Mission, Belief Statements & Board of School Directors

MISSION STATEMENT The Easton Area School District respects the diversity of its student population and is dedicated to the importance of developing our students into responsible citizens. We will provide each student with an academically challenging program that enhances creativity, develops an ability to use technology, and encourages critical thinking and problem solving. In support of this mission, we will ensure a safe instructional environment and promote life-long learning. BELIEF STATEMENTS Recognizing that the education system should be a reflection of the community it represents, we believe that:

1) Children need a challenging curriculum that is sensitive to their individual needs.

2) All children should be exposed to a variety of learning experiences. 3) Children learn best in a safe environment. 4) Character development of children is part of the entire learning

August 2015 Welcome to the new school year. We are pleased to share our Easton Area School District Code of Conduct with you. The Code of Conduct Committee which is a subcommittee of the EASD Citizenship Committee, contributed significantly to this document. This subcommittee will continue to monitor the effectiveness of the implementation of the Code of Conduct through varied stakeholders: parents, students, teachers and administrators. There are some very important inclusions to the Code of Conduct:

1. Excerpts of the board policy are included within this document. The full policies can be found online at www.eastonsd.org or you may request copies from your building principal.

2. Responsibilities of students, parents/guardians, faculty/staff and administrators

are clearly stated. 3. Charts make it clearer to see what consequences are imposed when the Code of

Conduct is not followed. These charts cover the four levels of infractions. A safe and productive learning environment is important for the success of our students. It is important we work together to ensure that safety. We need cooperation from all students, parents, guardians, administrators, teachers, support staff and the community at large to enforce the Code of Conduct. We also appreciate our many community partners who contribute to the safety of our schools in the community.

Level I: Infractions/Consequences Infractions and consequences should be addressed and documented by the classroom teacher. Consequences assigned depending on age, disciplinary history and infraction. PARENT/GUARDIANS

• Speak directly with the administrator/teacher disciplining your child. • If unsatisfied, speak with the principal. • If still unsatisfied after speaking with the principal, then depending on the school,

speak with the Director of Teaching and Learning. In accordance with Section 13-1317 of the Pennsylvania Public School Code, every teacher, vice principal and principal in the public schools shall have the right to exercise the same authority as to conduct and behavior over the pupils attending his school, during the time they are in attendance, including the time required in going to and from their homes, as the parents, guardians or persons in parental relation to such pupils may exercise over them. This Code of Conduct represents the minimum, and not the maximum authority retained by school district officials to maintain school discipline and decorum at all times.

EASD Policy Excerpts All of the following excerpts refer to the numerically indicated Easton Area School District policies, which relate to school matters. All of the school policies can be found at the Easton Area School District’s website www.eastonsd.org and/or hard copies can be found at each of our school buildings. Please note the policy number in the excerpt to help locate the policy on EASD’s website. The excerpts are not to be used exclusively and are intended as general information. ACCEPTABLE USE OF THE COMPUTERS, NETWORK, INTERNET, ELECTRONIC COMMUNICATIONS AND INFORMATION SYSTEMS (CIS) – Policy #815 The EASD establishes that use of the EASD technology is a privilege, not a right. Inappropriate, unauthorized, and/or illegal use may result in cancellation of this privilege and appropriate disciplinary action. Please refer to Policy #815 online at www.eastonsd.org and/or a paper version at your child’s school. ADMINISTRATION OF MEDICATION – Policy #210 The Board shall not be responsible for the diagnosis and treatment of student illness. The administration of medication to a student during school hours in accordance with the direction of a parent/guardian or family physician will be permitted only in circumstances when the student’s health may be jeopardized without it or the student would not be able to attend school if the medicine were not available during school hours. Before any medication may be administered to or by any student during school hours, the Board shall require written authorization signed by the physician, dentist, or psychiatrist and the parent/guardian for each separate medication being administered to or by each student. If dosage is changed, new written authorization shall be required. The written authorization of the parent/guardian shall relieve the Board and its employees of liability for administration of medication. The written authorization of the prescribing physician, dentist, or psychiatrist shall include the purpose of the medication, dosage, time at which or special circumstances under which the medication shall be administered, length of period for which medication is prescribed, and possible side effects of medication. The authorization shall be in effect for the term of the prescription, not to exceed one (1) school year. Long-term authorizations must be renewed annually. ANTI-BULLYING – Policy #252 The Easton Area School District is committed to providing all students and employees with the right to a safe and civil educational environment, free from harassment or bullying. Easton Area School District recognizes that bullying interferes with the learning process, and may present an obstacle to the academic, vocational, and social/emotional development of students. Please refer to Policy #252 online at www.eastonsd.org and/or a paper version at your child’s school. ATTENDANCE – Policy #204 The Board requires that school-aged students enrolled in district schools attend school regularly, in accordance with state laws. The educational program offered by this district is predicated upon the presence of the student and requires continuity of instruction and classroom participation in order for students to achieve academic standards and consistent educational progress. CARE OF SCHOOL PROPERTY – Policy #224 The Board believes that the schools should help students learn to respect property and develop feelings of pride in community institutions. The Board charges each student in the district's schools with responsibility for the proper care of the school property, school supplies and equipment entrusted to the student's use. CONTROLLED SUBSTANCES/PARAPHENALIA – Policy #227 The Board recognizes that the abuse of controlled substances is a serious problem with legal, physical and social implications for the whole school community. As an educational institution, the schools shall strive to prevent abuse of controlled substances so that students may develop in a productive and healthy manner. Such prevention shall occur through a three-faceted program, including education, prevention, and intervention. DRESS AND GROOMING – Policy #221 The Board recognizes that each student's mode of dress and grooming is a manifestation of personal style and individual preference. The Board has the authority to impose limitations on students' dress in school. The Board will not interfere with the right of students and their parents/guardians to make decisions regarding their appearance, except when their choices disrupt the educational program of the schools or affect the health and safety of others. Please refer to Policy #221 online at www.eastonsd.org and/or a paper version at your child’s school. DRESS CODE – Policy #221 AR This Dress Code has been adopted in accordance with Board Policy 221, related to Dress and Grooming. The following rules shall apply to student dress, and students violating this Dress Code shall be subject to disciplinary action. All provisions apply equally to male and female students. ELECTRONIC COMMUNICATION DEVICES – Policy #237 This policy informs students as to when and where they can possess electronic devices such as, but not limited to pages, beepers, cellular phones, iPods and handheld devices. All electronic devices must be:

• Turned off upon entering any school building and remain off until students leave the school building.

• Stored during school hours within students’ assigned lockers or other areas designated by school administrators.

GANG POLICY – Policy #249 The Board recognizes the importance of providing a safe learning and working environment for students, employees and visiting community members and that the presence of gang activity and deviant behavior of an individual threatens the safety of the school environment. HAZING – Policy #247

The opportunity for students to participate in extracurricular and co-curricular activities and interscholastic athletics sponsored by the district is a privilege extended to district students, which may be suspended or revoked under certain circumstances. The district shall strive to provide a safe and positive education, which includes extracurricular, co-curricular, and interscholastic athletic offerings. Hazing, as defined in this policy, regardless of the form it takes, shall not be tolerated. Behavior, which constitutes hazing, shall be disciplined and governed by the provisions of this policy. REPORTING STUDENT PROGRESS – Policy #212 The Board believes that cooperation between school and home is a vital ingredient in the growth and education of each student. The Board acknowledges the school's responsibility to keep parents/guardians informed of student welfare and academic progress and also recognizes the effects of state and federal laws and regulations governing student records. Please refer to Policy #212 online at www.eastonsd.org and/or a paper version at your child’s school. SCHOOL VISITORS – Policy #907 The Board welcomes and encourages visits to school by parents/guardians, adult residents and interested educators. To ensure order in the schools, it is necessary for the Board to establish policy-governing school visits. The Superintendent or designee and building principal have the authority to prohibit the entry of any individual to a district school, in accordance with Board guidelines. SEARCHES – Policy #226 The Board acknowledges the need for safe storage of books, clothing, school materials and personal property and may provide lockers for storage purposes. It shall be the policy of the Board that all lockers are and shall remain the property of the school district. As such, students shall have only a limited expectation of privacy in their lockers. SOCIAL EVENTS AND CLASS TRIPS – Policy #231 The Board recognizes the value of student social events and class trips in enhancing and enriching the school experience for students. As voluntary participants in school social events and class trips, students shall be held responsible for compliance with district policies and rules. STUDENT DISCIPLINE – Policy #218 The Board finds that student conduct is closely related to learning. An effective educational program requires a safe and orderly school environment. Please refer to Policy #218 online at www.eastonsd.org and/or a paper version at your child’s school. STUDENT EXPRESSION – Policy #220 The Board respects the right of students to express themselves in word or symbol and to distribute materials as a part of that expression, but it also recognizes that the exercise of that right must be limited by the district's responsibility to maintain an orderly school environment and to protect the rights of all members of the school community. STUDENT RIGHTS/SURVEYS – Policy #235 This policy sets forth guidelines by which student rights and responsibilities are determined, consistent with law and regulations. The Board has the authority and responsibility to establish reasonable rules and regulations for the conduct and deportment of district students. At the same time, no student shall be deprived of equal treatment and equal access to the educational program, due process, a presumption of innocence, and free expression and association, in accordance with Board policy and school rules. SUPPLEMENTAL DISCIPLINE RECORDS – Policy #216.1 The school district shall maintain required records concerning adjudicated students and transfer students disciplined for offenses involving weapons, alcohol, drugs and violence on school property. SUSPENSION/EXPULSION – Policy #233 EXCLUSIONS FROM SCHOOL (SUSPENSIONS AND EXPULSIONS) When any of the following actions of a pupil are brought to the attention of the building principal, the principal shall have the power and it shall be his duty to initiate action, which may lead to suspension and possible expulsion of the pupil. These prohibited acts apply equally to sponsored school activities both off and on school property. Please refer to Policy #233 online at www.eastonsd.org and/or a paper version at your child’s school. TERRORISTIC THREATS/ACTS – Policy #218.2 The Board recognizes the danger that terroristic threats and acts by students presents to the safety and welfare of district students, staff and community. The Board acknowledges the need for an immediate and effective response to a situation involving such a threat or act. UNLAWFUL HARASSMENT/SEXUAL HARRASSMENT – Policy #248 The district seeks to establish and maintain an educational climate for students and a safe and supportive school environment. Therefore, it shall be the policy of the district to maintain an educational environment in which harassment in any form is not tolerated. USE OF MOTOR VEHICLES – Policy #223 The Board regards the use of motor vehicles for travel to and from school by students as an assumption of responsibility by parents/guardians and students. The District reserves the right to search vehicles which are on school property which are owned by or are in the possession or control of students, to discover or confiscate any prohibited materials, where there is reasonable suspicion that a substance or object is present which is illegal, contraband, or which poses a threat to the health, welfare or safety of the school community. USE OF TOBACCO PRODUCTS – Policy #222 Research has shown that smoking and the use of tobacco in any form is hazardous to the health of the smoker as well as the non-smoker. Repeated warnings to this effect have been made by the Surgeon General of the United States. In light of this information and in compliance with law, the Board adopts the following policy. WEAPONS POLICY – Policy #218.1 The Board recognizes the importance of a safe school environment relative to the educational process. Possession of weapons in the school setting is a threat to the safety of students and staff and is prohibited by law.

Anyone desiring to anonymously report a safety

concern or hazard which may jeopardize the safety of

others, the Easton Area School District, its students or

employees, should direct his or her correspondence to

the respective building Principal or the Office of the

The Easton Area School District has made a commitment to develop school-wide PBIS in each school. SWPBS is a comprehensive, school-wide set of strategies to support positive behavior and academic achievement for all students.
