Background

• Project Team work initiated in 2007

• Certification of Fabricators that do not perform or assume design responsibility for parts (i.e. – build to print)

• Intent to operate similar to the existing NPT Certificate under ASME BPV SC-III

• Intended to be available for any Boiler or Pressure Vessel Code Section for which the fabricator qualifies

• New “PRT” designator to be added to the existing BPV Certification Program

PRT Current Status

• Section I - 12-1617 – Board Approved

• Section IV - 12-1932 – Board Approved

• Section VIII - 12-1755 – at Standards Committee Level

• Section XII - 12-1711 – Board Approved

• Program Activated as of July 1, 2015

• Program announced to Certificate Holders on July 15, 2015

Program Approach

• Scope of Activities for a Parts Fabricator would be limited to the supply of:

– Materials– Materials Forming– Welding– NDE– Heat Treating

• Complete Design Requirements would be provided by the purchaser

• All requirements of the Code will need to be met for the services actually provided

• A “PRT” Data Report would identify the construction code to which the part is fabricated

Current PRT Scopes

• PRT-1*: Fabrication of parts without design responsibility for ASME Sections I, IV and VIII Divisions 1, 2 and 3, and/or XII at the above location

• PRT-2*: Fabrication of parts without design responsibility for ASME Sections I, IV and VIII Divisions 1, 2 and 3, and/or XII at the above location and field sites controlled by the above location

*notice provided to customers that “it is the responsibility of the purchaser to contact the Certificate Holder to determine the ASME Boiler and Pressure Vessel Code Section to which they are qualified to perform

ImplementationCertification criteria and process for PRT would be based on the same approach as the current BPV Certification Program, including:

• Purchase of applicable Code Book sections

• Maintenance of a documented QC system

• Maintenance of a contract or inspection agreement with an accredited Authorized Inspection Agency

• Successful completion of a joint review, conducted by an ASME Designee and AIA representative

• Issuance of a 3 year “PRT” Certificate of Authorization and ASME mark, with triennial renewal

Oversight

• CBPVCA will oversee the PRT program

• ASME Conformity Assessment Staff will administer the PRT program

• CA Connect system changes activated to manage the on-line application process for the PRT program

Changes for Team Leaders

• Manual - the quality control system needs to describe how the design documents, including specifications, drawings, and sketches, that are received from the purchaser of the part are controlled including changes made to original design package

• Implementation – Show how the parts are controlled while in the custody of the parts manufacturer. Team Leader should indicate if welding/NDE is not demonstrated.

PRT manufacturer is not assuming design responsibility. The responsibility that the PRT stamped part meets applicable Code requirements will residue with Certificate Holder signing off on the MDR.
