UNAVCO Advisory Committee ChargesCHARTeR – FACiliTy AdViSORy COMMiTTee
PurPose
The UNAVCO Facility Advisory Committee reviews policies and effectiveness of the Facility in meeting com-mitments to its user community and in achieving the goals set in the UNAVCO Strategic Plan.
MeMbershiP
The number of members shall be no fewer than five and no more than ten. Appointments will be consistent with UNAVCO policy http://www.unavco.org/community/policies_forms/UNAVCO_Committees_Governance_Participation_Policy.pdf. The chairs (or designee) of the Polar Networks Science Committee and the WInSAR Executive Committee serve as non-voting members in an ex officio capacity. A UNAVCO board liaison shall attend all meetings of the advisory group. UNAVCO policy also provides for liaisons representing federal agencies or other constituencies, when needed. Liaisons do not serve as voting members of the advisory group.

The board of directors appoints committee members, relying on nominations from the committee, manage-ment, the board, and other groups as necessary. The board chair annually appoints the committee chair.
terM of office
Each member serves a three-year term, typically to a maximum of two consecutive terms. Eligibility for sub-sequent terms is at the discretion of the appointing body.
MeMber resPonsibilities
Each member of the advisory group is expected to:
Attend scheduled, typically annual, face-to-face meetings and monthly teleconferences as needed.
Actively participate in the functioning of the group, and provide broad representation of science commu-nity perspectives and interests.
Be available for individual consultation to the presi-dent and board chair.

A chair and secretary shall be the officers of the group
The chair shall preside at all meetings of the advisory group, and is responsible for setting the agenda, and for formal communications between the committee and board.
The chair is responsible for ensuring annual reporting of potential conflicts of interest of committee members, and managing such conflicts when relevant issues arise. The committee secre-tary manages COI for the board chair.
The chair shall report recommendations at all regular meetings of the board of directors, and shall attend a minimum of one board meeting each year face-to-face.
The chair shall attend UNAVCO’s Annual Busi-ness meeting and report to the Member Represen-tatives of the Corporation.
The chair shall be copied on the list services for UNAVCO’s other advisory committees, in order to be informed on broader activities of UNAVCO governance.
The committee secretary will manage the minutes, and provide an annual summary of the activities of the committee, including scheduled meetings and attendance, to UNAVCO Management and for regular meetings of the Board.
The Board Liaison attends all committee meet-ings or designates a board member alternate when absences are unavoidable, and ensures informal communication between the Board and com-mittee. When questions arise as to whether

8. Staff support
The Facility Program Director represents UN-AVCO Senior Management to the advisory group. A UNAVCO support staff member provides administrative support to the committee.
The UNAVCO president briefs each committee on UNAVCO’s Strategic Plan on an annual basis.
Each year, the UNAVCO president prepares draft letters of appointment for the membership and chair, with individual terms and the committee charge, to be finalized by the Board Chair.
coMMittee charge
The Facility Advisory Committee (FAC) is appointed by and reports to the UNAVCO Board of Directors, and provides recommendations (1) to the Board, on issues of governance, policy, oversight, resource allocation, or strategic direction and (2) to UNAVCO Management, on issues pertaining to Facility management. Recom-mendations to management are conveyed to the board by the board liaison and through distribution of the minutes. The Facility Advisory Committee reviews the policies and effectiveness of the UNAVCO Facility in meeting its commitments to its user community and in achieving the goals set in the UNAVCO Strategic Plan. The Facility Advisory Committee will meet at least once a year, review the Facility operations every year prior to the annual Meeting, and make a report to the Board at least once a year, no later than the Board meeting prior to the UNAVCO Annual business meeting. The Facility Advisory Committee interacts closely with the Facility Director and the UNAVCO President.
Facility Advisory Committee responsibilities include:
Reviewing the accordance of Facility resource allocation with the priorities established by the UNAVCO Strategic Plan.
Advising on the performance of the Facility with respect to program planning, yearly budgets and resource allocation.

Recommending guidelines for the use of the Facility resources, including both equipment and engineering resources as set out in the Cooperative Agreement.
Reviewing standards of instrumentation and software development for the Facility, working in concert with the Facility Director to exploit new technology.
Recommending guidelines for archiving data.
Developing new initiatives to enhance the effec-tiveness of the Facility in meeting the demands of the UNAVCO Members.
CHARTeR – plATe BOUndARy OBSeRVATORy (pBO) AdViSORy COMMiTTee
PurPose
The UNAVCO PBO Advisory Committee reviews policies and effectiveness of PBO in meeting commitments to its user community and in achieving the goals set in the UN-AVCO Strategic Plan. While the advisory committee’s formal reporting line is to the UNAVCO Board, in accord with the sponsor agreement, its purpose is both to franchise the broader community and to bring ideas, suggestions, concerns, and criticisms from the broad EarthScope community to the attention of the NSF program officer(s) and the PIs.
MeMbershiP

Recom-mendations to management are conveyed to the board by the board liaison and through distribution of the minutes. The PBO Advisory Committee reviews the policies and effectiveness of the UNAVCO PBO in meeting its commitments to its user community and in achieving the goals set in the UNAVCO Strategic Plan. The PBO Advisory Committee will meet at least once a year, review PBO operations every year prior to the Annual Meeting, and make a report to the Board at least once a year, no later than the Board meeting prior to the UNAVCO Annual Meeting. Member Responsibilities
Each member of the advisory group is expected to:
Attend scheduled, typically annual, face-to-face meetings and monthly teleconferences as needed
Actively participate in the functioning of the group, and provide broad representation of science commu-nity perspectives and interests
Be available for individual consultation to the presi-dent and board chair
Occasionally accompany a UNAVCO Board or staff member in representing UNAVCO to sponsors or other constituencies
Subscribe to unav_all, safod@ and other UNAVCO list services as appropriate
Advisory group officers and liaisons
A chair and secretary shall be the officers of the group
The chair shall preside at all meetings of the advisory group, and is responsible for setting the agenda, and for formal communications between the committee and board
The chair also transmits committee recommenda-tions to both the SAFOD Principal Investigator and to the NSF Program Director(s).
The chair is responsible for ensuring annual reporting of potential conflicts of interest of committee members, and managing such conflicts when relevant issues arise. The committee secre-tary manages COI for the board chair.
The chair shall report recommendations at all regular meetings of the board of directors, and shall attend a minimum of one board meeting each year face-to-face.

ness meeting and report to the Member Represen-tatives of the Corporation.
The chair shall be copied on the list services for UNAVCO’s other advisory committees, in order to be informed on broader activities of UNAVCO governance.
The committee secretary will manage the minutes, and provide an annual summary of the activities of the committee, including scheduled meetings and attendance, to UNAVCO Management and for regular meetings of the Board.
The Board Liaison attends all committee meet-ings or designates a board member alternate when absences are unavoidable, and ensures informal communication between the Board and com-mittee. When questions arise as to whether recommendations should go to the Board or to Management, the Board Liaison provides or seeks clarification.
7. Staff support
The PBO Program Director represents UNAVCO Senior Management to the advisory group. The SAFOD project manger attends all meetings and provides technical and science background to the committee. A UNAVCO support staff member provides administrative support to the committee.
The UNAVCO president briefs each committee on UNAVCO’s Strategic Plan on an annual basis.
Each year, the UNAVCO president prepares draft letters of appointment for the membership and chair, with individual terms and the committee charge, to be finalized by the Board Chair.
coMMittee charge
The SAFOD Advisory Committee (SAFOD AC) is appointed by and reports to the UNAVCO Board of Di-rectors, and provides recommendations (1) to the Board, on issues of governance, policy, oversight, resource allocation, or strategic direction and (2) to UNAVCO Management, on issues pertaining to SAFOD manage-ment. Recommendations to management are conveyed to the board by the board liaison and through distribu-

tion of the minutes. The SAFOD Advisory Committee reviews the policies and effectiveness of the UNAVCO SAFOD in meeting its commitments to its user com-munity and in achieving the goals set in the UNAVCO Strategic Plan. The SAFOD Advisory Committee will meet at least once a year, review SAFOD operations every year prior to the Annual Meeting, and make a report to the Board at least once a year, no later than the Board meeting prior to the UNAVCO Annual Meeting. The SAFOD Advisory Committee interacts closely with the SAFOD Director and the UNAVCO President.
SAFOD Advisory Committee responsibilities include:
Reviewing the accordance of SAFOD resource allocation with the priorities established by the UNAVCO Strategic Plan.
Advising on the performance of SAFOD with respect to program planning, yearly budgets and resource allocation.
Recommending guidelines for the use of SAFOD resources, including both equipment and engi-neering resources as set out in the Cooperative Agreement.
Developing new initiatives to enhance the ef-fectiveness of SAFOD in meeting the demands of the UNAVCO Members.

The UNAVCO Web Site - 2011 ReleaseUNAVCO develops and maintains a wealth of community, program and technical resources for the community on its website: www.unavco.org. We are in the final stages of a visual redesign that reflects the growth in services that UNAVCO provides and presents a more integrated view of UNAVCO community and program activities, which is available as a beta site at http://unavco-staging.unavco.org/. It provides integrated site-wide navigation and an update to the UNAVCO identity, in order to achieve a clean, cohesive and forward-looking web presence. The technical resources such as the knowledge base are used by the global geodetic community as the best practices and standards for modern, high-precision geodetic infrastructure. The redesign features:
A new, crosscutting navigation at the top of the page. These topical areas were developed to provide clear pathways to resources (data, software, instrumentation, learning, etc.) that are independent of UNAVCO program organizational structure.
Quick links to familiar places within the website as a flat navigation at the bottom of the page. There were some minor improvements to the categorization and more informative labels than in the previous site.
The PBO web has undergone a greater degree of change than other areas. The new PBO website caps a yearlong effort to simplify the layout and organization of PBO content and to refocus the site toward the needs of external users.
Finally, some embedded functionality using third party software (such as the knowledge base) cannot co-exist with both designs. So if you encounter the old look on the beta site, expect this to be resolved with the production release early next year.

BUILDING THE INTERFACE FACILITY FOR CENTIMETER-SCALE 3D DIGITAL FIELD GEOLOGY
UNAVCO, a non-profit, membership-governed consortium, supports and
promotes Earth science by advancing high-precision techniques for
the measurement and understanding of deformation. UNAVCO also
supports education to meet the needs of the community and the public.
INTERFACE (INTERdisciplinary alliance for digital Field data ACquisition and Exploration) is a national facility funded by NSF and managed by UNAVCO to help geoscientists in obtaining high resolution and precision, 3D surface data. Terrestrial Laser Scanning (TLS) support services are currently under development at UNAVCO. A 3D photorealistic (virtual) model of the Carboniferous Shannon Group, southwest Ireland. It was captured using fast laser scanners, digital pho-tography and RTK GPS and was built by X. Xu (UTD) for Norsk Hydro ASA. This is a type area for studying deep water sediments and for petroleum reservoir analog modeling of the Ross Formation. Laser scanning and photography were used to map across the fjord of the 100-meter-high cliff in an area known for treacherous sudden high waves, making measurements directly on these cliff faces dangerous. Shown are the fitting of surfaces to the stratigraphic contacts of a model accurate to a few centimeters, which allows accurate strike and dip values to be computed remotely.

2008 - 2012 UnAVCO Community and Facility Support:Geodesy Advancing earth Science ResearchGeneral Programmatic Terms and Conditions [Nov. 2010]1. PROjECT DESCRIPTION
This Cooperative Agreement between NSF and UN-AVCO, Inc. supports the University NAVSTAR (UN-AVCO) National Earth Science Geodetic Facility. The UNAVCO Facility provides planning, field engineering, operational and centralized data management services and information technologies for Global Positioning System (GPS) and other advanced geodetic technologies (e.g., borehole strainmeters, tiltmeters, laser ranging) for NSF and NASA supported research efforts aimed at advancing our understanding of plate tectonics, crustal deformation, glacial and sea level dynamics, and other emerging geoscience priorities, as well as establishing a terrestrial reference frame for precise positioning.
2. PROjECT gOVERNANCE
The Awardee will ensure that an efficient and effective project governing structure is in place throughout the award period to support all critical or significant project activities. Corporation Bylaws can be found at:

3. gOVERNINg RESPONSIBILITIES
The Awardee will ensure efficient and effective perfor-mance of all project responsibilities by the governing components throughout the award period.
3.1 Community governance is exercised through the An-nual UNAVCO Business Meeting and by the Board of Directors.
3.2 The Board of Directors’ responsibilities include selecting and appointing the UNAVCO Presi-dent, providing NSF with an annual review of the President’s performance and any recommendation for salary changes, overseeing UNAVCO’s programs and corporate policies and ensuring that UNAVCO meets the Community needs
3.3 The UNAVCO President is responsible for execut-ing the direction of the Board and the purposes of UNAVCO, Inc. The President manages UNAVCO Headquarters activities including Finance, Con-tracts, Human Resources, and the UNAVCO Facil-ity, Plate Boundary Observatory, and Education and Outreach Programs. The President is responsible for scientific leadership and liaising with many arenas in the geophysics community, including planning by NSF, NASA, and other agencies, and related strategic planning and scientific management in UNAVCO. The President is responsible for opera-tional planning and business management including proposal development, personnel management, effective program delivery, liaison with funding agencies, and compliance with Federal regulations and corporate policies.
3.4. The Director of Program Support Services reports to the President and leads UNAVCO Program Support Services with primary responsibility for ensuring the integrity, efficiency, effectiveness, and compliance of all business, administrative, and support services for UNAVCO and its programs. The Director leads in-teraction with sponsors such as the National Science Foundation for Award Administration, including finance, contracting, and compliance. This position requires oversight of UNAVCO’s administrative functions in Finance, Contracts, Human Resources, and corporate-level Information Technology.
3.5 The Director of Contracts and Sponsored Agree-ments reports to the President and is responsible for the development and monitoring of all legal rela-tionships with funding agencies and vendors, as well as the Purchasing, Subcontracts, Property Manage-ment, and Sub-awards function. The Director also provides liaison with funding agencies, and compli-ance with Federal regulations and corporate policies.
3.6 Under the direction of the UNAVCO Facility Man-ager (Co-PI), who reports to and works closely with the President, the UNAVCO Facility supports the

NSF and NASA research communities. In addition to program management functions carried out in co-ordination with Headquarters, activities supervised by the Facility Manager include: consulting with community investigators for project planning and budgets; maintaining and deploying a pool of por-table geodetic research equipment; field engineering support and training; operations and maintenance of a globally distributed GPS network; develop-ment and testing; data management and archiving; project management; and overall support of Facility operations including establishing, maintaining, and reviewing staff needed to fulfill project goals.
3.7 The Director of Education and Outreach reports to the President and is responsible for developing and managing education and outreach activities to meet the needs of the community and the public including workshops, brochures, scientific meetings, student internship programs, educational products, etc. In addition, the Director is responsible for establishing, maintaining, and reviewing staff needed to fulfill the programs goals.
4. ThE ABOVE DESCRIBED PROgRAm gOVER-NANCE wILL SPECIFICALLy INSURE ThAT UNAVCO wILL:
4.1 On a resource available basis, support the U.S. academic research community applying high-preci-sion geodesy to geosciences, including GPS, strain, InSAR, and other emerging techniques in order to meet the scientific and technical objectives of spon-sor-funded science projects. To do so, UNAVCO provides Facility support and conducts relevant tech-nical workshops and a biennial scientific meeting.
4.2 Ensure a representative and responsive governance process on behalf of the U.S. academic research community.
4.3 Maintain and enhance the UNAVCO instrument pools so that they are available to support precision-geodesy research applications by the U.S. academic research community.
4.4 Provide field engineering support to Principal In-vestigators (PIs) engaged in Earth and Polar sciences
projects for campaign style measurements and the installation and maintenance of permanently and semi-permanently installed continuously operating stations using GPS, strain, and other techniques. Support includes project planning, logistics, operator training, direct field support, and assistance in data processing and data archiving.
4.5 Provide network engineering support for the NSF and NASA funded global network of permanently installed, continuously operating GPS stations including monitoring and reporting daily data flow, identifying and troubleshooting network problems, and implementing problem fixes and system up-grades as mandated by the individual projects and PIs.
4.6 Archive campaign and continuous data (GPS, strain, etc.) and science products for easy access and avail-ability to the
U.S. academic research community. Geodetic data will be made available freely via the Internet and in accordance with established NSF and UNAVCO data policies.
4.7 Conduct equipment testing and technology research and development leading to lower-cost and im-proved measurement equipment and techniques for the benefit of academic science applications.
4.8 Educate students and the public about science applications and results deriving from high-preci-sion geodetic techniques, UNAVCO Programs, and UNAVCO services through support of:
4.8.1 Stipends to support student involvement in educational and outreach activities and a Master Teacher and Faculty-In-Residence program;
4.8.2 Short course series on a range of geodetic tech-nologies;
4.8.3 Specific NSF-funded programs such as RESESS, a student internship program sponsored by UNAVCO; and
4.8.4 Educational workshops and seminars conducted annually.

4.9 Monitor the scientific, technical and fiscal perfor-mance of all subawards made by UNAVCO under the terms of this Agreement, ensuring that all NSF requirements are observed.
4.10 Facilitate an annual UNAVCO business meeting and biannual Facility and Education and Outreach advisory committee meeting.
4.11 Keep NSF informed of all activities carried out under this Agreement.
4.12 Engage in appropriate scientific programs and professional meetings to inform the Earth science community about the potential uses of the UNAV-CO Facility and to keep the community informed about its accomplishments.
5. REPORTINg REqUIREmENTS
The Awardee will provide ad hoc and regular reports as designated by the NSF cognizant Program Official with content, format, and submission time line established by the NSF cognizant Program Official. The Awardee will submit all required reports via FastLane using the ap-propriate reporting category; for any type of report not specifically mentioned in FastLane, the Awardee will use the “Interim Reporting” function to submit reports.
5.1 Annual Progress Report. The Annual Progress Report will describe the annual activities and the current status of UNAVCO programs as designated by the NSF Program Official. The following mini-mum information will be included in the Annual Progress Report:
5.1.1 Summary of status and results of each UNAV-CO program supported under this Cooperative Agreement, including description of scientific, education and outreach, or other significant activities and identification of sources of user community support.
5.1.2 Tabulation of defined performance metrics for the period and comparison with proposed goals.
5.1.3 Summarized results of User Evaluation Forms submitted by users of UNAVCO services.
5.1.4 Description of significant problems or other developments.
5.1.5 Summary of any changes to prior approved key personnel.
5.1.6 Listing of other funding support for Key Person-nel including the percentage of effort devoted to each project regardless of source.
5.1.7 A table listing continuous GPS networks for which UNAVCO is providing support includ-ing: 1) name of network; 2) PI; 3) number of stations; 4) original or current source of PI sup-port (e.g., NSF or other agency award number); and 5) level of effort (e.g., high -field engineer-ing, telecommunications and data support, medium -facility only equipment repair and data support, low -data archival only)
5.2 Annual Program Plan and Budget. UNAVCO shall submit an Annual Program Plan and Budget that describes plans, activities, and goals and requested funding allocations to UNAVCO and its subawardees for the next year of support. The Annual Program Plan and Budget is due the 15th of October each year. Individual budget requests for subawards must be provided on the NSF Budget Form 1030 with appropriate budget justifications. The Annual Progress Report and the Annual Program Plan and Budget will together serve as part of the basis for UNAVCO’s request for the next year’s support and will be subject to review and approval by the NSF Program Official.
5.3 Semiannual Progress Report. UNAVCO shall submit a Semiannual Progress Report due on or before the 1st of July of each year. The Semiannual Report will describe status and progress in each program area, including tabulation of defined performance metrics.
5.4 Annual Expenditure Report. UNAVCO, Inc. shall submit on or before January 31st of each year an expenditure report that compares actual expendi-tures by cost category on the NSF Form 1030 to the budgeted amounts approved in the previous year’s Annual Plan and Budget.

5.5 Special Reporting. Special reports may be requested with content, format and submission time estab-lished by the cognizant Program Official.
6. AwARDEE SUPPORT OF ONgOINg mANAgE-mENT AND OVERSIghT.
The Awardee will ensure full commitment and coopera-tion among the governing structure components, and all project staff during all ongoing NSF project manage-ment and oversight activities. The Awardee will ensure availability of all key institutional partners during any desk or on-site review as well as timely access to all project documentation. In addition, UNAVCO shall:
6.1 Invite the cognizant NSF Program Official to at-tend the UNAVCO Annual Business meeting, the Biennial UNAVCO Community Science Workshop, and non-executive sessions of the UNAVCO Board meetings. A listing of information items to be reviewed at these meeting will be provided to NSF in advance. One Board meeting per year will be held in Washington D.C. to facilitate communication with the cognizant NSF Program Official. As part of routine management activities, the UNAVCO Presi-dent, Facility Director, and Education and Outreach Director will communicate with the cognizant NSF Program Official via visits to NSF, by phone and e-mail.
6.2 In year two (2) of the Cooperative Agreement, NSF/EAR will support an external assessment of the UNAVCO Education and Outreach Program. Details of the assessment plan will be developed by NSF in consultation with UNAVCO during the first year of the award and it is anticipated that a report of findings will be delivered to NSF by the end of the second year.
6.3 UNAVCO will maintain a website to disseminate current UNAVCO Community and Programmatic information.
7. PRIOR APPROVAL REqUIREmENTS
7.1 Prior NSF approval is required for UNAVCO to provide support for any continuous GPS network at any level of effort except in cases where new CGPS networks are added as the result of a newly funded NSF/EAR GPS research project. Requests for ap-proval shall be submitted in writing to the cognizant NSF Program Official.
7.2 Prior NSF approval is required for all changes to the salary, fringe benefits, and other forms of compensa-tion of the Awardee’s President. Request for approval of any changes shall be submitted in writing to the cognizant NSF Program Official.
8. EqUIPmENT
8.1 Title to all equipment acquired, purchased, or fabricated, under this Cooperative Agreement shall vest with NSF.
8.2 Accountability of all equipment inventoried, acquired, purchased or fabricated with Government funds, under the NSF UNAVCO, Inc. Cooperative Agreement EAR-0321760 is hereby transferred to this Agreement.
