PROFESSIONAL POSITIONS

May 2009 – present: Director, Intellectual Property Division, World Trade Organization, Geneva, Switzerland

Director and head of a Division fully responsible for two major WTO trade agreements, the Agreement on Trade Related

Aspects of Intellectual Property Rights (TRIPS) and the Government Procurement Agreement (GPA), as well as the issue

of trade and competition policy, with responsibilities covering legal, policy, outreach, diplomatic, technical assistance,

teaching and management aspects of these legal instruments and related policy issues, including:

Management and conduct of all aspects (political, diplomatic, administrative, financial, staffing) of the WTO

Council for TRIPS and the WTO Committee on Government Procurement

Negotiations on all TRIPS issues within the Doha Development Round of multilateral trade negotiations

Negotiations on the revision to the GPA (including market access negotiations and updating GPA principles) and

accession to that plurilateral agreement

Legal responsibilities in relation to the TRIPS Agreement, the GPA and competition policy, including

notifications, formal documentation, monitoring and surveillance of compliance, legal analysis and other issues

relating to dispute settlement

Technical assistance and capacity building in relation to all intellectual property issues, government procurement

and competition policy, including specific programs on public health, climate change, and technology transfer for

least developed countries

Practical cooperation and policy coordination with intergovernmental and non-governmental organisations,

including WIPO, WHO, UNESCO, UN Human Rights Council, CBD, FAO, UNCTAD, UNDP and UNEP, as

well as numerous regional, civil society, industry and practitioner groups.

Divisional management responsibilities, including financial and personnel management, and strategic planning

Organization-wide responsibilities including coordination and advice on staffing and human resources matters,

management of pension funds, information technology, outreach, recruitment, and health insurance

As Head of a Division fully responsible for implementation of two main WIPO programs (on Life Sciences and Public

Policy, and Genetic Resources, Traditional Knowledge and Folklore), a wide range of policy, management, diplomatic,

outreach and analytical responsibilities, including:

Management and conduct of all aspects (political, diplomatic, administrative, financial, staffing) of the

Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and

Folklore (IGC), one of WIPO’s core intergovernmental, policymaking and normsetting bodies

Planning, managing and undertaking numerous capacity-building, educational and outreach activities at the

international, regional, national and community level

Cooperation and liaison, technical input and joint capacity building and program delivery with other international

organizations and processes, including the CBD, FAO, WHO, UNESCO, WTO, UNEP, UNDP, UNCTAD,

UN Permanent Forum on Indigenous Issues, Office of the UN High Commissioner for Human Rights, and the

UN Secretariat (including the ECOSOC secretariat)

Management of two WIPO programs, including supervision of staff, undertaking strategic program development,

managing budget and other financial

Conceiving and developing the WIPO Life Sciences Program and developing the program for the new WIPO

Program on Global Challenges

Conceiving, establishing and managing a new funding mechanism for indigenous participation in WIPO activities,

the WIPO Voluntary Fund

Planning, preparing, supervising and researching and writing an extensive and wide range of analytical,

explanatory, official, outreach and journalistic material, as official documentation (including over 150 IGC

Contribution to numerous policy processes and other dialogue on cross-cutting issues including public health,

traditional knowledge, indigenous issues, geographical indications, climate change, food security and technology

transfer under multilateral environmental agreements.

Establishing, consulting upon and developing position papers on emerging issues such as climate change, public

health and access to medicines, the international patent system, and the recognition of indigenous customary law.

2001-2002: Senior Lecturer, Australian Centre for Intellectual Property in Agriculture, Australian National University, Canberra

Individual and collaborative research on international intellectual property law, policy and related issues

Organization of international conferences and seminars on international intellectual property law issues

Development, writing and teaching of a new Master’s degree module on International Intellectual Property Law

As fellow at University of Melbourne School of Law, development, writing and teaching of a Master’s degree

course on The Law and Practice of TRIPS, including creating a CD-Rom instruction and resource disc, one of the

first stand-alone courses on the law of TRIPS.

Contributed to the establishment of a new research and policy centre on intellectual property and agriculture

Australia in US Copyright and Canada Pharmaceuticals cases.

Representation of Australia in WTO TRIPS Council, development of strategy and positions for WTO Ministerial

Conferences, and drafting of substantive position papers on geographical indications, electronic commerce, non-

violation disputes, Article 71 review process

training and capacity building programs on intellectual property law and TRIPS in Australia and several Asian

countries.

Seconded to major World Bank project with Directorate General of Intellectual Property, Jakarta on TRIPS

implementation (including consulting upon, researching and drafting submissions for TRIPS Council

notifications and TRIPS implementation review), and training attachment with MOFTEC, Beijing

Extensive training and teaching on TRIPS law and practice throughout Asia-Pacific region
