A Message from TERRENCE UPCHURCHState Representative, Ohio House District 10
Dear 10th District Constituents:It is summer in Ohio, but the legislature still has
some work to do before we can officially begin our summer recess. One of our biggest priorities was to pass and sign into law House Bill (HB) 166, the state budget bill, before the end of the fiscal year on June 30. Unfortunately, we were not able to get House Bill 166 passed and signed by the deadline and had to pass an interim budget until July 17.
As your State Representative for Ohio House District 10, recently, I supported House Bill (HB) 62 which is the state’s bipartisan two year transportation budget. I supported an amendment asking the state to invest $70 million in public transportation, which was accepted into the final passage of House Bill 62.
Also, Representative Adam Miller and myself introduced House Bill (HB) 229, legislation that would prohibit landlords from discriminating against tenants who utilize the federal government Housing Choice Voucher program. In Ohio, approximately 34% of households rent their homes, and more than 225,000 households use a federal housing voucher to help pay the rent. In most areas, landlords are permitted under the law to openly discriminate
against these possible tenants. The new bill would prohibit landlords from discriminating against tenants based on form of payment; particularly the use of federal voucher for rent.
As your state representative, I am committed to the working Ohioans, strengthening families, and making sure that there is an economy that works for everyone. My colleagues and I are working on restoring Ohio’s promise which is the blueprint to renew the promise of better jobs and a brighter future. Areas that we are committed to focusing on: plans to protect healthcare and Medicaid expansion, invest in education, expand public transportation, and improving child services. I believe we need diverse opportunities that help hard working families thrive.

City Offers Financial Help to Fix Broken Sidewalks
Under a city ordinance, residents are responsible for unsafe public sidewalks in front of their homes. But repairing cracked, uneven sidewalk slabs can be costly, so the city is offering a 50/50 program, under which residents pay only half and the city pays the other half.
Upon request, a city inspector will visit your property and assess your sidewalks. The inspector will prepare a cost estimate.
To qualify for the program, the property must be residential. Eligible repairs include sidewalks, driveway aprons and curbs at the ends of driveways. Areas made of stone slabs or bricks will be replaced with concrete.

Grand Opening of Goodwill Outlet Store in Ward 10
Greater Collinwood Development Corporation (GCDC) joined Councilman Anthony T. Hairston and Goodwill Industries of Greater Cleveland on July 25th for the grand opening and ribbon cutting ceremony at the new Goodwill Outlet Store, at 17903 St. Clair Avenue.
The Outlet Store is the second one of its kind for Goodwill Industries of Greater Cleveland and East Central Ohio. It is expected to be a strong complement to the 11 other Cleveland area stores.

This year’s outstanding senior in our community is Denise Ferguson who was born in Cleveland and grew up in the Glenville neighborhood where she attended Glenville High School and volunteered at Temple Baptist Church, helping both seniors and youth.
Since her teenage years, Denise has been interested in politics and today, she is a Democratic precinct committee person for Ward 10 and a member of the Cuyahoga County Democratic Executive Committee. For 10 years, Denise worked at the Cuyahoga County Board of Elections, where she hired and trained poll workers.
Denise and her husband Farley Ferguson have been married for 40 years. They have two sons and three grandchildren.
An avid grassroots activist, Denise is president of her block club and a board member of the Greater Collinwood Development Corporation.
In May, Councilman Hairston was joined by Mayor Frank G. Jackson in honoring Mrs. Ferguson as
Ward 10’s Outstanding Senior for 2019.
