WHAT YOU NEED TO KNOW
Senator Richard Pan has introduced SB276 which, if passed, would limit medicalexemptions to vaccines to only the CDC contraindications.
SB276, in summary:
1. All medical exemptions will be need to be approved by the California Department ofPublic Health (CDPH).
2. All medical exemption requests will need to be based on CDC contraindicationsonly.
3. All medical exemption requests will need to be submitted via a standardized formcreated by the CDPH.
4. All approved medical exemptions will be included in a database accessible to theCDPH.
5. Any medical exemption written PRIOR to SB276 will also need to be approved by theCDPH and included in their database, by July 1, 2020.
If SB276 becomes law, all existing MEs would be scrutinized with these criteria inmind.
The CDC contraindications are antiquated and do not include the newest scienceincluding genetic risk, damage from adjuvants such as aluminum, and scienti�cstudies of the health of the partly or unvaccinated.
California citizens and residents have the opportunity to express their opinion. It isimportant to do so if you or your loved ones would be a�ected by this change in thelaw. SB276 may be examined by one or two committees to decide if it is a good billand should be brought to the California Senate for a vote.
PLEASE ACT!
1. Call the Senate Rules Committee (916) 651-4120 and politely ask that SB276 isdouble referred to the Senate Health Committee and the Senate Business, Professionsand Economic Development Committee.. Tell your story of vaccine injury, withoutusing your child's name, so that no medical exemption can be tracked.

This bill requires that state o�cials either engage in theunauthorized practice of medicine or commit medical malpractice against children inthe state of California. It is illegal for the State of California to make medical decisionsabout each child within the state. My child (no name, please) needs a medicalexemption because _____Thank you for your time."
3. Find your legislators (a Senator and an Assembly-person) by running a googlesearch on your city and county. Tell them you are a resident of their district and you arestrongly opposed to Senate Bill 276 (and why) and ask them to register youropposition. Ask if they will be holding any town halls or other meetings about this bill.

Two Illegal Attacks on Student Privacy
In the San Diego school system, 450 medical exemptions were turned over to healthdepartment o�cials, and scrutinized to determine that one doctor had written one-third of them. While the CA medical license requires best-possible patient care, it doesnot enumerate allowed numbers of medical exemptions. Dr. Tara Zandvliet has beensubjected to this disrespectful treatment, and the privacy of medical records for allstudents in the San Diego school system is jeopardized. One of the outcomes of SB277has been the fanning of hateful journalism and social media content, abandoningrespect, and divisively pitting us against one another.
Any public health law that promotes hate speech and disrespect is not worth thepaper it is written on and cannot improve public health.
In the Sacramento area, two patients have received threatening letters from theDepartment of Consumer A�airs asking that the families turn over voluntarily a copy ofthe medical exemption for their child. If the parent(s) refuse(s), the letter goes on to saythe investigator will subpoena the records.
In the letter that I saw, the investigator's name was illegible, and not even printedbeneath the signature.
This act is illegal in a number of ways. The o�cial-sounding tone and threateningwords are part of an attempt at bullying.
If you should receive any request, written or oral, for any medical records, do not feelobligated no matter how o�cial or intimidating the wording.

Medical exemptions for NEW ADMISSIONS (both permanent and temporary)may only be signed by a MD or DO licensed in California.TEMPORARY medical exemptions are limited to a maximum of 12 months.
