties are invited to provide information as to how their interests (whether it be socio-economic, cultural, heritage or environmental) will be affected by the proposed small-scale mining project. All registered interested and affected parties will be provided with an opportunity to comment on the Basic Assessment Report and Environmental Management Programme before these are submitted to the Competent Authority (i.e. the DMR). DMR Ref: TBA CapeNature would like to thank you for the opportunity to comment on this application and wish to make the following comments:
1. The proposed prospecting site was historically covered by Saldanha Flats Strandveld. CapeNature has recently produced updated provincial ecosystem status statistics in accordance with the National principles, criteria, and approach1. The key findings relevant to this study show that under criterion A1 (irreversible loss of habitat) Saldanha Flats Strandveld, which only less than 36% of its original extent remaining, meets the criteria for listing as Endangered in terms of Section 52 of the Biodiversity Act.
2. However, the mining site has been previously cultivated and there is no natural vegetation remaining on the site. Impacts on terrestrial biodiversity is thus of low concern.
3. A watercourse / drainage channel is situated east of the proposed mining area. Although this watercourse is degraded it has been identified as an Ecological Support Area2 which should be restored. An adequate buffer must therefore be provided between all mining activities and this watercourse.
4. The mining area is also located within the vicinity of the Langebaan RD aquifer. It must be confirmed that the depth of mining proposed will not pose a risk to this aquifer.

5. Mining should be done in a phased manner and rehabilitation should occur concurrently with mining. Ideally no more than 1ha should be exposed at any one time. At least the top 50cm of topsoil should be set aside for rehabilitation purposes. Only non-invasive grass or crop species should be used for soil stabilisation.
6. Dust management is of concern. However, potable water should not be used for this purpose.
