1.0 INTRODUCTION AND ORGANOGRAM OF CIVIL ENGINEERING DEPARTMENT:
Being one of the most pioneer and important departments of Oil India Limited; Civil Engineering Department since its’ inception has been continuously providing all kinds of Civil Engineering services in the fields of planning, drafting of drawings, surveying, designing, estimation, construction and maintenance for all Civil Engineering Projects of the Company. The Department’s core activities are comprising of-(i) Preparation/Construction/Maintenance of Plinths for new Drilling Location, Work-Over Wells, Water Disposal Wells, (ii) Construction of RCC/Steel Structures in the Production Installations, (iii) Construction of Industrial /Residential Buildings, Boundary Walls, Water Tanks, Storage Yards, Workshops and various other utility services (iv) Construction and Maintenance of Bituminous /Concrete Roads and Drainage Systems (v) Conducting all types of Civil Surveys (vi) Misc./Maint. Services for E&P activities (vii) Maintenance of all the buildings, playgrounds, roads, sanitary jobs, drains in the OIL township, (viii) all types of Horticulture works in the OIL Township (ix) Maintenance of Gas and Water supply lines (<25 mm dia) and their fittings etc. Nonetheless, the Civil Engineering Department’s functions also cover the technical assistances being extended to the Public Relations Department on time-to-time basis as desired by the management while execution of various CSR projects of the company such as- building of roads & bridges, school buildings, boundary walls, community halls etc.
Civil Engineering Department of OIL comprises of total manpower holding of- 62 nos of executives
and 203 nos of employees as on date; posted in various spheres & locations. The department has its F.H.Q. located at Duliajan and other important offices are situated at Moran (Western Asset), Digboi (Eastern Asset), Manabum (Arunachal Pradesh), Jodhpur, Rajasthan, Noida & Kakinada (Andhra Pradesh). The Civil Engineering department has also posted some of its officers and employees in the Exploration Basin, C&P and Projects departments as per the operational requirement. The department under its’ Field Head Quarter, Duliajan (FHQ) has divided its activities among 10 (Ten) nos of sections; known as – Horticulture, Township Maintenance, Exploration Basin, Projects & Development, Planning & Administration , Eastern Producing Area, Central Field-West, Central Field-East, Moran & Naharkatiya and Baghjan & Duarmara.
Growing with the pace of technological advancements in the construction fields and to attain
efficiency in the works’ executions, the Department has added various new technologies into its’ arsenal, e.g. GIS, Auto CAD, Autoplotter, STAAD, RCDC design software etc.. Moreover, the Department has been continuously deploying advanced state-of-the-art Construction Machinery e.g. Asphalt Paver, Vibratory Asphalt Compactor, Vibratory Soil Compactors, Concrete Pumps, Hot Mix Plants, Concrete batching plants, Improvised Road Rollers (having the facilities like high speed gear & low fuel consumption) etc. in the construction projects in order to enhance/improve the efficiency, quality of works during the execution phase.
Civil Engineering Department possesses its own approved CPWD based OIL-Schedule of Rates based
on which, the estimates are prepared and SES payments are made to the contractors against the completed works being allotted/awarded/asked them to do. The Department houses its own Soil and Concrete Laboratory (currently under renovation) to perform numerous field and laboratory tests in connection with the department’s operational activities. The team of the Civil Engineering Department is well supported by the active and dedicated co-operations from various Departments in OIL and Government, OIL registered vendors. Altogether, this entire team works in collaboration with dedicated efforts to help the Company reach at its’ defined goals & objectives.

During the FY 2016-17, construction of plinths and approach roads have been successfully completed in quick time for all the locations entrusted to Civil Engineering Department and handed-over in ahead of the schedule in most of the cases to enable the other departments to carry-out the subsequent activities. There was no loss of time reported during the FY 2016-17 in the preliminary ILM and rig-up operations for any delay or non- completion of civil works. The above statistics also includes some forward locations where civil works have already been completed but the drilling activities are yet to begin. 8.0 NEW INITIATIVE /TECHNOLOGY IMPLEMENTATION: Survey Museum:
Opening of new museum at the Survey hall of Civil Engineering Department, Duliajan displaying the vintage survey equipments used in field survey works from the year 1930 onwards

Generation of Software based Survey Maps in GIS module: OIL is executing a project by awarding a contract -6109454 of worth INR 1.11 Crores to M/s Softa Geotechnical Pvt. Limited, Kolkata to convert the existing locations of all the OIL’s operational roads, other Govt. roads, main leading roads, well points, OIL installations etc. to a single window based GIS platform by establishing all survey data (collected at the designated DGPS control points) in the WGS-84(World Geodetic Survey) /UTM (Universal Transverse Mercator) coordinate system. The progress of the project as on 31.03.2017 is 90% (Approx)) and a brief summary is outlined below-

9.0 MAINTENANCE JOBS: During FY 2016-17, altogether 9451 nos of jobs (an increase of 6% over the Fy2015-16) have been successfully executed by the Civil Engineering Department by engaging a total of 1070 nos of contractors in 16 nos of zones as per the notifications received from various user departments of OIL. Such jobs are to be carried-out on utmost priority due to the extreme operational exigency of the works. The above is besides nearly 16000 nos of telephonic reports received and successfully attended/executed by the the TM (Township Maintenance) section of the department in the context of, - minor carpentry works (doors, locks, window glass, bathroom fittings etc.), sanitary works (leakages in WCs, wash basins, pipe blockades etc.), socio-religious functions, all gas & water reports etc.

FYs 2014-15, 2015-16, 2016-17 11.0 ENVIRONMENTAL PROTECTION: Civil Engineering Department is always avowed to display their sincere care and responsibility towards the well-being of the 2 (two) major stake holders of the Company- (i) Society and (ii) Environment. Therefore, during FY 2016-17 also, the department has taken-up many notable initiatives to protect the society and environment besides smoothly managing their operational activities at different places of work in and around Duliajan. Some of those activities are as highlighted below- 11.1 Horticulture: a) Saplings have been planted along sides of roads, around OIL installations and in the parks to maintain a
natural and healthy environment, b) Saplings have been distributed to various schools, colleges, offices & NGOs etc., c) Carrying-out grass cutting and jungle cutting jobs in the entire OIL township area and parks on regular
basis, d) Periodic cleaning of drains along the road sides to facilitate clean, hygienic and healthy living conditions. 11.2 Impervious HDPE Linings in the Effluent Pits: For the last 8 (Eight) years, as an important environmental protection measure, Civil Engineering Department has been adopted the laying of HDPE (High Density Poly Ethylene)/ impervious lining conforming to IS 14611:1998 and IS: 15351:2008 over the drilling effluent pits. 11.3 Waste Management in Drilling Well Plinths: Civil Engineering Department in collaborations with many other departments has deliberated and laid down suitable action plans towards the implementation of proper waste management policy in the Company by reducing/recycling the large amount of drilling mud/effluents being generated during the operations, in the well plinths. 11.4 Restoration works in Well Plinths: During the FY 2016-17, in order to preserve ecology, environment and society, the department has successfully carried out restoration jobs e.g. erection of barbed wire fence around the effluent pits, cleaning of effluent pits, cleaning of plinths etc. subsequent to the completion of the drilling operations at the following locations-

11.5 E-Waste , Energy Conservation, Cleaning of Office Premises:
(1) Civil Engineering Department has adopted suitable measures to make the proper usage of electricity
and water in its office premises at Duliajan in the pursuit of energy conservation.
(2) Like the previous years, this year also, Horticulture section of the Civil Engineering has contributed
their untiring efforts towards adopting cleanliness measures- e.g. cleaning of the office premises by sweeping
of tree leaves, trimming of tree branches, jungle cutting, cleaning of store yards etc. on continuous basis.
(3) Kms of existing operational roads have been identified for conversion into the dust free roads as per
the MoEF guide lines.
(4) Huge lot of unutilized/vintage E-Wastes has been successfully written-off and disposed to authorized
recycler-M/s Attero Recycling, Guwahati.
(5) 2 (two) numbers of new scrap lots containing unutilized Revenue Items , e.g. bitumen drums, CGI
sheets, broken wooden/MS items etc. at the Road /Location storage yard and Township Maintenance yards
have been identified and proposed for the disposal and auction.

12. DEPARTMENTAL BUDGETS: Budgeting is one of the major activities of the department, which is being
carried-out annually to plan & propose different plan and non-plan expenditure that needs to be incurred in
the forthcoming FYs for the successful execution of various operational jobs as per the Annual Work Plan of
the department. Like many previous years, in the FY 2016-17 also, Civil Engineering Department has
planned, prepared, proposed and utilized several budgets of Capital, Special Revenue and Revenue nature.

CHART: MANPOWER STRENGTH IN FY 2015-16 & 2016-17 14.2 Progression/Promotion: Based on Company’s Promotion Policy, eligible executives and workmen are promoted to various grades as per their performance in the selection test, interview and probation period. 15.0 TRAINING OF MANPOWER: 15.1 Training/Seminar attended: Imparting valuable training is always essential for professional and personal development of human resource of a department. As per the training needs evaluated and designed for the department, a sizeable number of executives and workmen have been nominated to attend and undergo several training courses, seminars, MVT courses etc. conducted in FY 2016-17.
15.3 Gender Budgeting: (i) 1 (One) no of lady executive has been released from the department for a period of 2 (two) years of Study
Leave to pursue Masters Degree in ‘Geo-system Exploration and Petroleum Geo-engineering’ from Asian
Institute of Technology, Bangkok.
(i) Imparted in-house training to 2 (two) nos of lady executives out of a total strength of 6 (six)
(ii) Imparted in-country/in-house training to 6 (Six) nos of lady work persons out of a total strength of
18 (Eighteen).

16.0 CONCLUDING REMARKS & ACKNOWLEDGEMENT:
“Obstacles are those frightful things you see when you take your eyes off your goals” –Henry Ford.
During the bygone years, Civil Engineering Department alongside several other departments of OIL
sailed through various challenges and obstacles while performing duties in the difficult working environment.
In these circumstances, the progress of the jobs has many a times been deterred by various unwanted
elements like bandhs, agitations, blockades, acts of vandalism upon our work persons etc. Inspite of these
bottlenecks, Civil Engineering Department as well as all other departments of OIL has moved forward
overcoming it and worked relentlessly with enthusiasm to enable the Company realize its’ goals. The
achievement of the Company in - all time high Work-over wells operations and drilling meterage are the solid
examples of extreme hard work and dedication shown by all amidst the unprecedented constraints caused to
the functioning of our operational activities. Civil Engineering Department takes the pride to become an
indispensible part of this milestone achievement.
To name a few noteworthy achievements of the department this year- it has been able to complete
many projects on time, an all time high 22 (twenty two) nos of drilling locations (Civil Engineering activities)
prepared and handed-over to the Drilling Department before schedule completion, able to submit many Ind-
AS reports like S.Locs, Imprest Cash, CWIP, ACRs, provisions, audit reports etc. on time, able to complete site
restoration works in most number of drilling well plinths (29 Nos), the progresses of many roads/bridges
projects under the execution of ‘Oil Deposit Schemes’ as well as by of its own are too moving at encouraging
pace.
The undersigned would therefore, like to express his heartfelt gratitude to all the departments of OIL
for extending their valuable supports towards the successful execution of various Civil Engineering activities
related to Company’s operations. At the same time, the undersigned takes immense pride to congratulate the
entire workforce of Civil Engineering Department who has showed extraordinary vigor, enthusiasm and
responsibility to complete their assigned tasks that enabled the Company to achieve at its defined goals &
objectives.
The undersigned would also like to use this opportunity to thank the Local and Corporate
Management for providing all the timely supports as and when needed to maintain an interrupted progress in
the execution of the departmental activities.
It is worthwhile to mention the untiring efforts put-up by all the contractors who worked under the
Civil Engineering Department, to complete their allotted works with sincerity & dedication.
