Word from our presidentThe Open Network for community development grew during this 4th year of existence into a more mature organizati on, we developed the diff erent departments and covered even more fi elds. The decision to organize the spring trainings in places where we have TON communiti es created more opportuniti es to work on a regional level around a TON nucleus and att racted interesti ng people from neighbouring communiti es. On the other hand we saw our volunteers growing into nati onal trainers and developing a new level of professionalizati on.

Two ti mes a year, a stable network of regional trainers is meeti ng for a nati onal training. During these trainings, trainers identi fy blind spots and search for new regional trainers in order to be able to cover the whole of Romania. In 2016 we will initi ate a “TON Training Register book” for each local, regional and nati onal TON volunteer. While being acti ve in the TON network, volunteers gain a lot of non-formal skills such as leadership, cooperati on, advocati ng, speaking to groups, listening, decision making, project work, reporti ng, entrepreneurship, etc. This “TON Training Register book” will validate those skills and may be a helpful tool f.e. when applying for a job. Moreover, a web-based BEROBA-TON meeti ng point will be developed to strengthen the collaborati on between Belgium and Romania. Belgian (and other) companies acti ve in Romania will be able to recruit workforce in a pool of skilled volunteers knowledgeable of the Belgian-Romanian connecti on.

In 2015, TON announced its Master Plan for the upcoming 10 years. To initi ate with, the Health Master Plan was fi nalized. For this strategy, we were able to fall back on countless Belgian and Romanian specialists for their views and insights. In 2016, the component on homecare will be put into practi ce. It was only possible to att ain this result because we maanged to att racted specialists in diff erent domains and members of TON were able to engage in a professional way. We will conti nue this approach in the upcoming years.

For many years, we have tried to approach policymakers in order to make them aware of their responbiliti es. We are positi ve to see that things are changing in Romania. Local best practi ces cannot change the society if nati onal policies are developed in the other directi on. Change can not only come from civil society, including Romanian and Belgian volunteers. The protests during the electi ons in 2014 and aft er the Bucharest fi re in 2015 demonstrated that Romanian society is ready to demand this changes from their policymakers.

TON has many good and best practi ces that can be replicated. It is important that such initi ati ves are developed in cooperati on with local councils and they have to take urgently and clearly their responsibility.

In that perspecti ve, a “case study” on the health situati on of Slati na-Timis, analyzing 15 years acti vity of the community health center ADAMSlati na-Timis, is being prepared. In this case study we will demonstrate the importance of such community health center and ADAM (mutualisti c project) for the diff erent health indicators as such , preventi ng diseases and health care costs, but also resulti ng in a bett er health, healthy living years and a bett er life expectancy for inhabitants. We hope to convince policymakers to support the replicati on of this “best practi ce” in other places in

Romania and we will be happy to be partners to do so.

The TON experti se on health was used to organize a roundtable on health and healthcare in Moldova during the Belgian day in March. An initi ati ve by the Belgian Ambassador. This could be the start of a further trilateral cooperati on between Belgium, Romania and Moldova. TON specialists have been invited to join the steering committ ee on health lead by the WHO and UN.

In 2015 we strengthened our cooperati on with BEROBA (Belgian Romanian Business Associati on) in “exchanging lett ers”. In an eff ort to combine economy with the social, we organized a fi rst conference on social economy during the Belgian week in April in Bucharest. As a result of the cooperati on with BEROBA, a fi rst BEROBA-TON encouraging award and price on social economy has been rewarded to EcoHerbal.

The longlasti ng cooperati on with the Romanian Ambassader, H.E. Stefan Tinca and his staff was crucial for a successful 5th Forum on decentralized cooperati on in Iasi, November 2015. During the Forum, TON was an important organising partner but this was also an excellent occasion to show their diff erent departments during the workshops. The TON annual training took place In combinati on with the Forum which enabled cross-polinati on. TON, as well as ADR-Vlaanderen will be the motors to execute the Forum conclusions in preparati on of the next Forum.

Belgian ambassadors in Romania changed in 2015 and we are grateful to what was done by ambassadorPhilippe Beke and the perfect cooperati on with ADR/TON during his whole tenure. This was defi nately a unique opportunity. On the other hand, we are very happy to welcome the new Belgian ambassador in Romania, H.E. Thomas Baekelandt . The fi rst contacts and acti viti es show that we can conti nue to build on this very close and needed collaborati on. The staff at the Belgian Embassy in Romania also deserves a word of thanks and grati tude for their nice and professional cooperati on.

We are proud about the excellent TON staff and volunteers guided by our executi ve director Cristi na Chert, all doing a great job as you can see in this annual report. Managing this and att racti ng more specialists, costs money. In that way we will develop a fundraising campaign in 2016 in order to be able to cover the needed costs and to grow as an organisati on.

At the moment we are more than happy to enjoy the fi nancial support from diff erent organizati ons and insti tuti ons in Belgium. You can fi nd their names in this report. Their support was and sti ll is important in order to be able to grow our TON network. In that perspecti ve, project search is done and will be further done.

Finally, we are proud to see the publicati on of the book series on ‘175 years of Belgian-Romanian diplomati c cooperati on’. This project was developed under the supervision of our godfather and former ambassador Philippe Beke and shows the importance of ADR-Vlaanderen and TON in the last 25 years of cooperati on. We are convinced that this longlasti ng and

excepti onal model of bilateral cooperati on is the perfect model to further build on.

With many thanks to all of you who contributed to this annual report and the success of The Open Network for community development.

2015 = an eventf ul year, close to beauti ful people

I spent countless spring trainings with the help of our nati onal trainers: Mihaela Dobre, Adriana Polosan, Andrei Seitan, Cristi na Vladu and John Suru. We have identi fi ed the departments where we work and we enjoyed everything the trainers gave us. It was an intense period which could take place due to the involvement of all our local coordinators and all of the social and community groups that they are developing.

We met again in the summer in Dumitresti , Vrancea. A large network, beauti ful, composed by really acti ve people, involved and energized. A true nati onal training organized by people from Vrancea. Thank you Viorica, Nicu, Doina, Titel and... well, we should write a really long list if we were to nominate all those who have given us moments from their lives.

The Decentralized Forum was pounding on doors in November 2015 and with it we favored a nati onal meeti ng. Our nati onal trainer, Daniela Ceredeev, revealed the secrets of the “Acti on Plan for Social Responsibility”. We benefi ted from fi nancial support of ADAM Moldovita (thank you Mihaela Hiche) and we had the joy to have with us many of our Flemish partners (thank you ADR-Vlaanderen and LIMPRO).

We are a large network, functi onal, where each member and community group fi nds its place by contributi ng, collaborati ng, working for a real Romania for Romanians in the EU, as well as for a new stage of development of the Romanian-Belgian relati ons.

Thanks to all our volunteers, thanks to all local coordinators, all nati onal trainers, all our sponsors, all board members, all partners in Belgium and our “god fathers“.

May 2016 give us moments of accomplishment, beauti ful acti viti es in our communiti es, nati onal and internati onal events full of meaning and European solidarity!

Word from our Godfather

Looking back to the past 12 months, it should be recognized that there are quite some reasons for The Open Network to be proud of.

As coordinator, TON has consolidated in 2015 its acti on, achieving more effi ciency in providing civil society partners from Flanders and Romania the best possible trainings as well as organizing various acti viti es internally but also linking its members to acti viti es involving external partners.

As communicator, TON has pursued its initi ati ves in further developing a broader scope of contacts by accelerati ng its presence in the social media and at the same ti me also deepening the content part of its newslett er. A comprehensive study on fi rst line health care was fi nalized, leading to the presentati on of its health masterplan, a paper which became a reference document in the sector.

As innovator, TON has identi fi ed new themes which should contribute to the constructi on of a bett er society. In this respect, TON showed its knowledgeability by defi ning social economy as one of its spearheads in 2015. A well-att ended seminar was organized on the subject during the Belgian Week 2015 in Bucharest, followed by a Flemish evening dedicated to social economy. TON equally engaged together with the Belgian Business Associati on BEROBA in creati ng the fi rst ever award in Romania for the best project in social economy. Eventually, TON could gather enthusiasm for a social economy workshop organized in the framework of the November Decentralised Forum.

Although the TON track record witnesses only three years of past experiences, its legiti mati on is rooted in an historic context of 25 years of democrati c changes in Romania. ADR and OVR, as original actors, have passed in this period the crossroads of charity, reaching subconsequently the country roads of solidarity, gradually evolving into partnership which can be seen today as a fast drive into implementi ng a wide range of local, nati onal as well as European best practi ces. That is where TON has a role to play as go-between and as supporter for its members, heading for specializati on in organizing acti viti es and identi fying fundings, public and private.

The fi ft h editi on of the Decentralized Forum, which took place in the TON hometown of Iasi, identi fi ed under the focus of Keeping the Dialogue Open, diff erent tracks to be implemented in the years to come.

TON has proven that it is able to take up its responsibility in providing the right answer to the challenges that are at stake and therefore will carry on the conti nuity of 25 years of Flemish Romanian partnership.

Looking forward to 2016, I am convinced that TON will succeed in sowing the best seeds in order to harvest the best of success by deepening its footprint on social responsibility and strengthening its decisiveness in bringing people together. Success in acti on depends in principle mainly on the drive that is geared. In a social environment however it is at a certain point of ti me also important to be able to count on external partners. This includes trust, predictability, responsibility and reliability.

At the occasion of the 2016 joint commission, Romanian and Flemish governmental authoriti es have interest to rely on TON as a perfect broker for forging a mutual image of trust. In order to be able to become an even more performing partner in supporti ng the build-up of society, TON would benefi t from an even higher return in considerati ons and guidance from the local, regional and nati onal authoriti es. Then, its role as facilitator and service provider in the fl agships identi fi ed during the Decentralized Forum will be even more relevant in 2016.

“The Open Network for community development” (TON) is set up as cooperati on between Flemish and Romanian communiti es to share informati on and best practi ces in diff erent areas of community life. Its acti viti es are very near to the people and their daily life, as illustrated in the contributi ons presented during the “Forum on Decentralised Cooperati on between Belgium and Romania” held in Iaşi on the 5th ti ll the 7th of November 2015, a forum for which TON was an important partner.

President Eisenhower used the term “people to people diplomacy” to describe this form of cooperati on. This type of bilateral relati ons is specifi ed as being for a greater part non-governmental and is mainly driven by the mobilizati on of volunteers. As you will read in this report, TON promotes a close relati onship between communiti es in domains that relate to daily life and practi cal problems that can be addressed at a local level by engaged and responsible members of the community.

This cooperati on between Belgian and Romanian communiti es is embedded in a common struggle of 25 years ago, but is also quite unique in Belgian foreign relati ons. It is sustained by

individuals and initi ati ves taken on a local level, it is also vibrant and inherently democrati c. This cooperati on is also an excellent applicati on of the principle of subsidiarity, a basic tool in the politi cal management of the European Union. The Embassy of the Kingdom of Belgium will support TON in its work in Romania, as in the past, because it is an essenti al partner in the bilateral relati ons between our two countries.

In Romania and in Belgium fundamental politi cal changes occurred recently. The role of civil society has been redefi ned in Romania aft er the tragedy of the Club Colecti v in October 2015. The fact that TON is already acti ve in this civil society will certainly be of interest in the coming year. I’m also sure TON has adapted to the new realiti es and will further att ract younger generati ons to its fascinati ng acti viti es.

Word from Belgian Ambassador

The year 2015 was for our organizati on BEROBA, aft er our incorporati on in 2013, a very special year.

This year the cooperati on between The Open Network/ADR-Vlaanderen went again one step further.

We made an exchange of lett ers where both organizati ons expressed their mutual agreement of a partnership.

In April 2015 we organized a contest on Social Economy in Romania and fi nally the fi rst BEROBA/TON award on social economy was handed over to EcoHerbal together with a price of 1.500 EUR .

In November, the 5th Forum on Decentralized Cooperati on Belgium-Romania took place in Iasi. During the plenary session on economy and social economy, BEROBA presented their

organizati on and TON presented the creati on of a unique platf orm together with BEROBA where social networks and economical networks can meet each other. This was the start of the “BEROBA-TON Meeti ng Point” that will be further set-up and build out in 2016.

Knowing that the year 2016 will make our partnership even stronger.

OLF (En. Women Organizati on / Ro. Organizație Locală de Femei) is a formal/informal structure established by women from the same village/town who meet up and organize acti viti es for both their personal development as well as for the development of their community.

Men Organizati ons

OLB (En. Men Organizati on / Ro. Organizație Locală de Bărbați) is a formal/informal structure established by men from the same village/town who meet up and organize acti viti es for both their personal development as well as for the development of their community.

Mutual Help Associati ons ADAM (En. Mutual Help Associati on / Ro. Asociație de Ajutor Mutual) represents a non-profi t structure off ering social and medical assistance at local level, pending on the community needs identi fi ed together with/through its members.

Local Health CouncilsCLS (En. Local Health Councils / Ro. Comitetul Local de Sănătate) is a formal or non-formal structure established at local level through the collaborati on of various stakeholders who take punctual acti ons and try to determine local health policies, with the purpose of improving the health and wellbeing in their community.

6. Major projects/acti viti es in 2015:• Project Life: partnership with the schools in Slati na Timis and Armenis.

Healthy lifestyle starti ng from the fi rst tears of life;

• Project Inclusiv: Courses/personal development workshops/training and vocati onal retraining courses for 186 people from disadvantaged groups;

• Project Lifestyle: the producti on of a Preventi on guideline for primary care (the guideline includes recommendati ons on the individual risk assessment for chronic non-communicable diseases and interventi ons for changing the behavior of people at risk, with the potenti al to be performed in family doctors practi ces/community assistant).

Other project/acti viti es that took place within local organizati ons, coordinated by ADAM Slati na-Timis:

• OLB Slati na Timis: monthly meeti ngs; Easter and Christmas special acti viti es; regional Meeti ng; spring cros;

• OLF Slati na Timis: quarterly meeti ngs; special acti viti es on March 8th, Easter, Christmas; two meeti ngs with the subject “Healthy Cooking”;

• GLT Slati na Timis: weekly meeti ngs; 2 movie nights; “Cooling the summer” play-days; New Brebu summer camp; Drama play - 2,500 lei were fundraised and donated to the orphanage from Zagujeni;

• Seniors’ Organizati on Slati na Timis: two meeti ngs; planning ahead for 2016.

• Vizidom Slati na-Timis is an organizati on where local volunteers pay visit to long term sick or elderly people that have diffi culty to leave their house or are staying in bed. In the same ti me, the visitors have the chance to analyze the situati on of the homebound persons and can take the necessary acti on. Vizidom Slati na-Timis was launched and supported by CM Mechelen-Turnhout that have the same organizati on (Ziekenzorg) in Belgium.

• in what concerns end users/benefi ciaries: increased representati on in managing board of hospitals and the other civic groups; facilitate involvement in the decisions of the local public administrati on; raise awareness of the need for solidarity.

ADAM Moldovița1. Full name: Mutual Help Associati on Moldovița (county Suceava)

2. Organizati onal “age”: 9 years

3. Size: 300 members, 25 acti ve volunteers

4. Experti seIn 2015, ADAM Moldovita signifi cantly increased its experti se in the fi eld of vocati onal training due to 3 vocati onal training courses (Elderly home care services, Florist-landscaper, Baby sitt er) with 171 graduates, under the POSDRU grant: “INCLUSIV – Support Center Network in 6 Romanian regions to integrate vulnerable people into the labor market”. The project included several personal development workshops for the project parti cipants. The project also contributed to the increase of interinsti tuti onal work and regional development capaciti es because it addressed the people in the North-Eastern Region , and involved the cooperati on with similar organizati ons in the county and country.

The 6 work meeti ngs organized by ADAM Moldovita in 2015 under the form of round tables, led to discussions with the representati ves of the civil society, local public authoriti es, managers in the region, thus being draft ed an overview of the local development needs and opportuniti es. At the same ti me, ADAM Moldovita increased its experti se in event organizati on.

ADAM Moldovita has implemented tourism promoti on and volunteer acti viti es, this being the third consecuti ve year of acti viti es with the Belgian tour operator Pasar and Bouworde, a youth organizati on of volunteers from Belgium.

5. Technical/fi nancial capacity:

Between June 2014 and December 15th, 2015, ADAM Moldovita took part in the POSDRU project: “INCLUSIV – Support Center Network in 6 Romanian regions to integrate vulnerable people into the labor market”. The project was implemented by a consorti um formed by 5 organizati ons: Asociația “Pactul Regional Nord-Vest pentru Ocupare și Incluziune Socială”,

Universitatea Babeș-Bolyai of Cluj-Napoca, World Vision Foundati on Romania , Fundația pentru Dezvoltarea Asociațiilor de Ajutor Mutual(FDAAM), Landsbond der Christelijke Mutualiteiten (LCM Belgia). ADAM Moldovita run acti viti es under the coordinati on of FDAAM.

In technical and fi nancial terms, the project brought many benefi ts to ADAM Moldovita Associati on: 20 employees (on the long- / short-term), RON 27,735 for offi ce rehabilitati on works, RON 127,200 lei for scholarships and subsidies for the project benefi ciaries, equipment.

Moreover, the cooperati on with the Flemish partner, DVD Kruibeke, provided ADAM Moldovita Associati on with the funding sources for the rehabilitati on of its headquarters.

6. Major projects/acti viti es in 2015- Moldoviţa-Kruibeke – 25 years of partnership: ADAM Moldovita has contributed to the development of the partnership between Moldovita and Kruibeke (Belgium), and facilitated the organizati on of 2 anniversary meeti ngs between the representati ves of the 2 citi es, held in May and July 2015. These events gathered the representati ves of the local public authoriti es from both citi es, and the representati ves of ADAM Moldovita and DVD Kruibeke. The meeti ngs led to the initi ati on of other joint projects by the two partner localiti es and defi ned the role of ADAM Moldovita as the link between them.

- Social economy fair: On October 23-25, 2015, 3 volunteers represented ADAM Moldovita at the Social Economy Fair named ”Clujul Inclusiv”, together with the representati ves of 25 NGOs, companies and insti tuti ons. The fair enabled the exhibiti on and trading of the products (greeti ng cards, fl ower arrangements, confi tures) made by the members of the women organizati on within ADAM Moldovita. It was a unique occasion of getti ng informati on about the acti viti es run by other organizati ons that employ people from the vulnerable groups in Romania.

ADAM MoldovițaThe social economy is at its very beginning but the women from ADAM Moldovita will conti nue to run acti viti es in this fi eld, always trying to diversify the range of hand-made products.

- Day of the Elderly: The Elderly Day is celebrated every October 1st , and OLF Moldovita has already made a traditi on out of this event. In the previous years, the organizati on members have raised money for the Elderly Care Center in Pojorata, but this year they focused on the elderly living in this locality and prepared 40 hot meals for them. The distributi on of these meals was not only an aid for the benefi ciaries, but also a form of Vizidom. The OLF members involved in this acti vity were marked by the situati on of some of these elderly, their need for communicati on, and decided to organize more support acti viti es for them in the next year. The acti vity provided ADAM Moldovita with a feedback on the actual local development needs and the community interventi on areas.

7. Developmental needs in 2016

ADAM operati ons require both social and qualifi ed medical acti viti es. In 2016, we must get the accreditati on of medical practi ces as part of the public healthcare system and commission one dental practi ce, at least. We need permanent logisti c support to complete this diffi cult project.

Following the qualifi cati on of a large number of persons in the fi eld of elderly homecare services and, at the recommendati on of OLF, we try to implement, in 2016, a homecare programme with volunteers, followed by our accreditati on as providers of homecare services with employees. TON Foundati on will support our eff orts by including ADAM Moldovita in a project.

Moreover, it is important to identi fy new programmes, projects and acti viti es that involve the volunteers of our organizati on in order to increase their moti vati on and expand their personal development opportuniti es.

6. Major projects/acti viti es in 2015• Local Youth Group – promotor of community development – a project implemented by AGLT and co-funded by the

County Council Tulcea. This project supported the personal development of youngsters and children through socio-cultural acti viti es and by raising awareness on their importance as volunteers. Thereby, more than 100 youngsters from more Romanian counti es, mainly from Tulcea county, att ended the “Tent camp” from Ostrov, in between July 29 – August 3.

• Nati onal Course for socio-cultural animators for children and youngsters with disabiliti es - a project implemented by AGLT, DJST Iaşi, Kazou, Somepro, ADR. This project supported both the personal development of youngsters as well as the development of Local Youth Groups by conducti ng socio-cultural animati on for youngsters and children with disabiliti es in more places from Romania. The course was held in Muncel, in July 11 -17 and was att ended by 120 youngsters accompanied by 16 trainers from AGLT. The project was funded by Flemish partners and by the Ministry of Youth, through DJTS Iaşi, and the acti viti es were implemented in partnership with Kazou, Somepro and ADR.

• The leader from within – a project implemented by AGLT in Muncel, Poiana Căprioarei and Eforie Sud, with fi nancial support of DJST Iaşi, DJST Constanţa and DJST Vaslui. The project supported youngsters’ training regarding leadership, personal development and community involvement. “How to be a good leader” was delivered in 3 locati ons – in Muncel, Poiana Căprioarei and Eforie Sud.

T.E.A.M.6. Major projects/acti viti es in 2015:• Summer School - own early educati on project. Benefi ciaries - 150 children (aged 6-11) in the counti es of Suceava, Arges,

Tulcea, Constanta (9 places). The project acti viti es were carried out to develop emoti onal intelligence through play. The organizati on’s availability to tackle educati on needs of children has att racted the involvement of more than 150 families, of which over 25 are very acti ve adults. The project also gave a personal vision on the TEAM organizati on’s growth, which will include frutheron children from 6 years;

• Internati onal project “Young people everywhere” brought in Constanta 14 youngsters from 4 conti nents of the world: North America, Asia, Europe, Australia. Intercultural exchange has brought great internati onal openness to the organizati on. It was a project praised by all partner insti tuti ons. In 2016, the project will be performed in a broader context (the second editi on of the project has already been approoved by partners);

• In 2015, more than 400 acti viti es were conducted within the associati on (playdays, street acti viti es, animated stories, workshops, ecological acti viti es etc). TEAM organized seven camps TEAM, 5 of which were fi nanced and 2 were self fi nanced - 350 parti cipants have benefi ted. 3 summer schools for early childhood educati on were organized as well. 37 courses/trainings for children and young people have been carried out nati onally, to the benefi t of more than 1,000 young people. A mini-project was carried out in July, through self-fi nancing. More than 40 workshops were organized for young on extremely diverse themati cs. Together with a partner in Belgium, TEAM will perform in the future youth exchanges - unti l now were performed only exchanges of trainers in the camps. TEAM Associati on was well promoted in the press (10 TV appearances, 4 radio interviews , more than 20 features in print mass-media).

7. Developmental needs in 2016:

• Organizati on of early childhood educati on and parenti ng programs in a more systemati c approach, with a stronger involvement from parents. In this regard, the Team will design its own system of organizati on in which small children (6-11 years) belong to a group coordinated by a parent and developing acti viti es for the whole group with constant involvement of all parents in the group. TEAM is trying to bring changes in parents’ mentality, meaning that educati on involves money beyond direct community involvement. Parents can not “abort” the child in acti viti es carried out by NGOs - they should get involved and make those acti viti es possible!

• Own system of organizati on - in 2016 TEAM is trying to work with an “enlarged board.” Each department of the associati on is backed by a team of youngsters, democrati cally elected, and who have a vision for the associati on’s development;

• Developing partnerships with local municipaliti es to support youth groups in their community. TEAM aims to develop such partnerships with more than 5 municipaliti es (other than those already working);

Major projects/acti viti es in 2015:• Water4Life ROMÂNIASince July 2015, SMHO Netherlands, Water4Life and FU Projects Project Limburg Romania began to promote the consumpti on of purifi ed water. Among the acti viti es of this project we could list the following:- Informing insti tuti ons from municipaliti es: Moldoviţei Vatra, Moldova, Frumosu, Customs, Campulung Moldovenesc, Sadova and Pojorîta;- Provide Secondary School Vatra Moldoviţei with a water purifi er (water fi lter anti bacterial) - benefi ciaries approx. 300 students;- Informati on campaigns addressed to pupils - “Children - parents’ disciples”;- Informati on sessions for school coordinators and teachers regarding the importance of purifi ed water consumpti on.The fi rst acti on of informing the teachers was held in November in Vatra Moldoviţei Secondary School. This project could not run without the constant help of partners from the above menti oned localiti es. Project coordinators: Gherasim Simona, Negura Ancuţa, Alex Vrinzen, Frits Herijgers.

• 2. Playdays - GLT YOUNG GENERATIONYear 2015 = 365 days the Local Youth Group Young Generati on Vatra Moldoviţei demonstrated again that volunteerism is not just a hobby, it’s a lifestyle . The spring came with a lot of energy for all of us, making thus a very producti ve ti me for the group: play days in March and April; a small teambuilding session; celebrati on of Women’s day; launch of the second issue of the group’s newspaper. In May, the group was invited in Moldovița for an exchange and became partner in a project on anti -drug topics. On June 6th and 7th, two trainers of our group organized an AGLT Inducti on Training in Suceava, resulti ng in the establishment of a new group, i.e. GLT Cuceritorii Suceava. At the end of the month, the volunteers met and played together with a group of Romanian Scouts, Iasi branch.July and August were the camps months (Muncel & Vaslui). In September, the group organized the biggest teambuilding since its establishment. Volunteers from 4 other groups joined us: GLT Aripi in Europa Fălti ceni, GLT Super Noi Câmpulung Moldovenesc, GLT Golden Star Moldovița and last, but not least, GLT Cuceritorii Suceava. In October, the group organized the Joint Acti on Day, and in December they organized a Christmas-carol concert, to fundraise locally.

The total project value was of 11.387 RON. This project has facilitated a bett er understanding of popular Belgian culture (dances songs, costumes, customs), the development of friendly ti es and the enhancement of intercultural communicati on;- Another project in which ADL has been named partner was “Live a healthy life” and was initi ated by Andrei Muresanu Gymnasium. Other partners that were involved: schools from several Romanian counti es and a school from Dilbeek, Belgium (Don Bosco School Groot - Bijgaarden). The project was carried out for one year and comprised outreach, preventi on and educati on acti viti es to promote healthy lifestyles;- The project ”From soul to soul” took place around the Christmas holidays and helped fundraise through sponsorships about 2370 RON, used to help with food packages the people in need .

The acti on has contributed to the knowledge of the creati ve potenti al of the parti cipants, gave them the opportunity to sell their products, while providing visitors with the opportunity to enjoy the beauty of what they saw and to buy art objects;

• May 2015: took place the training “We are the community” with its four creati ve workshops: traditi onal sewing, handcraft ing decorati ve items, traditi onal food, traditi onal dances. The acti vity brought together youngsters, adults and older people who shared their experience and worked together, as a real community.

• Meeti ng with OLF Mioveni - members of CLD Dumitrești – Centru learned how to make jewelries. The jewelry making skills are necessary to raise funds to be used for new acti viti es or to help the people in need;

• Soccer game between Dumitrești village and Bordești village – The former players had the opportunity to meet again aft er 20 years to play soccer and share memories.

Aiming at an effi ciently organized and strategic network development, 5 training sessions had been carried out between March 27th and May 10th, 2015 for the identi fi cati on, enhancement and development of local women organizati ons’ potenti al within TON network.

The newly established and already experienced OLFs from Slati na-Timiş, Berbeşti -Vîlcea, Dumitreşti , Constanţa and Moldoviţa joined their corresponding regional OLF micro-networks from the very beginning.

The development model designed for this purpose enabled the simultaneous and multi ple approaches to the development of the organizati on type, central or coordinated structure, regional specifi c features, as well as the development of the specifi c contributi on of an associati on to the unitary diversity of TON development – an effi cient model with major impact on the community development.

The support provided by TON, through its decision-makers, consisted in moti vati onal promoti onal materials, logisti cs, monitoring and assistance throughout the acti on, and, most of all, its empathic and personal interventi ons that helped these training sessions create their own signature; the persons in charge from the local organizati ons mobilized the resources and brought their wonderful contributi on to our diligences, following the slogan – “Bett er for us means bett er for the community”.

Another great idea of this tour regards the development through social economy by enhancing the local and women’s potenti al – that allows a community to defi ne its resources, needs and prioriti es, and act as an OLF.

This training session tour consisted in interacti ve meeti ngs with 99 women who parti cipated in the theoreti cal development module and the workshop on jewelry producti on by the direct benefi ciaries as local resources; all women went home with a new development message and showed other community members the handmade jewelries created by themselves – this raised the number of indirect benefi ciaries of our acti on and had a major impact on the community.

For starters, the logisti c support provided by ADAMS in Slati na-Timiş, together with the eff orts made by Mrs. Gabriela, the organizer, and the parti cipati on of the excepti onal and experienced Mrs. Lica Roescu, resulted in the identi fi cati on of a women organizati on with a solid experience in associati ons and Flemish social acti on models, who needed a restart of community development and acti ons. The most important resources is the community, the across-border, intercultural approaches to traditi ons and special theoreti cal and practi cal skills of the women from the South-West.

At Berbeşti -Vîlcea, OLF Femina presents a unilateral development through its relati onship to a similar enti ty in Belgium, and identi fi ed new OLF re-organizati on opti ons by entering the network, focus on personal development and the woman’s role in social interventi ons in an industrial community with major economic diffi culti es and high levels of social alienati on. Mrs. Lucia Mateescu and Mrs. Liliana Belciu, the organizers, presented a well-shaped and structured model of leadership.

At the training session held in Dumitreşti -Vrancea, Mrs. Viorica Vinti lă, the organizer, introduced us to a regional women group organized as a micro-network and to a special community with tourism potenti al, traditi ons and customs, and in good relati on with resourceful persons in the Flemish region – an associati ve model developed based on the acti on of closing down a former local foster care center, with the help of the Belgians.

This was followed by the training session at Constanţa, where Mrs. Carmen Spiridon dedicated herself to the organizati on of this event focused on the development of a small associati on of women in search for their pathway in the big metropolis using the local ethnical resources and the navigators’ family model that generates single-parent families with specifi c needs and community potenti al; their open atti tude towards TON is excepti onal.

The grand fi nale took place at Moldoviţa, the social hub of TON – this meeti ng enabled a great acti on synergy of OLF, TON, the Moldoviţa-Kruibeke twinning, due to great interference and exchange of development resources and messages – a model designed and implemented by Mrs. Mihaela Hiche, the organizer, with the parti cipati on of Mrs. Daniela Ceredeev, TON Leader.

This training tour was about an excepti onal work & development model for people and organizati ons, a unique experience for the OLF-Club trainers from Galateea-Mioveni, but, above all, it was about interacti on, womanhood, relati onship and empathy materialized in the happiness of women who went back to their homes and communiti es with handmade jewelry and printed materials about TON.

Annual training in Dumitresti

Dumitresti Commune is located along the Rm. Sărat river, in one of the Sub Carpathians of Curvature’s depressions with knolls, in the Southern - South Western part of Vrancea County. According to the elderly, Dumitresti was the land property granted by Prince Negru Voda to the locals in order to defence the borders and announce the enemy att acks. It seems that the locals deserved that gift because they managed to preserve it unti l now, defended it during rough ti mes and worked the land. For these reasons, we say that the locals from Dumitresti are hard-working and hospitable people, proud of the personaliti es born here: Alexandru Dobrescu- arti st (painti ng) and folklorist, Mircea Dumitrescu- fi lm criti c, Aristi de Demetriad- actor and movie director, Grigore Gheba- mathemati cian, Victor Frunza- journalist and editorialist.

To prove the hospitality of the locals, Dumitresti -Centru Local Council off ered to host the Annual Training of TON members, held between July 10-12, 2015, with the parti cipati on of 71 representati ves from nati onal and Belgian organizati ons.

The Agenda of the training included networking exercises, Workshop Masterplan, Workshop for the presentati on of the RE-inVEST project and Social Economy Concept, TON Communicati on Workshop, Workshop for the presentati on of the spring acti viti es, an overview of the regional training sessions, a visit to Dumitresti Museum, exhibiti on stands, ”The raffl e of dreams”, and the voti ng for the best dream. The meeti ng ended with the most beauti ful folk songs and dances performed by ”Sanzaienele Assembly” of the Commune.

The local public authoriti es represented by Mr. Dogaru Petrica, the Mayor, Mr. Galoiu Durel, the principle of ”Grigore Gheba” Theoreti cal High School, and the volunteers in charge with the administrati ve issues, helped us organize this meeti ng. I want to thank all the people involved in this acti on: the ladies who cooked delightf ul dishes (Dragomir D., Duta A., Bizadea E., Asanache V.), the organizati on team volunteers (Vinti la N., Bizadea L., Stanila M., Budui R., Cucu C.,Bodoc M., Gheba M., Rosca L., Galoiu N., Lupu E., Cucu G.), the persons who contributed to the arrangements works at the ”Local Museum” (Sonti ca C., Craciun M., Vinti la N., Bodoc M.), the “Sanzaienele” Assembly and the instructors from “AL. Dobrescu” Cultural Center (Caliteanu M., Tanasescu C.) who delighted us with the folk songs and dances specifi c to the region. Moreover, I would like to thank all the parti cipants, to Mrs. Cristi na Chert, in parti cular, to Mr. Jozef Goebels, and Mrs. Mia Luyten who had founded our organizati on.

Health training @MoldovițaIn the framework of the spring training held in Moldoviţa, we were able to achieve the following:

- Administrati ve discussions with the Belgian partners. Explanati ons about the healthcare and contract system with CJAS Suceava. Preparati on of dossiers for medical practi ce licensing;

- Preliminary discussions to the family doctor in the locality and the possibility to purchase the pati ents list and praxis;

- Parti cipati on of Simona Brustur, medical nurse, in almost all medical acti viti es of Adam Moldovita;

- Payment of contributi ons and development of a medical library (medioteca);

- Involvement of local authoriti es in discussions to the physician and possible support to the new physician by provision of a “company-paid apartment”.

Health training @TăutThe regional training in Tăut (April 24, 2015) was ti tled “Change your life by changing your water”. The instructi onal sessions were hosted by the Secondary School from Tăut, with the support of CLS Tăut.

The training acti viti es were prepared and delivered by Dr. Florin Slusar, specialist in alternati ve medicine, in close collaborati on with ing. Cornel Marcu from Seatt le, USA, ing. Maria Pecherlea and ing. Doru Varga from Oradea.

The informati on delivered was highly accessible to everyone, with a high degree of relevance and interest.

On this occasion, informati on was off ered about Kangen water, ionized water - ideal for the preventi on and treatment of diseases - and water ionizer (equipment, terms of use, methods of procurement). Demonstrati on experiments were made with water from the local fountain, sti ll and mineral water and juices from local shop.

The conclusions were very enlightening, gained through interacti ve dialogue between presenters and assistance.

It is also now that it was established to lay the foundati on for establishing an NGO with legal enti ty in Tăut.

Health training @Slatina-TimișIn May 25, 2015, at the medical center in ADAM Slati na-Timiş, county Caraş-Severin, teachers, educators and social workers from Slati na- Timis were invited to the regional training on health and local planning .

A short presentati on on stati sti cal data regarding Slati na-Timiş was delivered on this occasion; SWOT analysis was performed and objecti ves for a local health policy plan were laid out. Within the training sessions, parti cipants established what tools to use in order to facilitate the implementati on of a preventi on project in local schools (i.e.: e-manual on project implementati on in kindergartens, schools, multi media shorts for the preventi on cmpaign NCD).

The training parti cipants were given a homework for the following 2 months. They all promised to work in teams and review the objecti ves of the acti on plan for preventi on at community level, as well as to defi ne indicators for fi eld evaluati on. Again with this occasion, a set of other acti ons were achieved:

- projecti on of promoti onal clips for the “Life“ project, emphasizing the need for a healthy lifestyle, movement, fl uid intake and the inclusion of at least three vegetables and three fruits in every meal;

- partnership contracts with School from Slati na Timis ;

- partnership contracts with School from Armenis ;

Reinvested Energy!

A basic principle for the sustainability of an organizati on is to reinvest every drop of energy into feasible projects! TON proved that it can reinvent itself and that is has the necesary energy for this.

In the spring tour at OLB and CLD I found that organizati ons’ members make considerable eff orts for things to happen. This is further proof of the fact that who invests in himself/herself and his/her organizati on will benefi t from tangible and long lasti ng results. Congratulati ons!

To raise awareness of the role we can all play, the training sessions were named “We make history” and “Communicati on we are”. Two metaphors that cause us to shape a vision of what we want to leave behind ... aft erall, we are the projecti on of our own thoughts! In these training sessions we worked on the idea that to know our colleagues’ capabiliti es, skills and competences gives us a great reacti on force. In additi on to that, the pleasure and quality of our common work are on the up!

We conti nued by exploring what it means to be open and to approach community members, to bring up acti viti es and to integrate them in the organizati onal projects. As long as we have a relaxed mood, we will moti vate those who join us the desire to be part of a team with a high spirit of proacti vity! ... And do not forget that being involved keeps you young and “in the game”.

Not lastly, since the basic in any organizati on is its human resource, the volunteers, we thank for the considerable contributi on made in organizing these sessions to: Ms Hilde Maes, Maria Cordea, Rodica Falaus, Mirel Olah, Ceredeev family, Gabriel Priscorneac, Nicu Hiche and Poliac, my host family, to Mr. Titel Cristea Enache, Suru family and Michael Aghescu. Nati onal Training in Iasi

The session on “Measures for Social Responsability” delivered during the Nati onal Training in Iasi (November 2015) was addressed to the acti ve nati onal and regional TON trainers and aimed at linking all organizati ons and informal groups acti ve in the network to the social responsibility values like: social equity, balanced environment, economic effi ciency and good governance. From the non-governmental environment perspecti ve, the social responsibility is the integrati on of sustainable development in the organizati onal management and relati ons to stakeholders, involving the commitment to the following principles: ethics and social equity, organizati onal transparency, effi cient and moti vati ng management of volunteers.

The fi rst part of the training session focused on detailing the social responsibility indicators specifi c to the four interventi on SR areas - environment, economic, social and good governance. The functi onality of each area becomes possible through univocally agreed measures and permanent monitoring, and the parti cipants identi fi ed four set of measures proposed for promoti on within the network; they form the minimal acti on plan on social responsibility to be piloted by each acti ve network community in the next two years. Thus:

• Environment: reducing, re-use or recycling waste materials from current acti viti es and projects; reducing the power consumpti on, rati onal and non-pollutant use of water, responsible disposal and management, reducing environmental impact generated by the mass transportati on and freight, management of the impact on eco¬systems and biodiversity, purchase of green products and services.

• Social: promoti on of equal rights, diversity and non-discriminati on; ensuring/compliance with several decent learning/work conditi ons; provision of health and security conditi ons; enabling the lifelong learning; confi rmati on of the performances of volunteers and acti vity parti cipants; respect for private life and personal informati on; sti mulati ng the parti cipati ve culture, acti ve citi zenship and volunteering; respect for the cultural values and promoti on of intercultural dialogue; compliance with/promoti on of human rights.

• Economic: cost eff ecti veness; ensuring the work sustainability and personal/ professional interests; management of self-impact on the community; realisti c selecti on of responsibiliti es/providing new long-term jobs; use of educati onal alternati ves in the personal and professional development; compliance with the intellectual property rights; promoti on of social responsibility within the community; promoti on of social and green economy types; involvement in volunteering acti viti es / supporti ng other NGOs.

• Governance: observance of ethical values and conduct principles; identi fi cati on of resource-people /mentors/coaches for proper personality asserti ons of volunteers; encouraging the permanent, personal and group parti cipati on in social responsibility diligences (acti viti es, projects, campaigns, programmes etc.); ensuring the transparency of decisions and acti ons; coordinati on of personal acti ons with local, nati onal, European or internati onal initi ati ves/projects; presentati on of social responsibility performances to the community; taking over/promoti on of models of responsible partnerships; promoti on of the organizati on members’ parti cipati on in the decision-making process.

During the second part of the event, an OST workshop, the parti cipants made an effi cient exchange of effi cient and relevant practi ces, and presented their own projects, either completed or ongoing, in terms of social responsibility, thus providing experti se one to each other or setti ng the terms of future equitable and mutual cooperati on.

The training based on the training - informati on – awareness – counselling algorithm, concluded with the unanimous confi dence that the projects developed by TON refl ect the social responsibility and the commitment to a consistent promoti on of SR values.

Round table health care during Belgian Day in Moldova The Open Network and ADR-Vlaanderen were invited by Belgian ambassador Beke to set up a roundtable and share their Romanian experience on health care in Moldova during the Belgian day on March 11, 2015.

Around 40 parti cipants showed up for this roundtable including the Minister and vice ministers of health of Moldova and Belgian ambassador Philippe Beke. Vice minister Octavian Grama, moderated the whole day meeti ng. From both sides, presentati ons were given about the TON, CLS and ADAM models, the upcoming Forum on decentralized cooperati on in Iasi, the TON Social map as model for Moldova, community assistants, integrated mental healthcare, the TON Master Plan, etc.We had the occasion to meet with diff erent interesti ng organizati ons as Neumanist, Agapedia, representati ve of Ungheni County, Hospice Esperansa, nursing associati on Moldova, etc.The idea of twinning as a trilateral form of collaborati on between Belgian, Romanian and Moldovan localiti es was launched. The initi ati ve should ideally be initi ated at the Romanian partner and the Belgian partner can provide support . Also the curriculum for community nurses will be checked as well in Romania as in Belgium.On the same day we had a meeti ng organized by Belgian ambassador Philippe Beke with representati ves of UN (Dafi na Gercheva) and WHO (Dr. Jarno Habicht) working permanently in close contact with the ministry of health of Moldova. TON/ADR explained their acti viti es in Romania and together we explored posibiliti es to cooperate in the future. Both organizati ons support the ministry of health in Chisinau and are also setti ng up pilot projects in the framework of an “associati on agreement” and the WHO partnership framework that has been signed with Moldova.We were invited to join the diff erent meeti ngs that are organized on health care in Moldova. Diffi cult for volunteers, but there is a quarterly meeti ng regarding the evoluti on in the health care sector. For the Molodvan government, primary healthcare, home care and rehabilitati on are prioriti es.

Project proposals Aft er specifi c networking with Johnson & Johnson (J&J) staff to identi fy areas of potenti al interest for the company that would match directi ons of acti on from the TON Health masterplan, two projects have been identi fi ed and have been developed on the subjects of community based mental health and risk

assessment for chronic diseases. The projects were designed in close collaborati on with the target communiti es.Community Mental Health projectIts design was the result of the networking with consultant psychiatrists from Campulung Moldovenesc, with inputs from Belgian colleagues in the Psychiatric Hospital of Geel. The proposed project aims to enable an integrated mental health service for citi zens of Moldovita, Vatra Moldovitei, Crucea by making use of valuable resources - professional leadership in psychiatric care within the Horizons Foundati on in Campulung Moldovenesc and civic leadership in rural communiti es surrounding Campulung Moldovenesc within the Open Network for Community Development Foundati on network and with technical advice from Geel Psychiatric Hospital. As community mental health services are completely lacking in Romania, the project methodology att empts to address during the fi rst year the need to develop sustainable social support groups, to enhance basic knowledge of existi ng health professionals for solving the simplest, but most common conditi ons – such as dealing with the risk of depression or controlling the alcohol dependency, to enhance the collaborati on and integrati on of care between the primary and secondary levels of services provision (i.e. and reinforce referral and discharge mechanisms). During the following years we consider that strong support groups and stronger community based mental health services once created could gradually allow for more complex forms of care such as back up of foster families for mental health pati ents etc.Risk Assessment for Chronic Diseases projectThe project aims to contribute to increasing the eff ecti veness of the work of health practi ti oners and to conti nue to support the increase of services performance in TON communiti es by addressing one of the most criti cal areas in services provision, the risk assessment for chronic diseases. To this end, community facilitati on acti viti es have been designed to support develop proacti ve local health committ ees that shall be trained and coached in order to be able to defi ne local health plans, to monitor key indicators within the defi ned plans; in additi on, specialized training was planned to be provided to a core team of health professionals in each parti cipant community to support them to acquire knowledge and skills to use evidence based guidelines in their assessment of risks for non communicable diseases.The development of the risk assessment for chronic diseases benefi tt ed from the network with high level nati onal professionals within the Nati onal Center for Studies in General Medicine that had developed evidence based guidelines for risk assessment; training health centers staff in a number of clustered communiti es in Caras –Severin staff in understanding the guidelines and implementi ng them at community level and hence to bett er identi fy persons at risks of chronic diseases represented the main objecti ve of the project .The two proposed projects were each in value of 20.000 EUR and each of the project implied work with three TON communiti es. Unfortunately J&J was not able to fund these two projects during 2015, so these project ideas and acti on plans remain to be implemented at a further stage, when adequate funding shall be identi fi ed.

Primary preventi on project initi ated in Slati na-Timis - In May 2015, teachers, educators and the social worker from the local government of Slati na-Timis were invited to the TON training on community local health primary preventi on planning in the medical center.

Main stati sti cs regarding health outcomes/health indicators results of Slati na-Timis have been presented; a brief SWOT analysis and the defi niti on of objecti ves for a local health primary preventi on plan have been discussed. Tools for enabling progress towards implementati on of a community health primary preventi on project have been provided in electronic format (implementati on manual for kindergarten, school, video and audio spots for the NCDs primary preventi on campaign). Homework for the next 2 months period was given to the training parti cipants; the homework implied team meeti ng of parti cipants and shared work for giving a clear / shared defi niti on of objecti ves for a preventi on acti on plan at community level, defi niti on of monitoring indicators. The project leader, school director Neagu Ion Adrian is supervising the implementati on of this primary preventi on community plan; a number of 98 children in primary school have been part of this primary preventi on program during this autumn benefi tti ng from educati on lessons with regard to healthy behaviors, self administrati on tools for assessing risk behavior. The project leader will conti nue to monitor the acti viti es taking place and to report quarterly upon implementati on.

Press conference ADAMS-TON on health promoti on and preventi on - On 27 May 2015, Pavel Aghescu (President ADAMS) organized a press conference with writt en press and TV, together with DSP and Red Cross of Caras-Severin on health promoti on and preventi on. Jozef Goebels gave an overview of Belgian-

Romanian cooperati on and ADAMS setup, TON, master plan and future, and vision on Romanian healthcare. Cristi na Vladu, Ioan Suru, DSP and Red Cross answered questi ons. Cristi na Vladu gave a short overview of the preliminary results of the stati sti cal case study on Slati na-Timis. Pavel Aghescu launched the idea for a Round Table on preventi on in the county C-S in October.

Round table on preventi on and health promoti on Caras-Severin - In October, at the request of county level insti tuti ons, trade unions and Mr Pavel Aghescu (the President of the ADAM Slati na-Timiș Board), TON and ADAM Slati na-Timiș have supported the organizati on of a Round Table on the subject of

PREVENTION in Reșița on 12th of October 2015. A presentati on of the main directi ons of the Health Masterplan, preliminary fi ndings of the Case Study on Slati na Timiș health outcomes, and of the primary preventi on project beginning its implementati on in Slati na Timiș children populati on have been done during the Round Table on preventi on in front of the District Health Manager, representati ve of the County level Insurance House, representati ves of the trade unions, representati ves of the press.”Belgians have decreased mortality in Slati na-Timis” states Express de Banat in one press arti cle following the Round table on preventi on in Reșița.

Networking with Nati onal Center for Studies of Family Medicine and initi ati on of health risk assessment - The LYFESTYLE PROJECT in total value of 1.384.180 EUR is implemented by the Nati onal Insti tute for Public Health in partnership with the Nati onal Center for Studies in Family Medicine

(NCSFM), The University of Medicine and Pharmacy in Târgu Mureș, the Associati on ALIAT, the Associati on of Health Psychology in Romania and is funded by the EEA Norwegian Grants. The network with the Nati onal Center for Studies in Family Medicine (NCSFM) has enabled TON – through ADAM Slati na Timis Health Center- to join the LYFESTYLE project – component implemented by the NCSFM aiming to acti vely assess risk factors for chronic diseases and monitor chronic diseases at community level in 100 pilot health centers throughout the country. Each pilot health center was equipped with one laptop, one soft ware dedicated to risk assessment and monitoring of chronic diseases, one electrocardiograph, one blood pressure measurement equipment (tonometer), strips for measuring blood glucose, cholesterol, triglycerides, all in value of 3500 EUR. In additi on, the medical staff of all 100 pilot centers received trainings on risk assessment and chronic diseases monitoring evidence based guidelines and the use of the soft ware and in return are expected to provide informati on collected for analysis over the next 3 years. This represents invaluable access to comparable health stati sti cs data that will support TON-ADAM Slati na-Timis in developing a bett er understanding of its health status, positi oning itself as compared with other communiti es and enable the development of a robust analysis of its performance over ti me. Being part and getti ng the know- how of the LIFESLYLE project enables ADAM Slati na-Timiș to gain another competi ti ve advantage in front of other TON communiti es ; disseminati ng the learning within this project to other TON communiti es will represent a natural step to be taken in a medium term future.

TON Health Master Plan - The TON Health Master Plan 2015-2024 was further writt en, revised by Belgian and Romanian experts and fi nalized. This Healthcare Master Plan will be part of a “General Master Plan 2015-2024” for the diff erent TON departments to be developed in the upcoming years.

In that perspecti ve, the TON-network has a unique selling product as it covers diff erent aspects of societal change (health and social services, citi zen parti cipati on, environmental acti on, etc.) and sti mulates interacti on between these diff erent departments.The “raison d’être” of TON is one of an enabler, of creati ng and sustaining a learning environment amongst TON communiti es where communiti es start to bett er understand and arti culate their health needs, their rights for health, to identi fy eff ecti ve and cost effi cient ways of interventi on, to acquire the knowledge and skills to monitor their access to health services, their outcomes in terms of health status.In the medium/ long term future, TON communiti es should be free of avoidable deaths (such as the ones due to infant / maternal mortality, tuberculosis) and should be successful in decreasing the burden of chronic diseases to increase the quality of life of their citi zens by developing their basic health services environment (preventi on/ monitoring / basic treatment of main chronic diseases, access to basic drugs, denti stry, etc.). This TON Health Master Plan is an ambiti ous plan in order to restore a qualitati ve, accessible and aff ordable healthcare system for everyone in Romania. As well the English as Romanian version of this Master Plan are available at our website www.theopennetwork.ro.

Case Study ADAMSlati na-Timis - Slati na-Timis is cooperati ng with Geel (Belgium) since 1999. A community health center, ADAM Slati na-Timis, has been developed in the past. This medical-social center is working now for 15 years and considered as a best practi ce in Romania and elsewhere. Ministers and other

responsible people consider this as a valuable model to be implemented in whole Romania, but ti ll now it where only words. This initi al case study has been developed having in mind to contribute to a bett er health of citi zens in Slati na-Timiș and Romania by documenti ng and disseminati ng what are the results of 15 year acti vity of ADAMS and what works in obtaining bett er health for everyone. The specifi c objecti ves have been to identi fy major trends in the evoluti on of the healthcare status of the populati on in Slati na-Timiș as compared to nati onal and other similar rural setti ngs; to try to understand the determinants underneath the evoluti ons above; to defi ne the health risks profi les of the community Slati na-Timiș; to show the health economies of the ADAMS-model; to promote the lessons learned in Slati na-Timiș and implementi ng ADAM’s lessons elsewhere in Romania. The analysis had strong limitati ons due to the poor availability of meaningful informati on at system level and has important public policies recommendati ons for enabling a gradual improvement in health stati sti cs at community level, fi eld that is of high important interest for the TON communiti es. This case study will be fi nalized beginning 2016 and will be available on the TON website. Joining the LYFESTYLE project represents an important step for enabling a more structured data collecti on and more sound analysis in the future; this would allow for an ongoing report of the health outcomes in a given community.

Swiss project home care - A project to support the development of 5 home care teams in 5 TON communiti es from 5 Romanian Regions has been defi ned and applied to the Swiss funding delivered through the Foundati on for the Development of Civil Society.

The proposed pilot communiti es and regions are:1. Community of Bunești , village Viscri, County of Brașov;2. Comunnity of Batăr, village Tăut, county of Bihor;3. Community of Armeniș - county Caras-Severin;4. Comunity of Moldovița, County of Suceava;5. Community of Dumitrești , County of Vrancea.The working methodology is an innovati ve one and consists in the proacti ve creati on at the level of each locality of an informal structure with a role to increase transparency in cases identi fi cati on, parti cipatory monitoring of the services provided (Local Social Committ ees). Each community shall benefi t from a community facilitator that will identi fy informal leadership and support catalyze the local services planning/ monitoring plans/ fund raising plans.Formal NGO providers of home care services are to be developed (coaching shall be provided for achieving this new formal structure by passing through all bureaucrati c steps needed for the organizati onal set up). The coaching shall also aim to support the organizati onal know how in home care services provision, in defi ning and implementi ng fund raining plans. The project shall also support the newly formed home care organizati ons through the payment of a home care nurse during 6 months in each community – the minimum legal period before any possible accreditati on and contracti ng of public funds in order to ensure fi nancial sustainability.Throughout the project period, TON shall perform networking and advocacy acti viti es with local public administrati ons, associati ve structures of local administrati ons, SENIORNET, etc; at the end of the project, strong and weak points of this proacti ve approach in creati ng home care services in rural communiti es of Romania, as well as lessons learned shall be discussed during a Final Project Conference. The project has 20 months durati on, aiming to start on 01st of March 2016. The project’s requested budget is 74050CHF to which is to be added the applicant contributi on of 8250CHF.Additi onal 1-2 communiti es are welcomed to join (a strong request comes from Hodora- Iasi which is more than welcomed to join) and share the learning/ tools that shall be developed by the project, parti cipate in trainings and Conference organized by the project with the need to support marginal costs of their parti cipati on.

Initi ati on Cross Border health projects with Serbia - Network with cross border partners including a visit to Kanjiza local government in Serbia have drown the line for a cross border cooperati on project that looks at infrastructure rehabilitati on –specifi cally transforming the health centers into ”green buildings” - of 2 health

centers (Slati na-Timis and Armenis) in Romania paired with 2 Health centers in Serbia , acquisiti on of medical equipment, training in health promoti on, health risk assessment, organizati on of children summer camps for the learning of healthy lifestyle behaviors. The project is to be applied at the beginning of 2016. Joining the LYFESTYLE project represents an important step for enabling a more structured data collecti on and more sound analysis in the future; this would allow for an ongoing report of the health outcomes in a given community.

Dental specialist within TON - Alex Stoian graduated at the Dental Faculty UMF Carol Davila Bucharest, and as Master in Dental Implantology. In 2014 he became specialist in Orthodonti cs

He will start now his PhD As a young entrepreneur he is working in Bucharest in a group practi ce, but started own practi ces in other places. Since his mother is family doctor in ladesti (twinned with Balen, Belgium), he started a dental practi ce in 2 small villages, Lapusata and Cernisoara and this in close collaborati on with the mayors of both places. These are nice examples of how things should work in Ro en for TON. Furthermore Alex opened a private dental cabinet in RM-Valceaand sees pati ents for orthodonti c problems in TandareiIalomita.He started his own NGO “Medicina in Folosul Pacienti lor” and collected the 2% on income taxes from individuals in order to be able to treat pati ents that cannot aff ord (pay) the treatment. He started as well to do preventi ve checkups for the schools. He made contracts with CJAS and is applying as well for EUR pean grants. Alex entered the TON network and will strengthen our medical team as expert dental care.

Thomas More – internati onal days – presentati on ADR and TON - In March, every year, Thomas More University, is organizing their ‘Internati onal Days’. From more than 50 universiti es,

from all over the world, professors are coming to give lectures in their fi eld.In the department of social work, for 4 years now, we have the possibility to present to the students of the fi rst 2 years, the acti viti es of ADR-Vlaanderen and The Open Network as well as Romania as a country to go on an internship. More than 150 students, every year, get the informati on they need to come to Romania and have an internship of 2 or 4 months. AGLT, ADAM Moldovita and Omenia had already the opportunity to welcome one (or more) of these students. For the students it is the discovery of a new country, for the TON network it is an opportunity to welcome new insights in their network.In 2016 we want to discuss the possibiliti es to involve also students of the departments economy, sports and tourism. Students of the department of nursing and midwifery will do internships in the network.

Social economy day - The third editi on of the Belgian Week (April 20-26 2015) included a seminar on Social Economy on April 22 2015, where diff erent aspects on the issue of acti ve support for civil society organizati ons were debated. This day was organized by TON in collaborati on with the Belgian Embassy and BEROBA. At the

moment when the legislati on on social economy was sti ll discussed in the parliament, several Romanian experts pleaded during this seminar for a true defi niti on and a true support of those that seek support in the diff erent domains of social economy. Also the fi nancing with European funds has been an aspect of att enti on, in parti cular support via the European Social funds. The Flemish umbrella organizati on for social economy In-C made a presentati on of their experiences in administrati ve and practi cal matt ers. At the occasion of this day BEROBA and TON have awarded Eco Herbal for their 2014 acti viti es in Social Economy. Its acti viti es are focused on the producti on and processing of medicinal and aromati c plants. The goal is to create sources of income for the local inhabitants of a rural environment.

Re-InVEST project - TON became a partner in the European Re-InVEST project. This projects stands for Rebuilding an Inclusive, Value-based Europe of Solidarity and Trust through Social Investments and is fi nanced by the European Commission under the Horizon 2020 Research and Innovati on Framework program. RE-InVEST aims

to have impact on the societal challenges accelerated by the crisis: the project will provide building blocks for a renewed European project: a Europe where the well-being of everyone is at the core of its policies. The project group covers a broad range of European countries, both geographically (12 countries) and in terms of representati on of diff erent welfare and labor market traditi ons. At least fi ve diff erent European welfare regimes are represented in the consorti um: Liberal (UK, IE, increasingly NL), Northern (NL), Conservati ve (BE, DE, AT, FR, SUI), Mediterranean (IT, PT) and Transiti onal (LV, RO). 2015 was a year of starti ng up the project. During meeti ngs in Brussels (January and March 2015) and Maynooth (September 2015) the goals were refi ned and the methodology was developed. In 2016 TON will contribute to this project by analyzing the impact of the crisis on local communiti es with a specifi c focus on migrati on. These data will result in case studies. Aft erwards based on these fi ndings strategies for local social investments will be developed.

ADR-Vlaanderen: learning program social map – community profi ling - In January 2015 ADR-Vlaanderen started with a learning program for local ADR-groups concerning the creati on of a social map of their Romanian partner village. The purpose of this social map or community profi le is to have a good

insight into the local demographical, social, economical and cultural evoluti ons and future trends. Knowing the strong and weak points of the local community is the base for a further collaborati on and the development of new projects. Six groups parti cipated in this course: Kuurne-Chiuza, Koningshooikt-Vatra Dornei, Waasmunster-Schitu, Maldegem-Macaresti , Nijlen-Hodora and Geel-Slati na-Timis. Aft er following fi ve learning moments in Flanders, the group decided to organize a get-to-know-each-other trip to Romania (October 31-November 7 2015). The trip from Chiuza to Vatra Dornei, Hodora and Macaresti gave parti cipants the possibility to get to know the projects and acti ons of other groups. At the end of the trip the group parti cipated at the 5th Forum on decentralized cooperati on Romania Belgium in Iasi. ADR-Vlaanderen plans to organize a similar program in 2016.

This volume focuses on the aft er war relati ons between Belgium

and Romania. Besides att enti on for economic and politi cal relati ons, the volume comprises an extensive arti cle on the history of adopti on villages Romania. The arti cle describes the seeds of adopti on villages Romania, the fi rst humanitarian acti ons, the way towards structural collaborati ons, the transformati on to acti on villages Romania, the creati on of TON and ends with a vision on the future.

Forum Decentralized Cooperati on Romania Belgium - The 5th Forum Decentralized Cooperati on Romania Belgium was held in Iasi between November 5 and 7 2015. The ti tle of the 5th Forum “25 years of commitment, dedicati on and engagement; 10 years of decentralized cooperati on” clearly underlined the

long traditi on of collaborati on between civil society organizati ons and public authoriti es from both countries. More than 150 parti cipants from both countries were att ending this Forum and were strongly involved in the producti on of the Forum content. Decentralized cooperati on is a supporti ve partnership between foreign local and regional sub-nati onal organizati ons. Its main aim is to promote common prosperity and consolidate local development and territorial governance. Decentralized cooperati on is considered as any project, initi ati ve, or partnership among at least one Belgian and one Romanian sub-nati onal organizati on (public authority, semi public, NGO, educati onal insti tute…) in order to promote sustainable local and regional development. This defi niti on of decentralized cooperati on clearly underlines that decentralized cooperati on is not the same as decentralizati on. Decentralizati on means the transfer of authority and responsibility for public functi ons from the central government to subordinate or quasi-independent government organizati ons and/or the private sector. Diff erent meanings and outcomes were presented during the Forum plenary and workshops meeti ngs.During the historical round table on Thursday November 5 2015, the 3 volumes about 175 years of diplomati c relati ons between Belgium and Romania, writt en by former Belgian Ambassador in Romania Philippe Beke, were presented. In the aft ernoon an exhibiti on about the famous Belgian comic strip Nero was opened at the Palace of Cultures in Iasi. This event was followed by the plenum on economic collaborati on. During this plenum opportuniti es were explored on the economical fi eld. On Friday the Forum started with some refl ecti ons on the Europe 2020 strategy and how this ambiti ous aims can be localized. Specifi c att enti on was going to the regional diff erences in reaching these goals. Further building on these concepts, umbrella organizati ons discussed how local authoriti es can implement the internati onal and European goals. The ideas developed during the morning plenary sessions were further explored during the workshops in the aft ernoon sessions of Friday November 6, 2015. The workshops were structured around a specifi c topic: health, social economy, rural development, developing administrati ve capacity, fi re safety and civil society. On Saturday November 7, 2015 the conclusions were presented as a two year working agenda 2015-2017 with 7 fl agship initi ati ves. Limburg Erasmus+ project: learning pathway - decentralized cooperati on - The Limburg platf orm for Romania working groups NGO (LimPRo) developed for its volunteers and local groups a learning pathway about decentralized cooperati on with the aim to renew their local acti ons. Aft er more than 20 years of

collaborati ons, there are sti ll many local groups acti ve in working with their Romanian partner. But also new initi ati ves are created. Today local Limburg Romania working groups are looking for a renewed work program for the coming years. To help them to do this, a learning pathway was developed and consisted of three components:1. The organizati on of preparatory courses about contemporary aspects of Romanian society (August- September 2015)2. Parti cipati on in the Romanian Belgian decentralized cooperati on forum and site visits (November 4-11 2015).3. Feedback and writi ng concrete acti on plans, which will be developed during the fi rst months of 2016.This project was fi nanced by the Erasmus+ program of the European Union. In total 8 parti cipants with a background in (adult) educati on and social economy could benefi t from this grant.

TON Firefi ghti ng department - Aft er the good experience of exchange and training as well ISU as SVSU fi refi ghters from Caransebes and Slati na-Timis in Belgium in 2014, further talks took place in 2015 with as well the responsible staff in Bucharest, state secretary Raed Arafat and fi refi ghti ng departments in Belgium.

In the same ti me, there was stressed further on a good cooperati on between professional ISU teams and volunteer SVSU local teams. They could and should be used as an advanced fi refi ghti ng post in support of the ISU. Because they are mostly located closer to the accident place, they could already start needed acti viti es while awaiti ng the arrival of the ISU. Doing that way and provided a good cooperati on, this could prevent a bigger disaster. In the same ti me, exchange, training and provision of adequate extra uti liti es and materials was going on at diff erent places. As a result of all those contacts and exchanges in 2015, VZW Geels Roemeniëkomitee and ISU Caransebes decided to prepare an Erasmus+ applicati on for 2016.

VZW Geels Roemeniëkomitee, ADR-Vlaanderen and TON started the preparing of an Erasmus+ project applicati on “Train the Trainer” - A consultati on started mid-2015 to study the applicati on, to see who could be partner, to know what countries were needed

and could agree to join the platf orm, and should be the main goals of this project. Finally was decided that the main goals should be: compare training methods (especially with regard to promote security, new techniques, imminent dangers from exti nguishing works) and a good and close collaborati on between volunteer and professional fi refi ghters.In order to tune the diff erent expectati ons and to come to a fi rst draft of project, 5 Romanian fi refi ghti ng offi cers (1 of the operati onal headquarters of Bucharest, 2 from ISU Resita and 2 from ISU Caransebes) were invited by the VZW Geels Roemeniëkomitee from September 23-27. For an Erasmus + project, at least three EU countries are necessary. Therefore was also contacted the “Internati onal coordinators of the provincial fi re brigade headquarters” in Rzeszow - Poland. Two offi cers were scheduled to join these days but they were prevented at the last moment by foreseeing urgent housing for refugees. The Romanian parti cipants were welcomed at the fi re stati on in Geel by Colonel Koen Bollen, zone Kempen and Mayor Vera Celis from Geel. This welcome was followed by a guided tour in the fi re stati on of Geel by fi re commander Gert Kempen of Geel, and instructor Bart Staquet.The next days were spent at Campus Vesta (County training center for fi remen, police etc. of the County of Antwerp). Patrick Van den Nieuwenhof (ADR-Vlaanderen) who will coordinate the project; Bart Staquet (professional fi refi ghter zone Kempen- Geel); Kris Vanhout (principal coordinator fi refi ghters Campus Vesta and also volunteer fi refi ghter at Westerlo); Marc Op de Beeck (volunteer fi refi ghter Geel and member of VZW Geels Roemeniëkomitee) and Paul Helsen (leader of the fi refi ght workgroup VZW Geels Roemeniëkomitee) were present from B side. In additi on to the meeti ngs, a plant tour was made on Campus Vesta to determine which faciliti es can be used for fi re drills in this project.One evening the parti cipants att ended a training of a mixed team of volunteers and professional fi refi ghters at the fi re stati on in Geel. The last day a visit was paid to BIG (Fire informati on center for dangerous goods) in Geel. BIG likes also to parti cipate in the project. From this preparati ve meeti ng a fi rst project proposal will be disti lled and further fi ne-tuned with the diff erent partners for applicati on March 2016. --

Water4Life, SMHO, ADR-Vlaanderen, TON and LimPRo join their forces for drinkable water in Romania - In the past, scienti sts of the Dutch Water4life

foundati on have developed several products to provide safe drinking water for people in rural areas. These products have been disseminated with success in Asia and Africa. Safe water will be provided with an ultrafi ltrati on system instead of a microfi ltrati on system that can withdraw micro-organisms with high capacity. The Dutch foundati on “Water4life” has more than 12 years of experience in providing soluti ons for diff erent areas in the world where water of healthy quality is not available. Products, developed with help of scienti sts at the multi nati onal company DSM, has given the foundati on know-how to make innovati ve products that can be produced by the local people. This not only ensures a high level of acceptance, and commitment of the local people, but also improves the socio-economic situati on in these regions. SMHO, a Dutch foundati on, which supports social-medical acti viti es in Eastern-Europe (and is for several years member of ADR-Vlaanderen), and Water4Life joined their eff orts to provide drinkable water in Romania, starti ng in the county of Suceava. Currently the project started at a school in Vatra Moldoviței.From the beginning ADR-Vlaanderen supported the idea of this project initi ated by Water4life. In the meanwhile the project has been presented as well on the region of Limburg of ADR-Vlaanderen as well as on the nati onal contact day of ADR-Vlaanderen, November 2015. Informati on has been disseminated through their newsfl ashes, newslett er, website, etc. Furthermore an agreement on cooperati on has been setup between SMHO, Water4life and ADR-Vlaanderen/The Open Network. TON will also apply with a project on promoti ng drinkable water at ADR-NE region in 2016. In the same ti me an EU project applicati on is in preparati on between the diff erent above menti oned partners.

Oud-Turnhout invests in structural community development Aft er 25 years of collaborati on between citi zens of Oud-Turnhout, Belgium, and Dumbrava, Romania, ‘VZW Oud-Turnhout – Dumbrava’ has offi cially stopped the acti viti es. In the past they realized together some nice projects. Recently

they renovated the cultural house in Dumbrava and realized a project on drinkable water in the community. In cooperati on with the community hall they sti ll wanted to realize a project for elderly people in Dumbrava but for several reasons this wasn’t possible. The ‘VZW Oud-Turnhout – Dumbrava’ decided to support the development of The Open Network and donated the available money (more than € 10.000) via ADR-Vlaanderen to TON.

Exchange of lett ers between BEROBA-ADR-TON – The Open Network for community development and ADR-Vlaanderen - In 2015 an “Exchange of Lett ers” was concluded between ADR-Vlaanderen, The Open Network for community development at one side and BEROBA (Belgian Romanian Business Associati on)

at the other side. BEROBA, ADR-Vlaanderen and The Open Network are all organizati ons acti ve in Belgium and in Romania. Due to the unique characteristi cs of each organizati on and the broad network they generate together, cooperati on in principle is in their advantage.The cooperati on was seen as follow:- ADR-Vlaanderen, TON and BEROBA can organize acti viti es together to achieve shared goals. - ADR-Vlaanderen, TON and BEROBA seek for common grounds to assist and support each other in the promoti on of their acti viti es.- ADR-Vlaanderen, TON agrees to share notoriety informati on and support, where they can, their mutual initi ati ves on the basis of their know-how and experience.- ADR-Vlaanderen, TON and BEROBA are committ ed to share informati on and experti se. In this sense each of the partners will post the logo of the other partners on the website. Other visibility of each other’s acti viti es can be decided on ad hoc basis.- ADR-Vlaanderen, TON and BEROBA engage to bring actors together and exchange their contact data in the best possible ways.- ADR-Vlaanderen, TON and BEROBA will facilitate access to each other’s internati onal platf orm. - ADR-Vlaanderen, TON and BEROBA will meet at least once a year to evaluate the cooperati on in the past year and to discuss the cooperati on in the upcoming year. - Taking advantage of the fi scal rules in Romania, BEROBA members are encouraged to give prioriti es to TON in the direct tax allocati ons. This priority can fi nancially help TON to achieve its annual goals. - BEROBA members can become member of TON. Therefore an annual membership fee of 50 EUR is foreseen. Special partnerships can be negoti ated. Any BEROBA support to ADR/TON can be arranged on an ad hoc basis.- BEROBA members can communicate their job vacancies to ADR/TON network that will publish them on their websites. - At the occasion of important events like the Forum on Decentralized Cooperati on or the Belgian Week in Bucharest, ADR-Vlaanderen, TON and BEROBA try to fi nd the best possible cooperati on in order to include economic components and social economy. The partnership started in 2015. The partnership will be tacitly prolonged on the First of January of each year. The partnership may end on the basis of a mutual agreement or following a unilateral initi ati ve of one of the partners that will come into eff ect three months aft er the other parti es received a writt en communicati on hereto. In the mean while a day on social economy was set up during the Belgian week in Bucharest April 22nd and a fi rst BEROBA-TON Encouraging award Social economy was handed to Eco-Herbal. During the Forum on decentralized cooperati on in Iasi, November 05-07 a roundtable on economy and social economy was held in Iasi together with ADR N-E region. At that occasion was agreed on the setup of a BEROBA-TON meeti ng point in 2016 and a further cooperati on on social economy.

EUROMF Seminar - The Commitment of social partners to tackle social exclusion within the labour market - Focus on tackling problems of migrant workers from inside and outside the EU. Cristi na Chert (executi ve director TON) and Jozef Goebels (president ADR/TON) were invited

at this seminar from October 1 unti l October 2, 2015 in Bucharest.The organizers stated: “It’s clear we don’t believe in the liberal view on building a society, a view that these days dictates the EU politi cians and policies. We believe in a socially corrected economy and a society driven by justi ce and solidarity”. “When we chose this seminar subject a year ago, we couldn’t know it would become such a hot topic as a result of the refugee crisis and the current politi cal statements in a divided Europe”.Migrati on is a very old phenomenon. Aft er the Second World War an increasing number of migrants and refugees came looking for a bett er life in Europe. And Fortress Europe made increasingly more restricti ons for migrants and refugees. Research found that this way of reacti ng only increases the number of dead among refugees. Analysis also determined that more rules only lead to an even more restricted and diffi cult fl ow of migrati on. Once a system has been established, it is very diffi cult to abandon it. It becomes a kind of prison. This is disadvantageous to the economic development. It is clear that empowering the fear for the unknown, in this case migrati on, kills good policies. We need to oppose this and expose the real facts and fi gures on a day to day basis.

Cristi na Chert presented “The case of migrati on in Romania: consequences for workers and the Romanian economy” this topic also as a parti al result of the ReInvest project TON is involved. ACV-Border Workers in EU member states have leafl ets in Romanian language on informati on for people interesti ng in working abroad. They will be put on the website of ADR/TON. We also gave them informati on regarding the initi ati ve of the Dutch embassy where Ramona Sinca represented TON in June 2015: “Provide pre-departure informati on for people interested to work in the Netherlands about rights, obligati ons, opportuniti es and risks”. It is important to create a social security system that can functi on worldwide. Social security should be a system that ‘accompanies’ the employee wherever they go. To achieve this we need to address these issues:•Access to social security in host and nati ve countries aff ects the level of vulnerability.•Portability between host and nati ve countries is important to avoid loss of accrued enti tlements.•Labour market conditi ons for migrants in host countries and the recruitment process for migrants in the country of origin must both balance between employers’ needs and workers’ protecti on.•Access to informal networks can act as an informal social safety net to support migrants and their family members.•Mobility of labour and mobility of enti tlement.Not only regulati ons and laws are important, there is also the matt er of the recepti on of migrants in society. For that to work, we need civil society organisati ons that take care of it.

Howto become a member?1. Send a message to [email protected] and ask for an “Offi cial request for TON membership”;

2. Fill in the “Offi cial request for TON membership” and sent it back to [email protected].;3. In maximum 2 weeks you will receive the answer to the “offi cial request” submitt ed by the Administrati on Council to the TON Board;4. • Acti ve members: members (natural persons or organizati ons) that are acti ve at local level, that have a Belgian partner or not, that work with one of our models: GLT (Local Youth Group), OLF (Local Women Organizati on), OLB (Local Men Organizati on), CLD (Local Community Development Committ ee), CLS (Local Health Committ ee), ADAM (Mutual Help Associati on), Elderly Organizati ons. Our Acti ve members have access to our training system (according to the terms established in each invitati on) and must have minimum 4 acti viti es each year under the TON umbrella and using the TON LOGO; we promote their acti viti es (using our communicati on channels) and support their development.

• The Individual Acti ve Members will be encouraged to develop their own organizati on (informal/formal group in the community), in one year aft er they decide to be TON members.

• Supporti ng members: members who pay the membership fee and are informed on what we do. They may parti cipate in our training programs by paying the training fee. The supporti ng members are our future project partners.

• Members of Honor: these members are invited by the TON council to join us as members of honor due to their presence, acti viti es, experti se and experience.
