The ‘Flemish Diamond’ – the urbanised
area between the historical cities of
Antwerp, Brussels, Leuven (Louvain) and
Ghent – has almost dissolved into one
diffuse city, as urban sprawl. The Port of Antwerp is a

What was once a settlement in a curve
of the Scheldt, started to develop into a
city from the Middle Ages onwards.
With each enlargement new defence
canals or walls were established. The
first docks were ordered by Napoleon in
the early 19th cent..

In the late 1800s the Scheldt was
straightened to accommodate heavy
port infrastructure. In 1923, Left Bank
was added.

In the 1950s the former Brialmont
defence walls were dismantled to
accommodate the Small Ring Road.
Protests in the region prevented the
completion of the Great Ring road and
the 1960s Small Ring Road simply
became ‘the’ Ring Road.

The great projects of progress of the
1960s soon revealed their downsides.
Further port expansions caused former
port areas in the inner city to fall into
decline and the new Ring road soon
clogged with congestion.

In the 1970s and 1980s the city of
Antwerp, like other European cities,
faced urban flight and decay..

At the end of the 1980s, civil society
organisation ‘City on the Stream’
strongly appealed to the city
administration to take action, pressing
for the renewal of neglected port areas
such as Eilandje (‘Islet’), Scheldekaaien
(‘the Scheldt quays’) and Nieuw Zuid
(‘New South’).

The city initially went along with ‘City on
the Stream’. An international design
contest resulted in proposals by several
designers. But time was not ripe and in
1994 the city cancelled the means in the
city budget.

In the mid-1990s urban development in
Antwerp reached a turning point.
Europe and the Belgian and Flemish
governments established funds for
urban development. Antwerp took these
opportunities with both hands, and
mostly invested the acquired funds in
‘impulse’ projects with strong social
aspects.

Up to the mid-1990s, Flemish spatial policy
consisted mainly of static zoning plans, but
with the 1997 Spatial Structure Plan for
Flanders (RSV), the Flemish government
made a clear choice for structure planning.
The Flemish provinces and municipalities
were obliged to draft long- term visions for
their own territory.

The 2006 strategic Spatial Structure Plan for
Antwerp (s-RSA) (Bernardo Secchi and Paola
Vigano)̀ introduced a three-tier strategy for

space.

The generic policy produces ‘timeless’
city-wide guidelines for every (spatial)
policy decision and project through
seven ‘inspiring images’ that refer to
Antwerp’s collective memory.

public space, public functions and
mobility through the maintenance,
renewal and construction of streets,
squares, parks, playgrounds, sites and
buildings.

Station Quarter were replaced with
Designcenter De Winkelhaak in 2002.
The new ‘Health House’ for prostitutes
has become a vital part of Sailor’s
Quarter. An abandoned railway yard
was transformed into Park Spoor Noord
(2005-2009).

HARMONIE QUARTER IN THE DISTRICT OF ANTWERP.IT IS
SURROUNDED BY 19TH-CENTURY TOWN HOUSES IN-BETWEEN
WHICH APARTMENT BUILDINGS,A HOSPITAL AND THE
PROVINCIAL HEADQUARTERS WHERE ADDED OVER TIME.IN THE
PARK LIES HARMONIE HALL,WHERE MANY CONCERTS HAVE
BEEN ORGANISED THROUGHOUT THE YEARS.THE TYPICAL
ELEMENTS OF A 19TH-CENTURY LANDSCAPE PARK WERE PARTLY
PRESERVED AND WERE ALSO CHERISHED IN THE NEW DESIGN.
THE DESIGN EMPHASISES NEW CONNECTIONS WITH THE
