(a) the method that is being adopted by the Government Redistribution of chemical fertilisers in the sta*e ;

(b) the amount paid by the Government towards transportation charges during 1971-72 ; and

fc) whether the Government would consider to change the method of distnbution of chemical fertilisers through the department instead of through district marketing societies 2

The Deputy Chief Minister (Sri B. V. Subba Reddy):—(a) District Co-operative Marketing Societies of good record and the Andhra Pradesh State Co-operative Marketing Federation arc being allotted Pool nitrogenous fertilisers for the purpose of distribution-After meeting their requirements the balant-e quantities are distributed through Depots of Agriculture Department*

(b) Supplies made by the Government of India are free on rail destination, There was no movement of fertilisers by road from poits during the period and hence no transport charges were paid.

(c) N o proposal is under consideration.

W e will take a decision shortly as to how far an equitable distribution could be done, so that it will be available to the ryots for a reasonable price. W e are considering it.

In some cases it is 5 0 % , in some cases it is 7 5 % tnd in some other cases it is 7 % . That is why the system is not uniform throughout the State-

Sri B. V. Subba Reddy :—The Government is not satisfied with the present system of distribution. That is exactly the reason. W e arc not satisfied. There are complaints. That is exactly the reason why we are thinkirg of changing the present pattern of distribution.

Sri B. V^ Subba Reddy ;—The present system is W e have no power to control the distribution system, (the quantity) that is being allotted to the District Marketing Societies. The High Court has held that there is no legal obligation on the part of the D. C M s to honour aH the cards issued by the District Agricultural OfBcials. Anyhow there was an understanding between the departmental people and the marketing societies and that :s being honoured by many.

AERIAL SPRAYING OF CHEMICAL FERTILIEERS IN SRIKAKULAM DISTRICT

fa) whether the Central Government undertook Aerial spraying of Chemical Fertilizers in Srikakuiam district for the crops during July and August, 197 J ;

(b) the amount of fertilisers used in the year 1972-73 ; and

(c) whether it is a fact that the allotted quantity of 2J0 tonnes of Chemical feitilizers have not been fully utilised ?

SriB.V. Subba Reddy:-(a) Aerial Spraying of Urea was done on mesta crop in Srikakuiam and Visakhapatnam Districts during July and august, H*72 with the aid of Government of India.

(b) 125 M . Tonnes of Urea.

(c) The altotment is only 125 M . Tonnes (Net) but not 200 tonnes. Ibe entire quantity of 12$ M . Tonnes of Urea was utilised for taking up aerial sprayings.

Sri Ch. Parasuram Naidu ?—- Is the hon. Minister aware that the Director of Agriculture was ordered to enquire - into $hg m isuse of fertilisers and that I made a representation to the Collector that the Enquiry OfBcer had approached and wanted m e to scuttle the enquiry. I reported the matter back to the Collector for enquiry in the ma$ter* What has happened to the information given by m e and the Report of Enquiry ?

Sri B. V. Subba Reddy :—The information said to have been given by the Member is not before m e , as also the complaint or representation made to the Collector and the Director of Agriculture.

The question asked is "Whether* aerial spraying of chemical fertilisers was undertaken*'? That has been done and the entire expenditure was borne by the Central Government.

Sri Ch. Parasuram Naidu :—Sir, m y submission is; part (c) of the Ques&on alleges that the aliotted quantity of 200 tcnnes of chemical fertilisers has not been fully utilised. WHi the hon. Minister get the information about this part of the Question ?

Mi. Speaker :—The allotment was 1 .5 metric tonnes, and the entire quantity has been utilised.

Sri Ch. Parasuram Naidu .—It has mere!y been shown that the entire quantity was utilised. But the facts are otherwise. It has not been utilised.

Sri B. V. Subba Reddy :—Only 125 metric tonnes quantity was allotted which has been fully utilised.

Sri Ch. Paras aram Naidu :—Il is corret that a certain quanity was allotted, but the fact is the entire quantity has not been utilised. I reported this matter to the District Collector .Srikakulam) informing him that the Enquiry oiRcer had asked m e to scuttle the case. It seems an enquiry has already taken place. But the Collector did not do anything on m y representation N o w that I a m bringing this matter to the notice of hon. Deputy Chief Minister, atieast will he get the full information on the matter?

Srt B.V. Subba Reddy;—In his question, the hon. Member has net asked about this Report,etc. If a copy of the complaint made to the Collector and Director of agriculture is made available, I will be able to tell the Member at what stage the matter stands.

(a) the acreage of sugarcane affected this year by 'Redrot' disease in Srikakuiam district;

(b) whether it is a fact that nearly 12,000 (twelve thousand)

acres under sugar cane was affected in Amadalavalasa sugar factory

zone alone during the last three seasons causing a loss of croees of

rupees for $he ryots ; and

(c) the steps taken to eradicate the said disease in future ?

Sri B. V* Subba Reddy;—(a) 3,776 acres in 1972-73 season.

(b) 10,285 acres were aHected causing a loss of Rs. 63.47 lakhs.

(c) The steps taken to eradicate the disease were replacement of disease arreted cane area with disease tree seed material cultivation of red rot resistent varieties, crop rotation removal of red rot affected clumps and avoiding too many ratoons of sugarcane crop. Transport subsidy was also provided to the farmers to provided disease ires seed material. Farmers were also educated through leaflets indscating the measures to be taken to control the disease.

Sri Ch. Parasuram Naidu :—Simply taking precautionary measures would not do* The disease is widespread which has caured great loss to the crop and the cultivators. The question is what are the pesticedesthathavebeen discovered and considered fit to eradicate this disease ? Whether the Department has made and discovery o f any pesticide to completely eradicate this 'Redrot'disease altogether ?

Sri B- V. Su^ba Reddy :—Reseatch is in progress to discover a pesticide which could control this pest. S$ far the Departmeet has not succeeded in discovery of the pesticide,

(a) whether it is a fact that the Dairy Farm at Nakerikallu, Narasaraopet Taluq, Guntur District is running on loss ;

(b) if so, the amount of loss sustained by the said Farm during the year 1971-72;

(c) the action proposed to be taken by the Government to convert the said Farm into profitable one ?

(c) Though Government Livestock Farms are run mainly with a view to upgrade local cattle breeds with useful crossbreeding methods, it ia proposed to improve receipts at this Farm as follows :*

(1) Producing oross-breds capable of better rntlk yields sad draught capacity and seMing them to farmers in the area concerned for further propagation ;

(2) raising more green fodder for reducing expenditure on purchase of feeding concentrates and dry fodder: and

It is more for %he purpose of providing better tuUs as well as milch cows. The loss of course is oniy about Rs. 40,000 and odd during the year under question-

3. The reinforced cement concrete at the rage of 1:2:4 with 3/4 granite me%al was no? done.

(c) A n expert team from the Civil Engineering College, Warangal have been asked to test the samples of Cement, Concrete, mortar and specimen of materials used by the Contractor and furnish a report. The report has since bee&3 received. According to $he


report of the experts the cement and mortar are used according to specifications and the structure is quite safe for the load for which it is designed. Ix view of then^ analysis, the Executive OfBc^r has been permitted to proceed with the construction and complete the work.

(c) the time required for preparing estimajEes and supplying electricity $o all those viHages ?

The Minister for Power ( Sri O. Rajaram ) :—(a) N o representations were received from the Panchayats for supply of electricity during this year.

(b) A scheme was formulated in 1939, But it proved unremu-nerative and hence, it could not be taken up.

Sri Asif Pasha:—In view of the Development Board beiag formed, will tne Trust come into being?

*Sri ChaHa Subbsrayudu : —In vie.v of the Urban Area^ Development BiH which is going to become an Act the consideration of going in for Trusts is deferred. It is under consideration whether to go in for an Urban authority in the light of the Urban Areas Development Bill and whether it is advisable to go i^ for an urban authority not only for Vijayawada, Ountur, M^ngaLigiri and Tenali on the same lines as the existing Trust for Visakhapataam. W e are thinking whether it is advisable to go in for urban authoiity. That is under active consideration. As such, the proposal forgiving Town Planning Trust is deferred as at present.

Sri M . R. Deea:—Is it necessary to constitute Town Planning Trust under Sections 45 and 46 of the Town Planning Act of 19,20 ?

Sri ChaHa Subbarayadu :—Sir, the present thinking is instead of Town Planning Trust, it is bett ;r to go in for Urban Development Authority so that we may have an integrated development of the entire area.

Sri C. V. K. Rao:—Sir, the Hon. Minister is talking about Urban Development Authority. It looks as though the Government has gotsectarian attitude oflimiting itself to particular towns. Is it not necessary that in view of the total neglect of Andhra towns* almost all towns having population of one lakh and above, this Urban Development Plan should be implemented?

Sri ChaHa Subbarayudu:—At present we are immediately going to create that authority for the t*in cities of Hyderabad and Secunderabad. W e are also goiog to have an enabling clause to go in for other areas wherever there is rapid growth of industries and develop these areas.

Sri B* V- Subba Reddy :—fa) and (b): According to the communication received from the Govt, of India the Estimates Committee of the Lok Sabha stressed thar the grower should be ensured remune-tative price for the sugarcane and t e Committee also recommend d deterrent action against the defaulting factories who are in arrears in the payment of cane price.

(c) Under clause (3) of the Sugarcane (Control) Order, 1966 the Government of India alone are competent to Ax th^ minimum sugarcane price. For 1973-74 season the Govt, o lid a have Rxed the minimum price of Rs 80-00 per quintal Inked to a recovery of R.5% or below with a premium of 9*4 paise per quintal for every 0.1 per cant increase in recovery above 8*5% payable by fhe sugar factories. The State Govt- have agreed to the co-operative sugar factories paying an adhoc initial price of Rs-1 i ()/- per tonne for 1973-74 season subject to the condition that it should be adjusted at the end of the ye3r against the grower's share of the extra net realisation on the sale of sugar according to the profit sharing formula a ready m force. The Chairman of the South Indian Sugar MiHs Association has been reqpested #o ensure thrt the above policy of the Government is implemented by the private sugar factories also.

The Government of India have stated that the Reserve Bank of India has instructed Commerical Banks that substantia! portion of Rank advances to sugar factories against sugar stucks should be utilised for clearance of cane price arrears- There is provision in Section 19 (2) of the A. P. Sri M.Narayana Reddy :—In view of the discussion on the subject coming upon 1st afternoon, I would not take much time. I reserve it. The only thing is that this question was tabled more than one year ago. In Lhe meanwhile further arrears and of ncn-payment have accumulated. For this purpose, a request was made to the Hon'ble Chief Minister and he was pleased to agree that a Tri-parttte Conference n ill be convened very soon to discuss thes matters. Before such meeting takes place, She powers must be taken into coRdence. Without going into the detaiis of this, the Hon. Deputy Chief Minister has himself mentioned m the Hon. Nagireddi's question that deterrent action would be taken. That is the recommendation of the Estimates Committee. In view of the recommendation and assuronce, I would only ask how soon he is gcing to convene the Tripartite Conference of Growers' representatives. Factory Management Reprsentatives and the Government.

Ssi B.V.Subba Reddy ;- I agree with the Hon. member that a remunerative puce should be paid to the cane growers which is fixed Rr purpose basing on the capacity of the prodction of sugar for 10o tonnes of sugarcane. O n basis of 8.5% the price is fixed by the Central Government. In spite of that all the factories except 2 agre d- They have been getting the share of prof ts in the ratio of 60 ; 40, The share of the profit has been paid to the sugarcane growners. Initially particular price is fixed by the Central Government. That is paid within t4 days from the date of supply of sugarcane. The Factory has to pay within 14 days. If they don't pay the price by the date i. e. within 14 days, the Government has power to recover this money under the Land Revenue Recovery Act and pay to the Sugarcane growers. Government has to the power to recover the cost under the Revenue Recoveries Act and collect the amount *.nd pay to the sugarcane growers. Regarding profits, in some cases they have gone to the High Court and the High Court has heM that there is no Mega obligation on the part of the factories to pay 4 0 % of the proRits. Here two factories have not followed it. They went to the High Court and the High Ct urt held that they need not share profits. There is no legal obligation on the part of the sugar factories to share the pro-tits in %he proportion i. e. 60 to 4 ) as !aid down by the Central Government. In all the ether cases they have implelmened the agreement. It is a moral obligation; it is not a legal obligation*

Actually the prue paid was Rs. 80* Similarly in the case of Kirlampudi Sugars the price fixed was Rs. T i*. They paid Rs. 80. In case of Sarvaraya it was Rs. 7t;. They paid Rs* :M. It comes like that.

(a) whether it is a fact the State Electricity Board has decided on 11th January to impose restrictions on consumption of energy from Junuary 16th ;

(b) whether the Board has made any efforts to obtain energy power from the neighbouring State as in the past and whether such arbitrary and spasmodic cut in oower does not hamper the agricultural and industrial production in the State ;and

*c) if so, the reasons for not taking advance steps to avoid such hardship to the consumers of energy and dislocation of the pro-ductive system of the State ?

Sri O. Raja R a m : (a) Yes, Sir. Restrictions have been imposed on consumption of the eiectrx^ energy with effect from 16-1-1974. The decision in this regard was tak^n by the Implementation Committee at its meeting held 31-12-1973.

(b) ês, Sir. The Board has made efforts to obtain assistance from neighbouring States. Advance action was taken to avoid haid-ships to the consumers. Power cuts have become necessary in order to contain the growing demand to system capability as otherwise un-scneduled load shedding becomes inevitable. Tnorder to minimise the effects of power cuts, agriculture and certain other oasic industries have been exempted and priority industries like continuous process, etc., have also been given relief %o the extent possible.

(c) In view of answer at (b) above this does not arise.

Sri M . Narayana Rcddy ;-Sir, the Circular issued by the Board with regard to the power cut on 15th January is very vague. It is not clear how the cut will be applied* Even the Engineers and other OfRcers who have to irapif ment it agree that the warding and phraseology in the Circular is so vague and unclear that it is susceptible to different interpetations.

Last year on account of drought and other difficulties in Nizamabad 22 mgwt. could not be given every day but only 3 or 4 mgwt. Now, whether this cut relates to the normal ?upp3y that is after reaching the 2 mgwt. or on the existing already teduced sup* ply made to jthe District.

Will the Hon'ble Minister say whether the normal supply has bern restored this year, and the cut is ejected, or is it otherwise?

Sri G. Rnjaram — W e cannot compare last year (o this year. Last year was a bad one. Normal power has been restored because from M a y onwards the situation and the position had improved The normal power has been restored to all; and after the restoration of normal supply the cut applies only to he norma! power.

Sri Ch. Parasurama Naidu ?- Mr. Chairman, I know these two gentlemen personally and intimately. Mr. Peddinti Ramaswamy TJaidu died at a ripe old age. He was a personality to he counted and remembered Rr long. His beginnings were no doubt poor; but by his efforts and education he had risen to the highest educational standards that were possible in those days. He belonged to a backward-class and obtained M . A. (Hons-) degree, which, in the community t:> which he belonged, was a rare acquisition, particularly in those days. He was a pandit and a Rne exponent of Mahabharata. As he used to express himself on (he subject, he was simply enchanting, and carried the entire people with him. He was deeply interested in social work and did much to bring about social reform in that backward community. He was M . C. till his death- He was in a minority in politics ; but by his political skill, he enjoyed the loyalty of all people and maintained himself inspite of great opposition. In those da^s when feudalism was opposed to Congress and feudalism was supposing the Imperialists, it was very difficult for one to be a Congressman in the locality to which he belonged. re : Elimination of Srikakulam District from the list of backward areas for starting industries. Sri Ch. Parasurama Naidu :— I have to thank the Hon'ble

Chief Minister for having anticipated this Call At cnticn Motion and has announced that Srikakulam District is included in the list of backward Districts. But yet, I have to bring to the notice of the Minister for Industries that in our District, there are any amount of natural resources. There is possibility for mining industries as also the forest industry. Stveral other resources are available. Would the hon. Minister for Industries be pleased to cause a detailed investigation of these possibihties and further industrial development in that district which is so far left neglected.

Sii P. Basi Reddy :—Sir, In pursuance of the decisions which emerged from the recommendations of the Working Group of Identification of Backward Areas and on Fiscal Financial Investigations for smarting industries in the backward areas, the Government of India laid down certaia criteria to be adopted for the selection of natural backward districts which would qualify for concessions to be offered by Financial Institutions. According to this and on the Recommendations made by the Government, the Government of India, Planning

"* Commission has declared certain districts in this State as naturally backward for industries to be offered by the Financial Institutions like the Industrial Development Bank of India and Industrial Finance Corporation of India. Srikakulam District is also one among them* On the Recommendations made by this Government, the Government of India, Planning Commission have recently approved the entire district of Srikakulam to qualify for an outright grant or subsidy by the Centre amounting to % of the Fixed Capital Investment of new units having the fixed capital investment of not more than Rs. 1 crore. This will be given to the enterpreneurs. Besides these loans from the Financial Institutions at concessional rates applicable to these areas. In the circumstances stated above the question of eliminating Srikakulam District from the list of backward Districts under the Central subsidy Scheme does not arise.

As regards the suggestion made by the Hon'ble Member Sri Ch. Parasurama Naida that survey of the natural resouraces in the District of Srikakulam may be taken up, I submit that has already been surveyed and schemes have been prepared districf-wisc and they will be implemented as expeditiously as possible-

that I should even participate. But all the same. I must do justice. It is major problem burning problem. As such if I do not bring it to the notice of the House even on this aspect, I will be doing an in justice to myself and to the House.

Sri C. V. K. Rao :— I do press my amendment* I do not know what is the attitude of the B. A. C. When I brought it to the notice here, they should have found the means of getting... It is not a question of time. It is a question of subject and importance of the subject, Sir.

Mr. Speaker :—AH this was discussed and we have arrived at this decision. The decision is there and your amendment there. I will only draw your attention to one fact. So far; atleast to my knowledge there was no amendment on the B. A. C. decision and never it was put to vote. I am not denying your tight. Keeping these things, if you press, then I have no other go than to put it to the House.

Sri. C V.K. Rao :—-Kindly ask the Chief Minister, Sir. He is the Leader of the House, He can mark some kind of arrangement. I think he is ware of this problem having toured most of the districts. It is the foremost issue and if he is prepared to adjust. Not that for the sake of pressing it I have put it* I would like that the Members should realise the responsibilities and I as one of them would like this issue to be given some importance. It is open to him to put it across.

Sri Ch. Parasurama Naidu : — M r . Speaker Sir, I would like to differ strongly from the very strongly demurring speech of m y good friend M r . C. V. K. Rao. I support whole-heartedly the measure. This measure is in keeping with the dignity of the onlces which have been created, t is a universal demand of all of us that there shall be these Boards instead of Regional Committees. These Boards shall come into being and the development of these areas had to be attended to. I really request the hon. Chief Mmister to detach the areas of Srikakulam and Vizag district and create another Board for the purpose of development. Detach us from the rest <yf Circar areas

and it was our long-standing demand. That had not been conceded* Anyway to the extent that h&d been created it is really very good. W e wanted developmental funds fiom the Centre and those funds will ?ave to be very meticulously attended to. Plans will have to be drawn out, schemes will have to be scanned. It is a whole-3:ime work and it should be done satisfactorily. It is not correct to say that they are not responsible to this House. It is a mis-conception. With regard to travelling, I realiy object. If the hon. minister travels by bus, it is a waste of public time. It is a very valuable time. If* bus travel is recomended I say 'why not we go to two bullock-cart or even resort to walking. That wou!d be very economical. It is anachronistic. That suggestion is very anachronistic. Therefore they have to travel absolutely not only by car but if necessary by helicopter and by plane, What we want is eflicient administration- The grievances of the public should be quickly attfimud to, and at the same time how can we ask them to go back to the anachronistic travel by walk and do justice to all our demands.

With regard to emoluments and status, they shall have that status. What is wrong about it ? Taey shall be given a position and status to command respect as ministers. They are placed in charge ofbigfundsrfbr larger areas. Therefore there is absolutely nothing wrong in it. The enhancement is only one of allowance. Therefore it is well and fair and I commend the Mill to be accepted.

Sri M. NarayanaReddy:—Sir. I rise to support this Bill. As you know, now Rs.iO/—tax is proposed. In other States like Maharashtrather ismorethmRs. 10/—whi!e supporting the Bill and the tax I like to point out the anomalies in the use of this tax. As you know. Sir, for the first time, the suâr cess in 1957 and 1958 was levied 8 annas per ton. It is known as the cess. The object of the cess is to spend that amount to develop sugarcane a reus, to develop research in fhe sugarcane and to develop other aHied matters. But later on the judgment of the Supreme Court, this sugarcane cess was converted into tax, to remain the same purpose. Prom Rs 8 to Rs.5/—and from Rs-5/—to Rs.10/—now has been increased. When Rs-8 was levied we had only Rs.50/ —lakhs. When it is increased to Rs*5/— we got Rs 2 lakhs or ?o. Now we will get Rs. 4 lakhs ev?ry year as Sugarcane purchases Tax. 32 lakhs tonnes of sugarcane are crushed which comes to nearly 3 crores 20 lakhs and 6 lakhs on average* I doubt whether the taxes are valid because some o ther States have not levied. In some other States, they raised objection. Whatever it may be, how much more and more amount is being spent on the development of Sugarcane areas? Again the purpose of levying more tax could not be served. That is my question.

As far as sugarcane factories are concerned; tiere is much leakage of tax. Levying of tax is not so important. Wh&t is important is to colPect the levied tax. There are leakages. How to plung them ? There is much scope for leakage of tax. Whatever quantity thev crush, they will never show„ they may keep the units. But they call them spare units, whenever inspection takes place. There are 128 Kandasari units, as accounted. There is no proper ce 1. So there should be a special cell to draft and check the correct crushing.

W e have been spending this meagre amount in the sugarcane areas. W e are levying nn the Khandasari factories. On Khandasari factory areas, there is alsi a need for spending some mere amount for developing infrastructure and roads. Out of the tax collected^ part cf it should also be provided to the growers. You will be pleased to see that our State is r ne of the largest in.sugar?ane prowing in the country. Because we are going to set up more factories m the next two or three years in the Vth Plan period, it would be 3rd in the entire country. Nothing substantial is being done on theêse&rchtide we have two research Stations prior to the establishment of Andhrapradesh, one in Anakapalli and another in Rudrwr in Mzamabad. Even these Stations are handed over to the Agricultural University without any adequate funds Theyâre ex* peeked to do research there without any Rands. Unless s ime funds

are allotted, these Research Stations will not develop as we desire. There is no aeed for several centres where sugarcane varieties are coming up.

M o w under the Act, every factory is required to have on research farm. There are 20 factories. Honourable Minister may kindly note as to how n,any farms are i here out oi* 2) factories these farms are meant for promotional purposes. Out of 20 factories hardly there are 8 or so. If it is not done, raising of tax would not be taken lightly by tê people. That is m y submission.

N o w Sir, Andhra Pradesh has taken up fo raise a particular variety. In Madras and other States, they developed some developed varieties such as Drough resisting variety, high-yielding variety etc. Butwe aienot doing much. O n the promotional aspect we have not done anything. Everv f ctoiy area will have its oi^n particu!ar pro-bl ms thcrj is a n ed for the department to 1 ok into these aspects, as each of these varieties i useful in a pattic jlar area. The factory area need best research anj promotional activities should continue.

Then I suggest to the Hon.ble Member about the employment potential in Khandasari areas. Almost all the workers are imported from U. I'. W e have not taken any pains in the State to train the workers in Khandasari. Every year we are gnntin? licence; without roing any research work i& Khandasari. So we must develop training facilities in Polytechnics or in gome institutes so that skilled people would be available to work in these Khandasari factories. Otherwise these Khandasari factories wi!l employ U P- wctkers. Last time, the ex-Mmtster, late Sri Kakani assured us that he would bring many amendments to the Act. They are long overdue. So, I take this opportunity to suggest to bring those amendments into the Act very soon* In order to avoid furfher hardship to the ryots, I a!so suggest an amendment to Section t' (2) of the Surgarcane Purchase and Supply Act. N o w the payment is to be done within 14 days. This 14 days is done 20 years back. While we are not getting any sufRcient quantum of sugarcane there is a delayed payment. But they should get infant payment. Therfbre, there is every need for tht ryots to get the payment wirhin two or t rce days or on credit basis, Wnen they are supplying 10 tonnes or so, they should be pa*d cash down. If it is more than 40 tonnes or so, it should be paid within three or four days but not mor^ than five davs.

There is a Fund caHed the Sugarcane Cess Fund in wh'chRs 40 lakhs are deposited This F^nd has b:en lying ôrthe past 10 to 12 years. Thi? amount has become a dead account with Accountant-Oeneral. Where it has to be spent? It should not b; merged with the General Fund. This is a furd created ot*t of the sugarcane cess levied n Fifties. Therefore there is an urgent need to utilise this Rs. 40 to -6lakhs in such new factory areas inhere there is a reed for accelerated and a very thorough comprehensive development. So, kindly see that this amount is spent and not merged with the factory, Sir. The allotment that is made is not a reed-baêd allotment. For instance, Vuyyuru crushes 0 !akhs or 3 1/2 lakh tonnes on an average* !&e principle that is now adopted for theaHicatipnof funds is, on the

basis of the crushed quantity. So, Vuyyuru will go on getting the highest allotment every year for decades although any further development was not needed. Facilities should be provided to improve the crushing. Therefore we must give more funds in areas of new factories o that infrastructure is devel ped. More can come fo th( se factories so that the economy of all these sugar factories could improve, thereby adding to the proRts to the Oovernraent and the exchequer. Thai k you very much.

Sri. B. V. Subba Reddy :—I am not aware what 3&e !ate Sri Kakani Venkata Rathnam had promised. For the time being this measure is only to enhance the exisiting tax. A number of such other Bills, may come up, if necessary.

of supply and purchase) Amendment Bill, 1974

Mr. Chairman:—The question is :

"For sub-clause ( ) of Clause 2. substitute the following:—

"The Government may, by notification, levy a tax at a rate not exceeding Rs. 5/-., Rs. *0/- and Rs. 30/- per metric tonne on the purchase of cane required for use, consumption or sale in a KJbandsari Unit, Co-operative Sugar Factory and Sugar Factory owned by individuals respectively".

The amendment was negatived.


"That Clause 2 do stand part of the Bill".


Clause 2 was added to the Bill.

CLAUSE 8, CLAUSE 1 N D ENACTING F O R M U L A .


"That Clause 3 Clause *, and Enacting Formula do form part

of the Bill."


Clause 3, Clause l, and the. Enacting Formula were added to the Bill.

"That the Andhra Pradesh Sugarcane (Regulation of Supply and Purchase) Amendment Bill, 1974, be passed".

Mr. Chairman :—Motion moved. (Pause)

The question is:

"That the Andhra Pradesh Sugarcane (Regulation of Supply and Purchase) Amedment Bill, ' 974 be passed "

The motion was adopted and the Bill was passed.
