Our annual report is not just numbers. It is an opportunity to share with you, our supporters and donors, stories and feedback on the difference you have made in the lives of so many at-risk teens. One mother tells us, “My son was headed down a path to court and juvenile detention. Without the caring relationship of an adult mentor from Lakes Area Youth Service Bureau, I know he would have likely stayed on this path of self destruction. As of today, however, he is weeks away from finishing high school, holds down a job and is making plans for college.”This teen, along with hundreds of others, accessed relevant support and resources at a critical time in his life. We know for a fact that his chances of growing into an adult who is able to care for himself, care for others, and contribute to his world in positive ways has significantly increased. How do we know this? Lakes Area Youth Service Bureau includes three components in all of their programs and services – relationships, involvement, and learning -- components that have been proven through evidence-based research to lead to positive adult outcomes. Throughout this report you will see stories, quotes, and pictures that demonstrate our commitment to providing teens with positive relationships, meaningful involvement, and hands-on learning. You will also see pictures and read names of community members who have played a critical role in connecting teens with these essential resources. To all of you listed in this report, we give our heartfelt thanks and appreciation. In 2011, LAYSB worked with 1,812 youth, families and volunteers:• 399 first time and low-level youth offenders completed the Community Justice Program• 166 at-risk youth and their families accessed counseling, intervention and support • 80 youth participated in Our Place Addictions Recovery Services• 23 at-risk youth were matched with an adult mentor for more than 6 months• 467 children and youth participated in teen enrichment/ prevention programs• 535 adults/families in our communities received parenting services• 142 community adults participated as volunteers

Forest Lake Police Officer Maryrose Warke and the Forest Lake Police Department were presented with the 2010 James Trudeau Award by Jim Trudeau for Officer Warke’s outstanding service to youth above and beyond her duties as an officer.
Dan Charpentier was awarded the 2010 On Behalf of Youth Award for his outstanding dedication and support of local area youth since 1994. The award was presented by Renee Wagner and Jeanne Walz.
Shylo Stevens was presented with the 2010 On Behalf of Youth Award by Tovah Marek, LAYSB’s Enrichment Manager, for her dedication to the community and the leadership skills she has demonstrated as a member of the Youth Advisory Board.
Tony and John(names have been changed to protect privacy): Several years ago 17-year old Tony called his LAYSB mentor John and invited him and his wife to come to the restaurant where he cooks so he could treat them to a meal. John and his wife immediately hopped in the car and headed over. They knew how important it would be to connect with Tony on “his turf,” and allow him to give back to them at the same time.This invitation says a lot about how far Tony had come. Throughout his early teen years, his home life was permeated with drugs, illegal activity and verbal abuse. He did not get along with his father and was continually in trouble for everything from tobacco violations to minor consumption and theft. LAYSB staff worked with Tony over this period and in November of 2009, they connected him with John. It was then that things really started to turn around for Tony. John helped Tony establish some goals for their time together. Within 10 months, Tony had met all of his goals and established new ones. His grades had improved and his new goals included improving relationships with his mom and checking into the possibility of college. Best of all, he was staying out of trouble!“Me and my mentor are awesome together!” said Tony.John agrees. “Mentoring is an awesome experience. I’m excited to see where we go from here. Tony told me ‘thank you for caring’ the other day. When a young person tells you something like that, it will change your life. I know it did mine.”Today Tony is gainfully employed and saving money toward college. “Now,” he states, “it is time to succeed!”
Savannah and Marsha(names have been changed to protect privacy)Savannah, 13, was a good kid who had been making some poor decisions and was struggling with her home life. She was angry and had been suspended from school for acting out and insubordination. In 2011, Savannah was matched with LAYSB mentor volunteer, Marsha. Six months into their mentoring relationship, Marsha and Savannah’s excitement to see one another is contagious!“My favorite mentoring memory is when we first found out we were so alike and when I tried to teach Marsha Sudoku, says Savannah. “Now I have someone special to talk to and I feel happier. Marsha has helped me to learn that it’s best to treat others nice even if they are not nice, and good grades mean good colleges.”Marsha has seen great improvement in Savannah. “When I met her, her grades were low. Now, she tells me she’s getting better grades! We’ve had a blast! There isn’t anything we can’t talk about. She makes me laugh. [The fact] that we get along so well is very meaningful to me. I look forward to every meeting. It has made me a better person because we help each other.”

Garrett and Jim(names have been changed to protect privacy):
Garrett first made contact with LAYSB in 2008 at the age of 12. Since then, Garrett and his family have accessed several LAYSB programs to address specific issues including chemical use and delinquent behavior. In 2011, his case worker saw that Garrett, now 16, was still struggling and suggested that he be matched with a mentor through LAYSB’s “Making Connections” Mentoring Program. Garrett was matched with LAYSB mentor volunteer, Jim. They started to build a relationship and establish goals, but unfortunately, Garrett relapsed and was put into treatment over the summer, halting his mentoring sessions with Jim. This fall, Garrett contacted LAYSB stating he was out of treatment and wanted to start seeing Jim again. Both Jim and the LAYSB staff were impressed that Garrett took the initiative to restart the relationship. The mentor pair have enjoyed outings that have included fly fishing and candid discussions about life’s challenges. “Jim has inspired me to make changes and work hard for what I want – sobriety and a high school diploma.”

The Work We Do
Since 1976, Lakes Area Youth Service Bureau has been helping local youth and their families with intervention support and enrichment programs throughout the expansive Forest Lake School District and all of Chisago County.
tHe WoRK We DoWhat do youth need to grow into adults who can take care of themselves, care for others, and contribute to their world in positive ways? It takes... HEALTHY RELATIONSHIPS - within families, with positive adult role models and with peers.MEANINGfUL INVOLVEMENT - within their communities, providing powerful opportunities to learn about and engage in the world around them.RELEVANT LEARNING ExPERIENcES – within their world, of their choosing, and free from judgement.
Junior Counselors enjoyed a pizza party celebration after helping with Forest Lake Safety Camp. During the two day camp which teaches kids in grades 2-6 safety lessons related to fire, electricity, boating, biking, first aid etc. they were small group leaders and role models.

Youth Intervention Services: • Utilizing a Restorative Justice model where the victim, the offender, the offender’s family and the community come together to provide restitution, redirection, and support.• Incorporate evidence-based best-practice addressing chemical use, and emotion and anger issues.

We offer group education classes dealing with tobacco awareness, chemical awareness, and making good decisions for parents and
teens. We offer an addiction recovery support group for teens.

Youth participated in LAYSB and Forest Lake Area Schools Community Education’s annual overnight “Teen Lock In” which provides several fun activities including a movie at the theater, swimming and bowling.

The Impact We MakeRELATIONSHIP-RELATED AccOMPLISHMENTS:
• 75% of clients completing counseling reported significant improvement in relationships with family and friends.• 89% of the youth who participated in our mentoring program achieved half of more of the goals they set for themselves. 86% participated on a consistent basis, and 85% of matches last more than the minimum expected (six months to one year).• 95% of clients completing community justice/diversion program demonstrated a greater understanding of how their behavior and choices affected themselves and others.
INVOLVEMENT AND MEMbERSHIP-RELATED AccOMPLISHMENTS:
• 73% of participants participated on a regular basis.• 59% of at-risk youth participants in our enrichment programs reported that they would have been home alone, unsupervised, or hanging out with friends during non- school hours had they not participated in LAYSB activities.• 75% of at-risk youth participants said they would volunteer as a result of their community service experience.
RELEVANT LEARNING ExPERIENcE-RELATED AccOMPLISHMENTS
• 83% of at-risk youth who completed our Community Justice Program had no further involvement in illegal activities after one year. 56% of at-risk youth who refused / did not complete our Community Justice Program had no further involvement with illegal activities for the same time period. • 88% of at-risk youth reported that they increased their decision-making skills. • 55% of at-risk youth and families who completed counseling reported significant improvement in the problems addressed through therapy. • 83% of youth participating in enrichment activities reported that they learned new skills and knowledge or reinforced existing skills and knowledge.

Chisago Lakes Area Chamber of Commerce hosted a fundraising golf tournament and dinner at the Chisago Lakes golf course and shared a portion of the proceeds, $1,000, with LAYSB.
LAYSB’s “Nordic Warriors” team plunged during Forest Lake Rotary’s second annual “Gettin Cold for a Cause” winter plunge and raised $1,981.50.

Forest Lake Rotary President Leann Ottomeyer presented a $2,500 check in support of LAYSB’s programs and services for the community to Jeanne Walz, LAYSB’s Executive Director.
Jerry and Connie Hendrickson of Security Victor Insurance Agency in Wyoming held their annual shredding event and presented free will donation of $1001 to Jackie Kottke, LAYSB Development Coordinator.
Drs. Richard and Leann Ottomeyer and Forest Lake Chief of Police, Rick Peterson present Tovah Marek, LAYSB’s Enrichment Manager, with a check for $3,800 from the 2011 Forest Lake Safety Camp.
Russ Cooper of the Sunrise Bassmasters, gave board member Kathy Lillis, a check in the amount of $983 for the proceeds from the annual Youth Fishing Day and Adult Bass Fishing tournaments.
Wyoming United Methodist Church gave the free will donations that were collected during their Annual Fall Dinner to three local agencies including LAYSB who received $1,478.
LAYSB was one of four non-profit organizations invited by Grand Casino Hinckley to participate in their Giving Tree Contest. Each agency decorated a Christmas tree and the rest was up to voters! LAYSB received Facebook “likes” and in-person ballot votes earning the second place prize of $2,000!
