Dear Member,

I am proud to share these lines with you to review MetaIndustry4's track record over the past year and set the lines for the near future.

Five years ago we set out the Federation's strategic path in which the creation of the Advanced Manufacturing Cluster of Metal Industry was considered the mainstay of some of our business objectives, which are based on three fundamental pillars: improving the competitive positioning of companies and their integration into global value chains, commitment to collaborative innovation, adoption of 4.0 industry and promotion of human capital development by creating public-private cooperation mechanisms with key agents in the Principality of Asturias.

Metalndustry4 was founded in 2016. Since then many achievements have been made in an exponential way. Today MetaIndustry4 is recognised in Europe for its dynamism and for being an integration model of the quadruple helix into such a young and small structure, in the eyes of large European and world clusters and superclusters. We were born with a global vocation

and we have the goal of achieving a strategic positioning that would allow us to form part of important European projects, in terms of innovation and

business development. In this way, we are able to attract funds and create cooperation networks with international organizations. This international

vocation has led us to define a new model of internationalization for SMEs, which has been backed by leading companies in the sector, technology and

knowledge centres of reference, and Public Administrations. Therefore, this new model is facilitating access and integration into global value chains in strategic

sectors such as petrochemical sector, renewable energy, iron and steel or electricity generation, in which our work is gradually beginning to bear its fruit.

This model of internationalization based on development of global value chains is firm and solid, and it is being recognized, because in December 2018 we were awarded

with the National Prize for the Best Collaborative Project among Companies. This award is given every year by the National Federation of Innovative Business Groups

and Clusters within the framework of the VI Convention of Innovative Business Groups and Clusters.

Along with this, and in just two years of activity, we have managed to overcome borders and we have been recognized with distinctions such as the European Bronze Seal for excellence

in management, awarded by the European Secretariat for Cluster Analysis; and we have been invited to high level events such as the bilateral meeting of European and Taiwanese

clusters, held in Lyon last March, or recently the Canadian-European meeting which was held in June in Toronto.

exploring to be implemented in the European Union, and in which MetaIndustry4 wants to position itself from the first moment.

Great achievements are also combined with participation in European projects such as AttTrak, in which the Cluster along with organizations from Germany, Lithuania, Poland and Italy, with similar concerns and challenges as those of Asturias, try to seek and create new formulas to attract young talents to metal sector as a quality option to develop their career.

This success is due to the constant and continuous work of our more than 60 partners who understand involvement and commitment as the main tool to achieve excellence. From MetaIndustry4 we will continue adding the effort of those who are part of this exciting project. Our aim is to grow in quality, innovation and to develop talent by tackling new projects that contribute to improve competitiveness in Asturian companies.

The Advanced Manufacturing Cluster of Metal Industry in Asturias, MetaIndustry4, is a non-profit organization with voluntary membership, which has its own legal personality and it is independent of its members´ personality.

MetaIndustry4 is defined as a multidisciplinary Cluster, aligned with the Smart Specialization Strategy of Asturias (RIS3), in which industry, technology and knowledge converge.

MetaIndustry4 was set up in July 2006 with 32 partners. Since then it has followed the line drawn in its strategy which has been summarized in its mission and vision. New partners have been added to this project and nowadays, MetaIndustry4 has 61 members.


In MI4 converges industry, technology and knowledge.



MISSIONOur mission is to promote the competitive improvement of the sectorial ecosystem in order to facilitate its integration in the main Global Value Chains, and to Improve human and technological resources. We also bet on innovation and cooperation with a clear orientation towards acceleration of the growth rate, both in terms of turnover and profitability.

VISIONOur vision is to be a highly competitive industry in the Global Value Chains thanks to our excelent degree of innovation and incorporation of advanced manufacturing technologies, professional qualification and a high level of cooperation throughout the entire sectorial ecosystem.

2.1. ORGANIC STRUCTUREThe Governing Bodies of MetaIndustry4 are formed by the General Assembly, the Board of Directors, Presidency, VicePresidency, Treasury and Management.

The maximum Governing Body of MetaIndustry4 is the General Assembly, in which all members are represented and, therefore, its decisions will be binding on all parties.

The Board of Directors is in charge of management responsibilities and direct management of MetaIndustry4. It depends on the governing bodies. The entity has a multifunctional team in order to manage the Cluster activity, facilities and services. The most important part is Management. The manager is responsible for controlling and overseeing the entire organization, according to the instructions given by the Board of Directors.

Promote the competitive improvement of the Asturian sectoral ecosystem with innovation and advanced manufacturing in the global value chains.

MetaIndustry4 has acquired a remarkable presence and reputation within the major corporate and institutional networks related to their area of influence, regionally, nationally and internationally.

Specifically, the Cluster is integrated into the Network of Clusters of Asturias, the National Federation of Innovative Business Groups and Clusters and the European Cluster Collaboration Platform.

Likewise, MetaIndustry4 is a member of the 4.0. Industry Advisory Council of the Principality of Asturias. It is recognized as an Innovative Business Group by the Ministry of Industry , Trade and Tourism, and it is part of Asturias, European Entrepreneurial Region 2019.




3.1. INSTITUTIONAL PRESENCE AT REGIONAL LEVEL

Network of Clusters of Asturias

The Network of Clusters of Asturias is the meeting point of the 10 existing Clusters in the Principality. MetaIndustry4 is one of them.

These groups aim to create a sectoral policy that provides support instruments to meet the specific needs of certain sectors.

4.0 Industry Advisory Council of the Principality of Asturias

The Government of the Principality of Asturias, through the Counseling of Employment, Industry and Turism, has set up the 4.0 Industry Advisory Council.

It is a forum for dialogue and work which intends to promote the incorporation of new technologies by Asturian companies to gain competitiveness.

This Council is made up of a group of experts from University of Oviedo, Technology Centers, main tractor companies of the region, the Government of the Principality of Asturias and IDEPA, as well as other business organizations. MetaIndustry4 is one of them and it is represented by its president Guillermo Ulacia.



Asturias, European Entrepreneurial Region 2019

The Committee of Regions, an organization belonging to the European Union that represents regional and local authorities, has recognized Asturias as an European Entrepreneurial Region (REE) 2019.

MetaIndustry4 is part of a Regional Partners Network that has endorsed the candidacy of Asturias for the European Entrepreneurial Region Award 2019. This recognition encourages the promotion of entrepreneurship carried out in the Principality of Asturias by all the organizations included in the regional partnership.



3.2. INSTITUTIONAL PRESENCE AT NATIONAL LEVEL

National Federation of Innovative Business Groups and Clusters

The National Federation of Innovative Business Groups and Clusters was set up in Madrid in March 2009, and it currently has around 60 members. They are distributed throughout the national territory, including MetaIndustry4, which is also a member of the Board of Directors of the Federation.

FENAEIC is oriented towards the achievement of collaborative objectives between Federations, Clusters and their partners by promoting the excellence of Clusters and supporting the internationalization of their projects, initiatives and their financing, as well as the recognition of Clusters as innovation agents.



Register of Innovative Business Groups

MetaIndustry4 is part of the 93 entities registered in the Ministry of Economy, Industry and Competitiveness, as an Innovative Business Group, AEI.

The recognition of MetaIndustry4 as AEI is an essential requirement to access to national financial support programs which are specific for Innovative Business Groups. They are aimed at promoting innovation strategies and business competitiveness.

Such recogntion is very important to Metalndustry4 and its partners due to the following reasons:

• It is an activation link among industry players.

• It is a meeting point of companies, Clusters and other agents to exchange knowledge and obtain business opportunities.

• It is an excellent tool to access projects of common interest, both at national, European and international levels.

• It is an observatory to identify market trends and needs.

• It brings a broader perspective on the business, through contact with other companies with different visions and realities.

• It provides national and international visibility and it is a tool for a joint positioning of companies and the sector.

3.3. INSTITUTIONAL PRESENCE IN THE INTERNATIONAL ARENA

European Cluster Collaboration Platform

MetaIndustry4 is registered and participates actively in initiatives organized by the European Cluster Collaboration Platform, ECCP.

Promoted by the European Commission, ECCP is the instrument to encourage and support activities organized by European Clusters to improve their performance and increase their competitiveness by stimulating transnational and international cooperation.

The metal industry in Asturias gathers a total of 1.155 companies whose turnover is 5.000 million € in excess, and it contributes 11% of regional GDP. In 2018 Metal Sector exports reached 2.933,75 million €, which represent 67.98% of the total value of exports in Asturias in this period.

Within the metal industrial sector in Asturias, MetaIndustry4 Cluster´s members are organized around activities related to advanced manufacturing of metal industry in Asturias, throughout its entire value chain. This includes manufacturing, installation and repair of metal products, as well as main auxiliary and complementary activities in the operational area (62%) or industrial digitalization (16%). We also should take into account other advanced services (10%), technology and knowledge centers (5%) and business suport organizations (7 %).

Specifically, the 56 companies belonging to MetaIndustry4, excluding associated entities and institutions, represent a turnover of 1.669 million € in excess, which is equivalent to 33% of the global turnover of its "influence area".

5.1. MANAGEMENT AND ORGANIZATION

Over the last year MetaIndustry4 has consolidated its structure of internal organizational functioning, and it has provided itself with new tools and procedures that improve the efficiency of its management and relationships with its partners and different agents of interest. Within this area, the development of four specific actions is as follows:

• Development and implementation of a CRM tool for organizational and administrative management of the Cluster activity.

• Start-up of a corporate Intranet for members as a repository where they can access the minutes and documents related to different working groups.

• Process of adaptation of the organization for the fulfillment of the Reglamento General de Protección de Datos, RGPD.


New tools and procedures that improve the efficiency of management and relationship with members and stakeholders.



• Protection of the corporate brand image through a relevant registration with the Spanish Patent and Trademark Office (OEPM) to guarantee the proper use of its name and trademark.

Recognition of Cluster Management Excellence Bronze Label

Granted by the European Secretariat for Cluster Analysis (ESCA), under the analysis approach and comparative evaluation with other organizations belonging to the same technological field within the European scope.

This recognition , which was obtained in the second year of activity of the organization, endorses the Cluster´s commitment, effort and interest to achieve excellence in its management, and allows MetaIndustry4 to acquire a better position within international networks. In this way, it can gain prestige and visibility to establish contacts with European counterparts in the implementation of joint activities.



5.2. SOCIALIZATION

As part of the actions included in its Strategic Plan, MetaIndustry4 continues with the development of its socialization plan with the aim of making itself known to society by guaranteeing its presence in the main institutions and networks of its area of influence at regional, national and international level. In this way, it can formalize stable frameworks of collaboration with other agents of interest.

5.3. WORK COMMISSIONS

The Cluster activity has three main work lines which were defined in the Strategic Plan and are the following ones: Integration in Global Value Chains, Collaborative Innovation, Technological Improvement and Human Capital Management.

Work Commissions that supervise the activity related to each of them come from these lines. These Commissions are configured as operational bodies in charge of maintaining updated strategies, as well as creating dynamism and making decisions.

The Commissions include these functions:

• An updated analysis on the different strategic areas of the Cluster.

• A space for strategic reflection in order to identify, prioritize and choose action plans for each area.

• A leadership role over the projects framed in their area of interest by managing, coordinating and monitoring proposals and actions promoted by Commissions.

It is important to highlight a fourth transversal axis whose mission is to extend all the cluster action lines. It is aimed at reinforcing experiences in a collaborative learning network in order to be more competitive and achieve excellent results. This is what is called General Cooperation.

Last year MetaIndustry4 developed an intense activity within different Commissions, in order to achieve their targets: improvement of the competitive positioning of companies and their integration in global value chains, commitment to collaborative innovation, incorporation of 4.0 Industry and support for talent development.



In this period a renewal of coordination structure of the three Commissions has been carried out. A shared leadership between the main coordinator and a vice-coordinator has been developed. Both coordinators play an important role in the base support and shared management. Their tasks are aimed at promoting work and they represent the Cluster in forums and meetings.

5.3.1. Commission of Integration in Global Value Chains

Work areas of this Commission are focused on actions leading to the integration of Cluster companies in the Global Value Chains. That is:

• Having more knowledge about market trends and opportunities.

• Promoting a joint participation within global value chains.

• Improving the competitive positioning of Asturian metal sector in appropriate markets.

This Commission, which was headed by Francisco Menéndez (Tuinsa Norte) till last February, has been coordinated by the team composed of Santiago Rebollo (Dinamet) and Antonio Álvarez (Mefasa). Throughout the last twelve months, the commission has held four meetings and they have worked on two main areas: Viability analysis of a terminal specialized in loading at the Port of Gijón and development of comprehensive solutions in each value chain.

Development of new value chains. Siderurgy and Generation of electrical energy

With the collaboration of Asturex two new working groups have been set up for the Value Chain. They are oriented towards Siderurgy and Generation of conventional energy. The purpose of these groups is to offer comprehensive solutions throughout the whole value chain, from a provision of raw material to an addition of advanced services and technology. This makes a difference because they turn out to be more competitive.

23 companies have participated in these groups, 11 in the conventional power generation working group and 12 in the Siderurgy group. As a result, two new catalogs have been created to show the Cluster performance in developing solutions in both chains.

Prize for the Best Collaborative Project among Companies

Last December, into the framework of the Cluster National Congress, MetaIndustry4 was awarded with the Prize for the Best Collaborative Project among Companies. The Cluster has been distinguised by the project of Development of Global Solutions by Value Chain, developed in collaboration with Asturex.

This initiative is a key promotional tool to make known the Cluster industrial power in each of global value chains. The goal is offer to the market global solutions for the value chain from the supplying, the manufacturing or the transport, to the advanced services and technology layers. In this sense, the cluster has bet for the sum of the capabilities and specialization of the Asturian metal industry to gain international competitiveness.

This project has given to the organization a deep knowledge about the activities that its companies have done and the markets to which they work, which has facilitated the definition of the promotion actions and the search of the international opportunities in a segmented way in the value chains.

The development of this project has achieved and keeps going to obtain results in three levels. At the Cluster level, the proposal has allowed to combine the interest, capabilities and industrial strengths of 20 companies in each of the chains that are added together, more than 900 engineers, more than 5,000 skilled workers and figures above 200,000 square meters of manufacturing facilities. These figures are a letter of introduction to any customer keen on finding suppliers of solvent solutions, with the capacity to respond to the highest standards, with more than 600 references in international projects in the most demanding markets.

Feasibility study of the Port of Gijón

A feasibility study for the creation of the Cargo Terminal of the Port of Gijón was carried out. This included the involvement of large industrial companies, logistics operators, as well as the Administration at local, regional and national levels. An investment plan for a provision of basic services at Osa dock, brought off by the Port of Gijón has been drawn up to increase its productive capacity and, therefore, companies´ competitiveness operating in this space.




Offshore Energy 18 Internacional Trade Fair in Amsterdam

Last October MetaIndustry4 participated in the Offshore Energy 2018 Trade Fair in Amsterdam, one of the most important trade fairs in the world, with more than 550 exhibitors and over 10,000 visitors from 90 countries.

It was the first time that Asturias had an institutional pavilion led by the Economic Development Institute of the Principality of Asturias. The Asturian Energy Foundation and ITMA Technology Center were there. MetaIndustry4 Cluster had its own space and it attended the fair along with eight Cluster members such as: Grupo Navec, Grupo SEM, Idesa, Isastur, Mefasa, el Puerto de Gijón, Windar Renovables, as well as Asturex.

PIWAS. Early identification program for tenders in multilateral banks in Washington

PIWAS Program for early identification of tenders in multilateral banks in Washington, was launched by Asturex and aimed at boosting access to multilateral business opportunities in Latin America. MetaIndustry4 is targeted to make access to information easier and to encourage Cluster partners to participate in tenders.

PIWAS is an ambitious program to be completed in two years, which aims to provide a strategic consulting service in order to access international tenders in Washington, headquarters of the main multilateral banks operating in Latin America, such as the World Bank and the Inter-American Development Bank.

Implementation of Business Opportunity Validation Committees in each Value Chain

Last spring, on the one hand, Working Groups of Value Chains belonging to Petrochemical Chains and Renewable Energies were created. On the other hand, Asturex increased encouragement to attract international business opportunities for these chains. Three represesentatives were appointed within each group to set up the Opportunity Evaluation Committees, in charge of assessing opportunities, as well as defining criteria to follow.

These committees are formed by:

• Committee on Renewable Energies,represented by Tuinsa Norte, Grupo Navec y Windar Renovables.

• Petrochemical Committee, represented by Isastur, Dinamet y Mefasa.

In total, more than 30 business opportunities from Peru, Tunisia, Colombia, UK, Senegal, Niger and Arab Emirates have been assessed. There are now 3 business opportunities open to joint offers.



5.3.2. Collaborative Innovation Commission and Technological Improvement

Work areas of this Commission are focused on actions aimed at integrating technological advances and innovation in Cluster companies. That is:

• Improving the degree of knowledge about trends of key sectoral technologies.

• Promoting development of collaborative innovation projects in key sectoral technologies.

• Promoting new 4.0 technologies for the progressive adaptation of the sector to the concept of "Advanced Manufacturing" or "4.0 Industry ".

Last February this commission was led by Manuel Alonso (thyssenkrupp Norte). It is now coordinated by Daniel Rojo (Asturfeito) and Luis Saturnino ( Hiasa-Gonvarri). Over the last twelve months this commission has held three meetings in which they have come up with ideas for projects and activities. These are the following ones:

MI4 actions for digital transformation

It is led by technologists from CTIC Technological Center. They analyze the digital transformation level of industry. The cluster offers its partners a support service for digital transformation fostered by three types of initiatives: in-company training, in-depth technological analysis on key aspects of organization and promotion of technological projects based on needs identified through diagnose.

Application Project of Artificial Intelligence for production planning in metal industry. AEI 2018

It is a collaborative project, financed by the Support Program for Innovative Business Groups (AEI's) of the Ministry of Industry, Trade and Tourism, in which five partner companies participate: Asturfeito, Idesa,Thyssenkrupp Norte, Izertis and Vorago, plus Mefasa.

The main objective of this project is to design and develop a prototype of advanced data analysis software, based on Artificial Intelligence (AI) algorithms. This can make a non-serial production planning in industrial companies easier, and it is able to identify possible ways of improvement for these productive processes.

IoT4Industry

H2020 IoT4Industry is an European project which is made up of five European clusters. Its aim is to make collaboration between loT solution developers (Internet of Things) and industrial companies through European projects to integrate and use Internet of Things in industry.

At Hannover Messe 2019 Trade Fair, MetaIndustry4 signed a collaboration agreement with the consortium of this project to promote the participation of member companies of the cluster in this initiative.



Advanced Manufacturing Hub4Metal

Hub4Metal is a project supported by Gijón Impulsa. This company works to create a meeting point between the technological ecosystem of Gijón and metal industry, with the aim of promoting advanced technological projects in industry. MetaIndustry4 enhances local technological innovation and it is aware of the needs and challenges that metal industry faces. We work to offer hybridizing solutions to adress challenges in industry and generate a tractor effect on local technology.

Presence at Hannover Messe 19 Trade Fair

MetaIndustry4 has been present, for the second year in a row, in the most important industrial fair in the world. It was Invited by the Government of the

Principality of Asturias, through Idepa and Asturex. MetaIndustry4 was selected by the European Platform for Clusters as a member of the European delegation at

the Europe - Canada. Meeting. This meeting was aimed at identifying opportunities for collaboration between organizations on both sides of the Atlantic in the following

issues: Digital technologies, artificial intelligence or advanced manufacturing and industrial automation.

Participation in Global Industrie 19 Lyon Trade Fair.

Last March MetaIndustry4 had the opportunity to participate as a member of the European delegation in the EU-Taiwan Matchmaking Event 2019, which was held as part of the Global Industrie Fair in Lyon, France. At this meeting the cluster made more than twenty contacts and interviews aimed at exploring opportunities for collaboration with advanced manufacturing technologies, mechanical and metal-mechanic engineering, intelligent industry and connected factory: robotics, increased reality, predictive maintenance and digitalization of production.



5.3.3. Commission for Human Capital Management

Work areas of this Commission are focused on everything related to recommended actions to facilitate better training and management of present and future human capital of MetaIndustry4 partners. That is:

• Improving the level of knowledge about sector trends in professional qualifications and training needs of the sector.

• Promoting adaptation of the training offer to sectoral trends and needs.

• Promoting and facilitating access to new knowledge, benchmarking and exchange of experiences within and outside the Cluster.

This Commission, led by Alejandro Blanco (Seresco) has added Maria Rivas (Isastur) as a vice-coordinating person. Over the last twelve months, this commission has held two meetings to work on new ideas for projects and activities. These are the following ones:

STEM Talent Girl

The Commission for the Management of Human Capital has promoted the start-up of STEM Talent Girl Program in Asturias, developed by the ASTI Foundation. This program has been coordinated by CTIC Technology Center, the Government of the Principality of Asturias and other organizations such as Valnalón, Seresco, FADE or FEMETAL. It is an educational project aimed specifically at developing talent in women and promoting scientific-technological vocations among girls and teenagers. It is inspired and mentored by women who develop professional activities in science and technology. In this way women can develop their professional career through STEM branches ( Science, Technology, Engineering and Mathematics).



Factory Tours. 4.0 Basque Industry. The Meeting Point 2018

Factory Tours are focused on development of benchmarking actions and study of good business practices. Through this, MetaIndustry4 could attend Basque Industry 4.0. The Meeting Point 2018 and participate actively in lectures, case presentations, workshops, interviews, working tables, exhibitions and demonstrations, organized within the framework of the event.

The conference was especially focused on the presentation of TEIC tools, aimed at optimizing industrial processes, from support intelligent tools to design,development, production, logistics and integrated manufacturing management.



Erasmus + AttTrak project

Employer empowerment to attract, transfer and keep young people in metal industries, AttTrak is the first European project of MetaIndustry4 and aims to develop and strengthen professional skills in metal sector to recruit personnel in metal industries and make them ready for challenges. This also includes changing the vision of personal development from the the company´s view.

The project is made up of a consortium of five partners from Germany, Italy, Poland and Lithuania, as well as a Spanish representation, which is MetaIndustry4.

Promotion of 4.0 Masters Degree in Industry

The Cluster continues working on the promotion of the 4.0 Masters Degree in Industry, Consultancy, Management and Development, developed by FEMETAL, Seresco and University of Oviedo. This promotion is made at regional, national and European level through meeting forums.

Exchange of good practices in the field of HR

Human Capital Management Committee has become during the last year a meeting point for the exchange of experiences in human resources management. The members of the Commission have been able to learn inspiring examples about personal development, as well as good practices of multinational companies aimed at attracting and managing talent in industry, entre los que destacan las presentaciones realizadas por los responsables de Asturfeito y de ArcelorMittal University.

movido por la patronal Femetal, ha conseguido poner una pica en Taiwán, a casi 11.000 kilómetros de distancia. Fue durante un en-cuentro que se celebró en Lyon, Francia, entre organizaciones empresariales del Viejo Conti-nente y de aquellas islas asiáticas. Allí, casi al otro lado del globo, el clúster del Principado considera que las empresas asturianas del metal tendrían una buena oportu-

nidad para crecer en el mercado de las energías eólicas marinas (“off shore”), un sector que está experimentando un gran creci-miento y en el que las compañías regionales tienen una amplia ex-periencia.

El clúster asturiano va hacién-dose un nombre fuera y tendien-do puentes con nuevos mercados. En el certamen de Francia, la alianza asturiana coincidió con doce clústeres taiwaneses de grandes dimensiones, recuerda el

responsable de MetaIndustry4, José Ramón Natal, pero con unos intereses muy similares a los del asturiano.

“Taiwán es un país muy indus-trializado y con un nivel de pene-tración de la tecnología muy alto y con el que tenemos muchas co-sas que aprender y compartir”, señala Natal. Las empresas astu-rianas tuvieron, entre otros, en-cuentros con centros tecnológi-cos que tienen en plantilla a más de 7.000 investigadores. Unas magnitudes inalcanzables en Es-paña. “Uno de nuestros objetivos es tomar posiciones en el merca-do de las energías renovables ma-rinas y para eso tenemos que ha-cernos presentes, que nos vean”, señala Natal. El primer paso ya está dado y los primeros contac-tos hechos. El clúster asturiano, junto a varias compañías regiona-les, visitará Taiwán en breve para conocer varias empresas y estre-char lazos.

Los premios “Asocas” reconocen a Fertiberia y Alimerka

El jurado de los premios “Aso-cas”, integrado por represen-tantes de la Asociación de Or-ganismos de Control y Afines del Principado (Asocas) y de la Consejería de Empleo e In-dustria, acordó conceder este galardón a la compañía Ferti-beria, en la categoría de segu-ridad industrial, y al grupo de distribución Alimerka. en la de eficiencia energética. Ferti-beria es reconocida por sus es-fuerzos para cumplir con la normativa de seguridad indus-trial y medioambiental. mediano busca pequeña compa-ñía tecnológica para crecer jun-tas, de la mano. Parece un anun-cio más propio de la sección de contactos, pero nada más lejos de la realidad. Se trata de la base de un proyecto que acaba de poner en marcha el clúster MetaIndus-try4 (alianza empresarial promo-vida por la patronal asturiana del metal Femetal) para resolver uno de los problemas que está aso-mando en el sector: muchas em-presas están encontrando dificul-tades para automatizar algunos de sus procesos productivos. Pa-ra dar el salto definitivo a la eco-nomía 4.0, esa en la que la mayo-ría de las tareas recaerán sobre las máquinas, que descargarán a los humanos de los trabajos más. Y esas empresas consideran que entre las compañías asturianas del sector TIC, a menudo de pe-queño tamaño, pueden estar las ideas dar el paso definitivo hacia la automatización.

La iniciativa, que cuenta con la colaboración del Ayuntamiento de Gijón, la han bautizado como Hub4Metal. De un lado estarán las 61 compañías que integran ya el clúster del metal, y, del otro, quince compañías tecnológicas, algunas de ellas “start ups” y otras con más recorrido, todas ellas de Gijón. “Es un proyecto que estamos haciendo a nivel lo-cal, pero que tiene una clara pers-pectiva nacional e internacional. Hay muchas compañías tecnoló-gicas que están muy especializa-das en ámbitos relacionados con la industria, pero las empresas in-dustriales asturianas no las cono-cen”, explica el responsable del clúster, José Ramón Natal. Va-mos, que durante años unos y otros han estado viviendo en el mismo barrio, pero sin saludarse. De espaldas.

Ahora Femetal quiere que la cosa cambie. “Hay muchas com-pañías tecnológicas que están ha-ciendo cosas muy interesantes y que incluso están consiguiendo contratos con empresas industria-les de fuera de la región, pero que aquí, en Asturias, no llegan a pe-netrar”, señala Natal. Con esa idea lleva trabajando MetaIn-dusty4 desde hace varios meses, y, tras analizar muchos posibles candidatos, ha seleccionado fi-nalmente a quince compañías gi-jonesas de las que, a su juicio, podrían tener más posibilidades de dar un impulso al potente sec-tor del metal asturiano. Las elegi-das son aquellas que están traba-

jando o que tienen experiencia en lo que se llama fabricación avan-zada (automatización de las cade-nas de producción). “Hay empre-sas muy potentes trabajando aquí en actividades como la fabrica-ción aditiva (la impresión en 3D), la realidad aumentada, la robóti-ca, los drones o los weareables (dispositivos que se visten, como pulseras)”, agrega Natal. La cues-tión es que todas puedan salir ga-nando.

La secretaria general de Feme-tal, María Pérez, asegura que en lo que más necesitan mejorar las compañías del sector es en los procesos productivos. Falta auto-matización. Lo dice después de meses en los que el clúster ha es-tado analizando las necesidades de las compañías industriales, pa-ra buscarles pareja tecnológica.

“Queremos buscar esa cone-xión entre las necesidades de unos y otros”, señala Natal. Casi

como si fuera un programa de ci-tas. De hecho, el funcionamiento va a ser similar. Durante las pró-ximas semanas habrá diversas se-siones de trabajo en las que los empresarios de las compañías tecnológicas tendrán la oportuni-dad de contar directamente, sin intermediarios, a potentes empre-sas del metal de la región cuáles son sus inventos y cómo podrían ayudarles a mejorar sus cadenas de producción.

“El objetivo es crear un eco-sistema de colaboración, generar oportunidades de proyectos, y es-tamos descubriendo que en Astu-rias hay un componente innova-dor muy importante”, resalta Jo-sé Ramón Natal. Y María Pérez añade: “En muchos casos, las empresas TIC más pequeñas, las que tienen menos de diez trabaja-dores, lo tienen muy difícil a la hora de llamar la atención de las grandes industrias”.

Gonvarri reutilizará el ácido clorhídrico de la producción de DuPont

:: E. P. DuPont Asturias y el grupo Gonvarri, con plantas en Asturias, Burgos y Tarragona, han logrado un acuerdo para reducir el consumo de energía, agua y transporte, que ten-

drá una inversión inicial de más de un millón de euros. El convenio per-mitirá a Gonvarri reutilizar un pro-ducto secundario de DuPont, el áci-do clorhídrico, para sus procesos me-talúrgicos. Este acuerdo,permitirá reducir el consumo de agua equiva-lente a un pueblo de 350 habitan-tes y el consumo eléctrico de un mes en DuPont Asturias.

La subasta de interrumpi-bilidad, el sistema por el que las gran-des consumidoras reciben una com-pensación a cambio de desconectar-se de a red eléctrica en casos de emer-gencia, despierta más interés, si cabe, que todas las anteriores. En pleno conflicto abierto con Alcoa por su intención de cerrar las plantas de Avilés y La Coruña, el Gobierno cen-tral adelantó, en contra del criterio de los comités de empresa de la alu-minera, la convocatoria. Arrancó ayer y lo hizo con cuatro bloques menos de 40 MW, los más importantes para

las electrointensivas y justamente el número que había adquirido Al-coa para sus plantas de Avilés y La Coruña en la anterior subasta cele-brada en mayo.

«Lamentablemente para nosotros se han vuelto a reducir los bloques y todo apunta a que seguirán reba-jando», lamentaron desde Alcoa. Re-cordaron, además, que ya en la de mayo se habían sustituido los blo-ques de 90 MW, más beneficiosos aún, por los de 40MW. A pesar de es-tos cambios a la baja, la multinacio-nal aluminera, que se reunirá este mediodía con los trabajadores en Madrid para continuar las negocia-ciones de los despidos colectivos, se comprometió a asistir «de buena fe y dispuesta a obtener los máximos bloques posibles» para todas sus fac-torías, incluidas las dos que tiene previsto cerrar.

La subasta, que finalizará este vier-nes, desató las críticas sindicales des-

de el principio. El comité de Avilés le había pedido al Gobierno central que retrasara todo lo posible la con-vocatoria, para evitar que Alcoa lle-vara a acabo una estrategia que sen-tenciara definitivamente el cierre de las plantas. La multinacional alu-

minera, sin embargo, se comprome-tió a ir «de buena fe» y el Ejecutivo decidió convocarla. Los represen-tantes sindicales alzaron la voz, nue-vamente, al ver que se habían redu-cido los bloques. «Parece que en lu-gar de querer evitar la marcha de Al-coa le estén facilitando justificacio-nes para los cierres», lamentó la se-mana pasada José Manuel Gómez de la Uz, presidente del comité avi-lesino.

También el responsable de la fe-deración de Industria de CC OO, Da-mián Manzano, mostró su desacuer-do respecto a las condiciones de la convocatoria. «Es un desacierto to-tal, es una nueva temeridad de la mi-nistra Teresa Ribera», espetó. Asi-mismo, señaló que la decisión de re-cortar los bloques no solamente per-judicaba a Alcoa. «Es muy preocu-pante y podría tener un impacto ne-gativo en toda la industria asturiana, esperemos que no sea así», apuntó.

Las oportunidades de trabajo en dos sectores tradicionales

La construcción, de nuevo motor del empleo en Asturias, busca albañiles jóvenesLa edificación lidera la oferta de trabajo junto al sector público con casi 1.400 asalariados más en un año ● Joel García: “Urge renovar las plantillas”

Oviedo, L. GANCEDO La construcción gana protago-

nismo en el mercado laboral astu-riano. En un contexto de desacele-ración del crecimiento de otras actividades dentro y fuera de As-turias, el sector está encabezando el aumento de los cotizantes a la Seguridad Social, con cerca de 1.400 asalariados más en el último año, cifras a las que únicamente se acerca la oferta de trabajo en la Administración pública. El repun-te de la edificación de viviendas y las obras de rehabilitación tiran de la contratación en la construc-ción, que busca albañiles “poliva-lentes” y principalmente jóvenes para rejuvenecer sus plantillas.

“Con la obra nueva que hay que ir ejecutando, la actividad es-tá asegurada durante los dos pró-ximos años. Asturias necesita en-tre 1.500 y 2.000 viviendas nue-vas al año y son las que se están visando, por eso creemos que el crecimiento será sostenido y cons-tante, sin riesgo de burbuja”, ex-plica Joel García, presidente de la patronal CAC-Asprocon acerca del impulso que ha cogido la edi-ficación residencial, con un 37% más de proyectos tramitados du-rante el pasado año. Es el subsec-tor que está detrás de una mejora del empleo que tiene los siguien-tes rasgos: el paro ha bajado el 15% desde marzo de 2018 y el nú-mero de trabajadores de la cons-trucción adscritos al régimen ge-neral de la Seguridad Social ha crecido el 8,8%, superando los 17.000 asalariados por primera vez desde 2012, si bien a gran dis-tancia de los volúmenes de em-pleo (más de 30.000 trabajadores por cuenta ajena) que llegó a ha-ber en los años del boom inmobi-liario y de la obra pública.

Ningún otro de los epígrafes en que la Seguridad Social divide la afiliación ha ganado tantos asala-riados en el último año. Asturias, que en en general presenta tasas tibias de aumento de cotizantes y sistemáticamente inferiores a las del resto del país, los está ganan-do en trece de esos epígrafes (ver gráfico adjunto), con la construc-ción al frente. Por detrás aparecen la sanidad, los servicios sociales y la educación, actividades ligadas sobre todo al sector público y en particular de la Administración re-gional. Esto es, el dinamismo del mercado laboral asturiano tiene

este año básicamente dos patas: la construcción por un lado y las in-corporaciones al Principado por otro.

El repunte constructor se centra en la vivienda mientras la otra ver-tiente del negocio, la obra civil, no despega. “Aquí tenemos una asig-natura pendiente y es que la inver-sión en conservación de infraes-tructuras debería ser de al menos el 2% del Presupuesto del Princi-pado. Hablamos de unos 120 mi-llones cuando los que hay consig-nados ahora son 37”, plantea Joel García.

Ese panorama se refleja en las características de los perfiles pro-fesionales más demandados por las empresas. Según las ofertas tramitadas por las empresas a tra-vés de la Fundación Laboral de la Construcción, se buscan sobre to-do trabajadores especializados en reformas de viviendas, tanto inte-riores como exteriores: albañiles polivalentes, oficiales de primera con competencia en trabajos de demolición, cargas, lucidos, tabi-quería, alicatado, solados y yeso laminado; también albañiles para impermeabilizaciones de facha-das y terrazas, aislamientos tér-micos...

su formación en la empresa”. Pa-ra los trabajos interiores se buscan a menudo personas “con buena presencia y buen trato” y con pre-paración básica en prevención de riesgos laborales, carné de con-ducir (B) y vehículo.

“Las empresas reclaman más gente joven porque actualmente en la construcción la edad de la mayoría de los trabajadores es media-alta, lo que nos acabará tra-yendo problemas a medio plazo. Hace diez años, el grupo de edad más numeroso era el de 25/35 años; hoy es el de 35/45; es urgen-te empezar a renovar las plantilla

dando entrada a gente más joven”, subraya el presidente de los cons-tructores asturianos.

Hay trabajo y oportunidades para los jóvenes, sostiene la patro-nal, pero las empresas tienen difi-cultades para hallar el tipo trabaja-dores que necesita. Joel García lo explica así: “Durante muchos años, la sociedad ha valorado más al profesional con titulaciones su-periores que los oficios más habi-tuales en la construcción, y los jó-venes dejaron de interesarse por nuestro sector, lo que, unido a la crisis, gener la falta de profesiona-les que ahora sufrimos”.

Las empresas necesitan sobre todo oficiales para trabajos de interior y exterior en viviendas

el europeo, está muy preocupa-dos por la falta de vocaciones en-tre los jóvenes, aquellos que tie-nen que ir dando el relevo a los que vayan saliendo de las fábricas durante los próximos años, y que en el Principado se cuentan por miles. Tal es la inquietud que la patronal asturiana del potente sector, Femetal, a través del clús-ter MetaIndustry4, está partici-pando en un proyecto europeo, que lidera un instituto de forma-ción profesional de Alemania, pa-ra tratar de analizar la razón por la que la juventud rehúsa optar por estas ramas de estudios, que a

priori gozan de una buena salida laboral. En un principio, las orga-nizaciones que participan en el proyecto harán una labor de aná-lisis e introspección, pero las con-clusiones les servirán para tratar de adoptar las medidas que sean necesarias, y diseñar estrategias óptimas que ayuden a atajar el problema.

“No somos capaces de ser atractivos para esas nuevas gene-raciones, pese a que tenemos, ob-jetivamente, muchos elementos por los que ser positivos, muchí-simos, porque este es un sector que tiene futuro con buenas pers-pectivas, con una gran estabili-dad laboral y con unos buenos

salarios”, explica la secretaria ge-neral de Femetal, María Pérez. Pero ni por esas. Los jóvenes pre-fieren otro tipo de actividades an-tes que optar por el metal. ¿Por qué? “Entre los jóvenes hay un cambio de mentalidad y de valo-res, buscan cosas que vayan más acordes con sus convicciones que ahora van más ligadas al medio ambiente y el tiempo libre”, seña-la María Pérez.

El fenómeno no es único de Asturias. Una situación similar se está dando en Alemania, don-de, asegura María Pérez, se está produciendo un importante des-censo del número de matricula-dos en la FP ligada al metal. “Lo

que estamos haciendo es inter-cambiar experiencias para tratar de aprender los unos de otros”, asegura. En la iniciativa están participando clústeres de Alema-nia, Polonia, Lituania e Italia, más España representada por MetaIndustry4. Son cinco de las zonas más industrializadas de Europa, y el proyecto lo lidera el IBBF, un instituto germano espe-cializado en formación profesio-nal”, detalla.

“En la primera reunión que mantuvimos con los socios del proyecto hemos visto que las pro-blemáticas son comunes. Faltan jóvenes, lo que puede deberse a las bajas tasas de natalidad, a las altas tasas de emigración, como les ocurre en Lituania; además, hay una baja presencia femenina en este ámbito industrial que es algo común en todos los países”, argumenta el responsable de Me-taIndustry4, José Ramón Natal. Y concluye: “Queremos que el sector sea atractivo para los jóve-nes y que pueda pervivir”.

nas vinculadas al metal protago-nizan uno de los más ambiciosos proyectos de cooperación empre-sarial desarrollados en la región, uniendo fuerzas para competir en los mercados globales por contra-tos relacionados con las energías renovables y las plantas pretro-químicas. Es el nacimiento de la “Fábrica Asturias”, expresión uti-lizada por dirigentes del sector y que retrata el intento de una par-te relevante de la industria regio-nal de presentarse en el exterior como un todo que dispone de gran experiencia internacional, modernas infraestructuras y mi-les de trabajadores altamente es-pecializados.

La idea de la “Fábrica Astu-rias” tiene su origen en la patro-nal Femetal y ha sido desarrolla-da en la agrupación de empresas (“cluster”) Metalindustry4, for-mada en buena parte por empre-sas de tamaño mediano cuyo pro-pósito es compartir soluciones a desafíos como la innovación tec-nológica, la formación y la ex-pansión exterior de la industria metalmecánica. “Se trata de sacar partido de nuestra posición en las cadenas globales de valor”, resu-me José Ramón Natal, director de innovación de Femetal y ge-rente de Metalindustry4.

El concepto de “cadenas glo-bales de valor” hace referencia la forma en que están organizados los negocios de alcance multina-cional, donde empresas y territo-rios tienden a especializarse en los distintos eslabones del proce-so productivo (ingeniería, marke-ting, primera transformación de materias primas, fabricación, montaje, mantenimiento...), de forma que se obtiene mayor valor añadido cuanto más sólida sea la posición dentro de esa cadena y en particular si se es capaz de controlar las partes más valiosas. Un estudio previo ha determina-do que, actuando de forma coo-perativa, la industria asturiana dispone de capacidades para ha-cer ofertas integrales (“solucio-nes llave en mano”, en la jerga ingenieril) sobre todo en dos ac-tividades donde se vislumbran magnos procesos de inversión a escala mundial: la instalación de plantas de energías renovables y los proyectos ligados al sector pe-troquímico. El primer paso ya es-tá dado en ambos casos con la elaboración de sendos catálogos para promocionar, ante potencia-les clientes y gobiernos, las capa-cidades de esta nueva alianza de la industria asturiana.

Plantas renovables. Catorce compañías se han sumado al pro-

yecto referido al sector de las energías renovables. “Metalin-dustry4 concentra en un radio de 30 kilómetros un conjunto de empresas altamente especializa-das en la cadena de valor de ener-gías renovables, con acceso a dos puertos internacionales (El Mu-sel y Avilés) y dotadas de los re-cursos humanos más cualifica-dos”, se lee en la documentación que ha comenzado a ser divulga-da en ferias y contactos comer-ciales. Aparecen en este primer catálogo Asturfeito, Dinamet In-geniería, Daorje, Hierros Marce-lino Franco, Navec, SEM, Solar Steel, Indasa, Isastur, Iturcemi, Oxiplant, TSK, Tuinsa y Windar. Se añade que este conjunto de empresas posee 220.000 metros cuadrados en instalaciones, más de 900 ingenieros y por encima

de 6.000 operarios. El documen-to enfatiza la experiencia de esas compañías en proyectos situados en cuatro continentes y su capa-cidad de cubrir todos los servi-cios y etapas fabriles –en algunos casos, con la colaboración de tec-nólogos externos– en la instala-ción de parques eólicos terres-tres y marinos, plantas fotovol-taicas y termosolares, así como instalaciones de biomasa y geo-termia.

El proceso de “descarboniza-ción” de la economía, con multi-millonarias inversiones a la vista para la sustitución del uso de combustibles fósiles por energías verdes, es el campo de juego en que esta versión de la “Fábrica Asturias” aspira a competir. ¿Có-mo? Según las explicaciones de José Ramón Natal, presumible-

mente este año se concretarán las primeras ofertas conjuntas de empresas incluidas en el catálo-go. El número de compañías im-plicadas en cada proyecto varia-rá según las necesidades y con-ducirá, cuando se produzcan ad-judicaciones, a la creación de uniones temporales de empresas (UTE) o consorcios para organi-zar el trabajo y repartir riesgos y beneficios.

Petroquímica. La filosofía es la misma en el caso del grupo de empresas que se promociona así: “Nuestras referencias se basa en una experiencia contrastada en el desarrollo de más de 600 pro-yectos en el sector petroquímico, localizados en más de 80 países, con clientes como BP, Enap, Pe-tronor, Repsol, Medgaz, Dow Chemical, Disa, Foster Whe-elewr, Cepsa...”. El propósito es ofertar en bloque trabajos de in-geniería, fundición y mecaniza-do, calderería, montaje y puesta en servicio... Esta plataforma la integran nueve compañías que también participan en la de ener-gías renovables (Asturfeito, Di-namet, Hierros Marcelino Fran-co, Navec, SEM, Isastur, Iturce-mi, Oxiplant y Tuinsa) y por cin-co más (Fundyser, Imetal, Mec-sa, Mefasa y Metálicas Somon-te). Los datos básicos del con-junto son estos: 130.000 metros cuadrados de instalaciones ubi-cadas en el área central de Astu-rias, unos 400 ingenieros y más de 2.000 operarios. Como en el caso de las firmas especializa-das en energías verdes, la pre-sentación comercial de este gru-po aparece reforzada con la im-plicación de otras empresas y centros dedicados a la logística (Cogitrans, Grupo Roxu...), la innovación (CTIC, Prodintec...) y las nuevas tecnologías (Asac, Seresco, Izertis o Intermark).

El impulso a la cooperación empresarial que ahora promueve la industria metalmecánica se inspira en las experiencias del País Vasco, referencia española en ese campo, y también en el caso asturiano de Idesa, compa-ñía de bienes de equipo ahora integrada en el Grupo Daniel Alonso y que hace una década promovió un gran consorcio con decenas de pymes. Entonces, co-mo ahora, el reducido tamaño de las empresas asturianas repre-sentaba uno de los principales obstáculos para innovar y com-petir en el mercado global.

nos podrían reclamar al Principa-do la devolución del Impuesto de actos jurídicos documentados abonados por los préstamos hipo-tecarios formalizados en los últi-mos cuatro años (desde octubre de 2014) si el Tribunal Supremo ratificase como jurisprudencia la sentencia del pasado jueves que impone a los bancos la obliga-ción de abonar el tributo, revisan-do así la jurisprudencia anterior y la práctica habitual según la cual el tributo ha venido siendo satis-fecho por los clientes. Estos 30.066 asturianos podrían recu-perar 58 millones más los intere-ses de demora, según el cálculo que hizo ayer Gestha, uno de los colectivos de técnicos de Hacien-da, en caso de que el Supremo.

Otros 253.555 asturianos, que abonaron el impuestos entre ene-ro de 2003 y septiembre de 2014, y que ya no podrán ejercer el de-recho de devolución por el fisco al vencer el periodo de reclama-ción a la Hacienda pública al ca-bo de cuatro años, podrían de-mandar a la banca por la repercu-sión indebida del tributo en el cliente, según fuentes jurídicas y de Gestha. Este colectivo podría exigir la devolución de 477 millo-nes más los intereses.

En total, el colectivo de los as-turianos afectados suma 283.621 personas (el 1,8% de los algo más de 15 millones de españoles con-cernidos) y el dinero satisfecho a reclamar, si prospera la nueva in-terpretación jurídica, asciende a 535 millones, el 1,8% de los 29.288 millones satisfechos por los españoles durante los últimos 15 años por el impuesto ahora su-jeto a reconsideración por el Su-premo.

La sentencia, conocida el jue-ves, y que fue dictada por la sec-

ción segunda de la sala tercera del Tribunal Supremo (la sala de lo contencioso-Administrativo, especializada en materia tributa-ria), así como otras dos emitidas también el jueves en el mismo sentido (aunque aún no notifica-das), son firmes –admitió el Su-premo– para los casos juzgados pero está por ver si esta interpre-tación de seis magistrados (con un único voto discrepante) se ge-neraliza o si el alto tribunal limi-ta sus efectos, una vez que el pre-sidente de la sala tercera, Luis Dí-az Picazo, convocó un pleno de

los 30 magistrados de lo Conten-cioso-Administrativo para revi-sar lel alcance de los fallos, lo que constituye un caso sin prece-dentes y ha motivado un profun-do malestar y gran controversia en los órganos judiciales.

Ayer, en un encuentro convo-cado por el presidente del Supre-mo, Carlos Lesmes, ante la gra-vedad y anomalía de la situación creada, se decidió que el pleno de la sala tenga lugar el 5 de no-viembre, lo que supone prorrogar quince días más una incertidum-bre jurídica que está paralizando

en muchos casos la concesión de hipotecas y que está impactando a su vez en la cotización bursátil de la banca, que ayer volvió a ser castigada con caídas entre el 0,59% y el 5,36%.

Algunas asociaciones progre-sistas y conservadoras de jueces fueron muy críticas con la indefi-nición protagonizada por el alto tribunal al considerar que puede dañar su imagen de independen-cia y de imparcialidad frente al poder económico y financiero, ha creado inseguridad jurídica y ge-nerado mucho desconcierto en la sociedad. Jueces para la Demo-cracia reclamó la dimisión de Dí-az Picazo.

También colectivos de consu-midores y usuarios fueron muy críticos con el proceder de Díaz Picazo intentando revisar el al-cance de las sentencias y varias asociaciones anunciaron que, si se limitan los efectos, como se hizo con el fallo de las cláusulas suelo de las hipotecas, recurrirán al Tribunal de Justicia de la Unión Europea y avanzaron que previsiblemente el TJUE volverá a “sacar los colores” a la Justicia española como ocurrió entonces, en el entendido de que “si una cláusula es abusiva, lo es desde su origen y no desde determinada fecha”.

Los bancos pararon en muchos casos la concesión de nuevas hi-potecas hasta que se despeje la in-certidumbre jurídica, algunas en-tidades bloquearon incluso sus si-muladores de préstamos hipote-carios en sus páginas webs, y otras entidades restablecieron la repercusión del tributo al presta-tario (el cliente) una vez que el presidente de la sala, Díaz Pica-zo, anunció la revisión no de las tres sentencias ya dictadas contra los bancos (que son firmes y no revisables, recordó ayer Lesmes) sino de la jurisprudencia que di-mana de ellas.

No obstante, el presidente del Tribunal Supremo aclaró que la norma precisa que justificaba la repercusión del impuesto en el cliente ha quedado anulada, por lo que el si el pleno de la sala de-terminase el 5 de noviembre que en el futuro debe seguir siendo los peticionarios del crédito quie-nes satisfagan a su costa el im-puesto, como se había hecho has-ta ahora, tendrá que ampararse y justificarlo en una interpretación fundada de la legislación que si-gue en vigor.
