Executive Director’s LetterFifty Years of Making a Difference

This year, we celebrate WCCA’s golden anniversary, and for this 50th year in business, my letter is going to borrow heavily from the letter I wrote for the agency’s 45th anniversary. I figure, if you steal your own words, it’s not plagiarism, right?

WCCA started out in a rented office over the Blue Bird Restaurant on Hendersonville’s Main Street. It was the summer of 1966, and the agency operated two Head Start classrooms In Henderson County that served a few dozen children from low-income families. Today, WCCA serves over 600 children and families in Henderson, Polk, Rutherford, and Transylvania Counties with high quality early childhood education.

The story is similar for WCCA’s housing, transportation, and older adult services The programs started small, but as the need for the services, and the value the public saw in the programs grew, so did the number of people served.

As Western Carolina Community Action (WCCA) came into being, so did many other local institutions that, like WCCA, wanted to meet the other needs of our community that could not be met otherwise. These included:

• Blue Ridge Community College• Isothermal Community College• WCQS Radio• Blue Ridge Community Health Services• Land of Sky Regional Council• WUNF TV

The people of our service area, Henderson, Polk, Rutherford and Transylvania Counties, were fortunate to have citizens that supported the creation of these institutions. Not every place in North Carolina, much less the United States, has access to the valuable information, education, improved health, regional planning, and human services these institutions provide, and today they thrive because they are effective at meeting a variety of needs.

All of these organizations had humble beginnings. They started with small budgets, small dedicated staffs, cheap space, and hand me down equipment. For the good of our communities, they now have larger budgets, large dedicated staffs, and much nicer working conditions. The funders of these institutions constantly demand more accountability, and results.

It is my belief that WCCA and all these other great organizations, will survive for another 50 years and beyond. Our longevity will continue to contribute to the health of our community. So let’slisten to our stakeholders, change with the times, and never forget we are here to serve thegreater good and not ourselves.

Program Services includes all activities directly related to the organization’s mission, including planning, operations, and evaluation of each program as well as direct support to clients. Admin. Support includes functions that support the entire agency such as finance, human resources, corporate strategy, corporate planning, and executive leadership. Fund Raising includes activities that invite potential donors to contribute to the organization.

Other Community Outreach Related consists of CSBG, IDA, T CO United Way, HCCBG & USDA Nutrition Programs, and Transylvania County & HCCBG support for Silvermont Sr.Center.

Following is data on the Housing Programs for FY 2014-2015: • 759 families in Henderson and Transylvania Counties received HUD Section 8 Housing Choice

funds administered by the NC Housing Finance Agency’s Single Family Rehabilitation Program• 5 Housing Choice Voucher program participants graduated from the Family Self-Sufficiency

(FSS) Program• 1 Housing Choice Voucher FSS Program participant graduated to homeownership• 63 families benefited from participation in 18 financial literacy classes• 2 families participated in Individual Development Accounts (IDA) program (a matched savings program)• 2 IDA participant families became homeowners

• 8 families rose above poverty.• The average change in annual income for Self-Sufficiency participants was $4,955.00• 22 Self-Sufficiency participants obtained employment or better employment.• The average wage rate for Self-Sufficiency participants achieving employment was $12.07. • 26 Self-Sufficiency participants completed education or training programs.• 20* Self-Sufficiency participants secured standard housing.• 7* participants were saved from eviction or foreclosure.• 22* participants received emergency assistance.• 41* clients received financial literacy information and/or maintained a budget for 90 days.• 549 over age 60 medically needy participants received liquid nutrition.• 16,428 physician recommended supplemental liquid nutrition meals were served.• 96 medically needy under age 60 served with funding from the Henderson County Hunger

Coalition. • 40 garden vouchers were distributed with funding from the Henderson County Hunger

Coalition. On April 20th we distributed forty $30.00 vouchers, giving 34 households with children the opportunity to have fresh vegetables. In all, 135 people including 40 children participated. 32 of these households received food stamps with little money left to purchase healthy options. 25 families were scraping by on a fixed income. 9 families had no reportable income at the time. In addition to the vouchers we also gave out onion sets, spaghetti squash and marigold seeds and we even put everything into a reusable grocery bag since it was close to Earth Day!

• WCCA partnered with Thermal Belt Outreach to distribute 40 garden vouchers in Polk County.• WCCA’s Program Eligibility specialist fielded 5,068 information and referral calls.

Our community partners such as the Hendersonville Lions Club (prescription glasses and vision services, as well as Glucerna Liquid Supplement for low-income), United Way of Henderson County, and Thermal Belt Outreach (partnering with WCCA in gardening program and self-sufficiency services) played an important role in these achievements.* Including United Way results

• 8550 congregate meals served at two meal site locations serving 92 seniors. We would like to thank the following local supporters: Cathey’s Creek Baptist Church, fifth graders from TC Henderson Elementary, Transylvania County D.S.S. employees and Susan Zuchelli Sorenson.

• 4210 home delivered meals served to 27 homebound older adults, and 3,298 miles driven by volunteers to deliver meals. The following local supporters helped make this possible: Brevard Davidson River Presbyterian Church, Cherryfield Baptist Church, Rosman Baptist Tabernacle, and Rosman Community Auxiliary.

• 32 older adults age 60 and better and 8 adults under the age of 60 received 6,600 meals of Ensure liquid nutrition (2 cans = meal). We would like to thank Lake Toxaway Charities for making this much needed program possible to assist the frailest of our Transylvania County residents.

• 953 older adults participated at the Silvermont Opportunity Center, a senior center of excellence. We are very grateful for private donations and local contributions from Walgreens, and Land-of Sky Regional Council. We also appreciate Transylvania County’s support of this valuable service for without their support the center would not exist.

• 16 fans were distributed through funding by Duke Energy, thanks to funding by Duke Energy and local contributions.

• $30 garden vouchers were distributed to 30 families with funding from Transylvania County to grow their own vegetables and help supplement their food costs.

• 240 first-grade students and 84 sixth-grade students at Rosman Middle School were taught financial education focusing on “wants vs. needs” through a collaborative United Way grant with WCCA and On-Track Financial Education and Counseling. Teaching kids early in life about financial literacy is critical to providing them with the information and skills necessary to establish healthy financial habits as they mature. The emphasis on “wants” vs. “needs” helps to discourage emotional spending, teaching the child how to prioritize spending at a young age.

The Family Self-Sufficiency program, as a part of the programming and assistance offered to Housing Choice Voucher families, also known as Section 8 rental assistance, is thrilled to recognize Blair Ashe as our outstanding success for this year.

Blair is a Transylvania county participant who initially met with FSS coordinator, Maryann Festa in July 2012. What was most evident about this single mom of sweet, 4 year old Gracelyn was her motivation and drive to complete her associates degree and build a stable life.

From an early age Blair developed a strong work ethic. From age 16 she worked for 7 years, at Kmart in Brevard before beginning a part-time position with a medical service provider in the area. Upon graduation from Blue Ridge Community College in December 2012, Blair was hired on full time with the same company receiving periodic raises and promotions. By June of 2014 she completed 20 hours of financial literacy workshops in the evenings in Etowah after a long workday for her and school day for Gracie. She also completed 12 hours of Home buyers education with our community partner On Track Financial Education and Counseling in Asheville. After which Blair and Maryann Festa, WCCA’s certified housing counselor, completed an application for a USDA-RD Direct mortgage. Numerous delays with USDA funding postponed her approval until January 2015. However Blair kept her composure and was patient and finally found a home in Penrose that suited her needs and complied with USDA regulations. She used her FSS escrow to help with the inspection expenses.

In October 2015, after many months of searching and saintly patience, Blair and Gracie moved into their home.

Blair is an incredible young woman with a family background of strong values which instilled a mature work ethic and perseverance to be responsible, plan, dream, and achieve. Congratulations to Blair and Gracelyn! All the best wishes!

Percentage of Eligible Children ServedWCCA Head Start, Early Head Start and Early Head Start Child Care Partnership program served 44 percent of children between the ages of 0-5 living below poverty level in Henderson County; 28 percent in Transylvania County; 3 percent in Rutherford County and 13 percent in Polk County.

Parent InvolvementParent Involvement activities include parent committee meetings, parent conferences, ESL classes, fatherhood activities, Policy Council, and parent engagement activities related to school readiness, health and literacy. 91 percent of families participated in these activities.

Preparing Children for KindergartenChildren’s experiences and the skills and characteristics they develop during the preschool years are critically important to their success later in life. National experts conclude that children’s cognitive abilities and the concepts they can understand if they are exposed to age-appropriate and stimulating learning opportunities were previously underestimated. WCCA’s Children’s Services prepare children for kindergarten using the following strategies:

• Our comprehensive educational program focuses on physical development and health, social and emotional development, approaches to learning, logic and reasoning, language development, literacy knowledge and skills, mathematics knowledge and skills, science knowledge and skills, creative arts expression, and social studies knowledge and skills.

• The curriculum, The Creative Curriculum for Preschool, aligns with the North Carolina Foundations for Early Learning and Development which is a common set of goals and developmental indicators for children beginning at

birth and is a shared vision for what children should learn before they enter kindergarten. Curriculum implementation is individualized in order to help each child meet his/her educational potential. • The assessment tool Teaching Strategies Gold is used to record and track progress toward meeting School Readiness Goals. This system is used for all children birth-5. Formal checkpoints reflecting children’s progress were completed in October 2015, January/February 2016 and May 2016. While the assessment is primarily focused on tracking children’s developmental progress, enabling teachers to plan both individually

and whole group learning experiences, it is also used as an opportunity for teachers to reflect and identify professional growth needs. This program year, Teaching Staff and Home Visitors obtained inter-rater reliability certification to assure accurate observational assessments.

• Coordination and collaboration between WCCA and Henderson, Polk and Transylvania County Schools supports children’s school readiness and addresses transition strategies. These include activities such as field trips to the elementary schools, and participation in the Kindergarten Readiness Rallies in Henderson and Transylvania Counties.

For the 2015-2016 Program year, WCCA’s Children’s Services served 712 families and 897 children between the ages of birth and five years old. That number reflects our traditional programs: Early Head Start (319 children); Head Start (316 children, center and home base); NCPreK (117 children); as well as the Early Head Start Child Care Partnership Program (145 children).

A new service WCCA now offers is the above mentioned Early Head Start Child Care Partnership Program (EHS- CPP).This program serves children and their families in Henderson, Transylvania, Rutherford and Polk Counties. The EHS-CCP served 145

children for this reported program year. The EHS-CCP does not provide services for pregnant mothers.

Of the total number served in the Head Start, Early Head Start and Early Head Start Child Care Partnership programs, 384 were two parent families and 328 were single parent families. Additional services such as clothing, food and transportation assistance were provided for 425 families. 89 families experiencing homelessness were served. 82 percent of the homeless families acquired housing during the enrollment year. 27 children were in foster care. 52 children received medical treatment for a chronic

health condition and 74 children were professionally diagnosed with a disability. 48 children received mental health services. The required medical and dental exams were received by 98 percent of the children. 35 children received restorative dental treatment. 14 pregnant mothers and their newborns received services.

The average daily attendance for Head Start was 84.62 percent, 82.1 percent for Early Head Start and 88.7 percent for EHS-CCP. Any reason for low attendance is reported at Policy Council each month. We have maintained 100 percent of our funded enrollment.

Apple Country Transportation Services OutcomesApple Country Transportation provides a variety of transportation services in Henderson County. The public transit program is used by its passengers as a means of going back and forth to work, school, errands, and for medical appointments. It is also used as a connection to the Asheville Transit system. In 2015, 110,611 passengers were transported 192,939 miles by the Public Transit program.

The Rural Operating Assistance Program and Title III Older Americans Act Transportation Program provides transportation for scheduled grocery shopping and medical appointments for seniors over the age of sixty. Medical transportation services are also provided for residents under the age of sixty with medical issues that prevent them from being ambulatory. This year, 174,058 miles were traveled to provide 35,511

passenger trips for ROAP and Title III Programs transportation. There were 5,635 wheelchair and disabled passenger trips. Contract basis transportation was provided for Henderson County Vocational Solutions for its clientele. In Henderson County, 1,307 Head Start passenger trips were made for preschool children.
