General Background

Open Days Event

The seventh edition of the OPEN DAYS will consist of 125 seminars, workshops, debates and exhibitions between 5 and 8 October 2009 for around 7,000 participants. More than 250 event partners have joined forces, among which 213 regions and cities from 33 European countries, and more than 600 speakers will be actively involved. During the month of October, another 230 local events will be organised addressing an expected audience of 30,000. The event’s key objective is to facilitate exchange, debate and networking among Europe’s experts and decision-makers in regional and local development from the public, private and financial sector. Under the overall headline “Global challenges, European responses”, all events will be organised around four themes:

• Restoring growth: Innovation in Europe’s regions and cities • Regions and climate change: Europe’s way to sustainable regional development • Territorial cooperation: Working together across borders • Achieving results, looking ahead: EU Cohesion Policy’s evaluation and future

prospects

Dual-Seminars on “Skills and Social inclusion as instruments for restoring growth and strengthening cohesion”

The global recession has placed regional and local front-line services fighting poverty in a precarious situation – falling government revenues are straining existing social nets whilst at the same time loss of employment for many of our most at-risk is leading to an increase in demand of those front-line services. The solution would seem to be simple: get as many of the newly unemployed back into the labour market as soon as possible thereby ensuring that services are strained for the least amount of time whilst still ensuring quality and effectiveness. To do this, re-training is needed to ensure that newly unemployed can access existing job offers quickly. However, as our regional experts know, it is easier said than done and requires a concerted effort involving many stakeholders. Our two seminars will focus on actions undertaken by our regions in response to the economic crisis under two broad themes: skills and inclusion. Through our seminar, we seek to underline the importance of taking action under both themes to restore growth and strengthen cohesion at the European level. Time frame 9.30 - 11.00 Executive Summary Our consortium will look at the role of social inclusion as an instrument of economic growth and territorial cohesion, placing social policy at the heart of economic policy. Experts from our regions, European institutions, and stakeholders will come together to discuss the complex needs of specific target groups such as the elderly, young people, women, lone-parent households, disabled individuals, migrants, and minority groups and the impact successful active inclusion policies, strategies and delivery programmes can have in reducing their exclusion and further increasing their potential to contribute to a region’s economic growth. We will look at how the crisis is influencing our front-line services in their mission to deliver quality, accessible, affordable public services as well as look at other symptoms of social exclusion that are coming to the fore both as a result of the crisis but also as the result of our changing demography and economic model.

Mr Seyit Yeyden, Noord-Brabant (English spoken) Time frame 11.30 – 13.00 Executive Summary Active inclusion, in particular to bring at-risk individuals into the labour market, can only succeed if the individuals concerned are given the right skills-set to readily access jobs available on the labour market today and tomorrow. Our consortium will therefore also look at the skills dimension as the other important instrument necessary to succeed in our efforts to restore growth and strengthen cohesion in particular in the mid-to-long-term. Our seminar will look at the challenges facing our skills providers in meeting the skills needs of tomorrow. The complexities of putting in place a demand-led skills model where skills provision is commissioned by learners and enterprises themselves. The role that is to be played by local and regional public sector in forecasting future needs and ensuring actors are mobilised to deliver on them – in short, how to make lifelong learning a reality for all citizens and in particular those most at risk of being permanently left out of our Europe’s current and future labour markets.

As director of studies, he is, among other things, coordinating

Name: Mr Stefano Valdegamberi Region: Veneto Region Title: Regional Councillor of Social Policies and national Italian coordinator for social policies, Veneto Region. Description: From November 2006 Mr Valdegamberi is Regional Councillor of Social Policies of the Veneto Region, in charge of planning social and health policies and volunteer activities. He is also the national Italian coordinator for social policies. Previously he has

been twice mayor of the Municipality of Badia Calavena (Verona), Regional Councilor of the Veneto Region, member of the executive Regional Committee of the UNCEM (National union of Municipalities Communities and mountainous areas). Name: Ms Carol Thomas Title/organisation: Permanent Delegate in Brussels of CPMR (Conference of Peripheral and Maritime Regions). Description: Carol Thomas has held the post of Permanent Delegate in the Brussels office of the Conference of Peripheral Maritime Regions of Europe (CPMR) for the last five years. She is responsible for maintaining regular contact with the EU Institutions, to ensure that CPMR's political messages are circulated widely and are

taken into account, particularly in key areas of concern for CPMR's members, such as regional and cohesion policy and maritime affaires. She follows closely events in Brussels, so as to enable CMPR's members and the CPMR secretariat to remain updated of the latest and upcoming developments in EU policies. Ms Thomas is an important point of contact for the Brussels offices of CPMR´s member regions as regards the on-going work of the secretariat. Prior to joining the CPMR, Ms Thomas was Head of Office of the East Midlands European Office in Brussels. Ms Thomas has a Masters´ degree in European Economic Studies from the College of Europe. She is an English native speaker, speaks fluent French and has a good knowledge of German. Working language: English/French

Name: Ms Lesley Calder Region: North East England Title: Head of Skills and Europe, ONE NorthEast Description: Mrs. Calder has been spearheading efforts in the region to boost skills attainment by the regional labour force. In her capacities, she chairs two regional partnerships one is known as the Skills and Employment Response Group established directly in response to the financial crisis and the other: the Regional

Employment and Skills Partnership. Both partnerships have a remit of improving regional skills providers’ ability to match the needs of on the one hand business sector and on the other hand of individual learners. She has therefore acquired a great deal of expertise in bringing together diverse stakeholders to move forward in unison to tackle the skills challenge facing regions. Specific themes

Specific themes - Inclusion

The first part of the debate will address the following specific themes:

Inclusion of the elderly Inclusion of migrants and tackling social tensions

Considering European society demographic trend with persistent long term ageing of the demographic structure and the Lisbon agenda identifying as central the promotion of interventions to improve the network of social healthcare services, Social Services of General Interest remain the main tool able to face the emerging needs of old people in condition of non self sufficiency. The deinstitutionalization of care as a way of cost containment is a possible solution proposed in order to ensure a better quality of life for frail elderly and to ensure that the assistance provided is of high quality. Good working conditions for the professionals active in this sector are essential. Therefore policy interventions should try to adapt the welfare system towards the conjugation of economic performance with inclusion and appropriateness of care.

To allow individuals in particular at risk target groups to return to work is one of the challenges faced with policies in the field of reconciliation of family and professional life. In the context of the European Alliance for families, initiatives implying quality collaboration between the public and the private sector and the Region itself is encouraged together with positive collective results in terms of family policies and social inclusion.

Inclusion of migrants and tackling social tensions

As the economic crisis continues to cost jobs, and long-term unemployment becomes a reality for many citizens, the appeal of the use of migrants as scapegoats of extremist parties continues to fuel social tensions. Local and regional actors have important roles to play to stifle this trend and to ensure Europe remains an attractive destination in particular for high-skilled migrants. As demographic trends show, migrants will have an increasingly important role to play to ensure a sustainable balance between contributors to the welfare system and beneficiaries.

Inclusion of disabled/integration policies

Proposing and promoting initiatives connecting job availabilities of enterprises, social and health profiles and needs of the persons. Linking the private, public social, health and employment sector for networking to facilitate integration. The importance of training and evaluation of the results is essential. Initiatives facilitating accessibility of cities and regions with a design for all concept.

Digital inclusion

Digital technologies pervade every aspect of modern society. However these opportunities are not enjoyed by the whole European population - there is a strong correlation between digital exclusion and social exclusion. There are significant and untapped opportunities to use technology better on behalf of citizens and communities. These include improved service planning, design and delivery, particularly to address the needs of disadvantaged groups and individuals

Inclusion of youth/participation

Increasing youth participation as a possibility to fight against exclusion, suggestion of regeneration initiatives of depredated or socially at risk areas of towns and regions to promote cultural integration

Inclusion / protection of children

Promotion of child rights linked to the UN convention protecting their rights. Identification of at-risk families clarifying if children are exposed to violence and presenting best practices and models to guarantee protection. Safe information technologies. Unaccompanied refugee children.

Specific themes – Skills

The second part of the debate will address the following specific themes:

Tackling unemployment through skills

Active inclusion measures often translate in re-skilling or up-skilling of individuals who have been made redundant or have little to no qualifications. The European Social Funds are one of the key levers available to European, local, and regional actors to support these active inclusion measures. Are there any lessons to be drawn from existing example of active inclusion measures being implemented across Europe? What can local and regional actors learn from best practice in the field and vice-versa what can Europe learn from the experience of the frontlines?

Supporting and encouraging entrepreneurship

It has been recorded in pan-European studies that the longer a student remains in school, the more likely they are to not want to engage in an entrepreneurial activity. Whether it is a reflection of increased awareness of the challenges inherent with business creation or a reflection of the education system remains an open question. What is certain, however, is the important role business creation and entrepreneurs in particular amongst young people, migrants, and women will have both in speeding up economic recovery, but also boosting and strengthening the European economy. The Commission has been spearheading numerous initiatives at the European-level but local and regional actors have also taken the lead in developing innovative measures to promote, and pro-actively support candidate entrepreneurs. It will also be interesting to see how have new entrepreneurs coped with the financial crisis and the role played by local and regional actors to help them overcome these challenging times.

Increasing capacity to deliver Lifelong Learning

For years the focus of education systems has been the provision of quality primary and secondary school education supported by a higher-education strand. However, as the pace of the demographic change will progress and the majority of Europe’s future workforce becomes more and more already employed, the importance of providing appropriate, quality adult education in the workplace becomes increasingly important to consider and in particular the role of local and regional actors to facilitate provision in an adapted user-centric manner.

Apprenticeships, internships, sustainable solutions to facilitate the transition?

Interns, stages, apprenticeships, more and more Member States are identifying these mechanisms as useful ways to facilitate young people’s transition into the labour market. These at-work training schemes offer the opportunity for young people to acquire the necessary practical experience that will give more confidence for employers considering to offer contracts to them. However, several Member States have also been lobbied by groups wishing more clarity and a stricter framework to ensure young people aren’t exploited. Local and regional actors have key roles to play both in terms of providing the offer, but also of facilitating the development of quality frameworks that ensure all involved profit from such schemes

New Skills for New Jobs

The European Commission launched in December 2008 the New Skills for New Jobs communication highlighting the importance of up-skilling the population to match the future skills needs of Europe. The Commission laid down the gauntlet for improved forecasting capabilities up to 2020 coupled with improved job-matching across the European Union. For New Skills for New Jobs to work, forecasting needs to also be organised at the local and

regional level so as to better appreciate future local and regional skills needs and facilitate the identification of regions where certain skills base may be over-supplied. With the economic crisis throwing major doubts into the forecasting models, it will be important to also identify ways in which forecasting models can become more able to take into account sudden economic change.

The Demand-Led Skills Model

One of the major challenges facing skills providers is to improve the transition from education to work – one of the proposed solutions is the demand-led skills model which places the emphasis on business and learners to define what should be taught and what profiles should skills providers provide training for. In practice, putting a demand-led skills model into place is much more difficult than it seems. Businesses often have short-term visions and are more interested in bottom-lines than identifying future skills needs 4-5 years down the line. Business and skills providers often have had very little experience liaising with one another in particular at secondary and primary school level.

Living in the 21st Century, what skills are going to be needed?

Literacy, financial literary, and digital literacy basic math skills, science and technology, learning to learn skills, critical thinking, presentation skills, intercultural dialogue... The 21st Century is slated to become the century of knowledge and it with this in mind that the Lisbon Agenda placed such an importance on improving the skills profile of each and every European citizen. What are the key skills that skills providers need to be able to ensure young people can survive in today’s cut-throat labour market?
