La Revisión Técnica de Vehículos (RTV) es un proceso mediante el cual un ente de evaluación de conformidad inspeccio-na periódicamente la flota automotriz a fin de verificar si los vehículos cumplen con la normativa de seguridad vial, registral y de emisiones contaminantes que establece el país.
Aunque el objeto de la inspección es el ve-hículo, la misión que cumple está directa-mente relacionada con el bienestar de las personas y la sociedad en general. En Rite-ve SyC somos conscientes de este cometi-do, razón por la que sus 450 colaboradores e inversionistas estamos comprometidos con la prestación de un servicio de alta calidad, eficiencia, eficacia y confiabilidad, como venimos demostrando a lo largo de los años.

The Vehicular Technical Inspection (VTI) is a process in which a compliance assessment entity inspects the automotive fleet periodically. This process is done in order to verify if vehicles comply with the regulations established in the country in terms of road and registration safety, and polluting emissions.
Although the object of inspection is the vehicle, our mission is directly related to benefit people and society in general. In Riteve SyC we are aware of this cause and that is why our 450 associates and investors are committed to providing a top- notch, efficient, effective and reliable service, as we have done throughout the years.
Riteve SyC is a highly-specialized technical company in the comprehensive, unbiased, and independent inspection of all kinds of automotive vehicles. It has made great efforts to certify their Quality Management System under the INTE-ISO 9001:2008

ha esmerado por certificar su Sistema de Gestión de Calidad bajo la norma INTE-ISO 9001:2008. Cada año, después de una ri-gurosa auditoría externa, el NSAI (National Standards Authority of Ireland), una de las firmas más prestiogiosas en el ámbito inter-nacional, certifica que la empresa mantiene y mejora su gestión empleando las mejores prácticas vigentes en la industria de la ins-pección vehicular.
Según este esquema, los clientes tienen la certeza de que la inspección de su vehículo es producida por un ente técnico que sabe con toda claridad cómo hacer su trabajo y lo hace de la manera correcta. Así mismo, la atención que recibe es justa y de calidad y sus quejas, reclamaciones o comentarios son atendidos de manera real, analítica y obtienen una respuesta adecuada.
Riteve SyC ha adoptado en su gestión de la calidad el enfoque de procesos que per-miten dar un salto muy significativo en tér-minos de eficiencia y eficacia en cuanto a alcanzar los resultados previstos, y que se traduce en una mejora evidente del servicio que presta.
Desde hace seis años la empresa logró la acreditación de su servicio de inspección por parte del Ente Costarricese de Acredi-tación, ECA, bajo la norma INTE-ISO/IEC 17020:2012.

According to that framework, our clients can be certain that their vehicle is inspected by a technical entity that clearly knows how to do their job and does it the right way. In addition, the service received is fair and of high-quality; and their complaints, claims, and comments are managed in a real, analytical way so they can receive an appropriate response.
Riteve SyC has adopted a process approach in their quality management that allows an important advance in terms of efficiency and effectiveness to obtain expected results; and which translates in an evident improvement of the service provided.
Six years ago, the company received their inspection service credentials by the Costa Rican Accreditation Entity (ECA by its Spanish acronym) under the INTE-ISO/IEC 17020:2012 standard.
After receiving the accreditation by this external entity, our clients and the Costa Rican society can be certain that the results of the inspection are not biased by particular interests, that is, it is issued with total independence.

También se asegura que los inspectores que realizan la RTV tienen el conocimien-to, aptitudes y capacitación para realizar su trabajo con certeza y eficiencia, y que están sometidos a una constante evaluación de su desempeño.
Otro aspecto fundamental es que la infor-mación que genera Riteve SyC se maneja de manera confidencial pues los datos per-sonales y resultados particulares no se utili-zan para efectos comerciales ni salen de la esfera interna de la compañía. La compa-ñía tiene una serie de políticas de seguridad sobre la gestión en materia de tecnologías de información que garantizan el uso legal y adecuado de sus bases de datos; además, encomienda a firmas especializadas audito-rias externas sobre su sistema informático.
Esas bases de datos, recolectan los resulta-dos de una inspección producida por técni-cos competentes, con un sistema informáti-co especializado que recoge la información producida por equipos electromecánicos que tienen la capacidad y precisión nece-sarias.
Las mediciones de los equipos son asegu-radas a través de un sistema de confirma-ción metrológica según lo establecido en la norma INTE-ISO 10012. Es así que los equipos se someten periódicamente a ca-libraciones que realiza actualmente SCM Metrología, un laboratorio especializado que tiene acreditados los procedimientos de calibración de los equipos para realizar las pruebas en Riteve SyC (INTE-ISO-IEC 1702:2012).

Another fundamental aspect is that the information generated by Riteve SyC is handled confidentially since all personal data and particular results are not used for commercial use nor leave the internal sphere of the company. We have a series of security policies about information technology management that ensure the legal and appropriate use of their data base. Moreover, it entrusts their external audits about their IT system to specialized firms.
These databases collect the results of an inspection performed by competent technicians, using a specialized computer system that collects the information produced by electromechanical equipment that has the necessary capacity and accuracy.
The measurements performed by the equipment are secured through a metrological confirmation system according to the INTE-ISO 10012 standard. In this way, our equipment is submitted to periodical calibrations currently done by SCM Metrología, a specialized laboratory that has the credentials of calibration procedures in the equipment used to perform the inspections in Riteve SyC (INTE-ISO-IEC 1702:2012).
Vehicles objectively inspected translate in better security in traffic routes, more protection to public transport users, lower levels of air pollutants, and, thus, lower

dan como resultado mayor seguridad en las vías de circulación, mayor protección de los usuarios del transporte público, menores ín-dices de contaminantes del aire y, por ende, menores repercusiones en la salud pública.
Por otra parte, la información general que se deriva de nuestra labor puede generar un valioso marco de referencia para que el Estado pueda emitir políticas públicas rela-cionadas con el medio ambiente, prevención de accidentes viales, mejoras en la atención de enfermedades crónicas, seguridad regis-tral y lucha contra delitos de la propiedad de los vehículos e importación de automotores, entre otros.
La RTV en Costa Rica en manos de Rite-ve SyC es realmente un modelo de gestión que compite con las mejores compañías eu-ropeas y que supera con creces muchos de los sitemas de gestión aplicados en América, gracias a la determinación de someterse a evaluaciones de calidad y a aplicar normas de autoregulación en su gestión y operativa.
Ser un ente de inspección que se ha so-metido voluntariamente a las auditorías y evaluaciones necesarias para garantizar y demostrar la calidad del servicio que pres-ta, nos llena de satisfacción porque refleja el firme compromiso de todos quienes forma-mos parte de la compañía con el desarrollo y bienestar de la sociedad costarricense.

The Costa Rican VTI in hands of Riteve SyC is truly a management model that competes with the best European companies and undoubtedly surpasses many management systems applied in the American continent. This is thanks to our determination to be subject of quality assessment and by observing self-regulatory rules in their management and operation.
Being an inspection entity that has been a voluntary subject of audits and assessments needed to guarantee and demonstrate the quality of the service provided truly pleases us. It reflects the firm commitment from all the members of the company towards the welfare of the Costa Rican people.

De acuerdo al Plan Mundial para el Decenio de Acción para la Seguridad Vial 2011-2020 de las Naciones Unidas, anualmente cerca de 1,3 millones de personas mueren produc-to de accidentes de tránsito y más de 200 millones de personas sufren traumatismos no mortales a causa de estos accidentes, los cuales son una causa importante de dis-capacidad. Alrededor del 90% de los falleci-dos por accidentes de tránsito provienen de países de ingresos bajos y medios, siendo la flota vehicular de estos países menos de la mitad de la flota mundial, ocasionando que una de las tres principales causas de muerte a nivel mundial, en personas de 5 a 44 años, sean los traumatismos causados por los accidentes de tránsito.

According to the Global Plan for the Decade of Action for Road Safety 2011-2020 by the United Nations, around 1.3 million people die due to car accidents and over 200 million people suffer non-fatal traumas as a result from these accidents, which are an important cause of disabilities. Approximately 90% of car accident casualties come from low and medium-income countries where the vehicle fleet is less than half of the total world fleet. Causing one of the main three causes of death among people between five and forty-four years old worldwide to be the injuries caused by traffic accidents.
Due to this worldwide pandemic, the United Nations Organization has estimated that car accidents demand between 1% and 3% of the GDP of each country, which is around 500 billion dollars a year. Besides these expenses, there are also environmental costs: around 14% of worldwide greenhouse gas emissions are

millones de dólares al año. Aunado a estos costes económicos se encuentran también los costos ambientales; se calcula que cer-ca del 14% de las emisiones de gases de efecto invernadero mundiales, son genera-das por la flota vehicular.
Con el fin de paliar esta crisis de la segu-ridad vial, con gravísimas repercusiones sanitarias, económicas y sociales, el Se-cretario General de la Organización de las Naciones Unidas, señor Ban Ki-moon, logró comprometer a los líderes mundiales en un Plan Mundial para el Decenio de Acción para la Seguridad Vial 2011-2020, el cual se sustenta en cinco grandes pilares que se deben aplicar a nivel nacional para la pre-vención de los traumatismos causados por los accidentes de tránsito.
El pilar 3 de este plan, llamado Vehículos más seguros, está directamente relaciona-do con el Acuerdo de 1997 del Foro Mundial para la Armonización de la Reglamenta-ción sobre Vehículos de las Naciones Uni-das (WP.29). En este Acuerdo se define el término “inspección técnica” como aquella que se realiza a cualesquiera equipos y re-puestos que se utilicen en los vehículos de ruedas y cuyas características influyan en la seguridad vial, la protección del medio am-biente o el ahorro de energía.
Al amparo del Foro Mundial WP.29, nuestro país hace más de 15 años se dio a la tarea de crear un sistema de Revisión Técnica Vehicular (RTV) adecuado a los tiempos. La Costa Rica de entonces con una población

In order to ease the road safety crisis, which brings serious sanitary, economic and social implications, the Secretary-General of the United Nations, Mr. Ban Ki-moon, was able to convince world leaders to commit to the Global Plan for the Decade of Action for Road Safety 2011-2020, whose foundation are five pillars that must be enforced nationally to prevent traumas caused by vehicle accidents.
The third pillar of this plan, called Safer Vehicles, is directly associated to the 1997 Agreement of the United Nations World Forum for Harmonization of Vehicle Regulations by the (WP.29). This Agreement defines the term ‘technical inspection’ as that inspection done in any equipment and parts used in wheeled vehicles and whose features influence road safety, environment protection or energy savings
Based on the World Forum WP.29, our country has been developing for over fifteen years a Vehicle Technical Inspection (VTI) system that suits our current needs. The Costa Rica back then, with a total population of less than four million inhabitants and a vehicle fleet of a little less than 700 thousand vehicles, 80% of them concentrated in the Great Metropolitan Area, became breeding ground to repeat the same mistakes of major cities in the region: high mortality rates in the roads and growing greenhouse emissions released to the atmosphere.

de menos de 4 millones de habitantes, un parque vehicular de poco menos de 700 mil vehículos, de los cuales, más del 80% se concentraba en la Gran Área Metropolitana, se convertía en el caldo de cultivo necesario para repetir los mismos errores de las gran-des urbes de la región; altas tasas de morta-lidad en carretera y crecientes emisiones de efecto invernadero a la atmósfera.
El cartel de licitación internacional prepa-rado para esta concesión integró los tres grandes temas de la RTV internacional: la seguridad registral, la seguridad ambien-tal y la seguridad vehicular. Por medio de una inspección vehicular mecanizada e in-tegrada, con equipos de última generación, manejados por personal calificado, nuestro país logró dar un salto cuantitativo a nivel latinoamericano en la verificación de la “sa-lud” de la flota vehicular.
No obstante los resultados no se hicieron esperar, para junio del 2005, se publica el Proyecto Aire Limpio San José, 2ª Fase, re-ferente al impacto ambiental de la Revisión Técnica Vehicular: Su impacto en el control de emisiones vehiculares contaminantes, estudio realizado para el gran Área Metro-politana 2003-2005, por medio del Convenio de Costarricense-Alemán de Cooperación Técnica. Con una tasa de crecimiento anual de la flota vehicular del 7% y un aumento en el consumo de la gasolina de casi el 13%, se logró una disminución de más del 9% de las emisiones de CO y de más del 7% de las emisiones de HC.
concession included the three major themes for the international VTI: registration, environmental and road safety. Through an integrated and mechanical inspection using state-of-the-art equipment and operated by trained staff, our country has achieved a quantitative leap in Latin America in regards to checking the “health” of our vehicle fleet.
In fact, results did not take long to show. As of June, 2005 the Clean Air San José Project was published in its second phase, which referred to the environmental impact from the Vehicle Technical Inspection: its impact in vehicle pollutant gas emissions. A study done in collaboration with the Costa Rican-German Technical Cooperation Agreement and focused in the Great Metropolitan Area in 2003-2005 revealed that although there was a 7% annual growth rate and the gasoline demand increased almost by 13%, there was a decrease of over 9% in CO emissions and more than a 7% decrease in HC emissions.
On the other hand, the vehicle technical inspection has facilitated the chance to present a great number of vehicles with identification problems to the Justice Court, allowing a better control of registration safety not only for owners but to vehicle buyers as well.
As time goes by, the change has become more evident in our national roads: less stranded vehicles, less polluting greenhouse emissions in the atmosphere, and less vehicles with identification alterations.

Por otra parte, la inspección vehicular ha permitido presentar ante los Tribunales de Justicia, una gran cantidad de vehículos con problemas en su identificación vehicular, pro-piciando con ello un mejor ambiente de se-guridad registral tanto para los propietarios como para los compradores de vehículos.
Con el paso de los años el cambio ha sido más que evidente en las carreteras nacio-nales; menos vehículos varados, menos emisiones contaminantes de efecto inver-nadero a la atmósfera y menos vehículos con alteraciones en su identificación, son prueba tangible de que el proyecto ha sido exitoso. Cada año, el porcentaje de inscrip-ción de automóviles y motocicletas nuevas crecen rápidamente, el ciudadano medio adquiere vehículos nuevos o usados de re-ciente fabricación, en detrimento de los más viejos, inseguros y contaminantes. Los ta-lleres automotrices son cada vez más espe-cializados, sus equipos más sofisticados y su mano de obra mejor entrenada.
Después de casi 14 años del inicio de la Revisión Técnica Integral de Vehículos, nuevos retos aguardan. Las nuevas tecno-logías automotrices en temas de seguridad activa y pasiva y los sistemas de emisiones contaminantes, cada vez más sofisticados, se constituyen en un gran aliado para la seguridad vial y ambiental, pero también en una gran responsabilidad para la admi-nistración, en su deber de garantizar a los usuarios de las vías públicas terrestres, que estos dispositivos disminuirán las emisiones contaminantes de los vehículos y reducirán de muertes en carretera.
These are tangible proof that the project has been successful. Each year, the percentage of automobile and motorcycle registrations increase rapidly, the average citizen purchases new and recently manufactured vehicles instead of older, more insecure and polluting vehicles. The auto service shops are becoming more and more specialized, their equipment is more sophisticated and their labor is more skilled.
After almost 14 years since the start of the Integrated Vehicle Technical Inspection, new challenges are still awaiting. Newer automotive technology in terms of active and passive security and more sophisticated polluting emissions systems represent a great ally to achieve road and environmental safety. However, they are also a great responsibility for the administration, whose duty is to guarantee public road users that these devices will diminish polluting vehicle emissions and reduce the number of deaths due to vehicle accidents.

El parque vehicular atendido en revisiones periódicas durante el 2015 estuvo compues-to por un 65% de automóviles, un 14% de vehículos de carga liviana, y un 11% de motocicletas. El resto de inspecciones com-prenden vehículos de carga pesada, trans-porte público y equipos especiales.
El 51,5% de estos vehículos revisados apro-baron la Revisión Técnica Vehicular (RTV) en la primera inspección.
De los vehículos que asistieron a inspec-ción este año el 56% lo hicieron en el mes correspondiente, un 26% lo hizo uno o dos meses más tarde y el 18% con más de tres meses de rezago.
La edad promedio de la flota vehicular que acudió a inspecciones periódicas ronda los 16 años: los remolques y los transportes de sustancias peligrosas son los más antiguos con un promedio de 25 años. La flota más joven la presentan los autobuses de turis-mo y transporte público con una media de 7 años.
El año modelo predominante en la flota de inspección periódica es el 2008, y específi-camente el de automóviles es el 1994.
En general, la mayoría de rechazados en la inspección periódica lo fueron por las si-guientes causas:
1. Emisiones excesivas de contaminantes
2. Desequilibrio en las fuerzas de frenado
3. Llantas desgastadas
Resumen de los resultados
The vehicular fleet serviced during periodic inspections in 2015 was composed of 65% automobiles, 14% light load vehicles and 11% motorcycles. The rest of the inspection included heavy load vehicles, public transport and special equipment.
51.5% of these inspected vehicles approved the Vehicular Technical Inspection (VTI) in the first inspection.
Vehicle inspection attending this year 56% did so in their corresponding month, 26% did one or two months later and 18% with over a three month lag.
The average age of the vehicular fleet that attended the periodic inspections is around 16 years: trailers and hazardous materials transport are the oldest ones with an average age of 25 years. The newest fleet is the one composed of tourist and public transport with an average of 7 years.
The predominant model year in the periodic inspection fleet is 2008, in automobiles, to be more specific, it’s 1994.
In general, most of the cases of rejection during periodic inspections were due to the following reasons:
1. Excessive polluting emissions
2. Imbalance of brake power
3. Worn tires

El capítulo con más defectos de rechazo (graves y peligrosos) fue el de emisiones contaminantes. La mayoría de los vehícu-los rechazados por este capítulo presen-tan emisiones con concentración de mo-nóxido de carbono (CO) superiores a las permitidas.En cuanto a los frenos, fue el segundo capítulo en el que más defectos de rechazo se identificaron. El capítulo de ejes y suspensiónes fue el tercero de los que más defectos de rechazo presentan.
En cuanto a las inspecciones de inscrip-ción, un 45% fueron motocicletas, un 42% automóviles, un 7% vehículos de carga liviana, y un 1% de carga pesada. El res-to de las inspecciones correspondieron a vehículos de transporte de productos peli-grosos, equipos especiales, de transporte público o remolque y semirremolque, en-tre otros.
El 79% del total de los vehículos de primer ingreso son nuevos; y un 21%, usados.
Del total de vehículos inscritos en el 2015 el 93% aprobaron la revisión en la prime-ra inspección. La edad promedio del total de vehículos que ingresaron al país fue de 1,8 años. En el caso de los vehículos usa-dos que fueron inscritos la edad promedio fue de 10,7 años.
The chapter with most rejection defects (serious and dangerous) was the one about polluting emissions.
Most of the vehicles rejected for this defect show emissions with a higher concentration of carbon monoxide (CO) than the alloted limit.
In regards to brakes, it was the second defect to have more incidence in reasons for rejection.
The chapter of axles and suspensions was the third one to have more rejection defects.
In terms of registration inspections, 45% were motorcycles, 42% automobiles, 7% light load vehicles, and 1% of heavy load.
The rest of the inspections, were hazardous materials transport, special equipment, public transport or trailers and semitrailers, among others.
79% of vehicles attending the inspection for the first time are new, while 21% are used vehicles.
From the total number of registered vehicles in 2015, 93% approved during the first inspection. The average age of the vehicles that entered the country was 1.8 years. In case of used vehicles, the average age was 10.7 years.

Cambios de normativaEl Consejo de Seguridad Vial (Cosevi) reali-zó algunos cambios en la normativa de Re-visión Técnica Vehicular (RTV), todos ellos ejecutados a partir del 1 de enero del 2015.
Entre las nuevas disposiciones se encuen-tra la aplicación del defecto grave para quie-nes no hayan realizado el cambio respecti-vo de las placas de matrícula. En vehículos pesados el remarcado de llantas ahora es permitido, pero en aquellas que estén cer-tificadas para este procedimiento. También se sumó el requisito de un sistema de des-conexión rápida de batería para los vehícu-los de transporte de sustancias peligrosas.
Los vehículos que por el tipo de carrocería no tienen guardabarros, ahora debe tener un faldón. El velocímetro de cualquier ve-hículo que ingrese desde el 2015 al país, debe venir en kilómetros por hora.
Entre los ítems más destacados de los que fueron modificados, se encuentra el que in-dica que si un vehículo tiene polarizado en los laterales pero permite ver el interior ya no será defecto. Si no permite ver el interior será defecto leve.
Mientras que los casos de espejo o los de-nominados “limusina” se mantienen como defectos graves. También se indica que para que una fisura o impacto en el para-brisas sea considerado defecto grave debe tener un radio mayor a 50cm.
A partir de enero de 2015 se empezó tam-bién a registrar en la Tarjeta de Revisión Técnica el kilometraje que marque el vehí-culo al momento de la inspección, con la in-tención de poder realizar una comparación con lo registrado a partir del 2016.
The National Road Safety Council (Cosevi by its Spanish acronym) enforced some changes in the Vehicular Technical Inspection (VTI) regulations, starting from January 1st, 2015.
Among the new provisions is the application to change their respective license plates will result in a serious defect in the inspection. In heavy-weight vehicles, retreaded tires are allowed, but only those that are certified for this procedure. There was another requirement added a quick battery disconnect system for vehicles used to transport hazardous materials.
Those vehicles that do not have fenders due to their body type must now have skirts. The speedometer in any vehicle that enters the country from 2015 on must be configured in kilometers per hour.
Among the most outstanding items that were modified, there is the one that states that if a vehicle has polarized side Windows but the interior is still visible, it will no longer be considered a defect. If the interior cannot be seen, it will be considered a mild defect.
While, the cases of mirrors or the ones called “limousine” are still considered serious defects. Moreover, a crack or impact in the windshield that is rated a serious defect must have a radius over 50 cm.
Starting January 2015, records are being kept of the mileage in the Vehicular Technical Revision Card at the moment of inspection; this is with the purpose of being able to compare the readings starting in 2016.

Si bien el proceso de Revisión Técnica Ve-hicular (RTV) es por naturaleza una valiosa herramienta para fortalecer la Seguridad Vial y ayudar con el control de emisiones conta-minantes que impactan el ambiente, en Rite-ve nuestro esfuerzo se amplía a través de la Responsabilidad Social.
Partiendo de la experiencia que hemos ad-quirido realizando este procedimiento por más de una década en Costa Rica, apro-vechamos toda la información para diseñar nuestro programa de Responsabilidad Social de manera que sus acciones vengan a cubrir las necesidades que aún tiene nuestra socie-dad en torno a la educación vial, la cultura del mantenimiento preventivo y la conciencia ambiental. Dicho programa complementa y maximiza el esfuerzo que día a día se realiza en nuestras líneas de inspección donde “re-visamos vehículos para preservar la vida…”.
Luego de muchos años colaborando con dis-tintas campañas de recolección de llantas, cuyos propósitos fueron tanto a favor del am-biente como de la salud de los ciudadanos,

We Reinforce our Commitment with Road Safety and the Environment
Although the Vehicle Technical Inspection (VTI) is by nature a valuable tool to strengthen Road Safety and contribute in the control of polluting emissions that have a negative impact in the environment; in Riteve our effort is broadened through our Social Responsibility projects.
Based on the experience we have gained by enforcing this procedure for over a decade in Costa Rica, we use all the information to design our Social Responsibility Program so that their actions come to satisfy the needs that our society still has in terms of road safety education, preventive maintenance culture, and environmental awareness. This program complements and maximizes the daily effort put in our inspection lines, where “we inspect vehicles to preserve lives…”
After several years of collaborations with different tire collection companies, whose goals were both environmentally friendly and in favor of our citizens, we asked ourselves how vehicle parts were disposed of in Costa Rica and what might be happening to them.

nos preguntamos qué estará ocurriendo en Costa Rica con los residuos de partes auto-motrices. Para nuestra sorpresa todo estaba muy claro en la legislación, pero muy poco reflejado en la práctica, por lo que nuestra ta-rea fue propiciar que se hablara de este tema entre las distintas partes involucradas y que los más jóvenes también lanzaran el mensa-je ambiental de manera artística (véanse no-tas en páginas 47 y 49).
Insistir en que minimizar las emisiones conta-minantes de nuestros vehículos es tan impor-tante como reciclar o ahorra agua y energía, fue el mensaje que, además, llevamos a las diferentes ferias y actividades en las que tra-bajamos con niños y adultos.
En cuanto a Seguridad Vial, nos unimos a la importante lucha que dio el Cosevi en el tema de los motociclistas. Esta población está, sin duda, urgida de atención, tanto en términos de protegerlos, como de educarlos para que asuman sus responsabilidades de la correc-ta convivencia que se debe dar en las vías. (véanse notas en páginas 42 y 43).
No podía faltar este año nuestro compromiso con los más pequeños a través de las activi-dades en centros educativos y, por supues-to, la campaña sobre busetas escolares, que intenta concientizar sobre la necesidad de mantener estos vehículos en las mejores condiciones.
Definitivamente, en el 2015 pudimos decir “misión cumplida”, no obstante los diferentes proyectos son generadores de información que nos abren las posibilidades para seguir llevando nuestro aporte y reforzar este com-promiso en los años venideros.
To our surprise, though very clear in the legislation, the reality was very far from it. Our objective, then, was to facilitate dialogue about this topic between the different parties involved; and to ask teenagers to send a message about taking care of the environment through artistic representations. (See notes in pages 47 and 49).
During the different fairs and activities where we worked with both children and adults, we emphasized how important it is to reduce polluting emissions produced by our vehicles, which is as vital as recycling or saving water and energy.
In regards to Road Safety, we joined the important struggle that Cosevi gave to the motorcycle situation in our country. This population is, undoubtedly, in serious need of attention, both in terms of protection, and education, to let them assume their responsability in the correct cohexistence in our roads (see notes in pages 42 and 43).
This year could not be the exception. We continue our commitment with the little ones thru activities in educational centers and, of course, putting into practice our campaign about school buses. This campaign tries to raise awareness about the need to keep these vehicles in the most suitable conditions.
In 2015, we can definitely say ‘mission accomplished.’ However, these different projects are sources of information which open up opportunities to continue our contribution and reinforce this commitment in the years to come.

Del 22 al 26 de junio Riteve se unió a los es-fuerzos del Consejo de Seguridad Vial (Co-sevi), durante la Semana Nacional de Segu-ridad Vial, realizando jornadas de inspección visual e información para motociclistas.
El grupo de voluntarios “Fuerza Riteve” fue el encargado de brindar esta información que salva vidas colaborando, ya no solo en las líneas de inspección de las estaciones donde se detectan los defectos, sino de manera pre-ventiva en las calles.
Con el apoyo de los oficiales de tránsito, los voluntarios atendieron a cientos de motoci-clistas revisando visualmente las motos y ex-plicándole a sus dueños posibles defectos en sus vehículos, para que pudieran prestarles atención y corregirlos lo antes posible.
Gracias a una guía que se les entrega a los propietarios, ellos mismos pueden realizar, también, su propia inspección.

Seguridad Vial Cuidamos la vida
de los motociclistasEn distintos puntos de todo el país, se realizaron los operativos de información para motociclistas durante la Semana Nacional de Seguridad Vial. / Different information campaigns were provied to motorists in different parts of country during National Road Safety Week.
Road Safety Week protecting motorists’ lives
Riteve joined the National Road Safety Council (Cosevi by its Spanish acronym) during Road Safety Week (June 22nd to 26th) by providing visual inspection sessions and information for motorists.
Our group of volunteers, called ‘Fuerza Riteve’ (Riteve Force) were the ones in charge of providing this life-saving information; and thus, they contributed not only in the inspection lines where defects are detected but also facilitating prevention in the streets.
Along with the support of traffic officers, our volunteers assisted hundreds of motorists by doing visual inspections of their motorcycles and also explaining to them the possible defects they might find in their vehicles, so they can correct them as soon as possible.
Thanks to a guide provided to vehicle owners, they can do the inspections themselves.

Riteve formó parte de la Campaña Ruedas Responsables, organizada por la Asociación Costarricense de Enfermería en Emergen-cias, Urgencias y Desastres.
La actividad se llevó a cabo el 4 de julio del 2015, en La Sabana, y consistía en un simu-lacro de accidente de tránsito con resultados aparatosos.
En el sitio se podían apreciar tanto daños ma-teriales como supuestas lesiones de los pasa-jeros, lo que captó la atención de cientos de transeúntes que circulaban la mañana de ese sábado por la zona.
La Policía de Tránsito resguardó la seguridad de los participantes de la campaña, y volunta-rios de Fuerza Riteve se encargaron de entre-gar información sobre la importancia de tener los vehículos en buen estado para evitar po-sibles accidentes por fallas mecánicas.
Riteve was part of Responsible Wheels Campaign (Ruedas Responsables), organized by the National Nurse Association in Emergencies, Urgencies and Disasters.
This activity took place in July 4th, 2015 in La Sabana, and consisted of a vehicle accident drill with severe injuries.
In the scene, material damages and serious injuries in passengers caught the attention of hundreds of pedestrians who walked by that Saturday morning.
The traffic police safeguarded the participants of this campaign, and Riteve volunteers were in charge of handing information about the importance of proper maintenance of our vehicles to prevent possible accidents due to mechanical failures.

Para el inicio del curso lectivo 2015 Riteve im-plementó una serie de esfuerzos orientados a salvaguardar la integridad física de los niños y jóvenes que viajan en los diferentes transpor-tes de estudiantes.
Se trata de una guía para realizar una inspec-ción visual del vehículo. La idea es que los padres y educadores tengan esta guía como una herramienta para hacer una inspección visual de la buseta en que viajan los estudian-tes, y puedan verificar que se mantengan las condiciones óptimas a lo largo del año es-colar. También resulta muy útil para que los transportistas verifiquen el estado de sus ve-hículos antes de ir a la inspección en Riteve.
La guía cuenta con un lenguaje fácil de com-prender e instrucciones de apoyo sobre cómo realizar la inspección visual. Se distribuyeron a través de las estaciones de Riteve y en for-mato para descargar o imprimir en los sitios web y redes sociales de la empresa.
Starting the 2015 school year, Riteve implemented a series of efforts oriented towards safeguarding the physical integrity of children and teenagers who travel by student transport vehicles.
It is a guide to perform a visual inspection of the vehicle. The idea is that parents and teachers use this guide as a tool to inspect the school bus and to verify that it stays in optimum conditions throughout the school year.
It is also very useful for school bus owners to verify the state of their vehicles before Riteve inspection. This guide is written in a user-friendly, easy-to-understand language and instructions on how to perform a visual inspection.
These guides were distributed throughout all Riteve stations and in electronic and printable versions in the company’s website and social networks.

Dentro de las actividades realizadas con apoyo del grupo de voluntarios “Fuerza Rite-ve”, se visitaron algunos centros educativos para trabajar con su población temas de se-guridad vial, enfocados especialmente en el uso de dispositivos de seguridad para toda la familia.
Con estas actividades Riteve pretende que, además, los niños se conviertan en pequeños fiscalizadores de sus hogares y recuerden a sus padres la importancia de ser responsa-bles con sus vehículos, a la hora de conducir y con el respeto a las normativas de tránsito.
Algunas de estas actividades se realizan en conjunto con otras autoridades como el Or-ganismo de Investigación Judicial (OIJ) o por solicitud de los mismos centros educativos.
Among the activities celebrated with the support from our volunteer team “Fuerza Riteve,” we visited some educational centers to talk to them about road safety. We focused mainly in the use of safety devices for all the family members.
By doing these activities, Riteve aims to prepare children to be little vigilants in their homes and to remind their parents about the importance of being responsible with their vehicles, while driving, and to respect traffic regulations.
Some of these activities are done with the collaboration of other authorities such as Judicial Investigation Department (OIJ by its Spanish acronym) or by request of the educational centers themselves.

El mes de mayo fue el momento en el que, nuevamente, Riteve abrió sus puertas para las Jornadas de Análisis de la Revisión Técnica Vehicular (RTV), una actividad mediante la cual se presentan las princi-pales estadísticas de este proceso a cada sector del país, lo que permite dar informa-ción personalizada a los distintos tipos de flotas.
Para esta ocasión acudieron al llamado repre-sentantes de grupos agricultores, de trans-porte de carga, y de sustancias peligrosas. También estuvieron presentes importadores de vehículos nuevos y usados de distintas agrupaciones.
Por parte del sector de transporte público se compartió con miembros de las distintas cá-maras de autobuseros y representantes de agrupaciones de taxistas.
Adicionalmente en una de las jornadas se re-unieron funcionarios de diversas instituciones, organizaciones no gubernamentales y demás entes interesados en materia de seguridad vial, seguridad registral y ambiente.
Once again, Riteve was the venue for the Analysis Sessions about the Vehicle Technical Inspection (VTI) which took place last May. During these sessions, we presented the principal statistics of this process to each sector of the country in order to provide personalized information to the different types of fleets.
This time, farmer leaders and cargo and hazardous materials transport representatives attended the meeting. In addition, we had the presence of importers of new and used vehicles from different business groups.
In regards of public transportation, we shared with members from different bus chambers and representatives of taxi associations.
Besides that, in one of our sessions, there was a meeting between officials from different institutions, non-governmental organizations, and other entities interested in the environment, road, and registration safety.

En el marco del mes del ambiente Riteve pre-sentó el proyecto de charlas “Gestión respon-sable de los residuos de partes automotrices” con el que se intenta concientizar sobre la res-ponsabilidad que fabricantes, talleres, comer-cios y dueños de vehículos deben tener en la gestión responsable de los sobrantes.
Estas charlas se impartieron en las comuni-dades vecinas de las 17 estaciones de Riteve ubicadas en todo el país. Impartidas por los jefes de Estación, se contó con la presencia de dueños de talleres, de ventas de repues-tos, así como funcionarios municipales y de otras instituciones involucradas.
Tras la experiencia de Riteve con la recolec-ción de llantas, existía la inquietud de qué se hace con todo el resto de los residuos de partes automotrices, por lo que se solicitaron unos estudios en el 2014 a la consultora am-biental Rosario Alfaro. La buena noticia que generó la investigación fue que hay mucho

Riteve presented the project “Responsible Waste Management of Automotive Parts” within the frame of Environment Month. This project consists of giving lectures to raise awareness about the role that manufacturers, shops, businesses, and vehicle owners must have in terms of responsible waste disposal.
These lectures were given in communities near the seventeen Riteve stations located in different locations of the country. They were given by the Station Chiefs and we had the presence of owners of body shops and spare parts stores; as well as municipal officials and other institutions involved.
After Riteve’s experience with tire collection, there was still the question of how the remains of auto parts are handled. That was why in 2014 we requested a study with the environmental consultant Rosario Alfaro.

En una primera etapa ya se había desarrollado, en el mes de junio, la “Gestión Responsable de los Residuos de Partes Automotrices”, iniciativa en la que más de 300 negocios vecinos de las 17 estaciones de Riteve de todo el país (entre ellos talleres, ventas de repuestos, agencias automotrices, chatarreras y demás) recibieron una charla de sensibilización sobre la ley 8839 y compartieron con autoridades locales para pro-piciar iniciativas que ayuden a todos los actores a cumplir con esta responsabilidad (véase nota en la página 47).

Automotive mechanics students from different parts of the country promote a responsible waste disposal through an initiative called “Art for Parts” (Arte por Partes), which was part of an environmental project from Riteve in 2015.
The first stage of the project, “Responsible Waste Management of Automotive Parts,” was put into practice in June. During this stage, over 300 local businesses near the 17 Riteve stations all around the country (shops, spare parts businesses, automotive agencies, junkyards, and so on) received a lecture to create awareness about law 8839 and shared with local authorities to help all parties involved to do their part in this cause (see note in page 47).
“Art for Parts” was created as a complement to this effort. For this initiative, Riteve facilitated artistic and environmental advice so young students could express the same message but in a more appealing way to reach automobile owners.

Para cumplir con la meta, los estudiantes tra-bajaron durante tres meses en la creación de tres piezas artísticas a base de residuos de ve-hículos. Los inspectores Dunia Campos, Henry Aguirre y Carlos Vargas, del equipo de volunta-riado “Fuerza Riteve”, se unieron a los equipos de estudiantes para apoyarlos en el proceso.
Unos 70 distintos tipos de piezas automotrices fueron necesarias para la elaboración de estas esculturas.
Tras largas jornadas de trabajo, el Colegio Vo-cacional Monseñor Sanabria presentó “Cratos”, proyecto inspirado en bestias mitológicas, y con el cual esperan que se reconozca el nombre de su institución. El Colegio Técnico San Agus-tín presentó “El último árbol”, que refuerza la urgencia de proteger el ambiente.Y el Colegio Técnico Profesional de Puntarenas presentó “Imaginario” una pieza que, más que una es-cultura y el mensaje de protección al ambiente, posee un enfoque funcional: su intención es que sirva, también, como banca en algún parque de su provincia.
En reconocimiento al esfuerzo realizado por es-tos centros educativos, Riteve realizó una do-nación de 2 millones de colones a cada uno en herramientas y equipos de protección, de ma-nera tal que los talleres de mecánica automotriz donde estudian se fortalezcan. Adicionalmente, se entregaron las siguientes menciones honorí-ficas a los distintos grupos.
To achieve the goal, students worked for three months to create artistic parts with the remaining of vehicle spare parts. Inspectors Dunia Campos, Henry Aguirre and Carlos Vargas from our volunteer team “Fuerza Riteve” joined the student teams to support them throughout the process.

In appreciation to the effort done by these educational centers, Riteve made a donation of 2 million colones to each one of them in tools and protection gear, to facilitate proper conditions to work in the automotive mechanic shops where they study. Moreover, the following honorable mentions were granted to the different teams:

En julio anterior Riteve se hizo presente en la III Feria Ambiental dirigida por el Programa de Gestión Ambiental Institucional del Ministerio de Justicia y Paz, que tuvo lugar en las insta-laciones del Centro de Atención Institucional de San José (cárcel de San Sebastián).
La actividad fue dirigida hacia los funcionarios de este centro e incluyó la participación de algunos privados de libertad quienes expusie-ron y obsequiaron a los asistentes artículos que elaboran a base de materiales reciclados.
La participación de Riteve se dio a través del estand de “Reto Riteve”, una aplicación que, a manera de concurso, permite que los parti-cipantes pongan a prueba sus conocimientos en cuanto a los temas ambientales que son controlados en la Revisión Técnica Vehicular (RTV).

Last July, Riteve attended the III Environmental Fair promoted by the Environmental Management Program of the Justice and Peace Ministry.
The fair took place in San Jose Institutional Penal Center (San Sebastian prison) and was addressed to officials and workers of that center. It featured the participation of some prison inmates who exposed and gave the participants items made with recycled materials.
Riteve’s participation was in the stand called “Riteve Challenge” (“Reto Riteve”), an app which, in a contest format, allows participants to test their knowledge in environmental topics that are controlled and inspected in the Vehicular Technical Inspection (VTI).

En respuesta a la invitación el Ministerio de Obras Públicas y Transportes (MOPT), Riteve se unió a la iniciativa para sensibilizar a los funcionarios de esta cartera en temas am-bientales.
El Encuentro de Gestión Ambiental tuvo lugar el pasado mes de julio, en las instalaciones el MOPT, y su objetivo fue exponer a los funcio-narios de esta cartera a la mayor información posible sobre las maneras de colaborar con el ambiente.
Una vez más el estand de Riteve tuvo gran acogida entre los visitantes por la manera in-teractiva en que se exponen los procedimien-tos de Revisión Técnica Vehicular (RTV) cuyo objetivo es el control de la emisiones conta-minantes, tanto del ruido como de los gases.

In response to the invitation made by the Ministry of Public Works and Transport (MOPT by its Spanish acronym), Riteve joined the initiative to sensitize officials of this area about environmental topics.
The Environmental Management Meeting took place last July at MOPT premises and its objective was to present officials from this area as much information as possible about ways to make a positive contribution to the environment.
Once again, Riteve stand was a great success among participants because of the interactive way it had to present the different procedures performed by the Vehicular Technical Inspection (VTI) and whose aim is to control both gas and noise polluting emissions.

Our company participated last June for the third consecutive year.

Con la ayuda de una aplicación, cientos de visitantes se sometieron al “Reto Riteve”, un tipo de trivia mediante el cual los participan-tes demuestran qué tanto saben sobre la Re-vision Técnica Vehicular (RTV), los equipos, los procedimientos y la importancia de estos, especialmente en cuanto a protección del am-biente se trata.
El “Reto Riteve” es atendido por inspectores voluntarios de las distintas estaciones, por lo que se da un intercambio muy amplio de opiniones, consultas y retroalimentación.
Pero no solo los adultos participaron en este estand: los más pequeños también encontra-ron distintas formas de participar por premios, divertirse y, también, comprometerse a cui-dar el ambiente.
En el “Reto Riteve” cientos de costarricenses aprendieron más sobre la importancia de controlar las emisiones contaminantes y evacua-ron inquietudes sobre el proceso de inspección. / In “Riteve Challenge” hundreds of Costa Ricans learned more about the importance of controlling polluting emissions and cleared their questions about the inspection process.
Using an application, hundreds of visitors participated in the “Riteve Challenge,” a sort of trivia contest where they show their knowledge in VTI equipment, procedures and their importance, especially when it comes to environment protection.
“Riteve Challenge” is served by volunteer inspectors from different stations, thus giving a good exchange of opinions, questions and feedback.
The participants were not only adults, though. Little children also found different ways to participate in the stand to earn prizes, have fun and also commit in protecting the environment.

As a vital part of its economic activity, the Public Limited Company Riteve SyC frequently seeks to give a rational use of natural resources. In fact, this effort done as a company contributed to win the Blue Flag Ecological Program prize in 2015, category Climate Change on behalf of the National Comission of PBAE. This prize was won in several stations and the company was awarded for the fourth consecutive year.

Besides reducing our consumption of those resources, we developed a waste management process that has quantified the generated valuable waste to providing a clear view of the decrease from generation to generation, classified by year.
