    A. AUTHORITY:

    A1. This Air Navigation Order is issued by Director General Civil Aviation Authority in pursuance of Rules 4, 5, 25, 27, 28, 29, 33, 180, 334(3), 360 and all other enabling provisions of Civil Aviation Rules, 1994 (CARs 94).

    B. PURPOSE:

    B1. The purpose of this ANO is to provide Airworthiness requirements as per Civil Aviation Rules 1994 for the maintenance or inspection of an aircraft registered in Pakistan which shall not be carried out other than by an approved maintenance organization or by persons licensed or otherwise authorized to do so. It covers the maintenance organizations:

    B1.1 who themselves are aircraft operators in any of the categories i.e. regular public

    transport, charter, aerial work or private.

    B1.2 who themselves are NOT the aircraft operator and are only involved in overhauling, repair, modification, inspection, of aircraft, aircraft engines, propellers, etc.

    B2. The approval when granted will apply to the whole organization headed by Chief Executive who shall be responsible to the Airworthiness Directorate for ensuring that the terms and conditions of the approval are complied with.

    C. SCOPE:

    C1. This ANO shall be applicable to organisation involved in the maintenance of aircraft and its component.

    D. DESCRIPTION:

    D1. DEFINITIONS:

    D1.1 The following terms when used in this ANO, have the meanings assigned to them respectively. Any term used in this ANO but not defined, shall have the same meaning as given in the Civil Aviation Ordinance, 1960, Pakistan Civil Aviation Authority Ordinance 1982, CARs, 1994 and relevant ICAO Annexes.

    D1.2 Aerial work operations - means flight operations other than charter, or regular public transport, or private operations, for which hire or reward is given or promised to the pilot, the owner, or the operator of the aircraft in respect of the flight or the purpose of the flight, and any reference to aerial work has a corresponding meaning.

    D1.3 Aircraft components - include aircraft engine, propeller, instruments and equipments that are intended for fitment to aircraft used for the purpose of commercial air transport, charter, aerial work, etc.

    D1.4 Approval - means approval issued by DGCAA in accordance with the requirements.

    D1.5 Certificate of Approval" means a certificate of approval granted under rule 23 and rule 25 of CARs 94.

    D1.6 Charter operation - means flight operations in which an aircraft is used for the carriage of passengers or cargo for hire or reward; and any reference to charter has a corresponding meaning; a) to and from any place but not in accordance with fixed schedules to and from fixed terminals; or b) in accordance with fixed schedules to and from fixed terminals in circumstances in which the accommodation in the aircraft is not available for use by members of the public.

    D1.7 Domestic Repair Station - the organization involved only in overhauling, repair, modification, inspection, etc, located within Pakistan.

    D1.8 Foreign Repair Station - the organization involved only in overhauling, repair, modification, inspection, etc, located abroad. For the requirements on Foreign Repair Station, refer to the latest issue of ANO-011-AWRG.

    D1.9 General aviation aircraft - applies to multi or single engine aircraft with a maximum take-off weight (MTOW) not exceeding 5700 kg.

    D1.10 Maintenance - The performance of tasks required ensuring the Continued Airworthiness of an aircraft including any one or combination of overhaul, repair, inspection, replacement, modification or defect rectification and the embodiment of a modification or repair.

    D1.11 Maintenance documents - in relation to an aircraft, means any of the following documents:

    D1.11.1 documents issued by the Director-General for the purposes of the maintenance of the aircraft; and

    D1.11.2 documents issued by a person other than the Director-General and approved by the director-General for use for the purposes of the maintenance of the aircraft;

    D1.12 Private operations - means flight operations, other than aerial, charter, or regular public transport, in which no remuneration, hire, or reward is given to the pilot, the owner, or the operator of the aircraft in respect of that flight or the purpose of that flight.

    D1.13 Regular public transport operations - means flight operations in which an aircraft is used for the carriage of passengers or cargo for hire or reward in accordance with fixed schedules to and from fixed terminals over specific routes with or without intermediate stopping places between terminals, and any reference to regular public transport has a corresponding meaning.

    D1.14 Transport category - applies to multi-engine aircraft intended for the regular public transport of passengers and / or cargo for hire and reward. This category generally applies to aircraft with a maximum take-off weight (MTOW) in excess of 5700 kg or authorized to carry more than 13 passengers.

    D2. APPROVAL PROCEDURE:

    D2.1 Application for approval shall be made in duplicate on CAAF-101-AWXX. Copies

    of the form may be obtained from the local airworthiness field offices, which when completed, should be returned to the same address along with the following:

    D2.1.1 Company exposition manual (Refer Para D7 for details)

    D2.1.2 Capability list for which approval is required

    D2.1.3 Fee as per latest issue of Airworthiness Notice No. AWNOT-003-AWXX

    Note: In case the organization/operator provides the technical literature in a form other than hard copies, then means of reading / printing the technical literature will also be provided by the organization / operators.

    D2.2 The certificate of approval shall be issued on CAAF-001-AWXX along with the approval schedule CAAF-102.AWXX. The approval shall be valid for such period as specified therein, not exceeding one year. The organization shall be allocated a CAA organization approval number. This will be used for identification purpose in CAA publications, letters and any other documents which are related to approval

    matters. The certificate of approval CAAF-001-AWXX shall be DISPLAYED in a prominent location of the approved premises, whereas the approval schedule CAAF-102-AWXX shall be submitted to the airworthiness directorate at the time of renewal.

    D2.3 The airworthiness directorate shall have the right to witness tests or inspections in anyway associated with establishing the airworthiness of an aircraft, engine and equipment or any part thereof appropriate to the approval.

    D2.4 An approved organization shall at all reasonable times permit all premises, product and records relevant to airworthiness to be inspected by CAA authorized person(s), to determine whether the limitations, conditions and requirements relating to the grant or continuance of approval are being complied with. Detailed audit / inspection of the organization shall be carried out at least once a year by the Airworthiness field office of the area. Non-conformance and observations pointed out during the audit / inspection are to be rectified with in the time specified.

    D2.5 The organization shall be maintained to the standard necessary to undertake the work for which it is approved, and the Airworthiness Directorate shall at all reasonable times, have access to the organization for the purpose of assessing the standard at any given time.

    D2.6 The Airworthiness Directorate shall be consulted where there is any difficulty about the interpretation of the requirements, the associated procedures, or on any airworthiness matter, which in the opinion of the organization involves new procedures or techniques.

    D3. GRANT OF APPROVAL:

    D3.1 In order to enable an assessment of the suitability of an organization for approval,

    the applicant shall comply with the requirements of this Air Navigation Order. The information provided by the organization, including the organization procedures, shall be evaluated against the company exposition manual, PCAA rules and relevant documents. When assessing an organization for approval, the Airworthiness Directorate will examine the systems used to control all maintenance activities. This will include, where applicable:-

    D3.1.1 Organization structure

    D3.1.2 Co-ordination within and between departments on airworthiness matters

    D3.1.3 Capability list with reference to their shops

    D3.1.4 Qualifications and experience of engineering management

    D3.1.5 Number and experience of engineering staff, both departmentally and in total.

    D3.1.6 Working hours of the engineering staff with reference to their task

    D3.1.7 Procedures for the authorization of persons to carry out certifications, including training programs, required standards, examination procedures, records and the associated methods of control

    D3.1.8 The system by which the continuing validity of personal authorization certificates are assessed and subsequently revoked for any reason

    D3.1.9 Planning of maintenance manpower allocation and control.

    D3.1.10 The implementation, review and amendment of the approved maintenance schedule(s) and exposition manual

    D3.1.11 The procedures for the assessment and incorporation of airworthiness directives, service bulletins, modifications and manufacturer's technical information

    D3.1.12 The management and operation of reliability programs. System for implementation of the required action as a result of the reliability analysis.

    D3.1.13 Maintenance facilities and equipment

    D3.1.14 Component and material control.

    D3.1.15 Cardex control system.

    D3.1.16 Technical records (Refer Para D14).

    D3.1.17 Technical publications and drawings

    D3.1.18 Concession assessment and implementation instructions

    D3.1.19 Defect control and management.

    D3.1.20 Specialized support arrangements e.g. non-destructive testing.

    D3.1.21 Spares acquisition and disposition

    D3.1.22 Storage facilities and procedures

    D3.1.23 Quality control and assurance

    D3.1.24 Details of weight and balance control system, if any

    D3.1.25 Any additional information relevant to approval requested.

    D4. SCOPE OF APPROVAL:

    D4.1 Scope of Approval for Regular Public Transport, Charter, Aerial Work and Private Category: Subject to compliance with the requirements of this ANO, an organization may engage in the maintenance of aircraft used for regular transport, charter, aerial work, private use or in the maintenance of the component to be fitted to such aircraft. The Approval of Maintenance would require the organization to have the capability of carrying out the complete maintenance on an aircraft, for which it desires to undertake as per the approved Maintenance Schedule, together with associated activities which include inspection, overhaul, repair, modification, replacement of engine and its associated equipment, in compliance with the requirements of the Airworthiness Directorate and the appropriate manufacturers technical publications.

    D4.2 Scope of approval for the domestic repair station: Subject to compliance with the

    requirements of this ANO, an organization may engage in one or more of the following rating and associated limitations:

    Non-Destructive Testing / inspection

    Overhaul or Major repair of particular types or makes of equipment or other components, but for which none of the above ratings are appropriate.

    Note: Foreign Repair Station - the organization involved only in overhauling, repair, modification, inspection, etc, located abroad. For the requirements on Foreign Repair Station, refer to latest issue of ANO-011-AWRG.

    D5. RENEWAL OF APPROVAL:

    D5.1 On every renewal, the Airworthiness Directorate may perform an audit of the organization as per scope of approval. This will also include the organizations base within the country and abroad and transit station(s) within the country and abroad. The expenditures on the outstation(s) or transit station(s) audit abroad will be at no cost to CAA. The organization will have to apply for renewal on CAAF-102-AWXX in duplicate along with the following documents at least 03 months before the expiry date of the certificate:

    D5.2 Approval schedule (CAAF-002-AWXX).

    D5.3 Fee as per latest issue of Airworthiness Notice No AWNOT-003-AWXX

    D6. EXTENSION OF APPROVAL:

    D6.1 An organization may apply for extension in the scope of approval on form CAAF-

    102-AWXX, in duplicate along with the following documents:

    D6.2 Approval schedule Airworthiness Notice No AWNOT-003-AWXX.

    D6.3 Three copies of the exposition manual amendments stating the details of the extension required.

    D6.4 Capability list for which the extension is required

    D6.5 Fee as per latest issue of Airworthiness Notice No AWNOT-003-AWXX

    D6.6 After receiving the above documents, fee, etc., an audit with reference to the capability list will be carried out.

    D7. COMPANY EXPOSITION MANUAL:

    D7.1 The applicant shall provide three copies of an exposition manual which shall

    include information on the subjects detailed below ; D7.1.1 A statement signed by the Chief Executive confirming that the exposition

    manual defines the organizations procedures and associated personnel responsibilities, and will be complied with at all times.

    D7.1.2 A list of the persons nominated in accordance with this ANO.

    D7.1.3 The terms of reference of the persons nominated in accordance this ANO, as applicable to the activities covered by the approval. The specific

    subjects on which these persons are authorized to deal directly with the Airworthiness Directorate shall be defined within the terms of reference.

    D7.1.4 An organization chart showing the associated chains of responsibility of the persons nominated in accordance with this ANO.

    D7.1.5 The scope of the facilities for the maintenance of aircraft / engines / equipment together with information on the availability of equipment essential for, and / or peculiar to, the type(s) for which approval is sought.

    D7.1.6 Quality control, directly affecting continuing airworthiness

    D7.1.7 Details of training programs for personnel appropriate to the approval, together with details of the training facilities which will be used (Refer latest issue of ANO-008-AWRG).

    D7.1.8 Any further matters which the Airworthiness Directorate prescribes as a result of initial assessment.

    D7.2 The exposition manual shall be reviewed periodically by the organization. Changes arising from the review and changes arising from supervisory visits by the Airworthiness Directorate shall be forwarded to the Airworthiness Directorate for approval.

    D7.3 The organization shall ensure that the exposition manual is amended as

    necessary to keep the information contained therein up-to-date and copies of all amendments shall be furnished promptly to all the organizations or persons to whom the manual has been issued.

    D7.4 The organization shall provide to Airworthiness Directorate with a copy of

    organization exposition manual together with all amendments and / or revisions to it and shall incorporate in it such mandatory material as Airworthiness Directorate may require.

    D7.5 The issue of maintenance organization approval by PCAA shall be dependent

    upon the applicant demonstrating compliance with the requirements laid down by PCAA for such organization.

    D7.6 The SMS requirements should also be incorporated in Exposition Manual as a

    separate chapter for details our Airworthiness Notice AWNOT-072-AWXX-1.0

    Note: PCAA approved organizations when undertaking work outside their terms of Approval is deemed to be unapproved.

    D8. AIRCRAFT MAINTENANCE PROGRAM (AMP):

    D8.1 The aircraft for which a certificate of airworthiness is enforced shall be maintained in airworthiness condition. The operator or maintenance organization that has aircraft on its scope of approval shall submit the AMP for approval to Airworthiness Directorate. The aircraft maintenance program shall provide the following details:-

    D8.1.1 Registered names, and address(es) of the owner(s) / operator(s).

    D8.1.2 Type and models of the aircraft, engines, auxiliary power-units, and propellers, as applicable

    D8.1.3 Category of operation

    D8.1.4 Registration marks of the aircraft maintained in accordance with the schedule.

    D8.1.5 Details of arrangements, if any, with other operators regarding maintenance

    D8.1.6 Maintenance task and intervals at which these are to be performed, taking into account the anticipated utilization of the aircraft.

    D8.1.7 When applicable, a continuing structural integrity programme.

    D8.1.8 When applicable certification Maintenance requirements identified along with airworthiness limitation items.

    D8.1.9 When applicable, condition monitoring and reliability programme descriptions for aircraft systems, components and power plants.

    D8.1.10 Periods at which items shall be overhauled or replaced in terms of time period, number of cycles, number of landings, wear limits etc.

    D8.1.11 Reference to the source of the schedule e.g. MRB, MPD, maintenance manual

    D8.1.12 Provision for a record of amendments incorporated in the schedule.

    D8.1.13 The maintenance schedule shall be prepared on the guidelines, specified by the manufacturer of the aircraft. The Mandatory life limits recommended by the manufacturer shall be followed

    D8.1.14 The aircraft used for ETOPS operation shall be maintained as per approval granted by the Airworthiness Directorate. The programme should ensure that:-

    D8.1.14.1 The titles and numbers of all airworthiness modification, additions and changes which were made to qualify aircraft systems for extended range operations are provided to the Airworthiness Directorate.

    D8.1.14.2 Any changes to maintenance and training procedures, practices or limitations established in the qualification for extended range operations are submitted to the Airworthiness Directorate.

    D8.1.14.3 A reliability reporting programme is developed and implemented prior to approval and continued after approval.

    D8.1.14.4 Prompt implementation of required modifications and inspections which could affect propulsion system reliability is undertaken.

    D8.1.14.5 Procedures are established which prevent an aircraft from

    being dispatched for an extended range operation after power-unit shutdown or primary system failure on a previous flight until the cause of such failure has been positively identified and the necessary corrective action is completed. Confirmation that such corrective action has been effective may, in some cases, require the successful completion of a subsequent flight prior to dispatch on an extended range operation and

    D8.1.14.6 A procedure is established to ensure that the airborne equipment will continue to be maintained at the level of performance and reliability required for extended range operations.

    D8.2 All the maintenance on the aircraft shall be carried out in accordance with the aircraft maintenance programme approved by the Airworthiness Directorate.

    D8.3 Operators approved aircraft maintenance program shall be subject to periodic

    review to ensure that they take into account the current Type Certificate holders recommendations, mandatory requirements and maintenance needs of the aircraft.

    D8.4 The operator shall review the content of the maintenance program at least

    annually for continued validity in the light of operating experience. D8.5 Operator must ensure that approved maintenance program observe human factor

    principals

    D9. ISSUANCE OF CERTIFICATES:

    D9.1 Instructions governing the issue of maintenance certificates such as certificate of review (CMR), certificate release to service (CRS), maintenance release (MR), certificate of maintenance (C of M), authorized release certificate (ARC), etc., are such, as to ensure that the aircraft and / or its components have been maintained in accordance with both the approved maintenance schedule and the standard maintenance procedures as defined in the exposition manual and a complete records of all documents relevant to the maintenance tasks performed have been completed and certified by appropriately authorized personnel.

    D10. CERTIFICATION OF MAINTENANCE OF AN AIRCRAFT OR ITS PART:

    D10.1 Approval for maintenance provides for the certification of work carried out on an aircraft or its components, to be carried out by person(s), who are authorized by the approved organization. At periods specified in the approved maintenance schedule, a person appropriately authorized by the approved organization or by the Airworthiness Directorate, will be required to issue the certificates to release to the aircraft or its components for service. The periods will be related to particular scheduled maintenance checks forming part of the overall check cycle:

    D10.1.1 CERTIFICATE OF MAINTENANCE (C OF M): If an aircraft is holding a

    certificate of airworthiness in the private category; a certificate of maintenance (C of M) shall be issued. (Refer Appendix C for further details).

    D10.1.2 CERTIFICATE OF RELEASE TO SERVICE (CRS): If an aircraft is

    holding a certificate of airworthiness in the public transport category or aerial work category; a certificate of release to service (CRS) shall be issued. (Refer Appendix D for further details).

    D10.1.3 AUTHORIZED RELEASE CERTIFICATE (ARC): Where work (overhaul,

    repair, replacement, modification or inspection) is carried out on part of an aircraft or its equipment by an domestic repair station not handling the complete aircraft, authorized release certificate (ARC) on CAAF-032-AWXX shall be issued to the consignee (Refer to para D11.2.1 & CAAF-032-AWXX.

    D10.1.4 CERTIFICATE OF MAINTENANCE REVIEW (C of MR): If an aircraft is

    holding a certificate of airworthiness in the public transport category or aerial work category; a certificate of maintenance review (C of MR) shall be issued. (Refer Annex E for further details).

    D10.1.5 MAINTENANCE RELEASE (MR): All registered aircraft are to be issued

    with a maintenance release. (Refer Annex F for further details). D10.1.6 CERTIFICATE OF FITNESS FOR FLIGHT (CFF): A certificate of fitness

    for flight shall be issued for all registered aircraft prior to a test flight. (Refer Annex G for further details). (Refer Summary of Certification Appendix I).

    D11. AUTHORIZATIONS FOR MAINTENANCE AND FLIGHT CREW PERSONNEL:

    D11.1 CERTIFYING MAINTENANCE PERSONNEL:

    D11.1.1 Authorizations to sign certificates of maintenance review shall comply

    with the following:-

    D11.1.1.1 Personal authorization certificates (Refer CAAF-105-AWXX) are signed only by person(s) nominated by the organization and approved by PCAA. Such authorizations state the aircraft type(s) for which the authorization is valid. The requirements for the person to issue certificate of maintenance review are given in the Appendix E.

    D11.1.1.2 Each personal authorization certificate is identified by the approval reference of the organization related to the task.

    D11.1.1.3 A record of any temporary personal authorization certificates issued is maintained which contains details of the persons authorized, the reason for issue, and the person who authorized the issue.

    D11.2 MAINTENANCE PERSONAL WORKING IN THE SHOP:

    D11.2.1 Authorizations to sign authorized released certificates (ARC) (CAAF-032-AWXX) shall comply with the following:-

    D11.2.1.1 Persons authorized to sign Authorized Released Certificates (ARC) are required to have personal shop approvals issued by the Airworthiness Directorate. Shop approval to personnel are NOT required if the organization has its own approval system duly approved and monitored by the Airworthiness Directorate. Incase the organization does NOT have its own approval system; the personal shop approvals will be issued by the Airworthiness Directorate (Refer CAAF-004-AWXX). It shall only be used subject to their conditions of validity, and if the person holding the approval, is employed in the approved organization. The approval shall be valid for such period as specified therein, not exceeding a period of one year. Before forwarding the application form in duplicate (Refer CAAF-106-AWXX) to the Airworthiness Directorate for grant of personal approval, candidate will have to appear in an oral examination at the field office level. The certificate of personal approval shall be initially issued by the Airworthiness Directorate and renewed by the Airworthiness field office responsible for the airworthiness control of the organization. The following documents for initial personal shop approval are to be attached with the application form (Refer CAAF-106-AWXX):

    D11.2.1.1.1 Bio-data of the person applying for the personal shop approval (for initial issue only).

    D11.2.1.1.2 Fee as per latest issue of Airworthiness Notice No AWNOT-003-AWXX.

    D11.2.1.2 For renewal of the personal shop approval, the following documents are to be submitted:

    D11.2.1.2.1 Certificate of Personal Approval D11.2.1.2.2 Fee as per latest issue of Airworthiness Notice

    No AWNOT-003-AWXX

    D11.3 Airworthiness Directorate will issue welder certificate to persons who are employees of an approved organization. The certificate will be issued as per requirements laid down in the latest issue of Airworthiness Notice No AWNOT-063-AWXX

    Note: The personnel involved in shops where they are directly or indirectly exposed to any kind of radiation, fumes, arcing, etc are required to go through regular medical check-ups and are to maintain a medical fitness certificate issued by the companys approved doctor. The procedures for the medical check-ups are to be laid down in the companys exposition manual.

    D11.4 DUPLICATE INSPECTION CERTIFICATION:

    D11.4.1 In this para the following definitions shall apply:

    D11.4.1.1 Control System - A system by which the flight path, attitude or propulsive force of an aircraft is changed. This includes the flight, engine and propeller controls, the related system controls and the associated operating mechanism. In the case of rotorcraft the flight control system includes the mechanism used to control collective pitch, cyclic pitch and yaw.

    D11.4.1.2 Duplicate Inspection - An inspection first made and certified by one qualified person and subsequently made and certified by a second qualified person.

    D11.4.1.3 Vital Point - Any point on an aircraft at which single mal-assembly could lead to catastrophe.

    D11.4.2 A duplicate inspection of all vital points and control system in an aircraft shall be carried out after initial assembly and before a certificate of release to service is issued after repair, overhaul, modification, replacement or adjustment before the first flight. Depending on the extent of the work, it may be possible to limit the duplicate inspection of a control system to that part of the system which has been disturbed.

    D11.4.3 The first and second part of duplicate inspection must take account of

    the full extent of the work under-taken to ensure that all parts of the system that may have been affected by the disturbance are also subject to duplicate inspections. Similarly where work has been carried out on other systems for safety precautions, or to gain access, duplicate inspection on these systems shall be carried out. It is, therefore, necessary that persons who carry out and certify duplicate inspections are required to undertake an independent review of the complete work, as given in the maintenance manual and by reference to work sheets used, including shift hand-over records, to assess the scope of the duplicate inspection(s) required.

    D11.4.4 It may not be possible to inspect the complete vital point / control system when assembled in the aircraft, due to routing the controls through conduits or boxed- in sections and the pre-sealing of various units. In these cases, the persons certifying the duplicate inspection shall be satisfied that a duplicate inspection has been made previously on the units and covered sections and that the sealed units are acceptable for the particular use. Such tests as are necessary shall be completed to determine that these particular units and sections have full, free and correct directional movement. Unit or components, that are forming part of the control system, shall be subjected to duplicate inspection during bench assembly. Where such work is a subcontract order, instructions regarding inspections / tests should be stated on the order, the release documentation from the sub-contractor being certified appropriately.

    D11.4.5 Vital points / controls systems subject to duplicate inspection must not be disturbed or re-adjusted after the first certified inspection and the second part of the duplicate inspection must, as nearly as possible, follow immediately after the first part. In some circumstances, due to peculiarities of assembly or accessibility, it may be necessary for both parts of the inspection to be made simultaneously. It is, therefore, desirable that the inspections of a control system are made as near as is practicable to the time of the intended flight and that the full extent of the disturbance is understood by both persons who carry out the duplicate inspections.

    D11.4.6 If a vital / control system is disturbed after completion of the duplicate

    inspection, that part, that has been disturbed, shall again be inspected in duplicate and a certificate of release to service issued before the aircraft flies. The duplicate inspection shall be the final operation to establish the integrity of the vital point / control system when all the work has been completed and shall take into account all the relevant instructions and information contained in the associated technical data.

    D11.4.7 Persons qualified to make the first and / or second part of duplicate

    inspection are as follow:

    D11.4.7.1 Aircraft maintenance engineer appropriately licensed in categories A, B, C, D & X.

    D11.4.7.2 Persons duly approved by the Airworthiness Directorate.

    D11.4.7.3 Persons employed by approved Organizations, who are appropriately authorized to make such inspections and certify the task in accordance with company procedures.

    D11.4.7.4 For minor adjustments to control systems when the aircraft is away from base, a pilot or flight engineer may perform the second part of the duplicate inspection licensed on the type of aircraft.

    D11.4.7.5 Where appropriate to the type of component or unit forming part of control system, a schedule of inspections or functional tests shall be completed at manufacture, overhaul and repair, and duplicate inspection shall be certified on the section / parts of the component or unit which will be concealed during bench assembly and which cannot be proved during inspections and functional tests when installed on the aircraft control system. Duplicate inspection of the completed assembly of the component or unit, functioning and checking for correct relative movement shall be certified.

    D11.4.7.6 Maintenance organization exposition or maintenance procedure manual shall indicate the control systems and components / units of the control systems for the type of aircraft that will require duplicate inspection.

    D11.5 FLIGHT CREW PERSONNEL:

    D11.5.1 On the following aircraft, flight crew members are authorized to release

    the aircraft by carrying out the pre-flight check in place of the transit check, ONLY in case of diversion to an out station where no maintenance / technical handling personnel are available:

    D11.5.1.1 Boeing 747 series

    D11.5.1.2 Boeing 777 series

    D11.5.1.3 Boeing 737 series

    D11.5.1.4 Boeing 727 series

    D11.5.1.5 Airbus 310 series

    D11.5.1.6 A320 series

    D11.5.2 The flight crew members of the Fokker F-27-200 aircraft are authorized to release the aircraft by carrying out pre-flight check in place of the transit check at all outstations where no maintenance / technical handling personnel are available and where no refueling is involved.

    D11.5.3 The flight crew members of the general aviation aircraft are authorized to

    release the aircraft by carrying out Daily Inspection (D.I) check at all outstations where no maintenance / technical handling personnel are available and where no refueling is involved. The requirements for DI authorization are laid down in the latest issue of Airworthiness Notice No AWNOT-035-AWXX

    D11.5.4 The authorization granted, shall only be used subject to their conditions

    of validity, and is employed in the approved organization due to which the authorization was issued.

    D12. NOMINATED PERSONNEL:

    D12.1 The applicant shall nominate the following personnel for PCAA approval:

    D12.1.1 Head of Engineering Department.

    D12.1.2 Head of Department(s) / Chief Engineers, as are appropriate to the class and level of work, for which approval is sought. Their functions will also include responsibility for the co-ordination with all appropriate departments so as to ensure compliance with the relevant airworthiness requirements, and who will be directly responsible to the Chief Executive / Airworthiness Directorate, CAA for this purpose.

    D12.1.3 Persons authorized to issue Personal Authorization Certificates.

    D12.1.4 Personnel working at the shop level

    D12.2 The applicant shall satisfy the Airworthiness Directorate that the persons

    nominated in accordance with this ANO are capable and responsible persons and are conversant with the firms exposition manual, civil aviation rules and other regulations / requirements there under as relates to their responsibilities. Written

    evidence of their qualifications and experience are to be submitted. The applicant shall satisfy the Airworthiness Directorate that such persons are conversant with CAA requirements and procedures insofar as they affect the particular matters for which they are responsible.

    D12.3 Changes of the approved personnel shall be notified to the Airworthiness

    Directorate in writing. The Airworthiness Directorate may require the organization to supply further information in order to satisfy itself as to the suitability of the personnel for the proposed position.

    D13. PUBLICATIONS AND INFORMATION:

    D13.1 The Organization holds and makes available to both, personnel and PCAA, all

    technical publications appropriate to the class of work covered by the Approval. Suitable arrangements are made to ensure that these documents are kept amended and up-to-date.

    D14. TECHNICAL RECORDS:

    D14.1 Technical records for organizations who are maintaining their own aircraft: An

    organization shall ensure that the following records are kept as detailed below, where applicable:

    D14.1.1 The total time in service (hours, calendar time and cycles, as appropriate) of the aircraft and all life limited components;

    D14.1.2 The current status of compliance with all mandatory continuing Airworthiness information;

    D14.1.3 Appropriate details of modifications and repairs to the aircraft and its major components;

    D14.1.4 The time in service (hours, calendar time and cycles, as appropriate) since last overhaul of the aircraft and its components subject to a mandatory overhaul life;

    D14.1.5 The current aircraft status of compliance with the maintenance schedule;

    D14.1.6 The detailed maintenance records to show that all requirements for signing of maintenance release have been met;

    D14.1.7 Weight and balance record;

    D14.1.8 Copy of maintenance record entries, which are carried in the aircraft, shall be kept in a safe place on the ground.

    D14.2 The records in (D14.1.1) to (D14.1.5) shall be kept for a minimum period of 90 days after the aircraft and its components have been permanently withdrawn from service, and the records in (D14.1.6) for a minimum period of two years or next overhaul whichever is later.

    D14.3 In the event of a temporary change of operator, the records shall be made

    available to the new operator. In the event of any permanent change of operator, the records shall be transferred to the new operator.

    D14.4 Procedures of maintaining records will be stated in the company exposition

    manual. While developing the procedures, traceability, preservation and neatness of record are to be included.

    Note: Records of airframe, engine and variable pitch propeller are to be maintained in appropriate logbooks as approved by the Airworthiness Directorate.

    D14.5 Technical records for repair stations: Technical records of a repair station shall be

    maintained and shall be such that proper correlation of all work carried out is established with relevant documents including the following, as appropriate:-

    D14.5.1 Customer's order

    D14.5.2 Aircraft, engine or part

    D14.5.3 Relevant standards/specifications

    D14.5.4 Stores records

    D14.5.5 Test and inspection records including a record of each identified (i.e. by serial number) component and item of equipment

    D14.5.6 Certificates of release to service

    D14.5.7 Outgoing authorized release certificate CAAF-032-AWXX / airworthiness approval tag.

    D15. HUMAN RESOURCES AND FATIGUE FACTOR:

    D15.1 According to recent publications, reports, etc, on aviation safety, between 70 and

    80 per cent of aircraft accidents are due to human factors. In a significant part of them, a maintenance error is one of the main causes or at least a contributing factor. Furthermore, recent statistics show a relative of increase of accidents where Maintenance is a primary factor. Many of these accidents could have been avoided if basic human factors concepts had been observed. Several maintenance incidents have a contributing factor fatigue due to excessive hours of work. Furthermore, organizations engaged in aircraft maintenance for commercial reasons are also under constant pressure to achieve maximum work in minimum time. Excessive hours of work and constant pressure are two vital factors that lead to maintenance errors. To reduce the contributing factor fatigue due to excessive hours of work and constant pressure, the organization should employ sufficient personnel to plan, supervise and inspect the activities included in the approval. Keeping the above points in view, the organization is required to:

    D15.1.1 Develop a maintenance program in which human factor principals are

    observed.

    D15.1.2 Have sufficient personnel employed to plan, supervise and inspect the activities, and

    D15.1.3 Control hours of service and duty timings.

    D16. TRAINING POLICY:

    D16.1 The maintenance organization shall ensure that all maintenance personnel receive

    initial and refreshers training appropriate to their assigned tasks and responsibilities. The organization shall also ensure that all maintenance personnel are instructed regarding the maintenance methods to be employed, in particular when new or unfamiliar equipment is introduced into service. The training program established by an operator for maintenance personnel shall include training in knowledge and skills related to human performance including co-ordination with other maintenance personnel.

    D17. QUALIFICATION OF CERTIFYING PERSONNEL:

    D17.1 Aircraft or its component cannot be released to service following scheduled or unscheduled maintenance unless certifications are made by appropriately licensed / approved personnel that the tasks have been completed in accordance with the manufacturers and Airworthiness Directorates requirements.

    D17.2 The requirements for licensing personnel engaged in aircraft maintenance are

    provided in the latest issue of Airworthiness Notice No. AWNOT-035-AWXX. D17.3 In case the organization does not have its own approval system duly approved and

    monitored by the Airworthiness Directorate, the requirements for shop approval are provided in the latest issue of Airworthiness Notice No. AWNOT-025-AWXX.

    D17.4 The competence of maintenance personnel shall be established in accordance

    with a procedure and to a level acceptable to the Airworthiness Directorate. The person signing a maintenance release and maintenance review shall be qualified in accordance with this ANO.

    D18. FACILITY REQUIREMENTS:

    D18.1 Personnel shall be provided with adequate accommodation, facilities and

    equipment for the effective performance of their duties. Working and environmental conditions shall be controlled as necessary to ensure compatibility with the work undertaken. Specialized workshops are to be segregated to avoid environmental or work area contamination. Aircraft maintenance is documentary intensively, for which adequate office facilities are to be provided for personnel engaged in the management of quality, planning and technical records.

    D18.2 Storage facilities will be provided for parts, equipment, tools and material. Storage

    conditions shall be such as to provide security and prevent deterioration / damage to stored items. There should be a complete segregation of serviceable and unserviceable parts.

    D19. EQUIPMENT, TOOLS, MATERIAL, AIRWORTHINESS AND MAINTENANCE

    DATA: D19.1 The maintenance organization shall have the necessary equipment, tools,

    material, airworthiness and maintenance data to perform the work for which it is approved. Much of the tools and equipments associated with aircraft maintenance require periodic calibration. The calibration procedures are to be acceptable to the airworthiness directorate and are to be carried out by an approved source.

    D20. QUALITY CONTROL AND QUALITY ASSURANCE:

    D20.1 The system for quality control and quality assurance set up shall be such that the prime objective is to maintain a continuous check on the effectiveness of the maintenance organization and on the procedures and systems employed to ensure that all PCAA Airworthiness Directorate requirements as well as those of the Organization itself are met.

    D20.2 The following definitions shall apply:-

    D20.2.1 Quality - The quality of a product or service is the degree to which it

    meets the requirements of the customer including the relevant airworthiness requirements.

    D20.2.2 Quality Control - A management system for programming and coordinating the on-going quality maintenance and improvement efforts of the various groups in an organization, so as to permit the completion of aircraft maintenance in compliance with any specific requirements laid down by the airworthiness directorate, organization or customer affecting airworthiness.

    D20.2.3 Quality Assurance. The quality assurance is the overall authority for the supervision of quality standards, enabling those standards set by the system of quality control to be enforced.

    D20.3 The implementation of the quality control requirements should normally be assigned to a quality manager who will be responsible for the operation of quality assurance tasks utilizing, as necessary, a staff of quality assurance engineers, who shall be appropriately qualified and experienced, and in sufficient numbers, to properly undertake the work performed by the quality department. Moreover it will be ensured that only AME licence holders (appropriately qualified and experienced) shall be deputed in quality section of the organization.

    D20.4 The quality control system should include formal procedures for notifying the results of quality assurance tasks to those persons required and empowered to provide corrective action, as appropriate. Such persons should also be required by the system to inform the quality manager of the corrective action taken, or to be taken.

    D20.5 Various methods can be employed by which effective quality control and quality

    assurance can be achieved, and these depend, in part, upon the size, scope and complexity of the organization concerned and the amount and level of work undertaken. In recognition of this, the CAA considers that an organization shall develop internal audit system / procedures of maintenance facilities including shops on regular basis. This may include system for follow up of non conformities observed.

    D20.6 Quality assurance division is headed by chief engineer quality assurance and

    reports to an accountable manager (managing director / chief executive) to ensure maintenance of engineering / airworthiness standards.

    D21. SAFETY MANAGEMENT SYSTEM

    D21.1 All organization are required to implement Safety Managemnt System (Refer latest version of Airworthiness Notice AWNOT-072-AWRG

    D22. CONTRACT AND SUB-CONTRACT:

    D22.1 The requirements for contract and sub-contract have been laid down in the latest

    issue of Airworthiness Notice No. AWNOT-068-AWXX.

    D23. AMENDMENTS AND MODIFICATIONS:

    D22.1 Any subsequent amendments or modifications to this ANO may be processed and incorporated through Airworthiness Directorate, HQ CAA, in consultation with Chief Legal Services, HQ CAA as and when required or deemed expedient or appropriate.

    APPENDIX B

    1. Guide to compilation of the company exposition manual 1.1 This Appendix is intended as a general guide to the compilation of company exposition

    manual.

    1.1.1 Minimum acceptable requirements for compiling an exposition are not prescribed in this Appendix, but an exposition based on the content of this Appendix, would be acceptable to the CAA Airworthiness Directorate.

    1.1.2 The Exposition Manual should be produced in a concise form, and its scope,

    insofar as it applies to the approval sought, should include: (a) A general description of the scope of the work authorized under the

    organizations terms of approval; (b) A description of the organizations procedures and quality or inspection

    system; (c) Number and experience of engineering staff, both departmentally and in

    total. (d) Working hours of the engineering staff with reference to their task. (e) A general description of the organizations facilities; (f) Names and duties of the person or persons required by this ANO; (g) A description of the procedures used to establish the competence of

    maintenance personnel; (h) A description of the method used for the completion and retention of the

    maintenance record; (i) A description of the procedure for preparing the maintenance release and

    the circumstances under which the release is to be signed; (j) The personnel authorized to sign the maintenance release and the scope

    of their authorization; (k) A description, when applicable, of the additional procedures for complying

    with an operators maintenance procedures and requirements; (l) A description of the procedures for complying with the service information

    reporting requirements given in latest issue of airworthiness notice no 9; and

    (m) A description of the procedures for receiving, amending and distributing with in the maintenance organization all necessary Airworthiness data from the type certificate holder or type design organization.

    1.1.3 Exposition Manual should be presented in loose leaf form, so that it may be

    readily amended by the operator, as necessary to keep the information contained therein upto date.

    1.1.4 Where an Organization desires to use an exposition to satisfy requirements

    other than those of the CAA Airworthiness Directorate, the CAA Airworthiness Directorate has no objection to the inclusion of this additional information provided that the CAA Airworthiness Directorate requirements are fully satisfied.

    1.1.5 An Exposition Manual cannot be completed until the relevant approval

    requirements of maintenance organization have been satisfied, and it must be in its final draft before agreement by the CAA Airworthiness Directorate, and before terms of approval can be granted. CAA Airworthiness Directorate will

    discuss the Organizations preliminary drafts during their visit(s) in order to agree the final content.

    1.1.6 The Exposition Manual will form the basis of CAA Airworthiness Directorate

    approval of the Organization. 2. Basic requirements for a company exposition manual 2.1 Identification: The Exposition Manual should be identified as follows:-

    (a) Company name, document title and reference number. (b) Amendment standard by issue number / date / amendment record. (c) Approval by Chief Executive. (d) Holders of the Exposition Manual, i.e. distribution list. (e) Official title of person responsible for administration of the Exposition Manual. (f) Contents List or Index.

    2.2 Introduction: The Introduction should explain the purpose of the document for the

    guidance of the Organizations own personnel, and should give general information concerning the Organizations history and development, in order to provide background information to the CAA Airworthiness Directorate. Where appropriate. Relationships with other Organizations, forming part of the same group, should be mentioned.

    2.3 Organizations Premises and Undertakings: Brief details of premises should be included

    quoting addresses, approximate floor space, and types of buildings. The scope of the Organizations aerospace undertakings, at the addresses of the various premises, should be defined.

    2.4 Terms of Approval: The Exposition Manual will form the basis of CAA Airworthiness

    Directorate Approval. A concise definition of the work authorized will be prescribed in the CAA Airworthiness Directorate terms of approval. It is recommended that the CAA Airworthiness Directorate Certificate and schedule of approval are reproduced and included in the Exposition Manual. The Schedule of Approval may, in some cases, be supplemented by Capability Lists. A Capability List must bear an issue number and date and may not be amended without the agreement of the CAA Airworthiness Directorate.     2.5 Personnel: This Section of the Exposition Manual should nominate the persons required

    under this ANO (grant of approval), giving their terms of reference within the Organization, and, in particular, outlining responsibilities for liaison with CAA Airworthiness Directorate.

    2.5.1 A diagram, or diagrams, showing chains of responsibility of nominated departmental heads, and senior technical personnel up to the Chief Executive should be included. These diagrams should also indicate, by suitable means, and / or written description, how technical co-ordination throughout the Organization is affected.

    2.5.2 In some cases, the Organization may wish to include more information, concerning personnel and their responsibilities, than is required by the Airworthiness Directorate, but amendments to the Exposition Manual which affect nominated staff, must not be made without Airworthiness Directorate concurrence.

    2.6 Facilities: This Section should provide information concerning the Organizations technical

    facilities and associated essential equipment, which will vary according to the type(s) of activity involved and the specific terms of approval sought.

    2.6.1 In the Section devoted to facilities, information under the headings given below

    should be included, where applicable. If there is a good deal of detailed information the use of Appendices is recommended.

    (a) Research.

    (b) Design/Drawing office.

    (c) Development.

    (d) Type Testing.

    (e) Planning.

    (f) Manufacture and/ or Process.

    (g) Overhaul and Repair.

    2.7 Procedures: A concise description is required of the Organizations technical procedures

    covering all aspects of work conducted within the CAA Airworthiness Directorate Terms of Approval; this should show how matters affecting airworthiness are controlled, by references, where appropriate, to existing internal instructions. In order to meet the Requirements, Organizations may select to establish a Quality Control system. The system adopted will, obviously, depend on the size and complexity of the Organization and the nature of the work undertaken.

    2.7.1 The headings below are examples of the procedures which may need to be

    covered in the Exposition Manual:- (a) Quality program, policy and administration, including the Quality Audit

    system. (b) Product design and development control. (c) Modification and repair procedures. (d) Concession procedure. (e) Product evaluation, including product approval, field responsibility and

    defect investigation. (f) Reliability programs and its implementation. (g) Control of bought out items, including Quality Control Surveillance of sub-

    contractors. (h) Manufacture and process control. (i) Control of stock, including procedures for handling non-conforming parts. (j) Tool, metrology and test equipment control. (k) Process Control. (l) Technical records. (m) Technical publications control, including Service Bulletin evaluation

    procedures. (n) Equipment overhaul, modification and repair procedures, including

    certification. (o) Test flight procedures. (p) Training. (q) Appendices, giving examples of :

    (i) Standard forms, cross referenced to the written procedures section; (ii) Tags indicating the purpose and use of each; (iii) Inspection stamps, and other identification symbols used to indicate

    status of part; (iv) Approved certificate and / or test certificate.

    APPENDIX C Requirements for Issuing a Certificate of Maintenance (C of M) 1. The Certificate of Maintenance (C of M) shall be issued for all aircraft holding a Certificate of

    Airworthiness in the Private Category as required under Rule 27 (f) of CARs 94. 2. The Certificate of Maintenance (C of M) shall be issued at specified time interval as given in

    Approved Maintenance Schedule. 3. The person authorized to sign the Certificate of Maintenance (C of M) shall be a holder of a current

    Aircraft Maintenance Engineer Licence issued by the Airworthiness Directorate, CAA, with the type rating of A or C or X (other than Cat X - DR Compass) or R category.

    4. The Certificate of Maintenance (C of M) shall be issued to certify that all maintenance work on the

    aircraft has been completed satisfactorily and in accordance with the approved maintenance schedule.

    5. The Certificate of Maintenance (C of M) shall be issued in duplicate; one copy shall be carried on

    board the aircraft and the other shall be kept at station where C of M is issued or base station of the aircraft.

    6. The Certificate of Maintenance (C of M) shall be retained for a period of two years from the date of its

    Airworthiness in the Public Transport or Aerial Work Category as required under Rule 27g (i) of CARs 94.

    2. The Certificate Release to Service (CRS) shall be issued after overhaul(s), repair(s), replacement(s),

    scheduled maintenance task(s), modification(s) and mandatory inspection(s) having been carried out in accordance with the requirements prescribed by the manufacturers of the aircraft, engine, component, equipment, etc duly approved by the Airworthiness Directorate.

    3. The person authorized to sign the Certificate Release to Service (CRS) shall be a holder of

    appropriate class-I Approval or a current Aircraft Maintenance Engineer Licence issued by the Airworthiness Directorate, CAA, with the type rating of A or C or X (other than Cat X - DR Compass) or R category.

    4. The Certificate of Release to Service (CRS) shall be retained for a period of two years from the date

    Requirements for Issuing a Certificate of Maintenance Review (C OF MR) 1. The Certificate of Maintenance Review (C of MR) shall be issued for aircraft holding a Certificate of

    Airworthiness in the Public Transport / Charter / Aerial Work Category or Private as required under Rule 27g (ii) of CARs 94.

    2. The Certificate of Maintenance Review (C of MR) shall be issued for a period of six (06) months and specified

    in the relevant Approved Maintenance Schedule. 3. PCAA Approved Chief Engineer Quality Assurance may issue C of MR in Airlines and Organizations having their

    own Quality System, and in case of General Aviation, PCAA approved Manager Quality Assurance / Chief Engineer / Engineer In-charge may issue C of MR.

    4. The Certificate of Maintenance Review (C of MR) shall be issued to certify that all maintenance specified in the

    approved maintenance schedule Mandatory Modifications, SBs, ADs and all other Mandatory requirements have been appropriately carried out within the specific time period and documented accordingly.

    5. The Certificate of Maintenance Review (C of MR) shall be issued in duplicate; one copy shall be carried on

    board the aircraft and the other shall be kept at Base Station of the aircraft. 6. The Certificate of Maintenance Review (C of MR) shall be completed and signed by an authorized person at the

    time of Validation / Renewal of Certificate of Airworthiness (C of A), and shall be retained for two years from its date of issue.

    covering 50% of the fleet maintained by the organization. 2.1 Chief Engineer (Domestic Repair Station) a) Minimum of eight years service as aircraft maintenance engineer including at least five years
