Principal's Message

Ballajura’s recent achievements have come with an incredible amount of hard work,

and I pay credit to our wonderfully dedicated and professional staff who work with

passion and commitment. I thank them all for creating such a positive and dynamic

school and for embracing change with optimism and enthusiasm.

As I reflect on the 2018 school year and of the sum of our experiences, I am full of

hope for what lies ahead. We are part of a school community that genuinely cares

about our children and our collective purpose. We look to a future that embraces

our diversity and the strength that will flow from everybody belonging. We are

inspired by new possibilities and not afraid of the challenges before us. Our school

motto stands strongly before us and we are ever mindful of our shared responsibility

to display ‘Confidence and Pride’ in all that we do.

A Focus on Student Achievement

At Ballajura, actions, programs and decisions are judged by their impact on student

achievement, not merely classroom and school processes. Teachers attention is

focused on standards of achievement expected of students and on monitoring the

progress towards those standards. Teachers use information about achievement to

assist students not meeting benchmarks and extend those working above year level.

In 2018, Ballajura Primary School’s academic performance was again exceptional

with NAPLAN results demonstrating achievement significantly above expected

performance in all tested areas. The longitudinal graphs displayed in this report

demonstrate the consistently excellent performance the school has achieved.

Ballajura - A School of Excellence

I would like to welcome you to Ballajura Primary School’s 2018 SchoolReport.

There is something very special about being part of Ballajura Primary School,the energy and dynamic of our students, the possibility of what they willachieve in the years ahead, their openness and optimism, the joy expressedin the activities we share, and the emotion expressed as we farewell ourstudents at their graduation. Deep in the roots of our passion for educationlies the hope that we can support our students to know who they are,recognise their strengths and understand what values drive them to besuccessful.

2018 saw Ballajura Primary School celebrate its 30th year of educatingchildren. Throughout this time, our school has transformed into being aleader in the delivery of primary education. This milestone was recognisedby the school being invited to take part in the Department of Education’sprestigious WA Centre for Excellence in Explicit Teaching of Literacy. As aresult of our consistent, outstanding academic performance, we will workwith academics to develop whole system programs that will enhancestudents’ literacy skills across the state.

The Centre will study Ballajura Primary School’s teaching methods and overthe next three years, we will engage in a partnership with Curtin Universityto share our expertise in the teaching of literacy and develop resources sothat other educators can learn from our exemplary practices.

Inclusivity and DiversityWith forty-two percent of our families speaking a language other than English,our school calls upon our community to practice inclusion, acceptance andpersonal responsibility. Through our daily teaching, our message is strong andexplicit in how we interact with one another, in what we value, in theconfidence we inspire, and in the belief we have that we can make a differencefor every child.

Priorities and Outcomes

I again must congratulate the staff on their dedication and commitment to highquality teaching practice and passion for ensuring that every child can becomeacademically successful.

Our 2018 priorities were reflective of:

1 Success for all students

2 High quality teaching

3 Effective leadership

4 Strong governance and support.

Significant outcomes the school achieved in 2018 included:

• Ballajura Primary School being recognised as the highest performing publicprimary school in Western Australia over the last five years (based onexpected academic performance for schools in NAPLAN testing).

• Ballajura Primary School reached its enrolment capacity and establishedsignificant waiting lists for students wishing to enter Kindergarten and PrePrimary.

• The school was informed that it would be receiving $3.2 million for theconstruction of four new classrooms in the Early Childhood Centre. Thisprogram commenced in July of 2018 with the completion date is set for late2019.

• The school completed construction of its Reading Academy building. Thisfacility acts as the administrative hub for our intervention programs so vitalin assisting students who are not making grade level benchmarks in literacy.This project was fully funded by the school and recognises the importanceof the school’s intervention team and its work within the construct of theschool’s operations.

• It was announced by the Department of Education that the school would receive an upgrade to its Science Laboratory and an additional $25 000 for science resources. This will provide significant opportunities for the extension of science studies.

• Beyond all of these exciting developments, the school continued to ensurehigh quality teaching and learning was delivered to students. This includedrefinement of our curriculum and assessment practices. The identificationand explicit teaching of essential content continues to be paramount to thefuture success of Ballajura Primary School.

The information presented in this report, validates the decisions that have beenmade by the school’s leadership group and School Board in relation to ourstrategic direction, frameworks and programs. We have continued throughout2018, to operate under the banner and flexibilities that IPS encompasses. I amconfident that Ballajura has a strong and sound strategy to achieve success andwill continue to significantly enhance the lives of children into the future.

As the School Board Chair, I am delighted to report to the School Community onthe operation of the School Board during the preceding twelve months.

This year has been another outstanding year for Ballajura Primary School withtremendous success across all areas of its operations. The culture of the school hascontinued to evolve with a focus on student endeavour, resilience andachievement. The balance and blend of these qualities is what makes the schooltruly remarkable.

As Board Chair, I take great satisfaction from seeing the result of a child’s Ballajuraeducation; however, as a member of the local community, I believe I am privilegedto witness the dedication and total commitment to the delivery of exceptionaloutcomes by the staff, the school’s leadership team, and of course our Principal,David Wanstall. I would like to express my sincere thanks and appreciation onbehalf of the Board and the whole Ballajura Primary School community, for thecritically important work the school does.

Following on from a study in 2017 into the outstanding teaching and learningprograms at the school by The Department of Education’s Expert Review Group,Ballajura Primary School was informed by The Department of its inclusion in theCentre of Excellence for the Teaching of Literacy in late 2018. This project will seea partnership with Curtin University’s Education Faculty in developing anddelivering exemplary teaching practice in the field of literacy. The whole schoolcommunity should be thrilled with this recognition.

The balance and blend of these promises has provided for a truly remarkableschool experience and is most evident in our students living out the school’smantra of inspire, participate, learn and succeed.

As a passionate community representative, I take great satisfaction from seeingthe result of a Ballajura education with so many of our senior students successfulin the achievement of high school scholarships and engagement in secondaryeducation programs. However, as a Board member, I believe I am privileged towitness the dedication and total commitment to the delivery of these outcomesby the school’s staff, the leadership team and, of course, our Principal, Mr DavidWanstall. To David, the Associate Principals Jane Schorer and Judy Hayden,Manager of Corporate Services Stephanie Young and all the staff, I would like toexpress my sincere thanks and appreciation on behalf of the Board and the wholeBallajura community.

The school’s facilities continue to flourish with the commitment of the StateGovernment to inject $3.2 million dollars into the construction of four newclassrooms in our early childhood centre. The facilities will provide the capacity forstate-of-the-art teaching and learning and amenities for staff to plan and collaborate.Along with school initiated projects, our students and staff continue to enjoyamenities equal to any government school in Western Australia.

Ballajura Primary School, with the help and support of parents, universities andgovernment agencies is making a significant difference to the social, emotional andacademic outcomes of our students which will greatly enhance their opportunitiesthroughout their lifetime. This continues to be blindingly obvious to all thoseassociated with the school. With ever rising standards in literacy and numeracy, andacademic results now being equal to those schools from significantly higher socioeconomic circumstances, our school has a very bright future.

Ballajura Primary School is an Independent Public School situated 16 km

north east of the Perth Central Business District. The school opened in

1989 and in recent years has experienced steady growth in enrolments.

As at Semester 2, 2018 the school had a student population of 728

students and it is anticipated that enrolment numbers will continue to

increase in 2019.

Over 42 per cent of students have language backgrounds other than

English and about 4 per cent are Aboriginal.

The school strives for excellence and demonstrates an obligation to

ensure that every child has an outstanding education. This commitment is

signified through the dual mantras of, ‘all students can be high achievers’

and ‘every student matters every day’.

desire to realise every child's passions and dreams.

Ballajura Primary School has a large staff comprising 75 members.

All staff are committed to ensuring that Ballajura Primary is a school of

excellence, focussing on the development of improved service delivery,

culture, belief, curriculum and student outcomes. All teaching staff meet

the professional requirements to teach in Western Australian Public Schools

and can be found on the public register of teachers of the Teachers

Registration Board of WA.

Student Attendance and EngagementIn 2018, the average attendance at Ballajura Primary School, was 93.3%. This compares to the state average of 92.6%. Lengthy vacation leave to Europe, the Middle East, Bali and other Asian countries, ontinues to account for a large percentage of absences. The work undertaken by the school in investigating student absences and building strong relationships with families, is having a flow on effect in improving the cycle of lateness and non attendance. Students identified as ‘at risk ‘ are continually monitored and supported.

NAPLAN ACHIEVEMENTS

In 2018, 15% of Australian schools completed NAPLAN online. All otherschools completed the assessments using pen and paper, inclusive ofBallajura Primary School. The school’s academic outcomes were againexceptional with results demonstrating achievement significantly aboveexpected performance in all tested areas. The longitudinal graphsdisplayed in this report, highlight this consistency.

The rankings below, demonstrate Ballajura Primary School's overallperformance against schools across the state of Western Australia. Theschool’s ranking compared to some 600 public primary schools, isdetermined by calculating the mean scores of the 5 tested areas in Year 3and Year 5. In 2018, Ballajura was ranked 37th for academic meanNAPLAN performance in the state of Western Australia.

The following table reflects Ballajura Primary School’s Year 3 and Year 5mean performance between 2012 to 2018 when compared to the Australianmean. Since 2012, the school’s mean performance in both Year 3 and Year 5has reflected an upward trend. Students in Year 3 and Year 5 continue toperform well above the Australian mean.

The performance of our Year 3 and Year 5 students is above (pale green)and substantially above (dark green) all Australian schools.

Ballajura Primary School’s NAPLAN raw score performance hasimproved every year since 2008. However, an increasing Index ofCommunity Social Educational Advantage (ICSEA) rating has made itchallenging for the school to achieve further recognition due to theratings weighting in increasing academic performance expectations.

The graphs overleaf demonstrate the value adding of studentperformance from Year 3 to 5 in the years 2015 to 2017 and 2016 to2018. The Value Adding Scale provides a performance insight into whatinfluence the teaching and learning process is having on studentacademic progress in comparison to similar academically performingschools. Achievement beyond that of other schools, confirms thestrategic implementation of staff training, delivery, curriculum and theallocation of physical and human resources is having the desired effect.

As demonstrated overleaf, academic results in reading, writing andnumeracy (source: MySchool Website), clearly indicate that students atBallajura Primary have made significant academic progress in the yearsbetween Year 3 and Year 5 when compared to similar schools (blue),and expected performance of students across Australia (black). Thestudents at Ballajura (as indicated by the red line), are clearly workingwell above expected performance and in some cases, significantlyabove year level expectations.

Note: Students not meeting the minimum requirement of Band 8 inYear 9 NAPLAN, will be required to sit the Online Literacy andNumeracy Assessment (OLNA). The graphs overleaf indicate that manyof the Year 5 students at Ballajura Primary are currently achievingBand 7; just shy of the expected Year 9 requirement.

High Expectations, High Standards, Success for All

Throughout 2018, the administration team with support from coaches and

phase leaders, have implemented a range of strategies to support staff in the

ongoing attainment of skills, knowledge and experiences to foster high quality

teaching and learning. These processes have ensured all staff have an

understanding of the teaching model at Ballajura Primary School. Through

coaching and professional learning opportunities, teachers have continued to

refine their lessons that explicitly teach year level content to all students. Staff

also participate in class audits, performance management and collaborative

year level meetings where they reflect on teaching delivery and receive

feedback on their teaching practice.

Other highlights include:

• Teachers continue to be active in taking responsibility for changes in the

practice required to achieve school performance targets and use data on a

regular basis to monitor the effectiveness of their efforts in assisting

students to meet identified academic performance targets. Data from

benchmark monitoring, NAPLAN and Progressive Achievement Tests (PAT),

are used to identify gaps in student learning and monitor progress over time

and across the years of schooling.

• Staff participate in professional development focusing on reading

comprehension, writing, the ‘Reading Hierarchy’, inquiry learning and

Blooms Taxonomy. Maths professional learning and writing moderation for

Year 6 teachers is coordinated as part of the Ballandjarra Network

professional learning program.

• In 2018, Staff have been provided with high quality professional ICT learning

opportunities, including coaching and mentoring to advance their skills and

knowledge and integrate IPADs across the curriculum.

Strengthening Early Child Education

2016 School of The Year Finalist

At Ballajura Primary School, we recognise the importance of earlyyears education.

In strengthening education in the early years the following initiativeshave been implemented.

• Students in Kindergarten and Pre Primary are screened in literacyas a means of early intervention and identification of educationalrisk. Resources are allocated to identify and respond appropriatelyto the learning needs of all students. Identified students aremonitored and engage in programs such as Prelit, Minilit andreading intervention.

• Increased creative play opportunities are implemented as part ofan outdoor education program inclusive of learning centres.

• Department of Education Online Entry Assessments areadministered annually to Pre Primary students. The assessmentprovides teachers with an opportunity to collect information onthe essential literacy and numeracy skills, and understandings ofeach student. Using the information gathered, teachers developtargeted teaching and learning programs that cater for groups ofstudents and also support the needs of individual students;particularly those at educational, emotional or social risk. Studentperformance information is analysed to assess strengths, areas ofimprovement and the monitoring of longitudinal data todetermine the effectiveness of our Kindergarten programs.

2016 School of The Year Finalist

Ballajura Primary school continues to build and sustain quality relationshipsand partnerships with the school community to ensure the promotion of aculture of shared responsibility in the education of students. Families atBallajura are welcomed and encouraged to become involved in the schooland in their children’s learning. Growth, respect, opportunity andengagement are fundamental in all partnerships and these qualities aredemonstrated prioritised in all interactions and communications.

Parents are vital partners in the education of our students. They providevaluable help and support through the P&C, in the operation of the school’scanteen, uniform shop and fundraising activities. Our School Board is also anactive and knowledgeable group who represent the views of our parentsand community.

2018 Highlights

• A new initiative for 2018 was the implementation of 1 x morning and 1 xevening P&C meeting per term. The introduction of a morning meetinghas resulted in a wider audience of parents attending P&C meetings. Theadministration team attended all P&C meetings and provided parentswith an update on the progress of curriculum implementation. P&Cmeetings are well attended with an average 25 parents at each meeting.

• Community events included; Lap-athon, Mother’s Day/Father’s Day stalls,Book Fair, International Food Days, Manx Day, Harmony Day, Science Day,Anzac Day remembrance, Choirfest, Interschool Sports, Sport Carnival.

• The school implemented an online platform known as Connect as a meansof communication between home and school. Parents were introduced toaccessing student reports online.

Building Partnerships

• All new families were interviewed to determine studentsstrength and weakness prior to starting school and classplacement was determined accordingly.

• After a number of years in the planning and, in collaborationwith the School Board, City of Swan, the local community andThe Hangout (an out of school hours group), a high qualityout-of-school hours care program for students was officiallyopened in 2018. This facility has enabled many families fromBallajura Primary School to access this service.

• Continued participation in the Year 6-7 teachers MathsNetwork initiative in collaboration with Ballajura CommunityCollege and other local primary schools.

2016 School of The Year Finalist

The National School Opinion Survey (NSOS) is conducted every two years.It is used to gain feedback about the overall performance of a school fromall major stakeholders; staff, parents and students. The survey iscomprised of questions mandated by the Department of Education.

Responses to each question can be answered by choosing a number from1 through to 5. Awarding a 1 indicated you strongly disagree with thestatement regarding the school and a 5 you strongly agreed with it. AtBallajura Primary School, all responses to the survey questions wereoverwhelmingly positive, with the majority of averages being above 4.

Parents SurveysWe had 138 parents complete the survey. This was a huge improvementfrom two years ago. We achieved this improvement through the use ofConnect. All surveys were completed online and responses wereanonymous.
