About the Australian Property Institute

The Australian Property Institute has enjoyed a long and proud history. Originally formed over 85 years ago in 1926, the API, a not-for-profit organisation, today represents more than 7,500 individual property practitioners throughout Australia and overseas. Approximately 2,900 are located in NSW.

API members are represented in all areas of the property industry including funds management, development, valuations, asset management, sales and leasing, property law, property consultancy, property finance, property and facilities management and education.

As the peak property professional association, the API has been pivotal in providing factual and impartial advice on a broad range of property issues addressed by the Commonwealth and State/Territory Governments since the API was formed. In addition, the API’s advice has been increasingly sought by overseas bodies such as the United Nations, evidencing a level of expertise within the API and its membership that is recognised globally.

As a professional association, the primary role of the API is to set and maintain the highest standards of professional practice, education, ethics and discipline for its members. The API, in conjunction with the Property Institute of New Zealand, develops and disseminates practice standards for the property industry.

It also maintains a close liaison with educational

institutions through its accreditation of property courses. The API recognises endorsed property courses for membership as well as a range of degrees in kindred disciplines such as law, business/commerce, engineering, building, planning and architecture.

The API encourages and assists students and young property practitioners through a range of services including careers’ forums, Young Property Professionals’ events and the Future Professionals Program. The API also delivers topical professional development programs to ensure high standards of practice within the property industry, which attract a broad spectrum of property professionals.

The API benefits employers through the ongoing training and development of their staff and by also being able to identify appropriately qualified and committed prospective employees by virtue of their API membership.

Membership of the API is synonymous with the traits and qualities of professional integrity and client service, industry experience, specialist expertise, together with tertiary level education and lifelong continuing professional development.

The API recognises that people who work in the property industry can come from different academic backgrounds and have various career experiences. If you have a degree or equivalent in property, finance, law, commerce, economics, planning, building, quantity surveying, surveying/geomatics, architecture, agriculture, urban geography or statistics you could be eligible for API membership.

This year marks the 18th instalment of the Australian Property Institute (API) NSW Excellence in Property Awards, which recognise outstanding achievement in the property profession, and the built and natural environments. We’re proud that these awards continue to be a successful and prominent event on the NSW property industry calendar.

Since its inception in 1926, the API has represented a wide range of members working across all areas of the property industry including funds management, development, valuations, asset management, sales and leasing, law, property consultancy, finance, property and facilities management, and education.

It is this broad membership base, together with its reputation for independence, education, integrity and professionalism that allows the API to offer awards for excellence across eight categories, encompassing the broad spectrum of the property industry. For the first time this year, we have created sub-categories in the Property Development Award, allowing for distinct recognition of both smaller and larger projects.

We’ve been impressed by the quality of entries this year and the extremely strong response in many categories. By recognising and promoting excellence in property, we hope to highlight the ongoing need for best practice in the industry.

Congratulations to the finalists and thank you to all who entered – your continued support of the awards makes it possible to hold this annual event. I also extend special congratulations to the award recipients for their vision and contribution to the property industry.

About theAwards

Ray WhiteProperty Development Awards Two awards may be made in this category – one for a project under $25 million and one for a project over $25 million. The awards are made to an individual or an organisation, in honour of outstanding work on a development of a single building or structure, a group of buildings or structures, land development or infrastructure.

The award covers new developments/renovation or conversion to a new or original use. The property development should demonstrate excellence in providing community benefits and innovations in design and construction, finance structuring and/or investment returns. Entries are required to have been completed within the last two years preceding the entry deadline.

Criteria• Project value (defined as construction cost

excluding land)

• Commencement and completion dates of

the project

• Benefits/innovations incorporated in the

development which set it apart from other

developments

• Significance of the property to the broader

community

• Obstacles overcome in delivering the

completed project

• List of organisations/consultants involved

Opteon Property Group Property Industry Innovation Award

This award is made to an individual or team in a public or private practice, who has demonstrated the qualities of leadership and innovation that led to either a change in the property industry, in the interests of either property practitioners and/or thecommunity at large, or a new concept or technological advancement.

Entries may relate to any area of property practice, for example property portfolio management, property financing, propertydevelopment, urban design, heritage, asset management, property economics, property management, property or plant andmachinery valuation, property consultancy, property sales, leasing, property marketing, property research, property educationor property law.

Where appropriate, submissions should be supported with a letter from the client, principal, employer or adviser.

Entries are required to have been completed within the last two years preceding the entry deadline.

Commonwealth Bank of Australia Funds Management AwardThis award is made to a listed or unlisted property trust or property syndicate. Applicants are required to illustrate their superior industry performance through such attributes as innovation, financial performance and/or public accountability, and provide two written references from valedictories (external to the applicant organisation) to support their application.

Preston Rowe PatersonLocal Government Award

This award is made to an individual or local government organisation that has delivered or influenced the delivery of a completed project that contributes to the local community.

Entries are required to have been completed within the last two years preceding the entry deadline.

Criteria• Commencement and completion dates of

• Previous use (if applicable)

• Basis of determining community need for

the project

• Community involvement in the planning

NSW Valuer GeneralValuation Award

This award is made to a valuation firm which has provided exceptional value to clients in the banking sector. The firm should demonstrate a strong focus on customer relationship management and the provision of valuation reports that are easy to understand and valuable to the client.

Criteria• Provision of valuation reports and financial

models to the client in a user friendly format

• Best in class risk management and quality

assurance procedures

• Use of technology to deliver timely and

efficient valuations

• Development of quality relationships with

clients through innovative methods

• Reference letter from a financial institution

which has used the services of the valuation

firm, outlining the nature of the relationship

and why they are suitable for this award

JLL Heritage Award

This award is made to an individual or organisation in recognition of outstanding treatment of heritage issues in the context of development projects, adaptive reuse and conservation. Emphasis will be given to projects which exhibit historical sensitivity while delivering practical and economically-viable solutions for heritage buildings or places. There is no limitation on the type of property except for individually owned houses which are not eligible.

Entries are required to have been completed within the last two years preceding the entry deadline.

Criteria• Commencement and completion dates of

the project

• Background information on the project

• Previous use and proposed or current use

• Heritage conservation efforts, including

features that were saved, retained, or

enhanced

• Innovative approaches or specialised

procedures used in the project

NABERSEnvironmental Award

This award is made to an individual or organisation in recognition of outstanding treatment of environmental issues. This may include a development project or industry study. Entries are invited from projects or studies that demonstrate environmental sustainability and energy efficiency. Entries may include, for example, the reclamation of contaminated or degraded land, and/or application of technology to create innovative long term environmental solutions.

Entries are required to have been completed within the last two years preceding the entry deadline.

Criteria• Commencement and completion dates of

the project

• Technology/systems used in the project

and examples of how the project achieves

environmental innovation

• Nature of environmental, social and

financial benefits achieved by the project for

the site and the broader community

• Details of any awards/valedictories relating

Clayton Utz Young Achiever of the Year

This award is made to an individual API member who has at an early stage in his/her professional career achieved outstanding performance in property by their contribution to their organisation and/or the property industry.

The successful entrant will have demonstrated a substantive contribution to a particular area of the property industry. Additionally they will have demonstrated exceptional skills, dedication, commitment and the promise of future industry leadership.

Criteria• Membership of the Australian Property

This was my first year as Chair of the Judging Panel and I must say I was very impressed by the quality of entries received. Determining finalists and winners was no easy task as there were many diverse and innovative entries.

I would like to thank the Judging Panel for the time they committed to reviewing the entries. The API is fortunate that it has relationships with a broad range of respected property professionals who selflessly volunteer their time to contribute to the success of the awards each year.

I would also like to thank everyone who took the time to submit an entry this year. It is these entries that ensure that the API NSW Excellence in Property Awards continue to be so highly regarded and successful. The API is proud to support recognition of the property industry and we look forward to receiving entries for the 2016 awards.

John Sheehan LFAPI (Chair)

John has been Chair of the API’s Government Liaison Committee since 2002 and has prepared submissions to both State and Commonwealth Government inquiries on a range of varied topics such as strata title, water and carbon legislation, development and planning, and compensation legislation. He is also the Divisional representative on the Environmental Planning and Development Committee of the Law Society of NSW.

In 1980, he established the Sarasan Consulting Group specialising in native title, compulsory acquisition and general compensation advice. His formal disciplines are valuation, town planning and environmental law, and John was an Acting Commissioner in the Land and Environment Court of NSW for a two-year term ending January 2009. In 2010, he was appointed Deputy Director and Adjunct Professor, Asia-Pacific Centre for Complex Real Property Rights at the University of Technology, Sydney.

Ian Muir FAPI

Ian is currently Director, Muir PropertyAdvisors and Senior Vice President ofthe API NSW Division.

Ian was employed in the fundsmanagement industry from 1998 to2010, during which time he spent fiveyears as CEO of an ASX listed REIT, fiveyears as the CEO of a Wholesale Fundand two years in Capital Transactions.

Prior to this Ian held senior leadershippositions at Jones Lang Wotton for 12years and in 1998 joined global fundmanager, ING Real Estate.

Ian has more than 35 years’ experiencein the property industry across fundsmanagement, asset management,valuation, sales and management ofall property asset classes, includingCommercial, Industrial, Retail,Residential, Seniors Housing, andStudent Housing.

Mary-Lynne Taylor FAPI

Mary-Lynne Taylor is a consultant at Bartier Perry Solicitors, practising in the area of town planning, local government and heritage law. She is a long time practitioner in the Land and Environment Court. She practises exclusively in this field of law, acting for both applicants and respondents, and has a role in providing continuing education for all the range of property professionals.

Now an Adjunct Professor in Sydney University’s Faculty of Architecture, she lectures in Planning Law in the Urban and Regional Planning and Heritage Conservation Masters degrees. She has been made a Fellow of the Australian Property Institute and an honorary Fellow of the Planning Institute.

Since its inception she has been a panel member of the Joint Regional Planning Panel where she is now the chair of the Sydney west panel.

Carolyn Cummins BEc

Carolyn is the Commercial Property Editor for the Sydney Morning Herald (SMH). Her experience stretches from Melbourne to London to Sydney in a multitude of roles including Senior Business Reporter for the Australian Financial Review, Investment Editor and London Business Correspondent for The Australian, and Senior Business Reporter for the SMH in conjunction with her present role.

Carolyn also appears on the Sky Business channel’s Business View Program and did a two-year stint at the Nine Network as a producer for Business Sunday’s Business Today.

In 2011, Carolyn was presented the API NSW Meritorious Service Award for her outstanding contribution to the NSW API membership. This accolade is only awarded to non-members in exceptional circumstances.

Simon Wheatley

Simon is an executive director in theInvestment Banking team in Australiaand New Zealand, and heads the Real Estate sector. He has been at the firm for over 15 years after joining JBWere in 1999 as co-head of the Real Estate Investments Trusts research team. In 2005 Simon moved to the New York office to lead the offshore research team in the US and UK, responsible for Australian equities. In 2009 Simon returned to Australia to lead the Real Estate and developers research team based in Sydney and in 2014 Simon was appointed head of the ANZ Real Estate corporate advisory team for Goldman Sachs.

Prior to joining the firm Simon wasan unrestricted institutional propertyvaluer with Jones Lang LaSalle andalso was a Property Trust analyst at aboutique stockbroking firm.

Leigh Higgins FAPI

Leigh is Executive Director of the China Venture Group of Companies, which advises and co-invests with Chinese corporates and State Owned Enterprises to facilitate investment in Australian real estate, infrastructure and agriculture. He is also Managing Director of CV Funds Management Limited, which holds an Australian Financial Services Licence covering registered and unregistered management investment schemes.

Leigh has over 25 years’ experience as an independent advisor covering the financial services sector, corporate and real estate advisory, real estate funds management, and infrastructure financing and delivery in Australia.

He has a Bachelor of Business (Accounting) from Charles Sturt University and a Master of Applied Finance from Macquarie University.

He is a Fellow of the API and the Institute of Chartered Accountants in Australia and New Zealand; a Member of the Australian Institute of Company Directors and a Licenced Real Estate Agent.

Jenny Saliba FAPI

Jenny has over 15 years’ experiencein property spanning the value chain of construction (Lend Lease Corporation), asset management (Savills) and investment management (ING Real Estate). Her experience also includes roles at Charter Hall, Woodhead and Multiplex.

As a Chief Financial Officer, she has worked with Boards and Executive Leaders to drive organisational strategy during periods of exponential growth, business realignment and financial distress.

She is currently acting Chief Financial Officer for Fife Capital. She has a Bachelor of Economics from the University of Sydney and an MBA from the University of NSW.

Peter Cashmore

Peter has been in the property industry for many years with experience on both the “buy” and “sell” side of the listed property sector. He is currently a Senior Real Estate Equities Analyst at NAB.

Before joining NAB in 2010, Peter worked at Citigroup where he was involved in a number of capital raisings including CPA, CFX and SGP. His research coverage includes both the ARIET sector plus thematic pieces ranging from capital markets, physical property markets and sub sector analysis.

NSW Valuer General Valuation Award

Winner

The Valuer General is the principal valuation adviser to the NSW Government, leading the delivery of 2.5 million land valuations annually under the Valuation of Land Act 1916.

These land values are provided to local councils for rating and to the Office of State Revenue for managing land tax.

The valuation process combines commonly applied mass valuation approaches with systematic quality assurance and individual reviews, managed by Land and Property Information and implemented by over 80 independent valuation firms across the state.

The Valuer General also supports the Government’s infrastructure development program through the determination of compensation for compulsory acquisitions under the Land Acquisition (Just Terms Compensation) Act 1991.

WinnerFaine BayvelFaine is currently an Associate Director in the Real Estate Capital team at Pepper Property, where she is responsible for advising and arranging debt and equity transactions on behalf of property developers and investors across a range of sectors. Prior to this, she spent six years working in institutional and corporate property lending with the Commonwealth Bank of Australia, where she financed some of the largest and most complex property investors and developers in Australia.

Faine is chair of the Young Property Professionals’ (YPP) group and sits on the Australian Property Institute’s NSW Divisional Council. In her role as YPP Chair, Faine manages a group of 11 volunteers to deliver four events per year for the API’s younger members. The YPP, under Faine’s leadership, has also recently established the NSW Young Leader Award designed to give back to academic institutions by awarding annual prizes to students from the University of Technology, Sydney and Western Sydney University who showcase exceptional leadership outside of their usual course work.

The judges commented that Faine was well-rounded and it was exciting to see such talent in the industry.

Preston Rowe Paterson Local Government Award

WinnerPittwater CouncilCurrawong Beach Cottages – Historic Midholme RestorationCurrawong Beach Cottages is a small scale eco-friendly holiday destination located at the northern end of Pittwater, accessible only by water. Purchased by the NSW Government in 2011, Pittwater Council was appointed Trust Manager of the development. Midholme is the original homestead on Currawong, believed to have been built around 1911. It is a State significant Heritage-listed building and is also of local Heritage significance, as it is a rare example of a remote farmhouse in the Pittwater region.

The restoration at Midholme was designed to mitigate extreme and high risk threats to the homestead, prevent further deterioration in order to protect the significant heritage nature of the building, and to improve the facilities for the community. The restoration was carried out by Pittwater Council’s Building Services team, along with specialised contractors. The Pittwater Environmental Foundation and Friends of Currawong were also consulted.

Where possible, original materials were kept or reused, and in all instances form and fabric were matched.

The judges were particularly impressed with the significant obstacles overcome in funding the delivery of the project.

Melrose House is a heritage building set within the Grantham Estate, which is in the process of becoming part of a large public parkland.

Blacktown City Council wanted to make effective use of the property for community purposes and the works were designed to allow adaptive reuse by a variety of prospective tenants, including art galleries, restaurants and commercial offices. The grounds have been restored and further landscaping is planned incorporating the site into new public parkland across the remaining Grantham Estate.

The judges felt this was an important work for the local area and was beautifully done.

for Lismore City Council Landfill PhytocapIn essence, a phytocap is a complex layer of local native vegetation that controls drainage, replacing the traditional method of capping which involves the layering of clay, gravel and dirt.

In 2007, the Council’s Wyrallah Road Landfill was selected as the NSW trial site for the Australian Alternative Covers Program, a collaboration between consultants, universities, the State environmental authorities and landfill operators. Following the trial, the Council sought NSW Government approval for the use of this method. Once approval was received, construction commenced and the phytocap was officially opened in September 2013.

The judges felt this was a remarkable and innovative project which will result in an extension to the adjacent botanic gardens.

WinnerLake Macquarie City Councilfor Masonic Hall Refurbishment

Lake Macquarie City Council refurbished the Masonic Hall to provide a much needed, multi-purpose facility for council staff and local community groups. Originally built in 1924, the refurbishment includes flexible learning spaces for staff training, meeting facilities for use by the community and appropriate space to undertake Corporate Fitness Club classes.

Lake Macquarie City Council appointed a conservation architect to ensure that construction methodologies complied with DA conditions. These conditions stipulated minimising penetrations to existing fabrics through construction methods such as surface mounting services. Any structural repairs were to be done with similar construction materials such as lime mix to repair mortar and any internal connections of new walls were to be reversible.

Reinstatement of the front entrance and windows with new timber products in the style of the original openings was a key design feature. Following the hall’s acquisition in the 1980s and conversion to use by local theatre groups, the front openings were bricked up, leaving only access by the side door. The Council made contact with an original member of the Masonic lodge to ascertain the building’s original appearance.

The judges felt this was a well-delivered and significant project for the local community, despite its small budget.

Winner - under $25 millionKennedy Associates Architectsfor Carleton Estate

The Carleton Estate development is a 78-unit residential development on an 11,871m2 site in Summer Hill, Sydney. The development is named after a Victorian era mansion which, with its former stables building, was constructed between 1883 and 1887. Over 90 years of institutional use, both the site and buildings underwent numerous alterations, interventions and additions, including losing many important elements, and fell into disrepair. More buildings were added to the estate during the 20th century, as it was used as a hospital and respite care facility.

The Carleton Estate development removes all elements of lesser heritage significance on the site, including all of the 20th century buildings, as well as numerous accretions to the house and stable. Conservation and adaptive reuse work was undertaken to both buildings, returning them to their original form and character, and recreating the park-like setting of Carleton.

The Carleton Estate development demonstrates the advantages of a wholistic approach to urban infill development and to the integration of heritage items within such developments.

The judges were impressed by the materials incorporated in the development, the mix of old and new and the green open spaces.

The development also features a number of leading environmental initiatives, including rainwater harvesting and recycling, native plant landscaping, natural ventilation and light enhancement initiatives, stormwater and ground water recycling, solar hot water and sensor lighting controls.

WinnerNorman Disney & Young for Australia Post, Strawberry Hills Refurbishment Norman Disney & Young was appointed to provide mechanical, electrical, hydraulic, communication, fire engineering, fire protection design services, and sustainability advice as part of Australia Post’s extensive refurbishment of its iconic NSW headquarters.

The project achieved a 5 Star Base Building Energy rating from NABERS through building services, controls upgrades, fabric improvements (including new double glazing) and a roof-mounted solar PV system.

In addition to energy efficiency and renewable energy systems, sustainability initiatives included sustainable materials selection, waste minimisation and management, water efficiency and rainwater harvesting, ecological considerations in the landscape design, and improved occupant comfort and health through indoor environmental quality initiatives.

These initiatives have resulted in the building achieving what would be considered best practice outcomes for a new building, but at an existing building constructed in the 1980s. In addition to the Base Building Energy rating, the building has also achieved multiple 5 Star Green Star ratings.

The judges were impressed by the high-quality refurbishment and the environmental outcomes achieved.

for Lismore City Council Landfill Phytocap

Phytocap technology is innovative and relatively new to Australia. The Lismore phytocap was the first licensed landfill in NSW to be approved to use the phytocapping method for landfill rehabilitation. The Lismore phytocap was also designed to create a koala habitat which is very unique.

The phytocap method costs half the cost of a standard landfill cap. The method saves money and grows trees - a double benefit.

The soil used for construction of the Lismore phytocap came from a local Lismore road construction project and therefore removed the need to quarry new soil for the project.
